IDF GRANT FOR STRENGTHENING FINANCIAL REPORTING FRAMEWORK AND AUDIT PRACTICE
We have audited the accompanying financial statements of IDF GRANT FOR STRENGTHENING FINANCIAL REPORTING FRAMEWORKAND AUDIT PRACTICE which comprise the statement of cash receipts and payments and the statement of expenditures for the periodfrom 01 May 2014 to 30 April 2017, and a summary of significant accounting policies and other explanatory information.
Management's Responsibility for the Financial Statements
Management of the project is responsible for the preparation and fair presentation of these financial statements in accordance withthe cash basis of accounting described in note 2.1 to the financial statements; this includes determining that the cash basis ofaccounting is an acceptable bases for the preparation of the financial statements in the circumstance of internal control relevant tothe preparation and fair presentation of financial statements that are free from material misstatement, whether due to fraud orerror.
Auditor's Responsibility
Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordancewith International Standards on Auditing (ISA). No Financial Reporting Framework were prescribed for preparation of the FinancialStatements that were under Audit. The Financial Statements have been prepared in form and substance following the form andsubstance that were required to be followed in respect of interim Financial Statements for the reporting of the project progress.Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assuranceabout whether the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. Theprocedures selected depend on our judgment, including the assessment of the risks of material misstatement of the financial
- statements, whether due to fraud or error. In making those risk assessments, we consider internal control relevant to the entity'spreparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the
circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit alsoincludes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made bymanagement as well as evaluating the overall presentation of the financial statements.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
Opinion
In our opinion, the financial statements referred to above presents fairly, in all material respects, the funds received and expensespaid by the "IDF GRANT FOR STRENGTHENING FINANCIAL REPORTING FRAMEWORK AND AUDIT PRACTICE" project, financed under
World Bank (IDF Grant No. TF016566) for the period from 01 May 2014 to 30 April 2017 in accordance with the cash receipts and
disbursement basis as described in note 2.1 to the financial statements. We also report that all procurements of Goods and Services
were carried out in accordance with World Bank Procurement Guidelines. The present practice in respect of conditions ofProcurement Evaluation Committee for Goods and Services, the procurement decisions were duely follwed.
Basis of Accounting
We draw attention to the note 2.1 of the financial statements, which describe the basis of accounting. The financial statements are
prepared on the cash basis of accounting, which is a basis of accounting other than accounting principles generally accepted in the
Republic of Bangladesh. Our opinion is not modified with respect to this matter.

Notes to the project Financial Statements
For the period from 01 May 2014 to 30 April 2017
1. General Information
1.1. The Project
The Letter Agreement IDF Grant No. TF016566 was concluded on 01 May 2014 between the Institute of
Chartered Accountants of Bangladesh and the International Bank for Reconstruction and Development "World
Bank", according to which World Bank provided a grant from the World Bank's Industrial Development Fund (IDF)
in an amount not exceed 400,000 United States Dollars (U5D).
The Grant is provided for the financing of the "IDF GRANT FOR STRENGTHENING FINANCIAL REPORTING
FRAMEWORK AND AUDIT PRACTICE" (the project).
The Closing Date of the financing under IDF Grant No. TF016566 is set on 30 April 2017. The Grace Period for
submitting withdrawal applications for the expenditures incurred before the closing date is four months following
the Closing date i.e. 30 August 2017.
1.2. The Project objectives
The objective of the Project was to support the MOF and ICAB in strengthening the existing financial reporting
framework of public enterprises and improve the capacity of the Recipient to educate, train and regulate the
accounting profession in Bangladesh.
The Project consists of the following parts:
Part A: Updating and implementing a reporting framework for the PSE.
Part B: Strengthening Professional Education Standards.
Part C: Enhance Audit Quality Assurance and Monitoring System.
Part D: Provision for Grant Audit.
1.3. The Project Budget and Financing
The Project is being financed by IDF Grant No. TF016566.

1.4. Project Implementation
The Project is implemented by the Institute of Chartered Accountants of Bangladesh under the ministry of
commerce of Republic of Bangladesh (the ICAB) that was established in accordance with the Republic of
Bangladesh, established under the Bangladesh Chartered Accountants Order, 1973 (President's Order No. 2 of
1973).

2.00 Summary of significant accounting policies
2.01 Preparation and presentation of financial statement
The special purpose financial statements are prepared in accordance with the International Public Sector
Accounting Standards: Financial Reporting Under the Cash Basis of Accounting (IPSAS-Cash Basis), issued by the
International Public Sector Accounting Standards Board (IPSA5B) within the International Federation of
Accountants (IFAC), and presented in accordance with Financial Management Manual for World Bank Financed
Investment Operations.
2.02 Cash basis of accounting
Project financing is recognized as a source of project funds when the cash is received. Project expenditures are
recognized as a use of project funds when the payments are made.
2.03 Reporting Currency
The reporting currency of these special purpose financial statements is United States Dollar (USD).
2.04 Taxes
Taxes are paid in accordance with the applicable regulation of Bangladesh.
