See Initial Incident Information for Details. Incident occurred in morning 0630 AM on April 3rd,2009. General Cargo vessel struck pilon when docking in high wind conditions. Distance fromvessel casualty to Cowichan Bay Village is about 0.7 kilometers. Bunker oil is awash around vessel, very little contained by boom. Wind is direction is from NW heading towards CowichanBay. Wind is now less than 2 knots. Cowichan River freshwater and current is keeping oil fromestuary for now. About 50 to 75 harbour seals north of spill on log rafts. Large number of waterfowl present.
