The Office of Regulation, Analysis, and Engagement, Division of Natural Gas Regulation prepares quarterly reports on natural gas import and export activities. Companies are required, as a condition of their authorizations, to file monthly reports. This Natural Gas Import and Export Report is for the second quarter of 2018 (April through June).
Sections 1 and 2 contain quarterly summary charts, tables, and a map displaying U.S. LNG exports by vessel. Section 3 contains the detailed transactions of all imports and exports. The data in Section 3 are organized by activity: long-term imports, long-term exports, short-term imports, and short-term exports. Section 4 lists revisions made to data published previously. There is a table of contents for your convenience.
Second Quarter 2018 Highlights
The April through June months saw the lower-48 states export a total of 254.0 Bcf of LNG (including shipments of LNG in cryogenic ISO containers, not including re-exports) through the Sabine Pass LNG and the Cove Point LNG export facilities during the second quarter. The Countries of Destination Table shows the destinations for these 80 LNG by vessel cargos, not including ISO container shipments. American LNG Marketing, also continued its smaller shipments of LNG in cryogenic ISO containers, exporting 63,600 Mcf in 42 cargos to Barbados and Bahamas, from Fort Lauderdale, Florida and Doral, Florida.
U.S. imports totaled 730.2 Bcf and U.S. exports totaled 813.9 Bcf, resulting in net U.S. exports of 83.7 Bcf. As usual, most of the imports by pipeline came from Canada, comprising 98.7 percent of the total imports. LNG imports (truck and vessel) and U.S. imports from Mexico made up the remainder, 1.3 percent of total imports. Mexico eclipsed Canada in total natural gas by U.S. pipeline exports, with 49.7 percent going to Mexico and 19.0 percent to Canada. Total U.S. exports by pipeline equal 68.8 percent of total U.S. exports, with the remaining 31.2 percent of total U.S. exports being very small volumes of LNG trucked exports to Canada and Mexico, as well as LNG by vessel cargos (including ISO containers) to the countries listed in the Countries of Destination Table.

Second Quarter 2018 vs. First Quarter 2018 - Highlights
As illustrated in the tables in Section 1, total imports decreased -13.8 percent compared to last quarter. Pipeline imports from Canada decreased by 11.6 percent, while pipeline imports from Mexico also decreased by 52.8 percent (although from a very small initial volume base). LNG imports by vessel decreased 73.0 percent. Canadian imports by pipeline prices were down 36.8 percent from last quarter while Mexican imports by pipeline prices were also down by 40.7 percent from last quarter. LNG import by vessel prices fell by 38.4 percent.
Total U.S. exports were 813.9 Bcf, 6.4 percent lower than the first quarter 2018 total. A 2.6 percent increase in U.S. exports by pipeline to Mexico was in contrast to a 34.6 percent decrease in U.S. exports by pipeline to Canada. Prices of U.S. pipeline exports to Mexico decreased by 9.1 percent while prices of U.S. pipeline exports to Canada decreased by 18.3 percent.
Additionally, there were 122 domestic LNG exports by vessel (including ISO containers, not including re-exports) this quarter, 254.0 Bcf with cargos being shipped to the countries listed in the Countries of Destination Table. Total trucked U.S. import volumes (for LNG and CNG) increased by 296.9 percent while total trucked export volumes (for LNG and CNG) decreased by 57.1 percent in the second quarter when compared with the first

quarter 2018. Total trucked U.S. export prices (for LNG and CNG) decreased by 48.2 percent and import prices (for LNG and CNG) decreased by 2.2 percent, compared to last quarter.
Second Quarter 2018 vs. Second Quarter 2017 – Highlights
Total U.S. imports were down 2.8 percent from the second quarter of 2017. Pipeline imports from Canada decreased 1.8 percent, while pipeline imports from Mexico increased by a 112.2 percent (although from a small base), and LNG imports by vessel decreased 48.7 percent. The average price of pipeline imports fell 27.3 percent and LNG by vessel import prices rose 22.3 percent. Trucked imports increased 3.6 percent from last year (although from a small base), with those prices decreasing 6.2 percent on average.
Total U.S. exports rose 7.9 percent compared to the second quarter of 2017. U.S. pipeline exports to Canada decreased by 26.7 percent and U.S. pipeline exports to Mexico increased by 6.8 percent. Total U.S trucked exports decreased by 35.1 percent. Overall, U.S. exports by pipeline decreased by 5.2 percent while prices also decreased by 6.2 percent, compared to the second quarter of 2017.
Imports and Exports of LNG by Vessel
LNG imports by vessel decreased 73.0 percent compared to last quarter and also fell 48.7 percent compared to the second quarter of 2017. Five LNG cargos (8.1 Bcf) were imported by vessel this quarter, compared to fourteen cargos (29.8 Bcf) in the first quarter of 2018 and 11 cargos (15.7 Bcf) in the second quarter of 2017. LNG import prices by vessel were 38.4 percent lower than the last quarter and 22.3 percent higher than in the second quarter of 2017.
There were 122 exports of domestically-produced LNG (including ISO containers, not including re-exports) in this quarter (254.0 Bcf), compared to 101 in the last quarter (237.5 Bcf) and 61 cargos in the second quarter of 2017 (163.8 Bcf). The U.S. did not re-export any cargos of LNG in this quarter (0 Bcf), and also did not re-export any cargos of LNG in the last quarter (0 Bcf). No re-exports were shipped in the second quarter of 2017.
During this quarter, seven LNG cargos were delivered to Puerto Rico (16.6 Bcf), compared to five in the first quarter 2018 (11.2 Bcf) and six in the second quarter of 2017 (13.8 Bcf).

• In the second quarter of 2018, the U.S. imported 730.2 Bcf of natural gas.
• A large majority of imports originated in Canada, continuing a long-term trend. Trinidad andTobago was the next-largest supplier, providing 1.1 percent of imports.
• The remaining volume was supplied by one other country – Mexico.
• Import prices averaged in the range of $1.82 per MMBtu from Canada to $4.10 per MMBtu forLNG from Trinidad and Tobago.

• About 72 percent of U.S. exports by pipeline and truck of domestically-produced natural gasduring the second quarter were sent to Mexico, while 28 percent were sent to Canada.
• Prices of exports by pipeline and truck to Mexico and Canada were $3.05 and $2.73 perMMBtu, respectively.

• U.S. LNG exports by vessel to Mexico, Korea, Japan, China, and India make up about 72percent of U.S. LNG exports during the second quarter, with a very small volume of less thanone percent being U.S. exports by ISO container to Barbados and the Bahama Islands.

• Prices of exports ranged from as low as $3.18 per MMBtu to Colombia and as high as $6.54per MMBtu to the Dominican Republic for U.S. LNG exports by vessel in the second quarter,while the U.S. LNG exports by ISO (Barbados and Bahama Islands) container averaged $10per MMBTu.

• The total volume of second quarter imports is lower than both the first quarter of 2018 and thesecond quarter of 2017.
• The decrease in imports from the first quarter of 2018 and the second quarter of 2017 is due toa decrease in imports from Canada, and a decrease in imports from LNG by vessel in the firstquarter of 2018. Imports from Mexico remained at a very low level.

• Export volumes in the second quarter were lower than the first quarter of 2018 and higher thanthe second quarter of 2017.
• Exports to Canada by pipeline and truck were lower in the second quarter of 2018 than in thefirst quarter of 2018 and second quarter of 2017.
• Exports to Mexico by pipeline and truck in the second quarter of 2018 were higher than the firstquarter of 2018 as well as the second quarter of 2017.

• Volumes of natural gas imported under short-term authorizations during the second quartercontinued to eclipse volumes imported under long-term authorizations at all entry points, withthe exception of Calais, Maine where long-term volumes are marginally higher.
• Eastport, Idaho experienced the highest volume of imports from Canada, at 29.6 percent of thetotal. Sherwood, North Dakota and Port of Morgan, Montana had the second and third largestimport volumes, accounting for 21.3 percent and 15.1 percent of the total, respectively. Thesethree points, along with Sumas, Washington, Noyes, Minnesota, and Waddington, New Yorkhandled over 94 percent of all imports from Canada during the second quarter.
• Continuing a trend of negligible imports from Mexico in recent years, only a small volume ofnatural gas was brought into the country from Mexico, through three entry points, during thesecond quarter.

• St. Clair, Michigan continued to handle most exports by pipeline to Canada – more than 42percent for the second quarter – with Niagara Falls, New York handling nearly 37.7 percent ofthe pipeline exports to Canada.
• There were no exports to Canada under long-term authorizations in the second quarter.

• The United States continued to export natural gas to Mexico through a large number of exitpoints using short-term authorizations during the second quarter. However, over 55 percent ofthe gas transited two points: Rio Grande City, Texas and Roma, Texas.
• There were also smaller volume of gas exported through long-term authorizations.
• Rio Grande City, Texas is the largest point of export to Mexico.

• Trinidad & Tobago was the only supplier of LNG to the United States in the secondquarter.
• Everett, MA was the only U.S. LNG receiving terminal during the second quarter.
