In February 2015 the Government of South Australia announced an initiative to enable the ongoing renewal of most old generation South Australian Housing Trust (SAHT) properties within 15 years. This is to be delivered through the Renewing Our Streets and Suburbs strategy which is built on three foundations of Choice. Quality. Community.

THREE FOUNDATIONS

The vision is to support vibrant liveable communities in South Australia that offer a variety of housing choice for everyone. Renewal SA and the state government want to work collaboratively with the private and not-for-profit sectors to create commercial outcomes that deliver innovative, well planned mixed communities.

Our objectives for the Renewing Our Streets and Suburbs strategy are to:

Maximise renewed and refurbished social housing on sites that are well located to public transport, schools, health and community centres.

Where appropriate, incorporate affordable housing for sale as part of a market based product mix without the need for Government subsidies.

Enable high quality urban design that incorporates the latest thinking on community wellbeing, environmental sustainability and energy efficiency.

Create a sense of place that fosters healthy, safe and connected communities.

Incorporate best practice communication and engagement strategies into project delivery.

We will achieve this through the participation of the private and not-for-profit sectors in seven renewal programs as outlined on the following slides.

Involves the sale of small scale clusters of double-unit and detached social housing for renewal by the private and not-for-profit sectors including demolition, refurbishment and sale of properties.

Three Deliver Models

1. Developer purchases and redevelops site. SAHT ‘repurchases’ completed New Build.

2. Developer demolishes and processes Land Division. Developer Purchases market lots. Renewal SA enters into New Build contract.

3. Development Deed / Partnership Arrangement. Renewal SA retains land through development until a sale with end purchaser. Renewal SA enters into New Build contract with Developer

Accelerated Development Approval ProcessThe State Coordinator-General (SCG) and the DevelopmentAssessment Commission (DAC) have been appointed as therelevant authorities to accelerate the planning anddevelopment approval processes for the Renewing ourStreets and Suburbs program.

The SCG has been granted the power to issue an approvalfrom the requirement to obtain Development Plan Consent.

This process includes a planning exemption for both:

• built form proposals; and

• land division proposals

Proponents will be responsible for satisfying Checklistcriteria prepared on behalf of the (SCG), which has beenbroadly based on the Residential Code requirements.

Accelerated Development Approval Process This process is being managed by Renewal SA, the Department for

Planning, Transport and Infrastructure (DPTI) and the Development Assessment Commission (DAC).

This process is not intended to disregard planning controls but rather streamline justified and appropriate decision making (approving development that would otherwise be approved)

The SCG can not deal with matters external to the site (street tree removal, clashes with stobie poles, service and side entry pits, excessive crossovers, street furniture, etc. Such matters should be addressed prior to lodgement.

Accelerated Development Approval Process

1. Proponents are required to forward two copies of their planning application to Renewal SA for review, and if satisfactory, Renewal SA will forward it to the SCG for approval from the requirement to obtain Development Plan Consent.

2. Renewal SA staff will notify proponents once “planning” Approval has been given by the SCG.

3. Builders are required to obtain Building Rules Consent (BRC), with their own preferred private certifier.

4. Once BRC has been granted, proponents are required to submit five copies of the BRC to Renewal SA who will forward it to DAC for the issue of Development Approval.

5. Renewal SA staff will notify builders once the Development Approval has been issued.

Application Form;

Statutory Declaration;

Certificate of Title/s; (provided by Renewal SA)

Checklist Criteria (completed);

Set of plans (in A3 format);

Site works and drainage plan; and

Any supporting documentation.

Two copies of the above to be forwarded to Renewal SA

Building and Development Approval Requirements:

OCG Approval Letter & stamped plans;

Building Rules Consent (Decision Notification Form); and

Building Rules Consent (BRC) documentation (i.e. certified stamped plans).

A signed copy of the Certificate of Consistency

Five copies (AND ELECTRONIC COPY) of the above to be forwarded to Renewal SA

Accelerated Development Approval Process

Anticipated Timeframes:

Planning Approval – (5-10 days)

Building Rules Consent – (3-5 weeks)

Development Approval – (2-5 days)

(these timeframes are subject to all relevant requirements being met)

To assist with the ease and timeliness of processing applications, proponents are discouraged from directly contacting DPTI (SCG) or DAC staff. Any issues or queries in relation to the process or the status of applications should be directed to a nominated Renewal SA contact.
