4. Electricity, Gas and Clean Drinking Water - there is always a shortage
5. Sanitation and Sewage we have no plans– there is filth everywhere
6. Schools – but without Roofs, Toilets, and Teachers
7. Skill based training - we are unable to provide to our youngsters
8. Medical facilities – in our Villages, Tehsils and Districts
9. Medical Insurance - None

10. Judicial System - 330 lakh cases pending
11. Crimes against Women and Human trafficking - no special processes
12. Unhygienic Pollution - Air, Ground Water, Land
13. Waste Management – Negligible and we do not punish the violators
14. Flora, Fauna and Wild Life - very poor Management
15. Farmers (56% of our people) - no support and they commit suicide
16. Police Force - is a menace to our own PEOPLE
17. Terrorism – No control
18. Army, Navy, Air Force and Para Military forces - ill equipped

Looking at the present condition of India – the National Network of India (NNFI) created a Transformation Group of highly talented, well diversified, and senior people from the Press, Armed Forces, Public Life, Government and Corporate sector for the purpose of generating the POWER OF THE PEOPLE
This Transformation Group looked at the situation and created CIRI This Group also worked out the OBJECTIVES, PRIORITIES, and METHODOLOGY of CIRI
Some of the Trustees of NNFI and some members of the Transformation Group became LIFE TIME MEMBERS and part of the BOARD of CIRI

NATIONAL NETWORK FOR INDIA - NNFI
NNFI has been highly active since 2001 and working on the following:
• Created an E Network for raising awareness and reached out to Indians in India, UK and USA NNFI presently has an active network of over 15,000 highly diversified, highly experienced and very talented Indians
• NNFI networked a Public Interest Litigation (PIL) in the Supreme Court requiring candidates to declare their Assets before seeking election.. Along with others NNFI met the then President of India – Dr. APJ Abdul Kalam – in this regard. THIS IS NOW A LAW in INDIA
• NNFI worked with Parivartan in the implementation of RTI Act
• NNFI worked on Citizens Initiatives against Water Privatization in Delhi
• NNFI made presentations to Parliamentary Committee on Energy
• NNFI made presentations to Parliamentary Committee on Illegal Constructions
• NNFI participated in the National Conference on Election Reforms and regularly interacts with sitting and former Election Commissioners

c. Distribution of huge amounts of: Purchase of Votes CASH Criminals get elected LIQUOR Manipulations at Polling Stations
d. Huge increases in ASSETS of MPs / MLAs Large scale corruption e. POLITICAL PARTIES show no SOURCE & USE OF FUNDS

There are many problems with the present system:
1.The Government of India has the complete and unfettered Power to appoint:
a. Governors / Lt Governors of various States / UTsThis causes many problems - as the State sees such people with suspicionThe appointment of these persons should be done by a Collegium of:* Prime Minister* Leader of Opposition in Lok Sabha* Chief Justice of India
b. CEC/ECs, CAG, CVC/VCs This cause many problems – as these appointments are seen with suspicionThese appointments should be done by a Collegium as described aboveWhile the CAG and CVC have no scope of any further appointments – theCEC does not have such a limitation. This must be done immediately.
2. Panchayati Raj / Local Self Government
a. Panchayati Raj is the oldest and most effective system of local governance. The Gram Panchayat is the basic unit of administration and accountability to the
people. Mahatma Gandhi too advocated Panchayati Raj as the foundation of India’s administration system We created PANCHAYATI RAJ – But we never implemented it properly
b. The President of India constituted the 2nd Administrative Reforms CommissionIt has already recommended the structure of Local Self – Governance /
Panchayati Raj Institutions
c. In spite of 4 above – we do not see its implementation and huge gaps in between It is most important that implement the Panchayati Raj system so that we can get
the Accountability of our Administrative System in proper place
