Council voted to postpone the Mayor's At-Large election and authorized the TownManager to notify the Edgecombe County Board of Elections of the decision by July19, 2021.Othar Woodard made a motion, which was seconded by Clarence Brown and Passed,Motion.
(5) Budget Amendment - Part-Time Salaries
Council adopted a budget resolution amending the FY 2021-2022 Budget to increasethe Town of Tarboro's minimum employee wage to $8.50 per hour. Othar Woodard made a motion, which was seconded by John Jenkins and Passed,Motion. Ayes: Brown, Burnette, Bynum, Jenkins, Jordan, Taylor, Woodard; Nays:Mayo
(6) NCDOT - Wilson Street Widening - Right-of-Way Acquisition
Council approved the purchase and donation of rights-of-way and easements necessaryto widen NC 111 and install a multi-use trail to benefit the citizens of Tarboro. They alsoauthorized the Mayor to execute the documents necessary to accomplish the same. Clarence Brown made a motion, which was seconded by John Jenkins and Passed,Motion.
Council adopted ordinance 21-09 declaring the closure of N. Main Street from GranvilleStreet to Johnston Street for the purpose of holding the 2021 "HometownHomecoming" parade.

(8) Special Event - OkTarborofest - Request for Co-Sponsorship
Council agreed to co-sponsor the OKTarborofest Event scheduled for September 19,2021 from 12:00 pm to 6:00 pm by providing in-kind services and equipment. Othar Woodard made a motion, which was seconded by Deborah Jordan and Passed,

(9) American Rescue Plan Act of 2021
Council approved a Resolution, Grant Project Ordinance and Grant Agreement for theCoronavirus State and Local Fiscal Recovery Funds. Council also authorized the TownManager and Finance Director to execute any necessary agreements. Deborah Jordan made a motion, which was seconded by Othar Woodard and Passed,Motion.
(10) EPA Brownfields Award and Contract
Council approved the resolution and authorized the Town Manager and FinanceDirector to execute any necessary agreements. John Jenkins made a motion, which was seconded by Othar Woodard and Passed,Motion.
(11) ESFRLP-19 Contract for Rehabilitation
Council accepted the bids from Evans Custom Builders and authorized the TownManager and Finance Director to execute any necessary agreements. John Jenkins made a motion, which was seconded by Leo Taylor and Passed,Motion. Ayes: Brown, Jenkins, Mayo, Taylor, Woodard; Nays: Burnette, Bynum,Jordan
(12) Resolution - Hazard Mitigation Grant Program
Council approved the Resolution of Just Compensation for the acquisition of theproperties.John Jenkins made a motion, which was seconded by Othar Woodard and Passed,Motion.
(13) Resolution-NCGHSP Region 4 Law Enforcement Liaison
Council approved a resolution in the amount of $25,000.00 and authorized Townofficials to execute all documents pertaining to this grant. Leo Taylor made a motion, which was seconded by Deborah Jordan and Passed,Motion.
(14) Appointment for July - Tarboro-Edgecombe Arts Commission
Council appointed Beverly Sessoms to the Tarboro-Edgecombe Arts Commission. Leo Taylor made a motion, which was seconded by Othar Woodard and Passed,Motion.

Councilman Taylor - thanked the Electric Department for a quick response during a recent poweroutage. He also asked about neighborhood community crime watch groups. Councilman Taylorexpressed concerns regarding commercial activity in residential areas and debris on Pine Street. Councilman Mayo - none. Councilmember Jordan - none. Councilman Jenkins - none. Councilmember Bynum - thanks for the lines painted on Fairview Circle. Councilman Burnette - none. Councilman Brown - requested an update on the dike project. Project is in progress.
8. CLOSED SESSION
(1) Closed Session as per NCGS § 143-318.11(a)(6)
Councilman Taylor made a motion, which was seconded by Councilman Mayo and passedunanimously that Council enter into closed session. Councilman Jenkins made a motion, which was seconded by Councilmember Bynum and passedunanimously that Council resume open session. Councilman Woodard made a motion, which was seconded by Councilman Jenkins and passedunanimously that Council extend the Town Manager's contract for another year and include a 2%merit raise in addition to the 3% cost of living increase.

The Preliminary Annual Settlement Report of the Tax Collector, dated June 30, 2021. Upon receiving the report, Council should enter into its minutes the names of persons owing taxes(but who listed no real property) whom it finds to be insolvent, and should by resolution, designatethe list entered into its minutes as the insolvent list to be credited to the Tax Collector in hersettlement. The resolution follows: RESOLUTION THAT WHEREAS, pursuant to G.S. 105-373 (a) (1), the Tax Collector of the Town of Tarboro hassubmitted her preliminary annual settlement dated the 30th day of June, 2021, to the Town Councilof the Town of Tarboro, and whereas, as a portion of said report, said Tax Collector submitted a listof persons not owning real property whose personal property taxes remain unpaid; NOW, THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Tarboro, pursuantto G.S. 105-373 (a) (2), that the list of names of persons owing taxes (but who listed no realproperty) included in the preliminary annual settlement report of the Tax Collector be entered uponthe minutes of this meeting and is hereby found by the Town Council of the Town of Tarboro to beinsolvent; AND BE IT FURTHER RESOLVED that said list is hereby designated as the insolvent list to becredited to the Tax Collector in her settlement. The settlement for the current year's taxes (2020) and delinquent taxes are combined in one reportentitled “Tax Collector's Settlement, June 30, 2021” which is attached hereto. The balancesshown on the report are in agreement with the control accounts kept by the Finance Director. Council should approve the Tax Collector's Settlement, subject to final audit by the independentoutside auditor, and recharge the Tax Collector with the unpaid taxes and the responsibility forcollecting same. It is recommended that Council: 1. Approve the Preliminary Annual Settlement Report of the Tax Collector. 2. Adopt the foregoing Resolution designating the insolvent list to be credited to the Tax Collector
in her settlement. 3. Approve the Tax Collector's Settlement as of June 30, 2021, subject to the independent auditto be performed by the firm of Flowers & Stanley, LLP. 4. Recharge the Tax Collector with the outstanding taxes and the responsibility for collectingsame for the years 2011 through 2020. (Collection of taxes for 2010 and prior years is barred bylaw unless foreclosure action has been instituted).

As the owner of its electric distribution system, the Town of Tarboro is a participant member of theNorth Carolina Eastern Municipal Power Agency (NCEMPA), a full requirements wholesale powersupplier to its members via a Full Requirements Power Purchase Agreement (FRPPA) with aninvestor-owned utility. Tarboro's power costs under the FRPPA are based on electric load duringthe monthly coincident peak hour. Through targeted demand-side management activities, asallowed under the FRPPA, Tarboro is able to reduce its power cost by reducing its electric loadduring the coincident peak hour. Tarboro continues to be a leader in NCEMPA regarding loadfactor due to its aggressive use of distributive generation and customer load-management fordemand-side management. Recent battery technology improvements and lower costs have provided additional opportunities toreduce the electric load during peak times. Staff has investigated the use of Battery EnergyStorage Systems (BESS) for demand-side management and believe the use of this technologycould greatly benefit the Town of Tarboro and its rate-payers. Representatives fromUtilityEngineering, LLC will be present to inform Council about the economic benefits of installinga Battery Energy Storage System on the Tarboro Electric System. It is recommended that Council authorize staff to work with UtilityEngineering, LLC to develop aRequest for Proposals from companies to install up to a 4.5 MW Battery Energy Storage Systemon Tarboro's electric distribution system.

Funding for the purchase of a Knuckle Boom Truck was included in the Town’s Budget Ordinancefor FY 2021-2022 in both the Electric Fund and the Solid Waste Fund. Staff requested bids for such equipment in July of this year and received three responses. A bidtabulation is attached. The lowest bid utilizes pricing offered under the North Carolina Sheriffs’ Association ProcurementProgram Bid #22-06-0426, Heavy Equipment Bid, as awarded to Amick Equipment Company,Inc. This bid award also includes pricing on optional and customized equipment specific to theneeds of each department. It is recommended that Council award both contracts to Amick Equipment Company, Inc. andauthorize appropriate staff to execute the necessary contracts and/or procurement documents.

It is recommended that Council appoint one (1) individual for a total of six (6) to the Tarboro-Edgecombe Arts Commission at the August Council meeting.
