J WHO? Anyone can make aliya at any time. The less time you have resided in Israel, the more benefits you can receive. J HOW? Making aliya is a three-part process:A. Making a request at Misrad Hapnim (Ministry of Interior) - similar to renewing a visa. Call or fax to make an appointment. (It may take approximately two weeks' time to receive your appointment.)

What is needed: ▪Passports of all family members ▪Proof of Judaism (Kesuba [marriage certifi-cate] is often enough, but they may require a letter from a Rabbi of your hometown) + copy▪Civil marriage certificate or teudat nisuin from the Rabanut ▪Birth certificates of all family members ▪Passport pictures of all family members over age 16 (Pictures can be taken in store next to Misrad Hapnim.)

Note: There is a photocopy machine in Misrad Hapnim, 30 agurot per copy.

B. Once you open your file, Misrad Hapnim will instruct you to make another appointment approximately six weeks later, to allow for processing. Ask for a contact person at Misrad Hapnim who can verify if your application has been approved. At this appointment, bring along all documents listed above. Both spouses must be present, even if only one is making aliya.

Approximately two weeks after your application is approved, you will receive a teudat zehut (Israeli ID card) in the mail.

C. After you receive your teudat zehut, schedule an appointment at Misrad HaKlita. Misrad HaKlita is the office responsible for granting your aliya benefits. They will clarify your eligibility for benefits, and will provide you with a booklet called a teudat oleh, which you will need in order to use your benefits.

What is needed: ▪Teudat zehut ▪Foreign passports of all family members for the last seven years. (If you can't obtain this, an alternate option is to receive a document, pratim al nosea, from Misrad Hapnim, which lists your entries and exits from Israel.)

Please note: 1. Any Oleh (newcomer) who has received a tzav rishon (first notice) from the army should contact Lishkat Hagiyus (IDF Recruitment Center) before traveling abroad.2. Aliya benefits are time restricted, depend-ing on the length of time you have resided in Israel.

Making Aliyah from Within Israel

In the past year, over 1,000 people made Aliyah from within Israel, without having to set foot into a Misrad Hapnim office. They took part in Nefesh B'Nefesh's Guided Aliyah program.

The Guided Aliyah program enables US, Canadian, and British citizens currently residing in Israel to make Aliyah from within the country while receiving the full array of Nefesh B'Nefesh services. It takes approximately two months to complete the Guided Aliyah process, which culminates in a pleasant and relaxed Aliyah meeting at Nefesh B'Nefesh offices with representatives of Misrad Hapnim. The experience is convenient, fast and efficient, allowing participants to avoid bureaucracy at the Israeli government offices.

Guided Aliyah has been increasing in popularity since its inception in 2004, and each year more Olim, including those from the Charedi sector, are taking advantage of the program. Throughout the process, a Nefesh B'Nefesh staff member is in touch with the applicant, addressing their questions and concerns. After an Oleh receives their Teudat Zehut, Nefesh B'Nefesh continues its support by assigning

them a regional coordinator who is in touch with them on a monthly basis to assist them with their absorption in the country.

Guided Aliyah applicants may be eligible to receive the entire basket of benefits offered to Olim. However, the more time someone resides in Israel prior to making Aliyah, the less benefits they may be eligible to receive. For more information on eligibility for benefits, contact Nefesh B'Nefesh's Guided Aliyah department.

Some of the major benefits of making Aliyah include free health insurance, financial grants, customs benefits, improved mortgage rates, and free college tuition. Additional benefits include higher Kollel stipends, rent subsidies, Arnona discounts, free Ulpan, and more. Nefesh B'Nefesh Olim can also qualify for financial aid beyond the absorption basket provided by the Ministry of Immigrant Absorption.

Apartment Purchase

The following are a few points which may prevent unnecessary aggravation when buying an apartment. This is not intended to replace the guidance and services of a qualified lawyer, but it may help you with the first steps involved in buying an apartment.

J OWnErSHIPThe three types of registration of ownership which exist in Israel are:1. The Land Registration Authority, known as "TABO," which can be land ownership or long term leases. 2. Israel Lands Authority (Minhal M'karkai Israel) - registered long-term leases only.3. Land Management Companies (Chevrot Mishkenot) - not yet registered long-term leases.At the offices of all three of the above, a document of ownership can be obtained for a minimal fee (if not for free).

In the TABO, the document is known as nesech. In Minhal M'karkei Israel and Chevrot Mishkenot it is known as a Rights Verification Letter. Without showing one of these documents it is not possible to register for ownership. These documents will also tell you what loans, mortgages, third party rights and other limitations or obligations apply to the property.

J PrInCIPlE OF UndErSTAndInG (Zichron Devarim)

A zichron devarim is a binding contract without many of the important details included in a full contract. In most cases it is recommended not to sign a zichron devarim. If there is a real need, it should be done in

consultation with a lawyer, who should explain the possible damages that can result. Once a proper zichron devarim is signed, it is equivalent to a full-scale contract. All of your needs may not be spelled out and its cancellation could lead to hefty fines for breach, or may even affect an apartment contract which cannot be altered.

J THE COnTrACTIn the purchase contract (chozeh) you must have all the minute details: exact names of the parties, ID numbers, plot, parcel, sub-parcel, location, price, payment schedule, date of transfer, etc. One obviously can't begin to deal with payments and transfers of property rights until all the matters concerning mortgages, old and new, are settled.

Many other subjects must be included in the contract such as: vehicle of payment, taxes, tangibles, outstanding bills, condition of the apartment, etc.These are all matters to be dealt with by a lawyer within the general framework of the contract. (An apartment purchase contract must be carefully written by an expert. Just one word in the wrong place could cost hundreds or even thousands of dollars.)Your lawyer is there to protect you and can negotiate on your behalf, but ultimately the terms and conditions are for you to decide upon.

J COnTrACTOrSIn today's market, most new apartments are sold directly by contractors. Therefore, in addition to following the points mentioned above, it should be absolutely necessary to demand other terms. One example is

proper licensing for the contractor and his project. Make sure his taxes have been properly dealt with, and that he has the proper building rights if he has entered a "combination deal" with landowners.

▪ You have a legal right to receive technical plans of the apartment and the building in which it is to be built.

▪ You have the legal right to show the plans to professional engineers, architects and an attorney.

▪ You are entitled to make changes in the proposed contract. Although it's an uphill battle, a good deal of changes can be made and many things are negotiable.

▪ Unlike second hand apartments, matters such as parking spaces, solar heaters, development, gardens, water, gas and electric connections as well as public ownership between neighbors, taxes and repairs must be specifically agreed upon.

▪ When you buy an apartment through a contractor, you are obligated to pay only according to the progress of the building.

The rules are basically as such: 1. No more than 15% should be paid by law unless the contractor gives you a bank guarantee or one of the securities mentioned in section #2 of the 1974 building security guarantee law.

2. When the roof, or first floor of the building not on pillars, is finished: up to 40%.3. When the frame -skeleton- including the walls is finished: another 20%.

4. With the outer plaster: another 15%.

5. And finally with the key: the last 10%.This is not just a negotiating pawn - it's the law!

Note: Get bank guarantees and check out other previous projects or buildings which the contractor has built in the past prior to making a decision.

J TAxESIf you are either a new immigrant, not already an owner of a home, a newlywed or disabled, you are entitled to receive considerable discounts re: purchase taxes. This matter should also be taken into account prior to making a decision.

Remember that by local law an apartment is only yours when it is registered! Therefore, before you pay all the money either ask for registration in your name or ask that the lawyer show you: ▪ The seller's tax form to embitterment as being paid

▪ A power of attorney from the seller in your lawyer's name

▪ That all municipality taxes have been paid

▪ That mortgages have been removed

Then at least you can finish with registration without the seller.

J OPEnInG An ACCOUnT In order to open a checking account you will need your foreign passport with a valid visa or your Israeli ID card. (Some banks will also want to see supporting documents such as a driver's license, a credit card or a birth certificate, previous bank account records or, if you have, three tlushei maskoret/salary records of payment.) It is possible to open both a shekel and foreign currency account. Most banks charge approximately 10 NIS per month service fee in addition to individual transaction fees. There are others that charge around 25 NIS per month, which includes unlimited transactions. (There are often special offers available when opening a new account- ask about them.) Inquire about specials for students (no monthly payments, discounted transactions, etc.) which many banks offer with an ishur from the Yeshivah attending.It's a good idea to set up a phone/fax agreement at your bank. This will allow you to call or fax in transaction requests without having to be present at the bank.

J ATM CArdS Otherwise known as a Caspomat or Snifomat, ATM cards are available when you open an account. You can withdraw money from any cash machine in the country at no charge. You can also use a foreign bank card to withdraw shekels from an ATM machine, but there is usually a charge from both the foreign bank and the Israeli bank in this case.

J CASHInG FOrEIGn CHECkS

You can deposit foreign currency checks into your account and hold it in that currency until needed. There is a fee for this deposit. It usually takes between two to four weeks for the check to clear and the funds to be available. There is a

1-2% charge on withdrawing the foreign currency in cash. (Another option for cashing foreign currency checks is through a money changer.)

J CUrrEnCy COnvErSIOn

The benchmark exchange rate is called the shaar hayatzig, which is set daily by the Bank of Israel. This rate is in between the buying and selling rate of the foreign currency. You can find out the current rate by calling The Money exchange at 02-373-2000. The banks usually convert currency at a rate of 2-3% off this daily-posted rate. They also charge commission fees for all conversion transactions. It is better to convert larger amounts at one time to reduce bank charges. Money changers will usually convert currency at 0.5%-1.5% off the shaar hayatzig, a significant difference to the bank rates.

J WIrE TrAnSFErS The most economical and efficient way of getting large sums of money from abroad is through a wire transfer. You need to have a fax agreement with your overseas bank so that you can instruct them to make the transfer without being at the bank. Most banks can send you this agreement by mail.

J PAyInG BIllS Most bills can be paid at the bank for a nominal fee.

J MOnEy CHAnGErS The bigger foreign exchange companies offer many of the same services as banks, including check cashing and wire transfers. On larger amounts (example: when buying an apartment or car), they can save you a substantial amount of money. It is recommended to use the services of a company that has a good reputation.

Birth

Giving birth in Eretz Yisroel gives your baby the opportunity to breathe his/her first breath of "avirah d'ara" - air of Eretz Yisroel. Listed below are some of the legal steps and technical issues that must be taken care of before and after giving birth. Besha'ah tovah!

J rEGISTErInG AT THE HOSPITAl

Registering at the hospital must be done prior to giving birth. In order to register, you must go down to the hospital of choice with both spouses' passports.

If you're on Bituach Leumi, you will receive a form from the hospital which confirms that Bituach Leumi will pay for the hospital stay after the birth. This form must be brought to the Bituach Leumi office to be stamped.

Bring both spouses' passports and their Bituach Leumi numbers to the office at 4 Shimon ben Shetach Street, Yerushalayim (or to main office in any other city). Bituach Leumi will take the form, process it, and send it back to the hospital.

If there is an emergency (premature delivery, etc.) registration can be done upon arrival at the hospital and Bituach Leumi may be taken care of after birth.Note: You can only register at Bituach Le'umi once you're in your 9th month.

If you are not on Bituach Leumi, when registering at the hospital you will need a postdated check.

J lEAvInG THE HOSPITAlBefore leaving you will receive two things:

1. "Teudat Shichrur" A release note and medical record for the mother and baby. This teudah is needed for Tipat Chalav (Baby Health Clinic). It is also needed should you wish to go to the Beit Hachlamah (convalescent home).

2. "Teudat Leidah chai" A temporary birth certificate. This must be exchanged for the baby's official Israeli birth certificate even if you plan on making your baby a foreign citizen.

If you are on Bituach Leumi, you will receive "Ma'anak Leidah", which is a sum of money as a baby present from Bituach Leumi (over 1,000 NIS for the first child, decreasing with each successive birth). The hospital will automatically notify Bituach Leumi of the birth, and the money will be deposited straight into your bank account within approximately two weeks. You will receive an automated phone call or a letter in the mail from Bituach Leumi letting you know that the money was deposited. If you are not yet on Bituach Leumi, once you get on, and your baby has a Bituach Leumi number, you can go to the Bituach Leumi office and place a request for the money to be put into your bank account. (This can be done for up to a year after the baby's birth.)

If you were working legally for six months before the birth, you can be entitled to partial paid maternity leave from Bituach Leumi. If you were working legally for at

least ten months before the birth, you can be entitled to paid full maternity leave from Bitach Leumi. You will need to send an application filled out by you and by your employer, as well as an original ishur leidah (proof of birth) from the hospital (which can be requested upon your release from the hospital, or you can call them afterwards to mail it to you) to Bituach Leumi.

J BeiT hachLamahThe Beit Hachlama is a convalescent home where many women go after having a baby. It offers the mother a rest while nurses care for the baby.Listed below are the Batei Hachlamah:

J lEGAl MATTErS To take care of the legal matters after having a baby, it must be done in the following order:1. Teudat Leidah - Israeli birth certificate2. Foreign birth certificate and Passport (See Citizenship, Foreign)3. Valid visa for the baby4. Bituach Leumi

Before taking care of any baby documents, both parents must have valid visas. (To receive

an Israeli birth certificate, it can be either an A1, A2, A4 or a tourist visa. For Bituach Leumi ,it can only be an A1, A2, or A4.)

J ISrAElI BIrTH CErTIFICATEThe temporary birth certificate received in the hospital must be exchanged for an official birth certificate at the Misrad Hapnim. Go to Room 209, and ask to speak to Yaakov. If Yaakov is not in, this can be taken care of by getting a number and waiting in the large room on the left.

A birth certificate can be received in the morning hours only.

What is needed:1.Teudat leidah chai (temporary birth certificate given at the hospital)2. Both spouses' passports3. Valid visas (tourist or student) of both parents

A child born to non-Israeli parents will not get Israeli citizenship automatically by being born here. It might still be worthwhile to ask for a certificate which states that the child is not Israeli, for the child might need it in the future as proof that he is not Israeli, although the Misrad Hapnim does not feel it is necessary. The cost of this certificate is 85 NIS.At the time you get a birth certificate, you can request one with an english translation, so that you don't have to have it translated at a later date.

Birth

J vISA FOr BAByIf parents have valid visas, the child can just be added on, and receive a visa that will be valid for the same term as the parents. To obtain a visa for the baby, an appointment must be made at Misrad Hapnim for one visa. The rest of the procedure is the same as obtaining any visas. The number to make an appointment is 1-700-55-1111, between 1-3 pm, or fax 02-646-9523. You can also make an appointment for a visa on site, if you are going to Misrad Hapnim for another reason (birth certificate, etc.), or are around the neighborhood. It might be easier than trying to get through.

What is needed:1. Form of visa renewal (received at Misrad Hapnim.)2. Passports of both parents and the child3. Birth certificate

J BiTUach LeUmiIf your child does not have a teudat zehut, you will need to register him/her for Bituach Leumi so s/he will get benefits which include: ▪Kupat Cholim - free health insurance. ▪Kitzvat Yeladim - a monthly child stipend. Note: In order to receive the money from kitzvat yeladim you will need a bank account in the name of the mother, or a joint account (with both parents' names). They will deposit the sum directly into your account. It cannot be received any other way. To register, fill out the form

provided by Bituah Leumi, stating your bank account information.Until you register, you can receive a temporary insurance card for the child at your Kupat Cholim clinic. Whenever you register your child, you can receive kitzvat yeladim retroactively for up to a year.One parent must go down to the Bituach Leumi office at Ben Sira 20 to register.

What is needed:1. Original passports of parents and child

2. VALID visas for parents and child (not a tourist visa)

3. 2 copies of parents' and child's passports (front page, with picture)

4. 2 copies of parents' and child's visas

5. Two copies of the teudat leidah - Israeli birth certificate (for child born in Israel)

6. For child born abroad: 2 copies of passport entries and exits for this child and all other children (received at Misrad Hapnim)

A BL300 should be filled out and attached to the documentation of hospitalization or birth from abroad.

7. If your child was born in Israel but traveled outside of Israel before you register for Bituach Leumi, you must also provide a copy of the exits and entries from the passport.

12. Completed form BL 5025Note: When asked for the bank account, the mother has to be the account owner or a shared owner.

Once you're at the office, get a number at the main desk for yeladim. You will need to fill out the two Bituach Leumi forms. When asked for parents' ID numbers, include passport numbers and Bituach Leumi numbers. After filling out forms, a photocopy must be made of the registration form with the child's picture attached to it. It is then submitted to the kitzvat yeladim secretary. You should receive a Bituach Leumi number for the child in the mail within a month.There is a photocopy machine in the building. The cost is 30 agurot per copy; coins only.

Bituach Leumi

Bureaucracy in any country isn't fun, and here in Israel, things aren't different. Here are a few tips before we start:

Whenever possible it is worthwhile to speak in english so that misunderstandings can be minimized.

Call before going down to the office to see if the hours or laws have been changed (again!).

It is a good idea to bring along the important documents you have (i.e. passports, marriage license).

To minimize aggravation, bear in mind that you may have to return to the office a second time.

Although we tried to keep the information accurate, the laws are constantly changing, so you may find some unavoidable discrepancies.

B'Hatzlacha!

J BiTUach LeUmiBituach Leumi is the Israeli National Insurance. It pays for Kupat Cholim, hospital stays during birth, gives ma'anak leida, provides kitzvat yeladim, and unemployment.See Government Offices, page 226 for contact information

Only tourists who are students (i.e. learning in a yeshiva or school) with an A1 or A2 visa, or an A4-A5 (ie. spouse or child of a student) when accompanying someone with an A1 or A2 visa, can get on to Bituach Leumi. In order to get on to Bituach Leumi, you must be living in Israel for 183 days (they do not have to be consecutive) within one year of the day you received your visa.

What is needed to get on to Bituach Leumi:1. Passports of each family member.

2. 2 copies of the front page of each family member's passport.

3. 2 copies of a letter from yeshiva/school which states s/he is a student there (if relevant)

4. 2 copies of your chozeh (legal rental/purchase contract) valid for a year. Include the teudat

zehut (ID) number of your landlord.

5. 2 copies of valid visas for each family member. (A1, A2 or A4, NOT tourist visas)

6. Original page of entries and exits to the country (daf knisot v'yitziyot) of both parents from Misrad Hapnim.

Note: You can stop by at Misrad Hapnim on the way to Bituach Leumi, as it is around the corner. Get a number at the main desk in Misrad Hapnim on the second floor and wait in the big room to your left. When it is your turn, you will present your passport and will receive the daf knisot v'yitziyot. They will only issue one for each family member that arrives in person. (Going early on in the day may help you avoid a longer wait.)

7. 2 copies of marriage certificate.8. Color passport-size pictures of family members over the age of 18.9. Completed form which is received at Bituach Leumi. You need one for each family member and a copy of it. Make sure that where asked for reason that you're in the country, you write that you want to live megurei keva (permanent residence) in Israel.

Note: There is a copy machine in the building. The cost is 30 agurot per copy.

When registering for the first time, the husband must personally go down to the office. (He can represent the rest of the family.)

It can take up to two months to be processed, after which you will receive Bituach Leumi cards in the mail. You may be billed retroactively for all the time since you had appropriate visas. If you were paying for Kupat Cholim privately in the interim, you can send a request to Bituach Leumi to receive credit for that time. (Include original receipts of Kupat Cholim payment.)

Note: Being registered does not help for children born afterward, unless they have a teudat zehut. They must subsequently be registered for themselves. To do this only one parent needs to be present.

These are obtained either at the American Consulate in Jerusalem or at the embassy in Tel Aviv. (See Consulates and embassies, page 166 for contact information.)

To apply for these services an appointment must be made online. Appointments are available Monday through Friday between 8:00 and 11:30 AM. The Consulate and embassy are closed on all U.S. and Israeli holidays. Keep in mind when making appointments that it usually takes two to three weeks from application time to receive passports.

In cases where permission is obtained, bring a printout of the e-mail approval.

Only one appointment is currently necessary

for application for a report of birth abroad and a first time passport for the same child. A social security application for that child can also be submitted at the same time. (You no longer need to wait until you receive the other documents to apply for a social security number.)If you plan to submit applications for more than one child, each child requires a separate appointment. When applying for the appointment, make sure to write "2" after the first name so that the system will recognize it as a separate appointment. (Duplicate appointments are automatically cancelled.)

new Passport Application MethodAs of May 2010, the British embassy in Tel Aviv no longer processes passports or provides general passport information. Passports are now received from the UK Regional Passport Processing Centre in Paris, by mail. Original documents sent to Paris in Hebrew must be accompanied by a professional english translation.

The British embassy in Tel Aviv still issues single-journey passports in cases of genuine emergency (determined on a case-by-case basis).

To receive general passport information call 00-44-208-082-4729. The phone line is open 24 hours, from Monday at 9 pm till the end of the week. There is a charge (72 pence per minute, plus VAT and international phone rates) for this call. The average call length is 4 minutes. You will need a valid credit card number when placing the call.

Applying for a Passport for your ChildIn general, a child born to one or both parents who are UK citizens are eligible for a UK passport. You can check your child's eligibility for a British passport at the UK Border Agency Website: www.ukba.homeoffice.gov.uk.

Uk Passport renewalPassport renewal is also done through the mail. You must send the following to the Passport Processing Center in Paris (address above):1. Same documents requested above, with completed C-1 form2. The passport you are renewing

While your passport is being processed (and your old passport is in Paris or on its way), you should carry other photo ID with you (e.g. drivers license), along with a photocopy of your old passport and evidence that you've requested a renewal (copy of your application form, proof of postage, etc).

You can renew your passport up to 9 months before your current passport expires, without losing any validity (the passport office can add the unused validity of your old passport onto the validity of your new passport, e.g. ad nine months plus 10 years). You should allow at least 4 weeks for the passport application process to be completed. Do not make any arrangements to travel until you receive your new passport.

The consulate strongly recommends that both parents and the child be present at the time of submission. In order to pick up the passport in person, however, the child MUST be there. The child and both parents must make at least one appearance at the embassy, either to apply for the passport or to pick it up.

What is needed: 1. Completed application PPTC 042, Child Passport Application for Canadians under 16 years of age (abroad) (Can be downloaded at http://www.pptc.gc.ca/form/pdfs/pptc042.pdf or you can request the embassy to mail it to you) and have it signed by an eligible guarantor.

Children eleven years and older need to sign the application form themselves, in addition to the guarantor.

2. 3 identical photos of baby on a white background without shadows, taken within the last 12 months of application date.One should be stamped and dated by the photo store and signed by a guarantor, who should write "I certify this to be a true likeness of __". Before choosing a guarantor, ensure that he qualifies.

3. The child's original proof of Canadian citizenship OR certificate of registration of birth abroad. Another option is a provincial birth certificate translated into english and signed by a notary.See Notarization page 237

4. The fee - certified check or international money order (postal or bank).The fee varies. It can be found at www.canadainternational.gc.ca/israel. Click on Consular and emergency services.

All documents must be originals!

Passports for children under 3 years old are valid for only 3 years. To allow for processing times, you should submit the application at least 1 month before your departure date.

Applications can be sent in the mail or in person. When applying by mail, you can pay by postal money order or a certified bank order. Personal checks are not accepted.

The cost is 20 Canadian dollars for ages 0-3; 35 Canadian dollars for ages 3-15. It can be paid in Canadian dollars, American dollars, or NIS. Before going down to the embassy, you must completely fill out a passport form. It can be obtained either by mail, from the Internet or from the embassy.

Who needs an israeli driver's license?Basically, anyone who has been living in Israel for at least one year and intends to drive in Israel is obligated by law to hold an Israeli license.

A new immigrant, tourist, returning resi-dent who has lived abroad for at least one full consecutive year prior to returning, or temporary resident, is allowed to drive in Israel with a valid foreign license for one year only following date of entry into Israel. This is, of course, limited to specifications of the license, and on condition that the driver is of age according to Israeli law.

•In order to purchase a car with Oleh rights, or to continue driving in Israel beyond one year following your entering the country, you must obtain an Israeli license.

•A tourist/student living in Israel (even if you periodically leave and re-enter the country and renew/maintain a tourist or student visa) must bear an Israeli license when driving in Israel.

•An immigrant has three years after the date of Aliyah/entry to the country in which to convert his/her foreign license to an Israeli one.

•A returning resident is allowed one year from entering the country to convert his/her foreign license to an Israeli one.

Beyond the designated period [one or three years, as applicable], one would be required to pass the written ("theory") test before being eligible to do the actual

road test. (In any case, a person who can prove that he had a driver's license in the past would not be required to do the usual minimum of 28 lessons.)

[At present, there is only one such optician in Jerusalem. See below* for listing.] They will photograph you and immediately issue you a "green form." (No charge for this service.)

2. For those who do not hold a Teudat zehut: In order to obtain above-mentioned "form with special number": you must first visit Misrad Harishui, with your foreign passport and your foreign license. Tell them you wish to obtain an Israeli license; you will receive a paper which includes your passport number, and special ID number.

3. Have a recognized optician give you an eye examination, and sign on the "green form"; have your [kupat cholim] physician fill in the medical questionnaire (on the "green form") and sign and stamp it.

4. Take the above documents to your local Misrad Harishui and request approval to do the special test ("mivchan shlitah"). (In Jerusalem: either at the Clal Building on Rehov Yaffo, or at Beit Karasso, 17 Rehov Hatnufah; Sunday-Thursday 9:00 – 13:00.)

5. Contact a driving teacher to set up a lesson. (You'll be required to do a minimum of one lesson; however, it is recommended to trust the teacher's judgment if you need more.) The teacher makes the appointment for the test, which you do in his/her car. (Specify when contacting the teacher if you drive automatic or manual shift car.)

6. There are two fees which must be paid prior to the test; one at the post office and one directly to the teacher. The teacher will give you the necessary form and information in advance.

7. After passing the test, go to Misrad Harishui, with your Teudat Zehut. (No papers necessary!) You will receive a voucher, which you pay at the post office (in cash) the designated amount. The receipt, attached to your Teudat Zehut, is your temporary license. The permanent license will be mailed to your home address within 4 weeks (present policy: only citizens receive the plastic card).

Mortgages

Taking out a mortgage in Israel can be a daunting experience. The Israeli bureaucracy and red tape you have (hopefully) grown accustomed to extend to banks as well, and are often magnified. So be prepared for the process to take longer than you may have thought and to be held up for inexplicable reasons. You will need patience, perseverance, and expert advice.

General Guidelines :Note: There are exceptions to almost every rule.

1. You need to show proof of income of at least three times your anticipated monthly mortgage payments. This is because banks want to be sure that you can repay your loan. If you have insufficient income, you can often be approved on the basis of a co-signer. Some banks even accept foreign co-signers.

2. You can borrow up to 70% of the property value (though in certain cases you may be able to borrow more). The property value is generally defined as the lower of two prices: your purchase price or the appraised value, whichever is lower.

If you are planning on doing renovations on the property at a later stage, it is possible to get an additional loan for renovations. However, interest rates are not as competitive for renovation loans as they are for purchasing a property. Long term, it will save you money on interest if you borrow more initially, and then use your own money for renovations.

3. Whenever possible keep your mortgage in the same currency as your income. Note that Israel has a wide range of loans in foreign currency of up to 30 years, from dollars to Japanese yen, at fixed and variable interest rates.

4. Shop around. each bank has its own unique benefits as does each type of mortgage. An educated customer is the banks' worst customer; be in the know, so they don't take you for a ride. Investing in a professional broker who will do all the "shopping around" for you will cost you initially, but will save you large sums of money in the long run.

5. If you are considering purchasing a home from a contractor and are concerned about not being able to afford paying both rent and a mortgage while the apartment is under construction, there are options you should look into. Request information from your bank about grace chelki or a grace malei, which will enable you to pay less or even none of your mortgage initially until the apartment is ready.

Mortgages / notarization

J nOTArIzATIOnA notary certifies any document so that it will be legally acceptable. The most common certification is a signature, such as on a yipuy koach (power of attorney) and affidavit (lost check, bank accounts, driver license renewals, etc.). The next most common case is a certification of a translation (birth or marriage certificates).

In Israel a notary must be licensed. He issues a typed certificate in Hebrew (and in another language, if requested) and fastens it to the document with a ribbon and a seal. Whenever a notarization is needed for a document in Israel, be sure to use an Israeli notary rather than a foreign one.

The government sets the fee the notary must charge. It may be more expensive than in other countries.

To make an Israeli notarization valid for presentation abroad, one takes the document with the Israeli notification to the Ministry of Justice and they will will put on an "apostile".

This is recognized by an international treaty with the United States, so one does not have to go to the U.S. Consulate.

Purchase tax – the purchase tax rates change case by case and most likely the rules have already changed while you were reading this… make sure you talk to your lawyer to get up-to-date information.2. real estate agent's commission – not more than 2% + VAT3. The total fees range from 0.75% to 1.5%.5. Ptichat Tik fee – this is the case management fee, what the bank charges you to borrow money from them and pay them interest. It costs between 0.25% and 0.5% of the loan.6. Property appraisal fee – before you get approved for the mortgage, the bank requires that the property you are looking at gets appraised by an appraiser. This costs between 400 NIS and 3000 NIS, depending on the bank, the amount borrowed, and the property value.7. miscellaneous – factor in around 650 NIS for other expenses, such as signing over power of attorney, registering a lien on the bank's behalf, etc.Getting a mortgage can be a long and harrowing process, but you don't have to do it on your own. A mortgage broker can put you in contact with top lawyers and real estate agents, and negotiate the best rates for you.

1. voIP (Voice over Internet Protocol, also known as a dSl line) is the ability to make phone calls using the Internet. This means that you can have a US/UK/Canadian etc. phone number that rings in your home in Israel. VoIP does not provide you with Internet access, rather it needs Internet access (in most cases) to work.

An VoIP line is an internet line, which gives you the option of a second phone line with a US area code phone number. Thus, you can call United States, for example, as if it's a local call, and for people from the States calling you, it's a local call. To take advantage of this, you don't need to have a computer. See ads page 460.

Procedure for obtainining a VoIP line:A. Obtaining a router - There are many companies; it is worthwhile to compare prices, and explore different plans that are available (i.e. unlimited vs. "minute" plans). Note: Many companies will only ship the router to an address in the States.

B. Obtaining a modem from Bezeq (or a cable line from another company), for which there is a monthly fee that will show up on your regular phone bill. You will need to pick it up from a Bezeq store. (If someone other than the person under whose name the phone line is registered is picking up the modem, you will need a letter from him with his teudat zehut number.) When you go down to Bezeq to pick it up, make sure you ask for an ethernet connection. Your Bezeq modem will need to be programmed. Follow instructions from your provider.

C. Receiving internet service from a long distance provider (see above for phone numbers). If the line is being used only as a phone line, .75 megabytes will be sufficient. Here too, it's worthwhile to compare prices, and to try bargaining.

Note: Be aware that with Bezeq and with a long distance provider, you may have to commit yourself for a specific period of time in order to get a promotional rate, and make sure to be on top of renewing your contract when it's up, or you will be billed at the current rate!

2. Receive a US local number on your regular Bezeq line or cell phone, without requiring Internet.

Note: There are constantly new long distance options cropping up, so keep your ears open.

Aside from postal services, the post office offers some basic banking services. To open a checking account in Bank Hadoar, you will need to go with your passport and 2 copies. For a joint account, both spouses must be present. Bank Hadoar charges minimal fees for most transactions. Check clearing takes a week. In order to receive a check-book you must either have had an account for six months, have 1,000 shekels in your account, or a steady income that was directly deposited into your account each month (at the time you are ordering the checkbooks). Cashing these checks at the post office costs around 2 NIS. Money can only be withdrawn from your branch with proof of ID for a fee of around 5 NIS. There is a fee charged for an account inactive for six months.There is an option of obtaining a debit card that can be used to pay for purchases at stores and to withdraw money from bank machines, for a monthly fee. Be aware that although there is no monthly fee, the tranaction price, along with the limited service available (as compared to a bank) might not make this the most worthwhile choice.You can check your balance, review transactions or get information about services at 500-5303. The post office serves as an agent for Misrad Hapnim as well. If you have a teudat zehut or an Israeli passport, it can be renewed there. Some bills can be paid in the post office at no extra charge or online at the Postal Service website at https://tashlumim_bankhadoar.co.il .

vAT refunds

There are two ways to exempt yourself from the 16% VAT (tax) when shopping in Israel (aside from shopping in the airport Duty-free):Note: Rental cars are always tax-free to tourists. Rent with a World Mastercard and you often won't be required to purchase collision insurance.

1. Requesting from the vendor to ship the goods out of Israel with a shipping firm. Some vendors have contracts with shippers that are not expensive. exports have no tax fees. Just make sure your vendor is deducting the VAT and not charging you both shipping and VAT. This is as far as Israel is concerned. However, you need to check with the destination country if there are import duties. Many countries, such as the USA, Canada and most european countries, have a free trade agreement with Israel that exempts items manufactured in Israel from import taxes. Likewise, religious items and books often have special exemptions from import fees. You need to be sure your vendor has done prior exports to your country of destination and knows how to comply with that countries' regulations to insure your package will not be detained in customs.

2. Pay VAT but get a VAT refund by Change Place in Ben Gurion: This is the cheapest solution because you have no shipping fees and no tax either! Change Place is a company that offers a service which enables tourists leaving Israel to obtain refunds of VAT paid on goods purchased in many stores included in the arrangement. These stores can be found all over Israel. VAT refund services are available in Ben Gurion airport both in the Check-in area and in the departure gate area. Only tourists with a B2 (standard 3 month entry visa), B3 or B4 visa and that don't have Israeli citizenship

are eligible. Often there are complications in receiving the refund due to the ignorance on the part of either the vendor or the consumer. ▪ Be sure vendor fills out forms in full and accurately. Often vendors that are unfamiliar with the process will leave out details which will later cause you frustration.

▪ Refunds are only for purchases of 400 NIS or more including VAT. This amount may not be in combined invoices.

▪ VAT refunds will be granted for goods taken beyond Israel's borders by the tourist listed in the invoice, provided that he has bought them for his own private use, in what is defined as non-commercial quantities.

▪ Goods eligible for a VAT refund do not include tobacco, food, or beverage products, with the exception of wine.

▪ The actual refund is not the entire VAT which is 16% since some of the amount is commissioned to Change Place. The actual amount fluctuates but is approximately 14%.

▪ If the VAT alone is 2,000 NIS or more, your vendor will need to fax a special form

to Change Place to inform them in advance. If the VAT alone exceeds 20,000 NIS it will only be refunded via bank transfer to the tourist's bank abroad after it is authorized by the Israel Tax Authority.

▪ When exiting Israel by sea via the Marinas, the vendor must inform Change Place in advance of the scheduled time of departure.

▪ Be sure to arrive at the airport with ample time before your flight to allow yourself the time to process your claim.

▪ When you arrive at the airport, or any point of exit from Israel, including border crossings, look for the Change Place Ltd. counter, and present the original tax invoice, the original VAT refund form, your passport, and the goods that you purchased. If a credit card was used for the purchase, the card might also be required to present. In Ben Gurion Airport, the Change Place counter is in the Duty Free section near the departure gates.

▪ If the goods are designated for transportation in the tourist's baggage it must be presented at the Change Place counter in the Buy & Bye lounge of the check in area before being sent as baggage. The refund will be paid at the company counter in the departure hall.

▪ VAT refund will be paid as requested, either in cash, by check, by credit card or by bank transfer. You can choose the currency, either NIS or USD. If your choice of currency differs from the currency of the invoice, the money is tendered based on the Bank of Israel exchange rate of the day that you purchased the goods. So try to make your purchase on a day when the rate is up.

A2 - Student visa

B2- tourist, usually valid for 3 months

M-r – ("Multiple renewal")Accompanies another visa, and allows for multiple (unlimited) entries and exits. Without an M-r, the visa is voided each time one leaves the country.You can choose to get M-R visas for some family members and not for others.

The Process:To apply for a visa you must make an appointment. Specify how many visas you will need (one per family member). This must be done by phone: 1-700-55-1111. Call between 1-3 pm. Be persistent, it is very difficult to reach a person. You can also send a fax to 02-646-9523 to request an appointment. They will call you back (it may take a few days) to schedule an appointment with you. If you are in the neighborhood, it might be easier to make an appointment on site.Your appointment will usually be within 4-6 weeks of your call. You can also make appointments for others once you get through.

Note: If you would like to take care of Bituach Leumi matters on the same trip, make your appointment on a day that Bituach Leumi is open (Sun, Tues, and Thurs), and early enough to get there before closing at 12:30.

On the day of your appointment:Make sure to come on time. (If you do not have the form filled out before you come, it is recommended to arrive early so that you are ready for your appointment.) Fill out a visa renewal form for each family member and wait your turn in the visa room. When the clerk calls your name, go to her desk to have your papers processed.

J STUdEnT vISA (A-2) And dEPEndAnT OF A-1/A-2 (A-4)

A student visa (A-2) allows a legal stay in Israel for two to three years. It is received at the Misrad Hapnim. An alternate option is to obtain a visa at an Israeli embassy overseas before arriving in Israel.Note: If the husband of a family is not Israeli, a valid student visa is necessary in order to get on to Bituach Leumi.

What is needed:1. Form of visa renewal (received at Misrad Hapnim) for each family member

2. expired visas of the whole family

3. Passports of the whole family

4. A picture of each parent (and each child over 16 years)

5. Letter from husband's yeshiva which states he is a student there. The letter should include a mispar amutah (organization ID number) and state how long the husband has been/intends to be a student at the yeshiva.

6. Letter from a rabbi ascertaining Jewishness. This can be a separate letter, or can be included on the student letter from a yeshiva. It is important for the letter to say the applicants are "Jewish by birth." (This is needed in order for the student visa to be free of charge.)

8. When adding a baby to the parents' visa term, the child's birth certificate is necessary.

Important info:If the passport of any child will expire within the next couple of years, that individual student visa will only be valid a few months less than the passport, but the rest of the family's visa is unaffected. However, in order to receive the full term of the visa, the parents' passport has to be valid for a few months longer, or the visa will only be valid as long as the passport is.One spouse may represent the family. The whole family must be renewed together; Misrad Hapnim does not allow individual visa renewal.

Price:A2 and A4 visas can be obtained FRee of charge as long as you have the letter ascertaining your Jewishness.

J "PErMITTEd TO WOrk" To be considered a legal worker, your visa status has to be changed from B2 (tourist that is not permitted to work) or an A4 (wife or child of a student) to a B1 (tourist that is permitted to work). You can have an A4 visa along with a working permit.

To obtain a 'Permitted to Work' visa, you will need to bring a letter from your future employer, stating that he would like to hire you, and present it when you are requesting a student visa. Your visa will then be stamped as 'Permitted to Work."
