SLBC Sub-committee on Technical Issues and all allottee banks meeting was held on 18.06.2019 and the following action points emerged which was communicated to all member banks.i) All Banks to immediately carry out comprehensive survey to as-sess the availability of infrastructure, security, connectivity, com-munication facilities and other aspects to determine the feasibil-ity and viability, if not done already. They will submit gist of the report as to whether favourable or otherwise to SLBC. ii)Banks who have found the survey reports favourable, will come up with a definite timeline for opening of the branch, as allotted to them. iii)In case, the survey reports are found unfavourable, then the problems and issues confronting those banks will have to be quantified concretely. iv)Issues relating to infrastructure such as RCC building for branch, staff accommodations, security, power supply, connec-tivity, communication etc. will be taken up with the respective de-partments for their early resolution. v)Banks under PCA will take up the matter with their appropriate authority and urge them to obtain RBI/GOI special permission for opening the branches at the allotted blocks since, the State Govt. is insisting on it.vi)Banks which feel that the allotted blocks are not convenient for them to open a branch, for whatever reason, were directed to explore possibility of exchanging on mutual basis with other allot-tee banks and submit the proposals to SLBC for approval.

In the case of SBI, Probationary Officers are annually posted in the North East Circle as per the requirement assessed by the corporate centre and sent to various branches all over the north east states for on branch training and exposure. No response received from oth-er Banks.
3 According to Shri. C.K Das former Chief Secre-tary of Assam and for-mer NE Council Member, two years ago, there were about 30,000 job vacan-cies at various levels in the banks in the North East. What is the vacancy position now and why are the vacancies not filled?
The recruitment of probationary officers is de-cided by the corporate centre on all India basis and allocation of the selected candidates are done as per vacancies available in the circle. 64 PO were allocated for the circle and have been sent to different branches all over the cir-cle for on branch training.
In the case of clerical staff, annual exercise to assess the man power requirement is been carried and necessary recruitments are being arranged annually. No response received from other banks.

MINUTES OF THE STATE LEVEL BANKERS’ COMMITTEE MEETING FOR THE QUARTER ENDED DE-CEMBER 2018 HELD ON 08/04/2019 AT CAPITAL CONVENTION CENTRE, KOHIMA, NAGALAND.
The meeting of the State Level Bankers’ Committee, Nagaland for the quarter ended December 2018 was held on 08/04/2019 at Capital Convention Centre, Kohima. It was chaired by Shri Temjen Toy, IAS Chief Secretary and Finance Commissioner, Government of Nagaland and attended by Shri Sunil Kumar Tandon, CGM SBI North East Circle, Shri Bendangkokba Commissioner & Secretary RD, Smt Lithrongla G.Chishi Commissioner & Secretary, Industries and Commerce, Shri Taliremba (OSD) Finance, Shri Digmanu Gupta, GM Net Work II, SBI, North East Circle, Shri Gurdeep Singh, Deputy Secretary, Department of Financial Services, New Delhi, Shri SK Dhumal, GM NABARD, Shri Umesh J. Panaria DGM RBI and other senior officials from the State Government Departments and various banks. List of participants is enclosed as annexure I.
Shri Paogin Haokip, AGM RBO Dimapur, welcomed all the dignitaries and the participants to the meeting and requested the members to actively participate in the proceedings.
In his opening remarks, Shri Sunil Kumar Tandon, CGM SBI North East Circle, highlighted that the State has now 30 banks which are operating with 193 Branches, 179 Customer Service Points and 328 ATMS. Overall they are around 700 Banking Points providing banking services in the State. He noted that the Banks have open around 2,11,000 PMJDY Accounts, but the performance under In-surance and Pension schemes is not up to the mark. He urged the banking fraternity to promote PMJJBY, PMSBY and APY schemes and achieve respectable figures by March 2019 quarter. While looking at the State profile, the CD ratio has stepped upwards from 33% in 2017 to 44% in 2018. However, there are six banks which are still having CD Ratio below 20%. He urged all fellow bankers to contribute equally to the development of the State. The CD ratio is an indicator of the develop-ment of the State and the below par performance of banks portrays overall poor performance of the banks. The priority sector lending of the State is at 25% only and the big concern is the fact that the agriculture sector is only at 6.82%. He urged the banks to increase their lending under agricultural sector. He also stressed that the banks must furnish SLBC related figures timely in complete manner. He urged the Banks to achieve the quarter to quarter targets in the coming financial year, and to go in a big way in financing SHGs, especially those supported and mentored by NRLM. He also urged the State Government to actively assist the banks in their recovery efforts relating to PMEGP loans.

In his opening remarks, the Chief Secretary noted with dissatisfaction the failure of the banks in set-ting up branches in the 29 unbanked Blocks which is directly hampering progress of financial inclu-sion and implementation of DBT in the State. He urged the allottee banks to set up the branches at the earliest. He also highlighted that educated youths and young entrepreneurs in the State are not getting adequate loans from the banks and urged the banks to provide loans to the youths to enable them to set up small business and engage in meaningful business activity. The Chief Secretary also noted that the CSR fundings of the banks in the State have been meager and appealed to the banks to undertake genuine CSR works on larger scale to benefit the people of the State.

2. Action taken report on SLBC meeting held on 14/12/2018
Action taken reports were received only from four Banks: namely SBI, Allahabad Bank, ICICI and Bank of India. All banks were directed to submit action taken report timely in the future.

3. Review of unbanked blocks.
Review was not carried out unbanked Block wise. It was decided that the sub-committee on Techni-cal Issues will examine each unbanked Block in detail with reference to all relevant points including availability of proper building, security, connectivity etc. IPPB should be co-opted as a member of the sub-committee. Report of the sub-committee should be presented in the next SLBC meeting. Mean-while, all allottee banks should take concrete measures to open branches in the unbanked Blocks at the earliest.

4. Report on the three points raised by the former Chief Secretary which are as under:
1. Given the peculiarities of the North East, can a modified micro financing system be devised for the region?
2. Can bank officers, during their probation, have a North East attachment, to sensitise them to the problems of the region?
3. According to Shri. C.K Das former Chief Secretary of Assam and former NE Council Mem-ber, two years ago, there were about 30,000 job vacancies at various levels in the banks in the North East. What is the vacancy position now and why are the vacancies not filled?
(Action Point: SBI to furnish report in the next SLBC meeting).
5. Opening of SBI Branch at Suruhuto:
UBI has been assigned the task of opening a branch at Suruhuto but has been unable to do so on account of PCA restrictions by RBI. Representations have been received from civil societies and organization requesting to opening of an SBI Branch at Suruhuto. SBI agreed to carry out the feasibility survey.

6. Request for opening of SBI Branches.

at Thahekhu There are two SBI Branches namely SBI Bazar Branch and SBI Old Market Branch which are in a radius of about 2 km from the village. Most of the villagers are already banking with the two SBI branches. Hence SBI expressed their inability to open a branch there.

Since a branch of NRB is already there, and IPPB ac-cess point are also there, SBI expressed their inability to open a branch at Pughoboto. However, SBI was di-rected to furnish a comprehensive report in the next SLBC meeting.
3 Opening of SBI branch a Yajang C
A proper fresh survey will conducted again expedi-tiously.
4. Opening of SBI branch at Seyochung ADC Hd.Qrt
The LDM Phek has been asked to carry out the survey and feasibility report which is yet to be done till date. SBI will expedite the matter.
(Action Point: Fresh survey to be carried out by SBI for Yajang C and Seyochung and a comprehensive report in respect of Pughoboto to be presented in the next SLBC meeting).
7. Review of performance under Govt. sponsored schemes and other schemes.
a. PMEGP
The total number of targets for 2018-19 is 1243 for the state. The allocated targets have been intimated to all banks but some banks have not uploaded their target in the site or have uploaded fewer targets. Hence the site is showing of 443. Total number of disbursed PMEGP till December end was 701 for an amount of Rs. 10.63 crores. The high amount of NPA in PMEGP is an area of deep concern for the bank as 48% of PMEGP are NPA. Therefore the nodal departments were requested to assist in the recovery drives.
Smt. Lithrongla G. Chishi, Commissioner & Secretary, Industries & Commerce pointed out that PNB Dimapur is not sanctioning PMEGP loans and the beneficiaries allocated to PNB are coming to the department for reallocation to other banks. PNB representative stated that the bank has be-gun to sanction the proposals. PNB was directed to co-ordinate with the Industries and Commerce department regarding the issue. She also stated that the officers under Industries & commerce have been given monthly targets for recovery drives and she requested the banks to closely coor-dinate with the district officials in their recovery drives.
Shri. Taliremba OSD (Finance), stressed that qualified and promising entrepreneurs should not be

denied PMEGP loans simply on account of high rate of NPA under the scheme
Shri. Sunil Kumar Tandon, pointed that credit discipline culture has to be inculcated and in the present scenario, with the credit rating of all applicants being screened by the banks, it is now impossible for banks to finance beneficiaries with bad loan track record.
Shri. Temjen Toy, Chief Secretary also highlighted the need for the banks and the nodal depart-ments to work closely to ensure that the scheme continues to thrive and more youth are helped under the scheme.

b. Mudra Loan
The banks have substantially improved financing under the Mudra scheme from the last quarter. However the Districts of Kiphire, Longleng and Phek need to be covered more comprehensively. SBI is exploring tripartite agreement between the apex civil society, the State government and the bank for cluster financing in Kiphire district under Mudra and allied agriculture sector. Many of the private banks and some PSBs have zero figures to report under the scheme. All banks must strive to improve financing under Mudra scheme in the above three districts.

c. Stand Up India
Under the scheme it is observed that there is nil participation from private banks and some PSBs. Therefore, with the coming of the new financial year all banks should actively participate in the pro-motion of the scheme and promote the local entrepreneurs under the scheme.

8. Review of performance of Banks and their CD ratios.
The CGM urged all banks with CD ratios below 40% to improve their figures in the next 2 to 3 quar-ters and come up at least to the State level.

9. Review of status of data uploading in the SLBC data portal and ensuring of data integrity.
The matter was discussed in the last SLBC meeting also but still many banks failed to upload their data in time. Many banks also reported erroneous figures distorting the overall figures of the State. The non submission and inordinate delay of submission of data by banks delays the preparation of the SLBC background paper, which actually needs to be circulated well in time before the meeting. Shri. Taliremba, OSD (Finance) called upon all banks to be prompt in submission of data.

10. Opening of bank accounts and linking of Aadhaar for MGNREGS Job Card holders for implementation of DBT.
Shri. Bendangkokba, Commissioner & Secretary, RD led the discussion on the issue. The central government has issued the directives that unless the beneficiaries’ accounts are opened and payments made through DBT, further funding will not be given under the scheme. He presented a huge list of account opening forms submitted to the banks, district wise, which are kept pending by the banks. He said that the entire list would be submitted to the SLBC convener. He urged the bankers to give top priority to the matter and position adequate staff for opening of the accounts.
Shri. Sunil Kumar Tandon, highlighted that in a number of cases, it has been reported that the name in the Job card and the name in the Aadhaar card differs. He pointed out that even if the account is opened for such a beneficiary using the Aadhaar card and some other valid documents of RBI, unless the correction is also made in the Job card name, DBT cannot happen.
(Action point: The list of pending account opening forms to be submitted to the SLBC con-vener by RD department and the SBI to follow up with all the banks where the forms are left pending).
11. TDS deductions on interest income earned on fixed deposits by STs in the scheduled area.
The Finance Department had taken up the matter with the Principal Chief Commissioner of Income Tax, Guwahati, for empowering the Deputy Commissioner Income Tax, Dimapur to issue income tax exemption certificate to the tribal’s similar to the arrangement in Imphal. The Income Tax department reply was a little vague in so far as they stated the Deputy Commissioner of Income Tax, Imphal has not been delegated the power to give the exemption certificate, but a TDS officer posted in the office of the Deputy Commissioner is looking after the matter. It was decided that the matter would be fur-ther pursued with the Income Tax Department after collecting more facts.

12. Performance of credit linkage to SHG through NRLM and NELRP.
Shri. Bendangkokba, Commissioner & Secretary, RD pointed out that in the case of Peren district there are 1033 SHGs but so far only 213 have received bank finance. He urged the banks to speed up the process of credit linkage in respect of the remaining SHGs.
(Action point: SBI Peren, SBI Tenning and NSCB Jalukie to cooperate with the NELRP).
Shri. Rajuselie pointed out that so far under NRLM about Rs. 4 crore have been given to about 800 SHGs. The department desired more details of the NPAs of SHGs under NRLM so that they can assist in recovery measures.
Shri. Sunil Kumar Tandon, CGM, requested the NRLM to immediately forward the applications for credit linkage of the SHGs to the banks in the first and second quarter itself. He assured that SBI will be committed to the promotion of the programme and urged all other banks to proactively participate and support the SHGs under NRLM. The scheme has performed wonderfully well across the country and all stake holders need to support the women SHGs.
13. Enforceability of SARFAESI Act in Nagaland.
Shri. Taliremba, OSD (Finance) stated that as per the decision of the previous SLBC, SBI had written to the Law and Justice Department seeking clarification whether SARFAESI Act is applicable in Na-galand. Justice & Law Department has been reminded to expedite the clarification.

14. Total NPAs in Nagaland.
The Chief Secretary asked for consolidated list of defaulters, scheme wise and bank wise from all the banks in Nagaland, to make an assessment and explore ways and means to put in place a recovery mechanism.
(Action Point: All Banks to submit data of NPA accounts, scheme wise to SLBC convener).
15. Issues highlighted by RBI
Shri Umesh J Panaria, DGM, RBI, Guwahati highlighted the following issues:
(i)As per the extant guidelines of RBI on Lead Bank Scheme, CD ratio for the State is to be mon-itored by factoring the Credit as per place of Utilization plus Total Resource support provided to States under RIDF,
(ii) SLBC convener to compile and have an updated list of all unbanked rural centres, i.e. villages with population more than 5000, 2000-5000 and less than 2000 in the State which shall be dis-played on their website,
(iii) Issues related to implementation of Bharat Net may be included in the sub-committee of SLBC for discussion and proper implementation in the areas facing network connectivity prob-lems,
(iv) Incorporate/ display the information pertaining to NRLM/NULM in SLBC booklet/website and reconcile the data available on NRLM/NULM website with the SLBC data,
(v) Regular conduct of SLBC/DCC/DLRC meetings in the State needs to be ensured. State Gov-ernment was requested to advise the DCs in the State regarding timely conduct of DCC/DLRC meetings,
(vi) SLBC convenor bank was advised to fix a cut-off date for uploading of data by banks on SLBC portal. It was also advised that SLBC convenor may share with RBI, Guwahati the details of banks not uploading the data within the prescribed timelines or where data integrity related issues are observed.
16. Payment of bank security charges.
Clarification was sought by Central Bank of India representative regarding the bills raised by the Nagaland Police for guarding the branches. Shri Taliremba, OSD (Finance) clarified that 50% of the salary of State police personnel deployed for guarding the bank branches is subsidised and the banks will have to pay the remaining 50% and urged the bank to pay the security bills raised by the Nagaland Police.

17. Data uploading for March 2019 quarter:
The cut off date for submission and data uploading for March quarter will be 30/04/2019. In case banks failed to upload the data, the matter will be reported to the CEO of defaulting banks and also to RBI.

bers present to the Sub-Committee meeting on Unbanked Blocks in Nagaland. He shared
the background on setting up of the Sub-Committee by the SLBC to discuss the issue in
detail and suggest ways to move forward with concrete action points to expedite opening
of brick and mortar branches in those unbanked blocks. While requesting them to actively
deliberate on the progress made in this regard, he asked them not to hesitate to share the
genuine problems and difficulties that they may be facing.
Thereafter, he requested Shri Taliremba, OSD, Finance, Govt. of Nagaland to make his
opening remark and share the concerns of the State Govt.
Shri Taliremba highlighted the present banking scenario and extent of coverage in Nagaland.
He touched upon the concept of financial inclusion and GOI/GON programmes for transfer
of Govt. benefits and subsidies and a plethora of other schemes to be administered through
bank accounts. However, due to lack of banking services, villagers from the interior districts
are deprived of such facilities, including bank credit. He then dwelt on the history behind al-
lotment of the unbanked blocks of Nagaland to various banks functioning in the state more
than half a decade ago.
Towards banking coverage by brick and mortar branches in all the unbanked blocks,
he informed that Govt of Nagaland (GoN) has put utmost priority in the matter and taken up
with the CEO/MD of the Banks and also escalated it to the Govt of India. However, GoN un-
derstands that ultimately the onus of taking the decision on whether to open or not a branch
lies with the individual banks.
He expressed the opinion that profitability might be one of the primary reasons for
the banks for not coming forward to open new branches in the unbanked blocks of the
state. He agreed to the general view that opening a branch in some unbanked blocks would
entail financial losses during the first few years, but expressed hope that the banks would
certainly be able to make profits three -four years after starting the operations. He earnestly
requested the banks to take a favourable view on the matter and speed up the process of
opening brick and mortar branches in the identified unbanked blocks. He then went on to
review the present status with regard to opening branches in the following unbanked blocks.

On being con-firmed by the representative from the state Police deptt. that there is no police station/outpost at Sakshi, he asked the Bank to explore engaging private security personnel/vil-lage council/village youths for guarding the Bank. He asked the Bank to quantify the prob-lems faced and bring to the ta-ble.

OSD, Finance informed that the State Govt has received a com-munication from the Bank’s Central Office saying that they are actively considering open-ing of the branch.He directed the Bank to expe-dite the process and to place a CSP in the block under ref-erence for extending banking services till materialisation of the brick and mortar branch.

OSD, Finance stated that real-location of blocks will not be done by the SLBC. They are free to find a willing bank for mutual exchange and bring the same for SLBC approval. He however urged the Bank to expedite the process of open-ing the Branch there if they cannot find a bank who is will-ing to do a swap.
24 Weziho, Phek BoM Absent In spite of the absence of Bank official, the position was reviewed and it was decided to direct them to explore the possibilities for exchange of blocks. If no positive result comes out, they are directed to carry out the comprehensive survey. Action points that emerged. All Banks to immediately carry out comprehensive survey to assess the availability of infra-structure, security, connectivity, communication facilities and other aspects to determine the feasibility and viability, if not done already. They will submit gist of the report as to whether favourable or otherwise to SLBC. Banks who have found the survey reports favourable, will come up with a definite timeline for opening of the branch, as allotted to them. In case, the survey reports are found unfavourable, then the problems and issues confront-ing those banks will have to be quantified concretely. Issues relating to infrastructure such as RCC building for branch, staff accommodations, security, power supply, connectivity, communication etc. will be taken up with the respec-tive departments for their early resolution. Banks under PCA will take up the matter with their appropriate authority and urge them to obtain RBI/GOI special permission for opening the branches at the allotted blocks since, the State Govt. is insisting on it.Banks which feel that the allotted blocks are not convenient for them to open a branch, for whatever reason, were directed to explore possibility of exchanging on mutual basis with other allottee banks and submit the proposals to SLBC for approval.
All banks are directed to comply with the action points and submit the Action Taken Report to SLBC by 15.07.2019.The meeting concluded with a word of thanks from LDM, Kohima.

Minutes of the SLBC Sub-Committee meeting on Government Sponsored Scheme held on 18/06/2019 in the conference Hall of SBI Kohima Branch at 2.00 PM.
After a round of self introduction, the meeting started with Shri Paogin Haokip, AG-M,SBI, RBO, Dimapur & SLBC Convenor welcoming the members present. He highlighted that in the light of poor participation and performance of Govt. Sponsored schemes, viz., PMEGP, during the previous years by the banks, formation of the Sub-Committee of SLBC was necessitated. Hence, this Sub-Committee was tasked with the job of having an in depth and thorough discussion to find mechanisms to improve participation and performance of banks in implementing the scheme. The report will be submitted to SLBC for acceptance and adoption.

He then requested Shri Sentiwapang Aier, Joint Secy, I&C, Govt of Nagaland to share his concrns as the implementing department. Shri Sentiwapang Aier observed that the overall performance of the banks has been consistently poor for the last many years. He added that the programme implementation has been affected, among other things, by non-partic-ipation of a number of banks, which is a matter for serious concern. He urged the bankers, especially the non participating banks, to be pro-active and participate to make the scheme successful.In the course of discussion, Director MSME shared that the entrepreneurs be made aware of the need to compulsorily have ITR and GST registration for availing full benefits under the scheme. Members requested the DIC/KVIC to involve the bankers during the EDP training programme to make the selected beneficiaries aware the bank’s systems and procedures. It was stressed in the discussion that the beneficiaries be made to understand that margin money will be available only to those who actually set up and run their projects.Members felt that the projects sanctioned in many cases were under- financed, which de-feated the very purpose of the scheme. This also results in creation of NPA for the Banks. Selection of genuine beneficiaries by Task Force and proper scrutiny of projects by the spon-soring agency are vital for success of the scheme.The status available on dashboard of PMEGP site should be utilised to monitor the progress by all the stakeholders. The high rejection cases of Yes Bank (100%), SIB (100%), PSB (84%), and PNB (78%) as available on the dashboard are alarming and these banks are to explain on what ground such high percentage of rejection happened to the house of the SLBC. Bankers were requested to process the proposal within the time limit and not to keep it pending, as huge number of proposals were being shown as pending at Bank to avoid com-plications. High pending Banks are Axis Bank, ICICI, and HDFC.Non-participation of the following banks has been viewed with much displeasure viz. Band-han Bank, Corporation Bank, Federal Bank, HDFC, Indian Overseas Bank, South Indian Bank, Indus Bank, PSB, PNB and Yes Bank.
Action points emerged: 1. Bank branches may sponsor beneficiaries if they find genuine entrepreneurs to the Dis-
trict Task Force 2. Under-finance should be avoided at all cost by banks.3. Bankers should be involved in creating awareness of banking system and procedures
during EDP training programmes by the nodal agency4. Dashboard to be accessed regularly for monitoring purpose by all stakeholders.5. Joint recovery camps to be organized at district level at regular intervals by submitting

list of defaulters to district administration by Banks and also by involving sponsoring agencies and the Police.

Minutes of Sub-Committee meeting of the SLBC on Priority Sector Lending held on 18.06.2019 in the Conference Hall, SBI, Kohima.
Shri P. Haokip, AGM & SLBC Convenor, initiated the meeting by sharing the perfor-mance of banks as on 31.03.2019. He observed that the figures reflected poor performance by the banks under Priority Sector lending and are way below the benchmark prescribed the RBI. He noted that the state has achieved only 22.41% in the priority sector against a bench-mark of 40% of the total advances. He also shared the figures of agricultural advances re-ported by the banks and observed that it constitutes only 6.23% of the aggregate advances, even though the majority of the state’s population is engaged in agricultural activities. This, he said, was far below the expected level. He urged all bankers to focus more on priority sec-tor lendings so that we can achieve a level which would be acceptable, especially by those banks which are showing nil performance under agricultural lendings.
AGRICULTURE SECTOR (PRESENT LEVEL 6.23% AGAINST BENCH MARK OF 18%)There are many banks, especially private sector banks, which have not done any agricultural lending till date. He noted that these banks have not given even KCC loans to farmers. 68% of the state’s population is engaged in agriculture and therefore, banks must accord due importance and priority to agricultural lending for the development of the state. The AGM urged the private banks to start financing farmers and help push up the percentage of agri-cultural loans to 18% at the earliest. He also pointed out that some banks have high rate of NPA in the sector, which is an area of concern. While going into details of the impediments faced by banks while lending to agriculture sec-tor, the following points were raised by the members.
1. Identification of cluster agricultural activities is required to help the banks to go for inten-sive cluster financing. This way, large number of KCC or other Agri loans can be granted. At the same time, follow up and recovery process is to be stepped up to ensure a healthy growth under agricultural loan portfolio.
2. The APCM from the State Government also pointed out the need for a paradigm shift in approach by the banks and to focus more on the 2nd generation farmers. These new farmers have departed from the traditional farming method and have adopted modern methods which is into intensive and mechanized farming on larger scale. These new generation farmers are in acute need of financial assistance from the banks. He sug-gested the bankers can focus of schemes like sericulture, fishery and animal husbandry etc.
3. Financing of SHGs promoted by NRLM is another safe avenue where community and peer pressure works in motivating the farmers and ensuring prompt repayment, as ex-perience showed. The NRLM structured approach towards nurturing and moulding the SHGs ensures that only cohesive groups are formed and they have appointed Bank Shakhis to help the banks in their efforts for recovery etc.
4. The bankers pointed out that the present land holding system is a huge impediment to financing big ticket agriculture loans as the land cannot be mortgaged. It was suggest-ed that the appropriate state authority could have a look at the Meghalaya Government Act on the system of tribal land holdings in Meghalaya and being made mortgageble to Banks.
5. The DDM also stressed on the need to finance under Agri-Clinic & Agri business and DED Schemes, as there is a good number of eligible candidates and also a good market for the agricultural products.

Action points: 1. Banks to closely co-ordinate with NRLM for SHG finance. 2. Banks with nil agri-sector advances, especially private banks, to start agriculture finance.
MSME and Services Sector The AGM also urged all the fellow bankers to actively promote Mudra and Stand up India loans. There are still many banks, especially private banks, with nil progress report in these two pilot schemes of the Prime Minister. Promotion of these schemes will definitely push up the MSME advances and priority sector lendings of the state.
The AGM also urged the Bankers to intensify their efforts in promotion of housing loans and educational loans under the priority sector.
Action points Banks with nil figures in housing, educational loans, Mudra and Stand up India, to ensure that they present a respectable figure in the next quarter.
