TAMILNADU STATE COUNCIL FOR HIGHER EDUCATION (TANSCHE)
ANNUAL REPORT
2015-2016
1. GENERAL
The Tamil Nadu State Council for Higher Education (TANSCHE) was
established by an act of the Tamil Nadu Legislative Assembly in the year
1992 for the promotion and coordination of higher education at the state
level and coordination of the state level programmes with those of the
University Grants Commission.
The State Council functions with its two bodies:
(1)The Council with its members (2)The Advisory Board of Vice-Chancellors with the vice-chancellors of the state universities of Tamil Nadu as its members.
2. The Council The Chairman and the members of the Council during the period under report were:
Chairman Thiru. P. Palaniappan Hon'ble Minister for Higher Education
Kamaraj University and Manonmaniam Sundaranar University to build an
“Academia-Industry Interface” to facilitate internships, industry sponsored
research projects, consultancy services, preserve and maintain bio-
diversity, and also get placements support. These UBCCs help in building
tie-ups with industry, enable placements and encourage participation of
industry in education through internships, campus placements etc.
5.5 Rashtriya Ucchatar Shiksha Abhiyan (RUSA)
Workshops were conducted for Government Arts and Science/
Aided Colleges and State Universities to draft proposals for their
institutions. The proposals submitted by the Government Arts and
Science Colleges and the State Universities were consolidated and the
State Plan was evolved to be presented to the Project Appraisal Board of
RUSA, Government of India on behalf of the Government of Tamil Nadu.
MHRD has sanctioned for the establishment of separate office. The
Government of Tamil Nadu has established a centre and is monitoring
the utilisation of the funds through an independent mechanism.
5.6 Minor Research Project for Teachers and Mini Project for PG students
To promote research aptitude, TANSCHE is implementing the
schemes “Minor Research Project” for Teachers of Government Arts and
Science Colleges/University Constituent Colleges and “Student's Mini
Project for PG Students” of Government Arts and Science Colleges. As
per the 78th Council Meeting recommendations a selection committee
was formulated to select both teachers and students projects. They
themselves formulated guidelines for their selection and selected 23
teachers and 40 students. The selected list of teachers and students
submitted reports of teachers / students have been uploaded in the
TANSCHE website www.tnuniv.ac.in

5.7 State Integrated Board of Studies
Tamil Nadu State Council for Higher Education (TANSCHE) has
constituted State Integrated Boards of Studies consisting of experts in
the relevant fields of knowledge in the year 2014-15. Subject wise
elaborate meetings, meticulous discussions for the futuristic scope of
each subject were analysed and common mechanism was formulated to
develop the curriculum for both Under Graduate and Post Graduate
courses.
5.8 Journals of Modern Sciences & humanities and Social Sciences
Tamil Nadu State Council for Higher Education has been publishing
two journals twice a year on Modern Sciences and Humanities and Social
Sciences. The journals encourage researchers to get their latest findings
published. It is a platform for researchers to share knowledge through
their articles and also gain knowledge by subscribing to the journals.
5.9 Financial Assistance for Universities and Colleges to conduct Seminars/Workshops
This scheme motivates universities/colleges to conduct seminars/
workshops/conferences at national and international levels, to expose
students and research scholars to current trends in research in different
disciplines and to update their knowledge. It helps bringing the best
scholars in different fields on a common platform to share knowledge.
5.10 International Relations Centre
The International Relations Centre of Tamil Nadu State Council for
Higher Education has been in touch with various Consulates and getting
proposals from them. As the nodal agency, TANSCHE has compiled the
international collaborative activities of the 13 State Universities identifying

strong areas, weak areas, exchanges available and sought, MOUs and
venture capital required to strengthen their collaborations with foreign
countries. Initiatives are also underway to create a database to
disseminate information to all the Universities on the fellowships and
scholarships available.
5.11 Networked Digital Library System
The Government of Tamil Nadu has sanctioned the project of
Networked Digital Library System in G.O.(Ms) No. 226, Higher
Education (K1) Department, dated 27.12.2014 to digitise all the available
resources and institutional repositories in the State Universities and
colleges for ease of access to the students. The Government has
identified TANSCHE as the nodal centre. The Physical infrastructure is to
be in Anna University and Tamil Nadu Open University.
5.12 Centres of Excellence in Higher Education
Tamil Nadu State Council for Higher Education has been entrusted
with the responsibility of identifying potential Centres of Excellence from
the State Universities. Madurai Kamaraj University, University of Madras
and Anna University have been identified for the establishment of
Centres of Excellence in Nanotechnology, Basic Sciences and
Construction Management respectively.
5.13 Content and Language Integrated Learning (CLIL)
Tamil Nadu State Council for Higher Education has been sanctioned
a project under Tamil Nadu Innovative Initiatives out of 3 projects
approved in Higher Education. CLIL: Content and Language Integrated
Learning to Enhance the Communication Skills to redefine English
language teaching/learning at the graduate level by exposing language

skills through core subjects, empower student to read and comprehend
content in English, to develop confidence to use language skills
necessary for social academic and professional purposes and to build
communicative competence in English for a duration of 3 years and the
amount sanctioned is 62.40 lakhs.

faculty exchange programmes and capacity building in higher
education to share resources and expertise with the countries of
the world.
• To conduct workshops and symposiums to strengthen international
relations in higher education

7. FINANCIAL ADMINISTRATION 7.1 Budget Control
A sum of Rs.1,52,03,000/- was sanctioned by Government of Tamil
Nadu under the Non-Plan Grant for the financial year 2015-2016 for
meeting the establishment and other maintenance expenditure of the
Council. The actual expenditure during the year for Current expenditure
was Rs.1,41,18,842/-.

7.8 Study Abroad Programme Study Abroad Programme for faculty and students provides
opportunity to the meritious under-privileged, Post Graduate students in
Government Arts and Science Colleges. The students under this program
experience international exposure and gain greater understanding of
international issues. Students spend a full semester immersed in another
culture and language and build up their competencies not only in
academics but also in personal development. This program is extended
only to post graduate students in Government Arts and Science Colleges.
A Memorandum of Understanding between Tamil Nadu State Council for
Higher Education (TANSCHE) and British Council was signed with
partnership of 3 years. The expenditure per person is set about Rs.15
lakhs. 24 students and 5 faculty members were selected during the
academic year 2015-2016. They studied one semester in various
Universities/Colleges in UK.

7.12 TANSCHE Journals
In the 55th Council meeting it was resolved to start the publication
of TANSCHE Journal of Humanities and Social Science and TANSCHE
Journal of Modern Science. In the 58th Council meeting it was resolved
to spend the amount from TDF A/c Rs.4,00,000/- has been apportioned
for this purpose on August 2007. The above journals were sent to all

educational institutions in Tamil Nadu as complementary copies. In the
financial year 2015-2016 a sum of Rs.45,800/- was received as
subscription for Journals at the rate of Rs.150/- per journal per institution
for one year, and Rs.1,500/- per journal for life time subscription for
institutions; and Rs.90/- per journal per individual for one year, and
Rs.1,000/- per journal for life time subscription for individuals. The

7.13 Preparation of College Level Text Books in Tamil
In the year 2009-2010 and 2010-2011 this Council have received a
grant of Rs.47 lakhs from Ministry of Human Resources and

7.14 Rashtriya Uchchatar Shiksha Abiyan (RUSA)
A new account for RUSA was opened in June 2014 and amount of
