Banking & Finance
A Monetary Policy Framework Agreement, signed by the Centre and
the Reserve Bank of India on February 20 but made public on
march 2 , veers round to Raghuram Rajans view that India too
should move towards inflation targeting, which is common in
developed economies.
Now, the Framework Agreement says, the Reserve Bank will aim to
bring inflation below 6 per cent by January 2016. The target
for
financial year 2016-17 and all subsequent years will be 4 per
cent with a band of +/- 2 per cent. The agreement also said the
Governor and in his absence the Deputy Governor (in charge of
monetary policy) will determine the policy rate, as well as any
other
monetary measures, to achieve the target.
RBI on 4 of march slashed key policy (repo) rate by 0.25 per
cent to 7.5 per cent, the second such surprise rate cut outside
regular
policy review in less than two months.
The RBIs decision to cut its policy or repo rate to 7.5 per cent
after another cut from 8 per cent to 7.75 per cent on January
15.
Cash reserve ratio (percentage of deposits kept in government
securities) has been left unchanged at 4 per cent.
The cut in the policy rate by RBI will help in lowering interest
rate for individual and corporate borrowers and give a boost to
the
economy.
Repo rate is the rate at which the central bank of a country
(Reserve Bank of India in case of India) lends money to
commercial
banks in the event of any shortfall of funds. Repo rate is used
by monetary authorities to control inflation.
Inflation measured by the wholesale price index (WPI) was at
0.11 per cent in December.

Just two days before the end of this fiscal year, the Reserve
Bank of India has issued guidelines that would help banks show
better
profit numbers for fiscal year 2014-15. The central bank has
allowed lenders to draw half the countercyclical buffer to make
provision
against bad loans. This will help them report reduced losses
against such loans.
Countercyclical provisioning buffer is created in good times. It
can be utilised during economic downturns when banks are often
required to make unusually high badloan provisions. Until now,
banks were allowed to draw only up to a third of this pool and
floating provisions against bad loans.
