More diverse, up-to-date and in line with the needs of judges and prosecutors: the in-service training courses offered this year by the ENM once again meet these three requirements, in spite of a budget that remains tight.

The range of courses on offer in 2016 will be greatly enriched by three new changes.

The first change relates to the creation of Function Groups specifically for this year's new judicial graduates, who will meet in Bordeaux from 4 to 8 July 2016, an initiative lauded by the school's Educational Council. Re-uniting new judges and prosecutors who graduated at the same time, one year after they took up their positions, provides an opportunity to carry out a joint appraisal with the teaching staff of their first months of work in their new functions, and thus to create continuity between initial and in-service training.

The second concerns the sessions for those members of the judiciary who are changing functions. Traditionally organised in September, henceforth these sessions will also be held in January. This offers two benefits: it not only meets the needs of those members of the judiciary appointed to a new position in the autumn period, but also allows the teaching content of the "functional practice" sessions to be refocused, for the benefit of an audience whose knowledge base is more level.

The third and final initiative concerns the enhancement of the training offered by the International Dimension of Justice Department. Judges and prosecutors will now be able to apply from September for all the sessions offered by the European Judicial Training Network (EJTN).

These modifications aside, the training proposed by the ENM will remain, I hope, a vital support for your judicial duties: the 500 or so sessions, seminars, conferences and internships on offer are an efficient tool for keeping up to date, and a source of knowledge that is constantly being updated.

As opportunities for much-needed discussions and reflection on methods and practices, these courses are a guarantee of the vitality of our judicial culture. My hope is that every judge or prosecutor will find here a source of personal and professional enrichment, as well as a fresh intellectual insight into day-to-day situations that can sometimes be difficult.

A high-quality justice system must ensure that its work is always suited to the time and place. The training we offer contributes to this aim and we must never forget that justice is carried out in the name of the French people. If there is no regular training, however, judges and prosecutors are putting themselves at risk and, consequently, putting the justice system itself at risk.

This year the ENM teaching staff have once more striven to offer you rich, relevant and up-to-date training, working in tandem with the school's institutional partners and taking into account the thousands of evaluations carried out by each one of you. We hope once again to continue to ensure your full satisfaction.

In order to allow judicial graduates of the same year to benefit from a joint functional appraisal of their first months of work, the ENM is setting up function groups from 2016. The Judicial Humanities Department provides training courses which constitute the foundations of a common judicial culture, allowing judges and prosecutors to identify, understand and apply the statutory and ethical rules necessary to establish confidence in the judicial institution and contribute to their reflection on the principles that govern the way they conduct their missions. A philosophical, literary and historical approach to the act of judging encourages a consideration of the place and role of judges and prosecutors today.

The training dispensed by this department has three objectives.First, to provide a global approach to criminal proceedings and take the full measure of the meaning of the isolated acts of each of the judicial players according to their context, procedural and human issues. Second, to guarantee the efficiency of the process of seeking the truth in compliance with the general principles set out in the preliminary article to the Criminal Procedure Code and to guarantee the legal soundness of procedures, respect for individual liberties and the protection of social rights. Finally, to guide the procedure, make a decision that is grounded, appropriateand individualised, and implement it.

IN-SERVICE TRAINING 2016

The CADEJ is a one-year training cycle. It is open to judges and prosecutors and senior civil servants who want to develop their judicial culture as well as the challenges linked to changes in their institutional and social environment. This course composed of ten modules of three days will begin in September 2016 and finish in June 2017.

An exhibition space for concepts, transmission of knowledge, analysis, exchanges and debates, the CADEJ prepares judges and prosecutors who want to obtain management positions in a judicial entity.

Internationaldimension of justice

The development of international relations, in particular the principle of free circulation within the European Union, and the mixing it has brought about, give rise to new issues and new needs.

One is to promote the action of judges and prosecutors within the European judicial area.

Another is to provide them with knowledge of foreign legal and judicial systems and international assistance and cooperation tools.

Finally, it aims to familiarise them with the existing international principles and to place them in contact with a variety of foreign cultures and legal systems.

The "Judicial Communication" Department focuses on learning the relational skills (behavior, speaking, listening) and methods (communication techniques, managing difficult cases) that are useful for conducting hearings in the judge’s chambers or the courtroom and for public communication in compliance with the guidelines and ethical rules. The training courses organised in the various Courts of Appeal are designed as a complement to national in-service training in order to reach the greatest possible number of participants by reducing the distance between training venues and the places where participants work. When training courses are organised, judges and prosecutors within the jurisdictions in question are informed by e-mail or via the websites of the Courts of Appeal.

Decentralised training coursesDecentralised in-service training is governed by the Decree of 4 May 1972, and coordinated by Delegated Judicial Training Officers and Regional Training Coordinators in the courts of their jurisdiction. Such training courses are designed and organised by the Courts of Appeal. It is intended for the judges and prosecutors within the jurisdiction organising the training course. It is organised in partnership with other stakeholders in the judicial world, such as civil servants in the justice system, consular judges and local magistrates, it is also open to other groups: lawyers, notaries, police, Gendarmerie and experts etc.Such training fosters contacts between judges, prosecutors and their local or regional partners, offering them an opportunity to get to know each other better and encouraging them to work together.

De-localised training courses

Under the responsibility of the nine regional training coordinators, de-localised in-service training is designed and organised by the ENM and dispensed in the regions. It can be organised at the initiative of the School to address an issue of concern to a large number of judges and prosecutors throughout national territory, such as courses on "psychiatric care without consent",on "domestic abuse" or on "criminal justice reform". It may also be prepared by the Regional Coordinators as required, to meet specific training requirements they have identified within their jurisdiction..

National in-service training to take over after the end of initial training was introduced by the Decree of 4 May 1972. Since 1st January 2008, it has been mandatory for all judges and prosecutors who must do a minimum of 5 days of training each year.

How to enrol

Two enrolment periods

Initial enrolment from 7 Septemberto 2 October 2015During this period, the whole range of training courses is available, offering judges and prosecutors the broadest possible choice of training.

Judges and prosecutors are divided into three geographical zones and have a two-week period during which they can enrol for the training courses on offer for 2016.

They should enrol during the period allocated for their local Court of Appeal:

•From 7 to 18 September

Aix-en-Provence, Bastia, Besançon, Bordeaux, Chambéry, Colmar, Grenoble, Limoges, Lyon, Metz, Nancy, Pau, Poitiers, Reims, Riom.

•From 14 to 25 September

Court of Cassation, Amiens, Douai, Paris, Rennes, Rouen.

•From 21 September to 2 October

Agen, Angers, Basse-Terre, Bourges, Caen, Cayenne, Dijon, Fort-de-France, Montpellier, Nîmes, Nouméa, Orléans, Papeete, Saint-Denis de la Réunion, Toulouse, TSA Saint-Pierre et Miquelon, Versailles.

Each judge or prosecutor may make a maximum of four choices. It should be remembered, however, that the number of diploma courses, individual or collective internships is limited to three. Applications that do not fulfil these conditions will not be processed.

Enrolments during the year

This possibility allows judges and prosecutors greater flexibility during the year to choose training courses according to any new needs they might have.From February 2016 onwards, judges and prosecutors may submit an application on the http://formation.enm.justice.fr website for those training courses that still have available places.

Identification : with their identifier (personal e-mail address) and password (received by e-mail), judges and prosecutors can log in via the "Your Page" area in the top-right corner of the screen.

Choice of course : to facilitate searches, users can combine several criteria (training course reference, key words, dates, venues, training units, etc.). Once the course has been selected, judges and prosecutors may select the date of their choice and confirm by clicking on "Add to the selection."

Basket validation : once the selection has been made, judges and prosecutors confirm their application in the "Your Selection" area.
