What does LPR implementation mean

• LPRs are included in national regulations

• Licenses/personnel records are endorsed based on holders demonstrating their ability to speak and understand the language used in RT communication

• Levels 4 and 5 are re-evaluated on a regular basis

The 2005 Survey

• 38 questions:

– demographic information, regulations, testing for English language proficiency, training for English language proficiency, ICAO guidance and international cooperation.

• 36 States and 2 international organizations

• The results affected by responses from States where English is a first language.

• Applicability date of 5 March 2008 maintained

• States reminded to take the necessary steps to implement the LPR

• States were asked:

– Will all pilots, controllers and aeronautical station operators involved in international operations be able to speak and understand English in accordance with ICAO Operational Level 4 by 5 March 2008?

October 2006 survey results

• 58 States responded – 31 %

• 74 % - ATPL and/or CPL will be proficient by 5 March 2008

• 65% - Controllers will be proficient by 5 March 2008

• Most listed challenges: – testing and training; lack of test design and

training expertise, availability of tests and courses and difficulty in selecting adequate providers and costs.
