TONNAGE DUES.

Vessele forced back within forty-eight (48) hours after having been piloted to sea, one-half(!) of the above rates. Such sailing vessels as may receive the assistance of a steam-tug for any intermediate distance to those above
enumerated, will be allowed (if considered just) a proportionate reiluction of the rates of pilotage, on reference to the Pilot Board.
If any pilot in charge 11f any ship entering into or proceeding out of any port within Victoria shall remain on board such ship whilst under quarantine, or shall he taken to sea or delayed in the performance of his duty by any act of the master of such ship, every such master shall pay, in addition to the said rates of pilotage, tile sum of Thirty shillings for every day of his so remaining on board, being taken to sea, or being delayed as aforesaid.
EXEMPTIONS.
All vessels under fifty (5o) tons. All vessels belonging to Her Majesty, all ships outfitting to or refitting from the fisheries, all ships employed in the
coasting trade, ~tll ships actually trading between any port of Victoria and any of the colonies of New South Wales, Queensland, Tasmania, New Zealand, ·western and South Australia (the master of any such ship holding a certificate from tlJe Pilot Board that he is competent to act as pilot to such vessel), unless the services of a pilot shall have been actually received, and all ships not having actually received the services of a pilot.

No. XIII.-DRA 'VBACK REGULATIONS.
Regulations of 6th December, 1886, under which Drawbacks are allowed, and of Articles on which the duty is so returned.

I.-GENERAL.
1. A drawback of duty paid on importation into Victoria may be allowed on the exportation therefrom of the goods mentioned in Schedule I. hereunto attached, and at the rate therein respectively specified, provided that in no case the amount of drawback shall exceed the amount of duty paitl on importation.
2. In order to entitle the exporter to claim any such drawback, he shall comply with the following conditions:-
Fonn A. (a.) A notice in the Form A must be given to the Collector of Customs at the port of export, at least two working hours before, of the intention to pack.
(b.) The usual export entry must be passed and security given by bond as provided by ss. 137 and 138 of the Act No. 768 (or, if desired, the said entry and bond may be deposited with the proper officer before the vessel by wbich the goods will eventually be shipped has been entered out, the name of the ship being subsequently filled in prior to shipment of the goods), accompanied by invoices, distinguishing-

setting forth legibly in respect to each specific class of articles, the quantitie~, qualities, sizes, values, and general description of same, the actual cost price received, or to be received, from the purchaser of the goods, and in respect to hoots and shoes the respective sizes, number of poire, &c. The entry having been passed or deposited, n.nd invoices in duplicate as rcqnirc<l having been stamped, said entries and invoices, together with the notice, Form A, must be presented to the proper officer of Customs, before whom or any justice of the peace, the following declaration must be made and subscribed by the exporter, or his duly authorized representative, and in case such goods shall he exported by a firm, by its duly authorized representati>e, or by a member of such firm:-
" I, , do hereby declare that I am the exporter [or duly authorized representative of the exporter, or member of the firm J the exporters of the goods mentioned in this entry, that the quanti ties and general description or sizes [as the case may be J and rates of duty paid are correct ; and, with regard to the goods on which an ad valorem drawback is payable I further declare that the invoice dated
and signed by represento the true value of the goods therein mentioned and the actual price paid to me or to be paid to me for the eame on the following terms, viz.,
and without any other discount, rebate, or other allowance, by the purchaser thereof, trading, residing, or about to reside at , in the colony of
, under the style and title of ; and I further declare that the said goods were properly cl('ared at the Customa, and duty paid on importation thereof at the rates specified in this entry and invoice, and that none of the said goods were the produce of or manufactured in Victorin. except such as are ;:;o specified in the said invoice, and that no drawback or rebate on account of damage ha~ been claimed or paid on the said goods, and that the amonnt of drawback claimed does not exceed the amount of duty paid.

In the ease of fixed duty goods only, the following declaration can be substituted, viz.:-·
"I, , do hereby declare that I am the exporter [or the duly authorized representative of the exporters] [or a member of the firm of the exporters J of the goods mentioned in this entry, that the quantities, qualities, sizes, general description, and rates of duty paid are correct, and that the goods on which drawback is claimed were properly cleared at the Customs, and duty paid on importation thereof at the rates specified in this entry, and that none of the said goods were the produce of or manufactured

188 , at in the colony of Victoria." cases where it is desired that the actual amount of duty paid on importation shall be paid as drawback, the usual export entry must be passed [or deposited as the case may be] and security given a.s directed in clause b, accompanied by a statement setting forth legibly in respect t.o each specific class of articles the values, rates, and amount of duty paid upon same on importation, and invoice, both in duplicate, showing the true actual cash price received or to be received from the purchaser of the goods, or (in the case of the goods being for a branch house or agent, or the entry being for goods which are unsaleable in this colony at a fair price) showing the true export value of such goods on the said invoice together with a statement explanatory of the same, and such entry and statement and invoice, having been dealt with as set forth in clauses a and b, and such entry shall bear the following declaration on the same, made and subscribed as before stated, viz. :-
" I, do hereby declare that I am the exporter [or duly authorized representative of the exporters] [or a member of the firm of the exporters] of the goods contained in this entry; that the general descriptions, quantities, or sizes the ease may be J are correct; and that the statement dated and signed by contains a true and full account of the values, quantities, qualities, sizes, and general description of the goods to be exported and as shown in the original invoices now produced [or to be produced to the proper officer]; and that the goods on which drawback is claimed were properly cleared at tlw Customs, and the rate of duty paid thereon as stated in the said statement; and that no refund of the same has been granted or applied for; and that the said good;, have been sold to , the purchaser thereof~ trading, or about to reside at , in the colony of , at the amounts specified in the said invoice, on the following terms, viz., and without any other allowance or rebate [or that the said goods are shipped for the supply of my branch house (or agent at )] [and that the values shown in the said statement are the true export values of same J [or that the said goods are unsaleable in Victoria at a fair price] : And I further declare that none of the said goods were the produce of or manufactured in Victoria except as specified in said statements or invoices.

Entries passed under clause c must bear on the face of same one of the following state-ments as regards the goods referred to therein, viz. :
Full duty paid claimed as drawback. Returned unsaleable goods. Transfer to bmnch house or agent.
(d.) Drawback will be allowed on travellers' samples, subjeet to the following conditions, viz., the usual export entry and invoices having been passed and dealt with as directed in clauses a and b, substituting the following declaration :-
" I, , do hereby declare that I am the exporter [or duly authorized representative of the exporter] [or member of the firm of the exporters J of the goods contained in this entry; that the general description, quantities, sizes of the said goods are correct, and that the invoice dated , and signed by , represents the true value, quantities, qualities, sizes, and general description of the said goods to be exported ; and that the said goods are to be accounted for at the rates specified in the said invoice by

(e.) Every facility desired must be given to the officer to enable him to superintend the examination and packing of the said goods, and to take a correct account according to the invoice thereof.
(f.) Upon the completion of the packing, the goods must be secured to the satisfaction of the Inspector of Drawbaeks, and despatched iu charge of a carrier duly licensed under the Customs laws into the Customs shed, or delivered to the custody of the export officer for shipment; or, if not so forthwith removed, they must be depoBited in some secm·e room approved by the Commissioner of Trade and Customs, under the lock of the Crown, until removal.

(g.) N 0 claiiu for drawback of duty will be entertained unle,;s the debenture in the Form n or Form C [as the case may Le] Le rendered duly completed, unless otherwise authorized by the Commissioner of Tmdc and Customs.
(k.) If the exporter cannot specify the number of packages in the entry, ~neh may Le imerted, and the officer iu eharge is hereby required to see that such is inserted prior to the removal of the packages.
(i.) Such proof shall be to the Inspector of Drawbacks as may be required that full dut)' was paid on importation.
(j.) Words and expressions Ubed in the~e regulations and the schedules hereto shall have the meanings assigned to them respeetively in any Act relating to the Ctbtoms.
(k.) The exporter may, in writing, authorize any of his clerks to pags drawback entries, and make the required declarations on same, and also to certify to the correctness of the invoices and statements; provided such auth'Jrity is previously lodged with and approved by the Collector of Customs. (See Act No. 768 sec. 100.)
3, No drawback of duty will be due or payable until the Collector of Customs at the port of export has receivctl the drawback debenture duly completed, nor until snch drawback debenture has been examined by the .Terquer and found correct by him, nor until snch drawback tlebenturc lms been approved under the haml of such Collector of Customs or other officer duly authorized by him.
4. Debentures may Le paid one week after the shipment of the goods, but nothing contained in these regulations shall be held to compel the Collector of Customs to pay any claim for drawback which he may consider it inadvisable from any cause whatcYer to allow.
5. Exporters of gomls for drawback of duty shall pay to Her Majesty a charge of One llhilling aml sixpence per honr, or any portion of an hour, during the time an officer is employed under these regulations, nnd any other expense incurred, ns certified by the Inspector of Drawbacks, and no drawback shall be passed for payment until sueh expenses shall have been paid.
6. Exporters of goods for drawback of duty at any appointed Victorian p(Jrt ou the River Mnrray must ~pecify on the entry the mune of the consignee aiHI final destination of the goods, and at each port on the River Murray the officer in charge will attend at his office, on such llay ami at such honr as may he directed by public notice from the Connni1<sioner of Trade and Customs, to pass such goods for drawback in re,;pect to which he m:ty have received dne notice.
Claims for drawback of dnty under this regulation mnst be made to the Collector of Customs at Melbourne, who will, if they are correct, pay them at the Custom House, Melbourne, or remit the money to the claimant, less the cost of remittance.
7. No drawback of duty will be payable on goods except on pll.Ckagcs re-packed in the presence of or inspected by an officer of Customs, who will in the latter ease cause such to be examined as may be directed by the Inspector of Drawbacks, anrl certify on the entry, invoice, or statement, as t.he case may be, that snch has been done, specifying whether the qnantiticn, values, weights, &c., as the ense umy be, were correct or not on such examination.
8. The person before whom the declaration on the drawback debenture must he ma,lc, shall be any justice of the peace of the colony of Victoria; and nll other declarations may he mmle before any I'!Uch justice or an oflicer of Victorian Customs.
9. The hours of business for drawback officers arc from 9 a.m. to 5 p.m., closing on every Sattmlny at 12 noon. Should the exporters require an exten::<ion of time, an overtime application must be made to
. the Inspector of Drawbacks, ou approval of which such extension will be allowed.
10. No drawback of duty will be allowed on second-hand goods subject to fixed rate of duty on importation.
11 Drawback of duty will be allowed upon Beeond-hancl goodB liable to an ad valorem duty on importation, hut sueh drawback will be calculated only on the value of such goods at the time of export, such value to be specially approved by the Inspector of Drawbacks.
12. Should the Collector of Customs desire it, any goods may be re-opened or re~cxamincd afier having been passed by tho drawback officer; and the unpacking or re-packing of such goods shall he conducted by or at the expense of the exporter.
13. The Commissioner of Trade and Customs is also hereby empowered, lmt subject to the provisions of the Act No. 768, to cause any debenture to be passed for payment thongh not strictly in accordance with the forms required by these regulations.
11.-BEE.F.
1. Any person or company engaged in the preparation in Victoria of beef from cattle imported into Victoria, on compliance with these regulations, will Le allowed a drawback of duty on the exportation of preserved beef, and such drawback shall be allowed on an amount of preserved beef benring snch proportion to the total amount of preserved beef exported [,y snch person or company ns the total number of cattle imported into Victoria may bear to the total number of cattle sold in the Melbourne market for slaughtering purposes during the quarter of the year in respect of which such drawback of dnty is claimed; ant! the amount of such drawback of duty shall be at the rate of "Five shillings on every three hundred pounds weight of the amount of preserved beef, and for beef preserved in brine Five tlhillingg upon every seven hundred and fifty pounds weight exported, in respect of which the drawback will he allowed as hereinbefore provided.
2. Notice in writing of the intention to export any snob preserved beef shall be given to the Collector of Customs at least six working hours before making the ent.ry hereinafter mentioned.

3. The exporter of any such preserved beef shall then pass the necessary export entry for the same, which shall be verified by a declaration to he made and subscribed before all officer of Customs or justice of the l)eace by such exporter, and if such exporter be a company, then by the secretary of the company or otht'I' person duly authorized unuer the seal of the said company to make such deelaration, in the form or to the effect following:-

4. Every such exporter shall keep an aceonnt showing the number of quarters of beef purchased hy him and the weight thereof, as also the number of pomtd:i weight of beef preserved or exported by him, and shall also render to the Collector of Customs nn abstract of such aecount made up to the end of the respeoti ve mont.hs of March, J uno, September, and December in each year, and verify the same by a declaration made and subscribed before an officer of Customs or jm;tice of the peace by such exporter, anu if such exporter be a company, then by the chairman and secretary of such company, in the following form:-

5. Every such exportm· desirous of 1Wailing himself of these regulations shall at all times furnish any information required by the Collector of Customs, or permit him, or any officer deputed by him, to have access to the books, invoices, or other documents relating to the purchase or slaughtering of cattle and the prcscrvat.ion of beef, and shall uftord every facility for enabling such Collector of Customs to check any claim made by snoh exporter.
6. Should a special officer, in the opinion of the Collector of Customs, be required to examine and superintend the shipment of any beef for exportation, every such exporter shall, on demand made by any snch Colleetor, pay to Her Majesty for the services of such officer the sum of ls. 6d. per hour, or any portion of an hour, fur each hour such officer shall be employet! in superintending such shipment.
7. The claim for any drawback of tluty mnst be rendered for fixed pel'iods as aforesaid.
8. The general regulations shall apply to the export of beef so f11r as the particular circumstances of same will permit.
Ill.-MUTTON.
l. Any person or company engaged in the preservation of meat in Victoria from imported sheep may, on compliance with the regulntious hereinafter set forth, be allowPtl sueh amount of drawback of duty of such preserved meat as is specified.
2. Any sueh pcrs0n or company tlesirous of availiug himself or itself of these regulations shall at all times furnish any information required by the Collector of Cm;toms, or permit him, or any officer deputed by him, to have access to the bool,s, invoice~, or other documents rel:tting to the purchase or slaughtering of sheep or cattle, and the freezing of the meat, and shall afford every facility for enabling sneh Collector of Customs to check the claims which may be relHlered by such person or company.
5. The archine equals in length I metre. The archine is divided into Io parmaks (ponces); the parmak into Io .Ahats (!ignes); and the khat into 10 noktas (points).
The mille is I,ooo archines in length; the pltarsagh (to milles) or IO,ooo archines. A pharsagh comprises a journey of about two hours.
The new deunum represents a square piece of land comprising IO archines each way, or Ioo square archines. The .djerib xoo archines each way, or 1o,ooo square archines.
The eultchek is a new measure of capacity, a parmak in length, width, and depth. 'l'he new kile contains 10 eultcheks; the tultchek Io kontons (boites); and the konton IO zarfs. The new oke is divided into 1,ooo drames; the drame into 10 denks; the denk into IO boughdais; the boughdai into
.10 !tabbes (grain). The new batman contains 10 okes; the kantar Io iatmans; and the tcheki xo kantars.
