READING COMPREHENSION (5Q x 3 = 15 marks. Negative marking 1
mark) Time 15 minutes Article I, Section 7, of the Constitution
provides in part that every Bill which shall have passed the House
of Representatives and the Senate, shall, before it becomes a Law,
be presented to the President of the United States, In actual
practice, the Clerk, or the Secretary of the Senate when the Bill
originated in that body, delivers the original enrolled Bill to the
Clerk at the White House and obtains a receipt. The fact of the
delivery is then reported to the House by the Clerk. Delivery to a
White House Clerk has customarily been regarded as presentation to
the President and as commencing the 10-day constitutional period
for presidential action. Copies of the enrolled Bill usually are
transmitted by the White House to the various departments
interested in the subject matter so that they may advise the
President on the issues surrounding the Bill. If the President
approves the Bill, he signs it and usually writes the word approved
and the date. However, the Constitution requires only that the
President sign it. The Bill may become law without the Presidents
signature by virtue of the constitutional provision that if the
President does not return a Bill with objections within 10 days
(excluding Sundays) after it has been presented to the President,
it becomes law as if the President had signed it. However, if
Congress by their adjournment prevents its return, it does not
become law. This is known as a pocket veto; that is, the Bill does
not become law even though the President has not sent his
objections to the Congress. The Congress has interpreted the
Presidents liability to pocket-veto a Bill to be limited to final
adjournment sine die of a Congress, where Congress has finally
prevented return by the originating House and not to interim
adjournments or first-session adjournments where the originating
House of Congress through its agents is able to receive a veto
message for subsequent reconsideration by that Congress when it
reconvenes. The extent of pocket veto authority has not been
definitively decided by the courts. Notice of the signing of a Bill
by the President is sent by message to the House in which it
originated, and that House informs the other, although this action
is not necessary for the act to be valid. The action is also noted
in the Congressional Record. A Bill becomes law on the date of
approval or passage over the Presidents veto, unless it expressly
provides a different effective date. 1. The authors primary purpose
in this passage is to
(A) point out some of the formalities the government engages in
despite a lack of constitutional necessity
(B) summarize how congress amends the constitution (C) describe
a legislative process (D) explain pocket veto (E) interpret the
legislative provision on the constitution
2. According to the passage, which one of the following
situations may best account for the
existence of the pocket veto?
(A) The President is out of the country for more than 10 days,
but Congress is in session. (B) The President has objections to a
proposed Bill, but Congress is not in session to discuss
any potential changes. (C) The President wishes to sign a Bill
within the last 10 days Congress is in session. (D) The President
wishes to sign a Bill on a Sunday, a day congress is not in
session. (E) The President has objections to only certain
provisions of a proposed bill, but Congress
seems weary of changing them.

SAMPLE TEST PAPER - 12 -
3. Which of the following CANNOT be reasonably inferred about
the legislative process described in this passage?
(A) It is a complex process, though the rules are specifically
defined. (B) Congress sometimes adjourns for short period of time.
(C) Once a Bill is received by a White House Clerk, it is then
typically passed on to the
President and his advisers. (D) Once the 10-day period of
presidential action passes without objection or a President
signs a bill into law within the 10 days, nothing can be done to
change it. (E) Sundays are traditionally considered days on which
work will not be done.
4. Based on the authors assertions, if a bill is delivered to a
White House Clerk and is then
neglected for more than 10 days, what happens?
(A) The Secretary of the Senate redelivers the bill. (B) The
President signs the Bill and it passes into law. (C) The Bill
becomes law if Congress is still in session. (D) The veto of the
President causes the Bill to be void. (E) The President attends to
the Bill when an opening appears in the presidential schedule.
5. According to the author, which is tantamount to presenting a
bill to the President?
(A) the Secretary of the Senate presenting the newly crafted
bill to the President (B) giving the Bill to a White House Clerk in
exchange of a receipt (C) the President reading the bill after
reviewing the minutes of the last Senate meeting (D) the President
receiving the bill and then writing approve on it (E) the President
inducing a pocket veto by waiting 10 days to review the bill
