The Gala Dinner was held under the theme: “Unlocking investment for sustainable growth”. The aim of the Gala Dinner was to raise funds for the 2016 Oranjemund Diamond Festival, and the Gala event was held at the Recreational Club in Oranjemund. This prestigious event was officiated by the Former President of the Republic of Namibia, His Excellency Dr. Hifikepunye Pohamba accompanied by the festival’s Founding Patron and Minister of ICT, Honourable Tjekero Tweya, as well as the Governor of the //Kharas Region, Honourable Lucia Basson. In his address the Mayor of Oranjemund, His Worship Cllr Henry Coetzee, acknowledged the support shown by guests, stakeholders and further appealed to residents, businesses and other institutions to take advantage of the opportunities created by the Diamond Festival “to network, explore and consider becoming strategic partners in turning around the fortunes of Oranjemund and bringing this historic town to its glory days.” “Oranjemund holds a strategic position to grow fast and become an economic and tourism hub in the southern Namibia and therefore we will continue to use the hosting of the Festival annually as a tool to stimulate economic activity, and market the town as an investment destination in the //Kharas Region,” he said. The Former President of the Republic of Namibia, H.E. Dr. Hifikepunye Pohamba stated that many local authorities throughout the country are confronted with the challenges of aging infrastructure. “This is hampering service delivery and economic growth and Oranjemund faces similar challenges. As key stakeholders in the transformation of the town, the Town Council, Namdeb and other stakeholders have unique opportunities to write a new positive chapter and change the future trajectory of the town. In order to succeed, stakeholders need to work together, with a shared vision, a vision of a safe, prosperous and modern Oranjemund.” “Through the National Development Plans, Vision 2030 and the Harambee Prosperity Plan, Government is working closely with all social and economic partners, including local communities in order to address the challenges facing our people and to improve public service delivery. These include issues of housing, sanitation, youth empowerment, rural development and public infrastructure development” said Dr. Pohamba. He further thanked everyone who supported the Diamond Festival by buying tickets, tables, sponsorships and commended all those who set aside their time and other resources in support of the event. The official Patron of the event, Hon. Minister, Tjekero Tweya, who is also a Minister of Information, Innovation and Technology, and Member of Parliament, shared the same view and called on local businesses to support the Diamond Festival for the benefit of the town of Oranjemund. The Oranjemund Town Council, in collaboration with the NCCI Oranjemund branch, hosted a Gala

Dinner on the 5th August 2016 in support of the 5th edition of the Oranjemund Diamond Festival slated for 28 November to 3 December 2016. The Gala Dinner was held under the theme: “Unlocking investment for sustainable growth”.

The aim of the Gala Dinner was to raise funds for the 2016 Oranjemund Diamond Festival, and the Gala event was held at the Recreational Club in Oranjemund. This prestigious event was officiated by the Former President of the Republic of Namibia, His Excellency Dr. Hifikepunye Pohamba accompanied by the festival’s Founding Patron and Minister of ICT, Honourable Tjekero Tweya, as well as the Governor of the //Kharas Region, Honourable Lucia Basson.

In his address the Mayor of Oranjemund, His Worship Cllr Henry Coetzee, acknowledged the support shown by guests, stakeholders and further appealed to residents, businesses and other institutions to take advantage of the opportunities created by the Diamond Festival “to network, explore and consider becoming strategic

partners in turning around the fortunes of Oranjemund and bringing this historic town to its glory days.”

“Oranjemund holds a strategic position to grow fast and become an economic and tourism hub in the southern Namibia and therefore we will continue to use the hosting of the Festival annually as a tool to stimulate economic activity, and market the town as an

investment destination in the //Kharas Region,” he said.

It’s Spring! It’s a time for new beginnings and growth, but it also reminds us how quickly the

year has flown by. Christmas is literally around the corner. These couple of months since our last newsletter was filled with a flurry of activities, as you will see from the various articles and photos in our newsletter.

In this edition we showcase some of the highlights of the Fundraising Gala dinner for the 2016 Oranjemund Diamond Festival. The Street renaming in honour of the Guest of honour, Former President, HE Dr Hifikepunye Pohamba as well as different personalities who attended the Gala Dinner. Oranjemund Town Council is grateful for their continued support including local businesses and individuals within and outside Oranjemund. As a token of sincere appreciation and gratitude, in this edition, we include an official note of appreciation for individuals and businesses who supported our event. The same note of

appreciation was also shared in the local media. In addition more information for aspiring exhibitors to the upcoming annual Diamond Festival and entrants for the Miss Diamond Festival Pageant is provided on page 7 and 8. The past few months also saw a number of important workshops, one on sustainability and the other on the high level formulation of the Council Strategic Plan. Furthermore, in this newsletter we shall update our readers on some of the recent capital projects, land and housing development programmes and photo collages of the Beach party.

In celebration of the International Coastal Clean-up day, Council organised a clean-up initiative with local schools. The volume of trash collected is a sobering reminder that we all need to play our part in keeping our beaches, the river, the environment and our town clean. It often only requires simple decency of throwing waste into the waste or refuse bins, instead of simply dumping it in the street or

littering the beach with trashes.

And as you put the kettle or percolator on I leave you with the wisdom of Mark Twain who said: “Keep away from people who try to belittle your ambitions. Small people always do that, but the really great make you feel that you, too, can become great.”

The Oranjemund Community Market continues to grow from strength to strength and continues to

serve as a platform for social integration and business network in Oranjemund. On Saturday, 3 September 2016 a community market took place where families, friends and visitors came together for social networking and to display their products and services particularly homemade foods and crafts/arts.

At this event a mobile Sushi outlet was also on display, which gave the community a different taste of seafood. They have however, promised to be part of the Oranjemund Community Market as well as the annual Oranjemund Diamond Festival.

The next community market is envisaged to take place on Saturday, 5th November, under the theme: Xmas Community market. Contact us if you are interested to exhibit your home-made products, crafts or delicious treats, have a braai stand or present entertainment for the kids (jumping castles etc.) Application forms are available at the Council, closing date: 28th October 2016.

As the say goes, Charity begins at home, the Mayor of Oranjemund, Councillors,

Management and staff members of the Oranjemund Town Council, would like to thank Namdeb, through the Communications department, for spearheading the Winter Drive initiative from June- July 2016 in support of the needy in Oranjemund.

Namdeb employees pulled together and donated blankets, clothes and non-perishable food items to the less fortunate residents of the

Oranjemund and Lüderitz communities to an estimated value of N$ 20,000.

The donated items were officially handed-over to His Worship, the Mayor of Oranjemund, Cllr Henry Coetzee on Wednesday, 27 July 2016 at the Oranjemund Town Council. The Mayor gave the assurance that his Office will see to it that the donations reaches the intended people in the community and will continue to work with all stakeholders in support of the local initiative aimed at alleviating poverty in line with the

Harambee Prosperity Plan (HPP).

In support of the HPP, his office has set up a social responsibility committee to drive the programmes aimed at distributing the items to those less fortunate people based in Oranjemund and beyond.

The programme commenced in August 2016, where some of the beneficiaries have received food and clothes items.

Oranjemund Community Sustainability WorkshopNamdeb’s Town Transformation

Team hosted a 3-day sustainability workshop at the Oranjemund Golf Club from 10-12 August 2016, jointly facilitated by the Cambridge Institute for Sustainability Leadership, Progress Namibia, and transformation specialist from Freedthinkers and Namdeb’s sustainability section staff.

The purpose of the workshop was to ensure a successful transformation of the Oranjemund town into a sustainable model town by 2030 and to further engage residents to understand the challenges and opportunities ahead and how significant their role as citizens of the town.

The construction of water, sewer, electricity and roads for 15 single residential plots,

one (1) business plot and one (1) sewer pump station is being managed by Namibia Consulting Engineers and is expected to be completed by December 2016.

The construction of civil infrastructure in Extension 5 for 15 single residential plots, 2 general residential plots, 4 business plots and one (1) sewer pump station is being supervised a consulting Engineer company, Aurecon Namibia (PTY) Ltd with contractor, Earthworks, Building & Civil Contractors and was expected to be completed by 29 July 2016. However, due to the delay caused by the availability of a borrow pit materials for the construction of roads, the project timeline has been postponed to October/November 2016 The construction of civil and electrical infrastructure in Extension 4 for 86 single residential plots (High density area for middle to low income) is equally being supervised by D&P Consulting Engineers and Rio Engineering and Construction, and expected to be completed by 30 July 2016. But the delay in the borrow pit materials caused the timeline to be changed and now that the issue of borrow pit has been resolved; Council

expects the project to completed in October this year. In addition, the construction of civil infrastructure for residential erven in Extension 4, servicing of land, the Town Council appointed Artee Project Engineers PTY Ltd consultants, while the contractor still needs to be appointed in September 2016 with the aim to complete the project by February 2017. The construction of the Oranjemund Business Park/ Open Market is planned to commence in September 2016, with the aim to support local economic developments in town. The Council availed land for this purpose and architects was appointed for the concept and design of the project.

After, the tender closed, the site handover for this project is expected to be done on the 29th September 2016. Due to financial constrain, this project is expected to be done in two phases and is being funded with Council own funds and the line Ministry.

Once completed, the project expects to accommodate street vendors as well as a provision has also been made for the car wash bays in effort to control car wash activities in Oranjemund.

Council has identified non-availability of serviced land in all brackets as risk in the

transformation process of the town. To address this challenge, Council has initiated land servicing through Public Private Partnership with land developers. This initiative has been rolled out in Extension 4, 7, 14, and 15. This initiative aims at making serviced land available for various categories in Oranjemund.

In addition to that, Council has also rolled out an affordable Housing Development programme in partnership with a private entity in Extension

5 for the serviced erven in that area. Council anticipates to avail more 100 houses during the first phase of the project and houses shall be built based on prior approval of loan by house owners with financial institutions. The registration for the housing programme is expected to commence in October 2016.

In addition, prior commencement of the housing development, Council through the same partnership expects to build few show houses for ultra-low and middle income for view by interested house owners.

International Coastal clean-up day is a worldwide event, celebrated annually on the third Saturday of September. This year it was celebrated on 17

September 2016 under the theme “Mainstreaming biodiversity, sustaining people and their livelihoods.”

All coastal towns/countries are expected to participate in this event through volunteer clean-up campaigns at their coastal areas. To contribute to this prestigious event, the Oranjemund town organised a local coastal clean-up campaign on its beaches to empower people to take an active role in the preservation and cleaning up of the ocean. The main aim of the campaign was to remove all litter from the ocean, to maintain and protect marine life.

The event was organised with school learners from Ambrosius Amutenya Combined School, Oranjemund Private School and the general Oranjemund community. All information was recorded and forwarded to Namibian Coastal Conservation and Managements (NACOMA) for international recording purposes.

ActivitiesThis year birdwatching was incorporated into the programme to engage the community and learners and to make the campaign more fun and educational. Each group was allocated two group leaders, one for recording the amount of litter collected and the other for facilitating birdwatching using binoculars. The Oranjemund Town Council hosted a 3–day Strategic high level Plan Workshop

at the Oranjemund Golf Club from 20-22 September 2016. The workshop was facilitated by Pricewaterhousecoopers (PwC) who have been appointed by Council in the formulation of its Strategic Plan for the next five years. The workshop was comprised of various participants from the government ministries, local schools, businesses, church leaders and community members and local councillors and officials from OTC.

The key focus of the workshop was to develop a vision for the organisation’s future and determining the necessary goals, priorities, and action strategies to achieve that vision. Other mini workshops will follow suit with the OTC, and key Namdeb officials looking at the technical operation in implementing the Strategic Plan. The strategic plan is a big-picture document directing efforts and resources toward a clearly defined vision.

The Council is expecting the first draft of the Strategic Plan early October 2016 for further discussions.

Strategic Plan High Level Workshop

The Oranjemund Diamond Festival Local Organizing Committee hosted the Annual Beach Party Sports Day at the Yacht Club, on Saturday, 10 September 2016. The

event had mouth-watering braais, plenty of refreshments and top music entertainment by Local DJ’s Xclusive and Logiic.

Most importantly, this event was spiced up by the great sport action of 7 –aside soccer, beach volley ball and owela. The winning teams of the different sport codes were awarded with gold, silver and bronze medals and Floating trophies courtesy of Oranjemund Town Council and the Oranjemund Diamond Festival. The sport activities attracted teams from as far Keetmanshoop and Rosh Pinah. The following were the teams that participated in the event namely:

Meet our newly appointed Building Inspector, Mr. Simon

Fernadu. He commenced duty at the Oranjemund Town Council on Thursday, 01st September 2016. He is responsible for all building plans and structures in Oranjemund. He will be responsible to make sure that detailed plans submitted comply with the regulations and sub-regulations applicable to that specific erf and to ensure all erf beacons are maintained as specified by the Standard Building Regulations, and to exercise selected duties as Peace Officer in implementing his duties at the Town Council.

Friday, 5 August 2016, Oranjemund conferred street renaming in honour of the Former President of the

Republic of Namibia, HE Dr. Hifikepunye Pohamba by renaming the Industrial street after him. Last year the Oranjemund Town Council held a similar street renaming ceremony in honour of one of Namibia’s heroes, political and national icon, the Founding President of the Republic of Namibia, Dr. Sam Nujoma.

In his acceptance speech at the unveiling ceremony, the Former President expressed his gratitude to the Council and residents of the town, adding that it was the first time he had accepted this type of honour as he had refused similar offers from several towns in

the past during his term of office as President of the Republic. “I refused these offers because at the time as President I felt it was not the right thing to do then. But as I am no longer President of the country it is the first time that I accept this honour to have my name used as a street name.”

The Mayor of Oranjemund, HW Henry Coetzee expressed Council’s sincere appreciation to the Former President for accepting the honour noting that the street renaming was a gesture of collective appreciation for the Former President’s contributions towards the socio- economic transformation of Oranjemund.
