I MILNOR CITY COUNCIL REGULAR MEETING SEPTEMBER 13,2021 At a regular meeting of the Milnor City Council held on Monday, September 13, 2021, 5:00 p.m. the following members were pres- ent: Curtis Anderson, Monty Haugen, Bud Heinert and Austin Roeder. Absent: Nannette Severson and Ryan Weber. Also present: Carol Peterson, City Attorney LeeAnn Even, Mike Bassingthwaite, Mary Engst, Robert Lotzer, Lisa Kirkland, Ray Smith, Mitzi Smith, Ryan Smith, Terry Dus~k and -Iennie Hanna. City Engineer Kent Thoreson joined the meeting later. Meeting called to order by Mayor, Terry Dusek. Motion to approve the adoption of the 2022 final budget (Anderson/Haugen. roll call vote taken with all members present voting aye, no nays. Absent: Severson and Weber). Mo- t.ion.carr icd. Motion to approve the meeting agenda (Haugen/Anderson, unanimous). Motion to approve the August meeting minutes (Anderson/Roeder, unanimous), Mike Bassingthwaite from Interstate En- gineering stated he had talked with the ND- DOT regarding thc Special Roads Fund grant the city had been awarded and informed them about the city's unexpected higher costs of paving the park road. The NDDOT recom- mended t.he city decline the current grant and ren pply for 2022 funding. They will need a letter from the city stating they are declining the funding. The deadline for reapplication is the end of November. BaHsingthwaite warned if the city' does choose to reapply, there is no guar-antee they will receive the funding again. Motion to decline the current Special Roads Fund and reapply in November (An- derson/Heinort, unanimous). Ryan Smith reviewed the Maintenance Re- port. He asked if forks could he purchased fur the loader. Smith stated prices for new I'orh are about $7000. Member Reinert stated he would do some additional pricing research. Smith informed council he would be ordering more radio water meter~ and a Sawzall for the Hhop. City' Attorney LeeAnn Even informed couneil she had bt~cn working on a purchaBe agreement between The Dairy Dozen and Lisa Kirkland to transfer ownership of (I lot in Park Lane from the Dairy to IGrkland. Kirkland stated her daughter plans t.o move a doubl,,-wide trailet· into the lot nml to late October. Motion to approve a building permit for Lisa Kirkland - move in double-wide trailer to Park Lane (Hnugenffioeder, unanimolls). Carol Pt~terson revif)wed the Econorn ie Development Ueport. Peterson addressed council questions about turning Stonn Lake into a fishing lake. She st.ated the idea is very prelinlinary, and there is a good chance it may not happen, hut she had discussed the idea ND Game & Fish to get their feedback. Pe- terson stated new business, Rainbow Nutri- tion, would be opening in the Beyer Financial building, with an open bouse at the end of the montb. Mayor Dusek informed council the city needed to pay Dick Ruby $4200 for the road that had been built in the 2nd Ruby Addition. Dusek also proposed to council the city pur- chase the additional lots in the 2nd addition for $6000 each, in order for the city to main- tain control over the lots_ Dusek proposed paying for the lots and road from the Sebens Fund. Motion to purchase the additional lots in Ruby's 2nd Industrial Addition and to pay for them and the road out of the Sebens Fund (Haugen/Roeder, roll cal! vote taken with members present voting aye, no nays. Absent: Severson and Weber). Motion carried. Mayor Dusek asked City Engineer Kent Thoreson if the $99,543.'l2 the city will he receiving from the Americ>ln Rescue Plan Act (ARPA) funds can be used to update the water house. Thoreson stated he believed so si nee tbat project qualified for NDSRF funds, and those projects should also qualify for ARPA funds. Thoreson stated the Ruby Uoad culvert had been repuired and dirt hauled in for the ditch. He also informed eouncil he is working on a request for SRF funds for :.lrd Street sewcr re- pairs and tor the SCADA system update. Council held on Monday, September 13, 2021,5:00 p.m. the following members were pres-ent: Curtis Anderson, Monty Haugen, BudHeinert and Austin Roeder. Absent: NannetteSeverson and Ryan Weber. Also present: CarolPeterson, City Attorney LeeAnn Even, MikeBassingthwaite, Mary Engst, Robert Lotzer,Lisa Kirkland, Ray Smith, Mitzi Smith, RyanSmith, Terry Dus~k and -Iennie Hanna. CityEngineer Kent Thoreson joined the meetinglater.

Meeting called to order by Mayor, TerryDusek.

Motion to approve the adoption of the 2022final budget (Anderson/Haugen. roll call votetaken with all members present voting aye,no nays. Absent: Severson and Weber). Mo-t.ion.carr icd.

Mike Bassingthwaite from Interstate En-gineering stated he had talked with the ND-DOT regarding thc Special Roads Fund grantthe city had been awarded and informed themabout the city's unexpected higher costs ofpaving the park road. The NDDOT recom-mended t.he city decline the current grant andren pply for 2022 funding. They will need aletter from the city stating they are decliningthe funding. The deadline for reapplication isthe end of November. BaHsingthwaite warnedif the city' does choose to reapply, there is noguar-antee they will receive the funding again.

Motion to decline the current SpecialRoads Fund and reapply in November (An-derson/Heinort, unanimous).

Ryan Smith reviewed the Maintenance Re-port. He asked if forks could he purchased furthe loader. Smith stated prices for new I'orhare about $7000. Member Reinert stated hewould do some additional pricing research.Smith informed council he would be orderingmore radio water meter~ and a Sawzall for theHhop.

City' Attorney LeeAnn Even informedcouneil she had bt~cn working on a purchaBeagreement between The Dairy Dozen andLisa Kirkland to transfer ownership of (I lotin Park Lane from the Dairy to IGrkland.Kirkland stated her daughter plans t.o movea doubl,,-wide trailet· into the lot nml to lateOctober.

Carol Pt~terson revif)wed the Econorn ieDevelopment Ueport. Peterson addressedcouncil questions about turning Stonn Lakeinto a fishing lake. She st.ated the idea is veryprelinlinary, and there is a good chance it maynot happen, hut she had discussed the ideaND Game & Fish to get their feedback. Pe-terson stated new business, Rainbow Nutri-tion, would be opening in the Beyer Financialbuilding, with an open bouse at the end of themontb.

Mayor Dusek informed council the cityneeded to pay Dick Ruby $4200 for the roadthat had been built in the 2nd Ruby Addition.Dusek also proposed to council the city pur-chase the additional lots in the 2nd additionfor $6000 each, in order for the city to main-tain control over the lots_ Dusek proposedpaying for the lots and road from the SebensFund.

Motion to purchase the additional lots inRuby's 2nd Industrial Addition and to pay forthem and the road out of the Sebens Fund(Haugen/Roeder, roll cal! vote taken withmembers present voting aye, no nays. Absent:Severson and Weber). Motion carried.

Mayor Dusek asked City Engineer KentThoreson if the $99,543.'l2 the city will hereceiving from the Americ>ln Rescue Plan Act(ARPA) funds can be used to update the waterhouse. Thoreson stated he believed so si neetbat project qualified for NDSRF funds, andthose projects should also qualify for ARPAfunds.

Thoreson stated the Ruby Uoad culvert hadbeen repuired and dirt hauled in for the ditch.He also informed eouncil he is working on arequest for SRF funds for :.lrd Street sewcr re-pairs and tor the SCADA system update.
