OUR 23 FAVORITE THINGS ABOUT HEALTH CARE REFORM:

1. Elimination of Pre-Existing Condition Exclusions

•Effective January 1, 2014 for adults

•Effective September 23, 2010 for kids



2. Elimination of Gender Rating

•Effective January 1, 2014

•In IL, insurers can currently charge women up to 50-60%more on average due to their gender.



3. Elimination of Rescissions

•Effective September 23, 2010 plans are no longer able to drop people from coverage when they get sick

• Exception if the insurance application was filled out fraudulently – if there is an intentional misrepresentation of a material fact



4. Elimination of Lifetime and Annual Limits

Annual limits will be phased out until 2014, when they are banned.

No lifetime limits beginning September 23, 2010.



5. Extension of Dependent Coverage

Dependent coverage is extended for kids up to age 26 for all group and individual policies as of September 23, 2010…

But until 2014:This provision only applies if the child cannot get coverage from an employer.



6. Creation of Temporary High-Risk Pools* U.S. Citizen

* Denied Insurance on the private market due to pre-existing condition

* Without Insurance for 6 months or more

* In Illinois, this pool is called IPXP. More information Can be found at: http://www.insurance.illinois.gov/ipxp/



7. Women can access OB/GYN care without a referral.



8. Creation of The New Competitive Marketplace* One-stop shop to compare health coverage options.

* Increases transparency and presents selection and information to consumer.

* Creates online eligibility determinations for insurance coverage, public subsidies, and programs.



9. Basic Health Plans that Cover Maternity and Newborn Care

*Less than 1% of private-market insurance plans in Illinois currently cover maternity and newborn care.



10. Affordability Credits

13. Medicaid Expansion

Beginning in 2014, Medicaid will be expanded to all people under age 65 with incomes under 135% of the federal poverty level.

In Illinois, this expansion is most significant for adults without children in the household.

14. CHIP Extension

CHIP will continue through 2019, with full federal funding through 2015.

States will be required to maintain existing CHIP & Medicaid eligibility and programs that were in effect on March 23, 2010.



15. Funding for School-Based Health Centers

•The Affordable Care Act allows SBHCs to access $200 million in competitive federal funds over the next four years.



16. Funding for Community Health Centers

•Increases funding by $11 billion for Community Health Centers



17. The National Health Service Corps



18. Funding for Personal Responsibility Education Grants



19. Immunizations and Preventive Care Coverage



20. Reasonable Break Time for Nursing Mothers

Employers must provide a reasonable break time for an employee to express breast milk for her nursing child for one year after the child’s birth.

Employers must provide a place, other than a bathroom, that is shielded from view and free from intrusion of coworkers and the public.



21. Oral Health Support

Requires that insurance plans in the Exchange include oral care for children.

Preventive services in Exchange plans must be free of cost, including services for preventive pediatric oral health services.



22. Pregnancy Assistance Fund

$25 million annually for 10 years to a new Pregnancy Assistance Fund.
