The Indiana State Office of GAL/CASA is celebrating its 30th anniversary in 2020! Established in 1990, the State Office certifies and provides training and support to local GAL/CASA volunteer programs.
General Summary of Indiana’s GAL/CASA Volunteer Programs in 2019 • Certified GAL/CASA volunteer programs in 86 of our 92 counties • 4,491 active volunteers advocated for children involved in 24,340 CHINS cases • 931 new volunteers were trained in 2019, spending nearly 28,000 hours in initial training • Volunteer programs pending start-up in Huntington County and in Wells County

2020 GAL/CASA Advisory Commission Committees The State Conference/Training Committee This committee actively works with the State Office to plan and implement the annual state conference. Committee members suggest and help secure guest speakers for the conference. Committee members also assist the night before and day of the conference to assure the event runs as smoothly as possible. This committee also helps plan regional trainings by suggesting topics and securing meeting places and speakers.
The committee makes recommendations regarding the State Office education and training programs. This includes orientation training and continuing training for directors and volunteer training opportunities. The State Conference/Training Committee meets 3-4 times a year, with most of the time commitment correlating with the annual state conference, which is held in the fall of each year.

The Certification, Standards and Best Practices Committee This committee reviews the program standards and the code of ethics for GAL/CASA programs and makes recommendations for any revisions that may be needed.
The committee reviews the program standards and code of ethics to ensure quality representation for children in all GAL/CASA programs state-wide. The committee examines the processes for compliance with all standard and certification for the programs and makes recommendations for any changes proposed for the process.
Any changes to the standards, code of ethics or certification process the committee recommends must be approved by the GAL/CASA Advisory Commission, then submitted to the Supreme Court for approval. This committee also reviews existing best practices/policies and makes recommendations regarding necessary best policy updates for local programs in the Indiana GAL/CASA network. The committee meets 3-4 times per year.
The Public Relations and Legislative Committee This committee’s work focuses on public awareness, education and the recruitment of volunteers for programs statewide. The committee makes suggestions relating to statewide public awareness and recruitment efforts, then presents them to the Advisory Commission for consideration.
Within the parameters of Supreme Court policies, this committee also works to ensure that both the community and the legislature are keenly aware of the needs, work and continuing efforts of the GAL/CASA movement across the state and nation. Committee members assist the State Office in monitoring laws relating to GAL/CASA and children in the child welfare system, in addition to keeping the network aware of relevant pending changes to law.
The Public Relations and Legislative Committee also organizes events, such as CASA Day at the State House, to provide information about GAL/CASA to legislators. This committee meets 4-5 times a year.

The Optima Steering Committee This committee monitors and reviews Optima project objectives and quality assurance practices to ensure timely and accurate collection of program data and outcomes. The committee also reviews Optima use by local programs to ensure consistency across programs of the Indiana GAL/CASA network, recommending any improvements needed and providing input on implementing expanded use of the system.
Members of the committee help guide the State Office by developing ongoing strategic objectives involving Optima use and reviewing requests for changes to Optima submitted by GAL/CASA directors. To ensure the impact on the network of any changes is being carefully considered, the committee should consist of members from programs of varying sizes. This committee meets 4-6 times per year.
