  • Guidelines for the Survey

    At the Central level, Director (NBO) will be the overall in charge for the conduct of the three surveys across the country

    Directorate of Municipal Administration will be the State Level Nodal Agency in charge of coordinating with Director (NBO) and guiding the conduct of Slum/Household/Livelihood surveys in the State, compiling survey information and sending the required details to the Government of India

  • IMPLEMENTATION STRATEGY : KARNATAKAThe Government of Karnataka has reconstituted the Municipalities according to the 74th Constitutional Amendment Act classified based on the population and other criteria as Town Panchayat (Population 10,000 20,000), Town Municipal Councils (Population 20,000 50,000) City Municipal Councils (Population 50,000 -3,00,000) and City Corporations (Population 3.00 lakhs and above) Total No. of Slums in Karnataka 2676 Notified Slums - 2181 & Non-notified Slums 495Proposed survey will cover all the Slums including BBMP areas

  • Guidelines for the Survey

    Deputy Commissioners of the District will be overall incharge for the entire Survey Work

    Commissioner/Municipal Commissioner/ Chief Officer of the Urban Local Bodies will be responsible for the conduct of surveys at the city/town level

    On day to day basis it will be the responsibility of Project Director of the district to supervise & coordinate the survey in all the ULBs coming under the district

  • Guidelines for the Survey

    Survey will be participatory duly involving community structures like NHGs, NHCs & CDS and reputed NGOs working in the area

    In each ULB a Nodal Officer shall be designated for the entire survey process

    A team of supervisors headed by the Commissioner/ Municipal Commissioner/Chief Officer will be formed

    Master Trainers will be the Resource Persons for conducting training programmes and providing technical support

  • Work of Enumeration

    The survey work will be entrusted to the MunicipalitiesMember of Self Help Groups constituted under SJSRY/Urban Stree Shakthi Scheme & Anganwadi Teachers with minimum qualification of SSLC will be taken as Enumerators to collect information and to fill up the survey formsA set of two Enumerators has to cover 20-22 households in a dayFor every 300 to 400 households one set of enumerator has to be appointedTo carry out survey work, a set of enumerator will be paid @ rate of Rs.18/- per household

  • Supervision

    For every 4 set of enumerators, there will be one supervisor to check the collected data

    100% of checking of data has to be done by the supervisors

    1st level of supervisors will be from the cadre of Bill Collectors, Revenue Inspectors and Community Organizers

    Supervisor to scrutinize the information collected by the enumerators and make the necessary corrections, if any and has to put his/her signature in all the forms checked by him/her

    2nd level supervisors will be from the cadre of Community Affairs Officers, Revenue Officers and Senior Health Inspectors

    2nd level supervisors will be responsible to check atleast 10% of the survey forms randomly

    Municipal Commissioner/Chief Officer will randomly check 2% of survey forms in case of CMC/TMC/TP

    In case of Corporation, an officer of not below the rank of KAS Junior Scale will randomly check 2% of survey forms

  • Training and Awareness Creation

    Deputy Commissioner of the District will conduct first round of meeting by calling MPs/MLAs/MLCs/Mayor/ULB President /ULB Vice President/CDS President/Commissioners, Chief Officers of ULB and reputed NGO working in social sector in urban area.A Meeting will be conducted by Commissioners/Municipal Commissioners/Chief Officers by calling Councillors, Supervisory Staff associated with the survey workMaster Trainers trained at RCUES will inturn train the actual Enumerators and Supervisory staff associated at ULB/District levelBefore Survey, Master Trainers & Supervisors will go to the Slum Areas and conduct a Meeting with the local people to explain how & why the Survey will be taken up

  • Data Entry

    IT Consultants at ULB level will be responsible to verify and cross check the data entered by data entry operators on day to day basis

    Data Entry Operators will be hired through man power agency or data entry work can be entrusted to an agency at the district level by concerned Deputy Commissioner

    Maximum amount of Rs.9/- can be paid for data entry of one household

  • Data

    Application is being developed by KMDS/MRC

    Data Entry Work will be done either at the ULB level or at the District level as decided by concerned DC

    Once the Data Entry Work is completed, verified & certified, the same has to be brought to MRC, Bangalore to put it in the Central Server

    Every ULB will be given a USER Name & PASSWORD to access their data from the Central Server

  • contd..It will be a WEB BASED APPLICATION

    The digitised ULB Map will be used as a base map where slum area will be marked

    Once the data is frozen and migrated to centralized data base at MRC, any editing of data will be done by the Project Director, DUDC in case of Town Panchayath, Town Municipal Council, City Municipal Council and by Commissioners in case of City Corporations. In case of BBMP it will be done by Zonal Commissioners

  • A Sketch of Slum AreaBefore starting the survey, a hand made sketch of slum should be prepared on a chart paper showing roads/streets and important landmarksAll the houses will be marked on this hand-made sketchOn the ground a temporary survey number TSN_ _ _ _ should be marked on all the houses and the same number should be reflected in the sketchOne dwelling unit will be given only one temporary survey number irrespective of number of families residing in the dwelling unit

  • Contd..If more than one family is staying in the same dwelling unit, they will be treated as separate household with the same TSNSketch.

  • TENTATIVE TIME SCHEDULE OF THE SURVEYList of Enumerators & Supervisors has to be finalised & communicated to DMA by 05.12.2009

    Training of Enumerators has to be completed by 15.12.2009

    Meeting with the Residences of Slum has to be completed by 20.12.2009

    House to House Survey will start from 26.12.2009 & will be completed by 25.01.2010

    Data Entry Work has to be completed by 10.02.2010
