Application Guidelines The following information provides applicants with an overview of Fisheries and Oceans Canada
(DFO)’s Indigenous Habitat Participation Program’s (IHPP) Grant Funding, and guidance on
how to complete an application for IHPP Grant Funding.
Applicants are required to submit an application to be considered for funding. All sections of the
application form must be completed in order for the application to be processed by DFO.
Information provided to DFO will be treated in accordance with the Access to Information Act
and the Privacy Act. These laws govern, protect and limit the collection, use and disclosure of
personal, financial and technical information by federal government departments and agencies.

Note: To be considered, your application must be emailed to the DFO regional office in the
region in where the proposed project is located. Confirmation of receipt of each application will
be sent within 5 business days; a file number will be assigned for use in future correspondence.

Indigenous Habitat Participation Program - Grant Funding Context On June 7, 2019, the Minister of Fisheries and Oceans launched the Indigenous Habitat
Participation Program (IHPP) to support Indigenous peoples participation in the conservation
and protection of fish and fish habitat.
DFO - Fish and Fish Habitat Protection Program (FFHPP) - is responsible for the administration
of the provisions in the Fisheries Act for fish and fish habitat protection, as well as relevant
provisions under the Species at Risk Act (in relation to projects). DFO has a legal duty to consult
with Indigenous peoples of Canada in relation to potential adverse impacts on the rights of the
Indigenous peoples of Canada (i.e., Aboriginal and treaty rights recognized and affirmed by
section 35 of the Constitution Act, 1982). Regulatory decisions made on works, undertaking or
activities (project decisions) by DFO under the Fisheries Act and Species at Risk Act may have
potential to adversely impact Aboriginal and treaty rights and may require consultation.
IHPP Grant funding is available to support the participation of Indigenous peoples in:
• DFO consultation in relation to DFO’s decisions of whether to authorize/permit the carrying
on of projects (i.e., works, undertakings and/or activities) that result in the death of fish
other than by fishing and/or the harmful alteration, disruption or destruction of fish habitat
under the Fisheries Act and/or in relation to impacts which may be permitted under the
Species at Risk Act; and
• consideration of the adverse impacts on Aboriginal and Treaty rights and Indigenous
knowledge in those decisions under Fisheries Act and/or Species at Risk Act.
When consultation for a specific Fisheries Act authorization or Species at Risk Act permit is
required, DFO will offer to consult with potentially impacted Indigenous group(s) and direct
them to apply for IHPP Grant Funding. Prior to submitting an application, DFO will work with
the applicant, to develop a consultation approach that sets out the consultation expectations,
including timelines, scope and activities. The Application for IHPP Grant Funding should be
guided by the consultation approach.
The IHPP Grant Funding application process is open all year to receive applications for grant
funding.

Proposal Evaluation Following the submission of an application, DFO will evaluate your application based on:
what funds are available;
eligibility criteria, including: o activities o recipients o expenditures
relevance to DFO and IHPP objectives such as fish and fish habitat conservation and protection; and
the applicant’s: o additional resources; and o o explanation of how funds will go to the consultation approach established by
DFO.
Note: Preference will be given for requests between $2,000 and $12,000 in relation to each
authorization/permit per recipient per year.
In the event that a consultation body or entity, established by rights-holding communities, is
representing multiple communities, consideration will be given to the adjust the funding
preference to address the request on behalf of multiple communities.
DFO will not fund activities that duplicate services, studies or written materials that are already
being funded by other public or private sources.

Instructions to complete the Grant Application Please follow the step-by-step instructions below to ensure your Application is complete. For any
inquiries related to the application process, please contact the appropriate regional contact listed.
Form: Part 1
Information In the table, please use your organization’s legal name (i.e., no acronyms or nick names), or the
name/title that you have used previously, should you have had a previous agreement (including
contribution agreement) with DFO. In either case, it is important that the name you use for
financial transactions be presented accurately to avoid complications in payment.
Please include an up to date phone number(s), email address and/or fax number for your
organization.
Address and Mailing Address Please include an up to date address and mailing address (if different from your organizational
address), for your organization.
Preferred Official Language Please select the preferred official language with which your organization would like to receive
correspondence.
Name of Authorized Individual Please provide the name of an Authorization Officer (person representing the organization). This
individual will become the main contact point for the IHPP funding.
Proposed title for IHPP project Please specify the title by referring to the project name related to the consultation for which
authorization/permit is being considered. Please include the name of the Indigenous
community/organization and the DFO File number included in the letter sent to your
community/group initiating the consultation process.
Duration of IHPP Project Please indicate when the DFO funds are required for the IHPP project. Please list this by
month/year.

Eligible Recipients You may be eligible for IHPP Grant funding if you are an Indigenous group whose Aboriginal or
Treaty rights may be affected by a project decision under the Fisheries Act and/or Species at Risk
Act and are:
• Indigenous Communities / Bands / Settlements;
• District Councils / Chiefs’ Councils / Tribal Councils;
• Indigenous governments; and
• Bodies or entities established by rights-holding communities to represent them.
Eligible Activities
Eligible activities are contained under the following two groups.
1. Review of project(s) submitted to DFO for decision by:
Developing or arranging activities such as workshops, conferences, meetings or other
type of assembly that aid in preparation for and participation in consultation activities
with DFO related to project decisions under the Fisheries Act and/or Species at Risk Act;
Collection, development and provision of data, information and studies on fish and fish
habitat issues to inform Indigenous positions on DFO’s Fisheries Act and/or Species at
Risk Act decision(s) in relation to a proposed project application submitted for DFO
consideration and decision-making; and
Providing feedback to DFO on potential impacts on Aboriginal and Treaty rights and
potential measures to minimize those impacts, including accommodation.
2. Consultation activities refer to:
Participation, attendance to preparatory discussions with DFO to review projects which
may impact Aboriginal and Treaty rights;
Participation in engagement/consultation sessions with DFO related to the review of a
project subject to DFO decision-making;
Review of studies and reports relevant to the proposed project subject to DFO decision-
making;
Provision of information, data or views regarding current or anticipated effects of the
proposed project subject to DFO decision-making; and
Preparation for and participation in relevant meetings or discussion groups related to the
project subject to DFO decision-making.

Budgetary Table Grant funding will be provided for the following eligible expenditures, which must be directly
related to eligible activities outlined above. Please identify the proposed budget for the total cost
of the activity(ies). In this table please identify the dollar amount and include a brief description
for each applicable eligible expenditure category. Please include the amount requested from
DFO and all other sources of funds (cash or in-kind support).
Eligible Expenses
Under the IHPP’s grant funds eligible expenses are limited to:
Travel expenditures, including the cost of accommodations, vehicle rental and kilometric rates, bus, train, airplane or taxi fares, allowances for meals and incidentals (amounts will
be based on the rates and allowances found within the National Joint Council Travel
Directive);
Salary, wages and other labour including employer mandatory benefits as required by federal and provincial governments and benefits (in-house, within the existing
organization);
Ceremonial costs, including services, where the funding recipient is an Indigenous group that;
o receives funding to support consultation in relation to impacts of the project subject to DFO’s decision on potential or established Aboriginal rights or title;
Professional and specialized services;
Rental of office space, a room, set of rooms, and/or facilities;
Purchase or rental of equipment;
Material and supplies;
Audio/video, data, network communications services;
Costs associated with a relevant workshop, meeting or conference; and
Administrative overhead is capped at 10% of total grant amount.
Note:
Costs other than those herein allowed are ineligible, unless specifically approved in writing by
the Minister.
