The Need for Capital Planning
Most municipalities have millions if not billions of dollars in transportation
assets
This usually represents a high percentage of total asset value $$$
A good number of highways and major transportation assets are now old and
require maintenance
Timely scheduled preventive maintenance keeps the transportation
infrastructure in good condition and also avoids the large reconstruction
costs
Usually municipalities plan 10 years ahead

Capital Project Lifecycle
Surface condition surveys
A surface condition index is assigned to each roadway segment
When a SCI threshold is met a project is entered in the capital program
Once in the Capital Plan, a project is reviewed whether it needs to be advanced or deferred based on additional surveys or resourcing and funding available
When scheduled work is completed project is removed from plan
Benefits of integration with GIS
Visualize physical location of assets
Show current condition of each asset
Visualize scheduled capital projects for any asset
Capital Project are tied to the linear road network
Individual or overall picture showing current condition and proposed capital projects
Spatially tie with other assets and conduct current or historical spatial analysis. For example:
Give all Reconstruction projects on a given area that affect Traffic Modernization projects
Give all expansion projects where land needs to be purchased
etc
Case Study: Region of Waterloo
Approximately $975M in Transportation assets
Equates to approximately 30% of overall Regional assets
Due to this high value it is natural to have a plan (capital budget)

Limitations Requirements
Limitation Requirement
Map is created using separate process Integrate the map with the data
Worksheet is not only the data, but the report as well
Store the data efficiently, and report separately
No easy on control what each user is changing and how to merge those changes
Multi user environment changing the same dataset in a controlled manner and keeping track of changes
Data is becoming too complex for Excel Ensure efficient new system to remove need to work in Excel
Developer’s Team Considerations
Build an application that captures business workflows
Use existing proven technology and latest programming platforms (Oracle + Locator/Spatial, Workspace Manager, GeoMedia, CR, .NET)
Built something practical and easy to use
Build an application that is metadata driven and easy to configure and manage (metadata system, Admin Tool)
Allow for extensibility by the users (i.e. reporting, open API etc)
TCP ApplicationTCP - Transportation Capital Program is an application that helps transportation departments manage their roadway improvement programs. The users can keep track of detailed project and tasks information and also identify physical project/task location through the integrated map. TCP allows for managing:
Projects/Tasks
Resources
Budgeting
Costing
Benchmarks
Users
Reports
TCP Application Cont.1A stand alone .NET based application that allows RoW to:
Data and Maps1. Maintain their project and map data in a central secure enterprise database2. Easily link projects/tasks to the street centerline3. Visualize project/tasks and other assets on the integrated map (driven by GM
Library)4. Track all changes and store for historical purposes5. Be able to take Snapshots of data at any point in time and view when neededUsers1. Multiple user environment organized in hierarchy of roles (Editor, Admin,
Auditor)2. Have full control on system users and what they change3. Shield LIVE data from user changes until approvedAdministration, Usability and Reporting1. Have a user friendly and clean interface that makes every task easy2. Provide an Admin Tool to manage all aspects of the application (metadata, users,
reports, savepoints etc)3. Automation of some common processes: Task Creation (templates), Project
Oracle Workspace Manager Long Term Transaction, Versioning (Workspaces), History etc
GeoMedia Objects 6.0 (+ Oracle R/W GDO) GeoMedia Libraries and controls to build stand-alone application
.NET 2005 (C#), Crystal Reports 11.5
TCP Application Cont.3
To Summarize..
- By utilizing the power of mapping technology in the asset management world we add a new dimension to our data that allows to spatially reference assets, capital projects and conduct complex spatial analysis.
- The case study from RoW is specific to transportation departments but same concepts apply to other type of infrastructure (Sewer/Water etc).
