Court rejects bail plea, extends remand of UNC duo STAFF REPORTER IMPHAL: Chief Judicial Mag- istrate, Imphal East has rejected bail plea of United Naga Council (UNC) presi- dent Gaidon Kamei and pub- licity secretary Shangkhel Stephen, both of whom have been taken into custody by Tadubi police in connection another case of violence that occurred at Tadubi Bazar during the econom- ic blockade imposed by the Naga body. Gaidon (52) s/o (L) Landou Kamei of Noney Part-1, pres- ently a resident of Namdu- long, Imphal and Stephen (36) s/o (L) Shangkhel amnok of Komsen village, Chandel district were produced be- fore the court of CJM, Imphal East on Wednesday afternoon following completion of their seven days’ police custody in connection with the case un- der FIR No.3(11)2016 TBI PS. Even though the court re- jected prayers for both for further police remand and bail petition filed respectively by the prosecution and coun- sels of the accused persons, the court granted the plea for further remand of the two UNC leaders in judicial custody till January 2, 2017 in connection with the Tadubi bazar incident (FIR case No. 3(11)2016 TBI PS). e court’s decree for ju- dicial custody is based on the prayer by the investigating officer (IO) of Tadubi police station. j CONTINUE ON PAGE 8 Komrem Union flays attack, counter attack IMPHAL: Komrem Union, North East India has strongly con- demned the gun attack by un- known persons along national highway 37, in which a truck driv- er and a handyman got injured. e Union has also denounced the retaliatory attack on hill- bound vehicles and passengers by some people. In a statement, the Union ap- pealed to the perpetrators not to repeat such act in future and also urged the majority community not to react violently against the economic blockade. Food Safety officials seize bakery items STAFF REPORTER IMPHAL: Imphal West Food Safety officials impounded large number of snack pack- ets, which do not have man- ufacturing date, from various bakeries of Kakwa area on Wednesday. e officials’ team, led by M Dinesh, Nongallei Pebam and Nelson ounaojam, seized Watin, Bhujia, Namkeen and Khajoor packets from Memchoubi Bakery, Sushila Bakery, oibi Bakery and Selungba. It is said that these items are consumable for 20 days from the date of manufacture. Food Safety official M Dinesh said that the drive was conducted after they re- ceived complaints from the public regarding absence of manufacturing date in the snack packets produced by these bakeries. All these snacks had been impounded and bakery own- ers summoned to Imphal West Food Safety office to explain on the matter, he added. Dinesh further said that during another drive con- ducted in October this year, Food Safety officials had al- ready asked the owners of these bakeries to acquire bakery license and mention manufacturing date in the labels of all the items. UNC announces mass rallies in Naga areas NEWMAI NEWS NETWORK SENAPATI : Mass rallies will be organised in all the 'four Naga district headquarters' on December 15, 2016 under the banner of United Naga Council (UNC) in protest against the creation of seven new dis- tricts 'without consulting all stakeholders'. e rallies will also press the demand for imposition of President's Rule in Manipur and to expedite the Indo-Naga peace process. e rallies will begin simultaneously from 11 am and conclude with submis- sion of memorandums to the Governor of Manipur through their respective deputy com- missioners. Announcing the plan for mass rallies, UNC on Wednes- day said that it came into being to defend and protect ancestral homeland, identity, history, culture, tradition, custom and time honored institution of the Nagas. e UNC also said that it is a civil organisation based on the democratic principles that honour all communities and nationalities living else- where. "We expect respect and honour as we respect others," the Naga body added. e UNC then reiterated that the ongoing agitation is being imposed as the state government failed to honour and uphold the MoUs signed with the Naga people and also, the written assurance given by the Ministry of Home Affairs on the same issue. "e Naga people will up- hold the established position on land and peoples’ right at all cost," it asserted. e UNC then stated that it is an organisation pursuing its rightful cause democratical- ly, and "it is very unfortunate to accuse UNC volunteers of using fire arms. It is nothing but stage managed to tarnish the image of the UNC". It appealed to all not to level such baseless and unfounded allegation in future. Meanwhile, UNC strong- ly condemned volunteers of counter economic blockade "who had beaten the driver of Tata Sumo PG Kagungai black and blue and burning down the vehicle between Khum- bong and Ngairangbam on December 13 evening. MDCs for reviewing decision on Pherzawl district CORRESPONDENT CCPUR: Elected representatives of anlon and Ngazam DCCs have urged chief minister O Ibobi Singh to review the decision on creation of Pherzawl district which bifur- cated anlon assembly constit- uency between Churachandpur and Pherzawl districts. In a memorandum submitted to the chief minister, the MDCs said people of the assembly constituency were shocked over government’s hasty decision to create seven districts particularly Pherzawl district which bifurcates anlon between two districts. A massive public rally will be held on ursday in the township to demand justice in the arbitrary creation of seven new districts in the Naga areas as well as illegal detention of UNC president Gaidon Kamei and information secretary SK Stephen by the state government, TFOs sources said this evening. j CONTINUE ON PAGE 8 Kikhonbou resigns from Cong, HAC STAFF REPORTER IMPHAL: In yet another set- back for ruling Congress party ahead of the state assembly election, Tamei AC MLA Z Ki- khonbou Newmai has stepped down from the vice-chair- manship of Hill Area Com- mittee as well as the primary membership of the party on Wednesday. He is the fifth MLA who had ditched Congress giving jittery to the ruling party when the assembly election is due barely two months away. Earlier, Y Erabot of Wangkhei AC, N Biren of Heingang AC and Francis Nga- jokpa of Tadubi had joined BJP after leaving Congress while Janghemlung Pamei of Tamenglong AC had entered NPF fold. Although, Kikhonbou is still tight-lipped about the party which he would join to contest the 11th state assembly election, his political workers had reportedly asked him to join BJP. Addressing a press confer- ence at his Lamphelpat quar- ters, Kikhonbou said that he went to the assembly secre- tariat to put in his papers to the Speaker at around 1 pm on Wednesday. He, however, submitted the resignation letter to the dep- uty secretary as both Speaker and his secretary were not there at that time, Kikhon- bou said. Regarding resignation from Congress primary member- ship, Kikhonbou said he sent one of his political represen- tatives to Congress Bhawan to submit his resignation letter to MPCC president. He said that although he had affection for Congress and its leaders, he was com- pelled to leave the party as his people had been mounting pressure on him to contest the assembly election on the ticket of a non-Congress par- ty since the ADC elections held last year. Kikhonbou said that he had to respect people’s as- piration as people’s voice is God’s voice. On the other hand, he was also disappointed by the state government for not consult- ing the Hill Area Committee on creation of new districts. j CONTINUE ON PAGE 8 Five houses torched as fresh tension erupts in Nungei STAFF REPORTER IMPHAL: At least five houses have been torched and many villagers vacated their homes as tension erupted once again between two communities at Nungei and surrounding villages on Wednesday. According to sources, some residents of Nungei Muslim village used loudspeakers to assemble people at about 4pm Wednesday and started at- tacking nearby Nungei village inhabited by another com- munity using licensed double barrel guns. e gun attack compelled Nungei villagers to flee their homes while the attacking party torched five houses and looted a grocery shop located at the intersec- tion of the two villages. e torched houses be- longed to Laishram Mukta, Laishram Ganga, Laishram Ibomcha and Irungbam Dinesh. One scooter and a water-pump set belonging to Mukta were completely damaged by the fire. Immediately after the incident, Nungei villagers informed Lilong police and Imphal West district police but Nungei Muslim villagers barricaded the road leading to Nungei and police were unable to reach the spot till 5.30pm. Later, additional police forces from Thoubal and Imphal West districts reached the spot after firing several blank rounds and tear gas shells. What led to the fresh vio- lence at Nungei is yet to be as- certained as also the number of casualties though local sources said some injured persons have been rushed to hospitals. Meanwhile, district magis- trate oubal has rushed to the spot and physically assessed the situation. Sources informed that two companies of CRPF will be deployed at Nungei from ursday. It may be recalled that some meira paibi of Nungei village were injured when some unidentified persons fired a double barrel gun into a local waiting shed on April 16 last which led to tension between two communities inhabiting in the area. j CONTINUE ON PAGE 8 Remnants of a house at Nungei village after it was set on fire Centre urged to rein in NSCN-IM, end highway siege by UNC STAFF REPORTER IMPHAL: Categorically stating that the United Naga Council (UNC) is a frontal organisation of the Naga rebel – NSCN- IM, with which the Centre is holding talk to settle the In- do-Naga issue, representatives of the Government of Manipur urged the Union government to take all possible measures for ending the highway siege. According to a source, state officials prevailed upon inter- nal security division secretary of the Ministry of Home Af- fairs (MHA) NK Shingna to instruct the NSCN-IM lead- ers for restraining the UNC from continuing the economic blockade. e conveyance was made in a meeting which the MHA secretary had with top civ- il and security officials of the state and central forc- es deployed in Manipur at Secretariat, South Block on Wednesday. While the state govern- ment was represented by the chief secretary and the DGP, top officials of the army, Assam Rifles, BSF and CRPF were also present at the meeting. Along with pointing out that the Centre and the NSCN-IM are currently en- gaged in peace parleys to set- tle the Naga issue, the state officials reportedly stressed the need for the central bu- reaucrat to have direct talks with leaders of the Naga rebel group for lifting the blockade. dawn of development would begin from the day BJP forms government in the state, the BJP leader said that the saffron party understands the true meaning of politics, and stated that politics implies econom-ic uplift of poor people and working for the welfare of the masses.

He urged the people of Sa-golband AC to elect BJP candi-date Dr Kh Loken in the com-ing state assembly election and asked the people not to keep hope and faith in Congress as it is withering day by day.

In his speech, BJP Sagolband Mandal vice-president Ch Joy said that people of the assem-bly segment was disappointed by incumbent MLA RK Imo by joining Congress without

consulting them.People of the AC voted

against Congress in the last assembly election, and RK Imo was elected on MSCP ticket. As such, his joining the Con-gress after the election was a sheer disrespect of the people’s mandate of opposing the ruling party, he said.

Stating that there are still many MLAs who would join BJP shortly, Joy claimed that Congress would never return to power in the state and it is imminent that people would get to see a BJP government soon.

Court rejects bail plea, extends remand of UNC duo

STAFF REPORTER IMPHAL: Chief Judicial Mag-istrate, Imphal East has rejected bail plea of United Naga Council (UNC) presi-dent Gaidon Kamei and pub-licity secretary Shangkhel Stephen, both of whom have been taken into custody by Tadubi police in connection another case of violence that occurred at Tadubi Bazar during the econom-ic blockade imposed by the Naga body.

East on Wednesday afternoon following completion of their seven days’ police custody in connection with the case un-der FIR No.3(11)2016 TBI PS.

Even though the court re-jected prayers for both for further police remand and bail petition filed respectively by the prosecution and coun-sels of the accused persons, the court granted the plea for further remand of the two UNC leaders in judicial custody till January 2, 2017 in connection with the Tadubi bazar incident (FIR case No. 3(11)2016 TBI PS).

The court’s decree for ju-dicial custody is based on the prayer by the investigating officer (IO) of Tadubi police station.

Komrem Union flays attack, counter attackIMPHAL: Komrem Union, North East India has strongly con-demned the gun attack by un-known persons along national highway 37, in which a truck driv-er and a handyman got injured.

The Union has also denounced the retaliatory attack on hill-bound vehicles and passengers by some people.

In a statement, the Union ap-pealed to the perpetrators not to repeat such act in future and also urged the majority community not to react violently against the economic blockade.

Food Safety officials seize bakery items STAFF REPORTER

IMPHAL: Imphal West Food Safety officials impounded large number of snack pack-ets, which do not have man-ufacturing date, from various bakeries of Kakwa area on Wednesday.

The officials’ team, led by M Dinesh, Nongallei Pebam and Nelson Thounaojam, seized Watin, Bhujia, Namkeen and Khajoor packets from Memchoubi Bakery, Sushila Bakery, Thoibi Bakery and Selungba.

It is said that these items are consumable for 20 days from the date of manufacture.

Food Safety official M Dinesh said that the drive was conducted after they re-ceived complaints from the

public regarding absence of manufacturing date in the snack packets produced by these bakeries.

All these snacks had been impounded and bakery own-ers summoned to Imphal West Food Safety office to explain on the matter, he added.

Dinesh further said that during another drive con-ducted in October this year, Food Safety officials had al-ready asked the owners of these bakeries to acquire bakery license and mention manufacturing date in the labels of all the items.

UNC announces mass rallies in Naga areas NEWMAI NEWS NETWORK

SENAPATI: Mass rallies will be organised in all the 'four Naga district headquarters' on December 15, 2016 under the banner of United Naga Council (UNC) in protest against the creation of seven new dis-tricts 'without consulting all stakeholders'.

The rallies will also press the demand for imposition of President's Rule in Manipur and to expedite the Indo-Naga peace process. The rallies will begin simultaneously from 11 am and conclude with submis-sion of memorandums to the Governor of Manipur through their respective deputy com-missioners.

Announcing the plan for mass rallies, UNC on Wednes-day said that it came into being to defend and protect ancestral

homeland, identity, history, culture, tradition, custom and time honored institution of the Nagas. The UNC also said that it is a civil organisation based on the democratic principles that honour all communities and nationalities living else-where. "We expect respect and

honour as we respect others," the Naga body added.

The UNC then reiterated that the ongoing agitation is being imposed as the state government failed to honour and uphold the MoUs signed with the Naga people and also, the written assurance given by

the Ministry of Home Affairs on the same issue.

"The Naga people will up-hold the established position on land and peoples’ right at all cost," it asserted.

The UNC then stated that it is an organisation pursuing its rightful cause democratical-ly, and "it is very unfortunate to accuse UNC volunteers of using fire arms. It is nothing but stage managed to tarnish the image of the UNC".

It appealed to all not to level such baseless and unfounded allegation in future.

Meanwhile, UNC strong-ly condemned volunteers of counter economic blockade "who had beaten the driver of Tata Sumo PG Kagungai black and blue and burning down the vehicle between Khum-bong and Ngairangbam on December 13 evening.

MDCs for reviewing decision on Pherzawl district CORRESPONDENT

CCPUR: Elected representatives of Thanlon and Ngazam DCCs have urged chief minister O Ibobi Singh to review the decision on creation of Pherzawl district which bifur-cated Thanlon assembly constit-uency between Churachandpur and Pherzawl districts.

In a memorandum submitted to the chief minister, the MDCs said people of the assembly

constituency were shocked over government’s hasty decision to create seven districts particularly Pherzawl district which bifurcates Thanlon between two districts.

Jamchinthang Simte of Thanlon DCC and T Paukhan-lian of Ngazam DCC, in a joint memorandum, demanded that the newly formed Mualnuam subdivision which was carved out from Thanlon subdivision be included in the new district for

administrative conveniences. They also demanded that Thanlon be the headquarters of Pherzawl district considering its history, easy accessibility and presence of institutions and infrastructure. They also suggested formation of Lamka district by clubbing Thanlon, Singhat and Ccpur ACs without causing any disturbances to the existing constituencies and subdivisions.

Kikhonbou resigns from Cong, HACSTAFF REPORTER

IMPHAL: In yet another set-back for ruling Congress party ahead of the state assembly election, Tamei AC MLA Z Ki-khonbou Newmai has stepped down from the vice-chair-manship of Hill Area Com-mittee as well as the primary membership of the party on Wednesday.

He is the fifth MLA who had ditched Congress giving jittery to the ruling party when the assembly election is due barely two months away.

Earlier, Y Erabot of Wangkhei AC, N Biren of Heingang AC and Francis Nga-jokpa of Tadubi had joined BJP after leaving Congress while Janghemlung Pamei of Tamenglong AC had entered

NPF fold.Although, Kikhonbou is

still tight-lipped about the party which he would join to contest the 11th state assembly election, his political workers had reportedly asked him to join BJP.

Addressing a press confer-ence at his Lamphelpat quar-ters, Kikhonbou said that he went to the assembly secre-tariat to put in his papers to the Speaker at around 1 pm on Wednesday.

He, however, submitted the resignation letter to the dep-uty secretary as both Speaker and his secretary were not there at that time, Kikhon-bou said.

Regarding resignation from Congress primary member-ship, Kikhonbou said he sent

one of his political represen-tatives to Congress Bhawan to submit his resignation letter to MPCC president.

He said that although he had affection for Congress and its leaders, he was com-pelled to leave the party as his people had been mounting pressure on him to contest the assembly election on the ticket of a non-Congress par-ty since the ADC elections held last year.

Kikhonbou said that he had to respect people’s as-piration as people’s voice is God’s voice.

On the other hand, he was also disappointed by the state government for not consult-ing the Hill Area Committee on creation of new districts.

Five houses torched as fresh tension erupts in Nungei

IMPHAL: At least five houses have been torched and many villagers vacated their homes as tension erupted once again between two communities at Nungei and surrounding villages on Wednesday.

According to sources, some residents of Nungei Muslim village used loudspeakers to assemble people at about 4pm Wednesday and started at-tacking nearby Nungei village inhabited by another com-munity using licensed double barrel guns. The gun attack compelled Nungei villagers to flee their homes while the attacking party torched five houses and looted a grocery shop located at the intersec-tion of the two villages.

The torched houses be-longed to Laishram Mukta, Laishram Ganga, Laishram Ibomcha and Irungbam Dinesh. One scooter and a water-pump set belonging to Mukta were completely damaged by the fire.

Immediately after the incident, Nungei villagers

informed Lilong police and Imphal West district police but Nungei Muslim villagers barricaded the road leading to Nungei and police were unable to reach the spot till 5.30pm.

Later, additional police forces from Thoubal and Imphal West districts reached the spot after firing several blank rounds and tear gas shells.

What led to the fresh vio-lence at Nungei is yet to be as-certained as also the number of casualties though local sources said some injured persons have been rushed to hospitals.

Meanwhile, district magis-trate Thoubal has rushed to the spot and physically assessed the situation.

Sources informed that two companies of CRPF will be deployed at Nungei from Thursday.

It may be recalled that some meira paibi of Nungei village were injured when some unidentified persons fired a double barrel gun into a local waiting shed on April 16 last which led to tension between two communities inhabiting in the area.

Centre urged to rein in NSCN-IM, end highway siege by UNC

IMPHAL: Categorically stating that the United Naga Council (UNC) is a frontal organisation of the Naga rebel – NSCN-IM, with which the Centre is holding talk to settle the In-do-Naga issue, representatives of the Government of Manipur urged the Union government to take all possible measures for ending the highway siege.

According to a source, state officials prevailed upon inter-nal security division secretary of the Ministry of Home Af-fairs (MHA) NK Shingna to instruct the NSCN-IM lead-ers for restraining the UNC from continuing the economic blockade.

The conveyance was made in a meeting which the MHA

secretary had with top civ-il and security officials of the state and central forc-es deployed in Manipur at Secretariat, South Block on Wednesday.

While the state govern-ment was represented by the chief secretary and the DGP, top officials of the army, Assam Rifles, BSF and CRPF were also present at the meeting.

Along with pointing out that the Centre and the NSCN-IM are currently en-gaged in peace parleys to set-tle the Naga issue, the state officials reportedly stressed the need for the central bu-reaucrat to have direct talks with leaders of the Naga rebel group for lifting the blockade.

Representatives of the cen-tral forces also highlighted inconveniences being en-dured by the people of Mani-pur due to shortage of essen-tial commodities, particularly petroleum products since UNC imposed the economic blockade from November 1.

The UNC called the eco-nomic blockade in denuncia-tion of the state government's move to create new districts.
