TRAPS & MT - August Executive Summary
KEY EVENTS :
- A sea theft and a foiled attempt occurred while the vessels were at anchor within the vicinity of Manila South Harbor. The
incidents were identically perpetrated by a group of 5 unidentified person that attacks between 0100 to 0400 local time onboard a
motorized pump boat. 2 perpetrators conduct the looting activity, using the hawse pipe as point of entry, while the 3 remaining
are on stand-by for vessel-boat loot transfer assistance.
- No Maritime Terrorism incident was recorded for the past 5 months, which can be attributed to the series of coordinated police
and military operations conducted by the Governments in the region.

Irregular Human Migration - August Executive Summary
KEY EVENTS :
22 Aug - The Western Fleet Quick Response (WFQR) unit from the Batam Navy Base in Riau Islands
intercepted 27 workers undocumented on a small boat attempted to enter Malaysia, one was a 2-
month-old infant.
- The team was still investigating whether the boy belonged to one of the workers or was part of a
child-trafficking ring.

Maritime Incidents - AUGUST Executive Summary
KEY EVENTS : • 5th and 6th Collision in the Singapore Straits for the year 2017 (17/08: Tanker vs Bulk Carrier ; 21/08:
Warship vs Tanker).
• Multiple vessels have been grounded or sunk due to typhoon Hato (23/08) or Pakhar (27/08).
• A violent confrontation(28/08) in the straits of Makassar witnessed fishermen throwing rocks and
cocktail molotov at a dredging vessel in operation close to their fishing grounds.

Contraband Trafficking - August Executive Summary
Notes: • The numbers in some areas may be attributed to the stringent preventive measures undertaken by the local
authorites as well as active reporting of the incidents by resident media.
• There was a marked reduction in reported drug seizures during this month (5 incidents) compared to
last month(13 incidents)
• 18 Aug 17 - A second seizure of meth (40 kg) happened in Indonesia almost a month after the last
biggest meth seizure (1000 kg) of South Asia on 13 Jul 17
• 21 Aug - MMEA Finds RM 3.32 million in cash stashed in boat considered as the biggest cash haul of
this year.

RECOMMENDATIONS IFC Advises:
1. All mariners to report any incidents timely to the nearest coastal state and to the IFC at the earliest possible time.
2. Ships moving at slow speed or are choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant
and adopt necessary and/or added security measures.
3. All mariners to take note on the description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV
footage capturing the incident should be provided to the coastal state authorities for follow-on investigation.
4. Shippers and Seafarers operating in Sulu Sea and in vicinity of East Sabah Waters are strongly recommended to be vigilant and to establish
contact with both Malaysian and Philippines Authorities to report their presence. Please refer to IFC Spot Commentary 3/17 for the latest
assessment of the situation in that affected area.
5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and
the Al-Qaeda. The possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of
global trade and shipping through acts of piracy, among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-
defensive measures as stated in the Regional Guide to Counter Piracy and Armed Robbery Against Ships in Asia, especially when transiting
narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy.
Note: Information herein was derived from various internal and external sources such as Focal Points, OPCENs and other maritime
stakeholders. Seafarers should remain vigilant especially in areas where the threat level is assessed to be of concern in accordance
with the IFC’s Assessments via its Weekly Report or Spot Commentaries. Ships should apply the appropriate security measures (such
as Tugs and Barge Guide, Guide for Tankers Operating in Asia, or Regional Guide to Counter Piracy and Armed Robbery Against
Ships in Asia, and if applicable, BMP4). Ship masters should also be aware and refer to the Maritime Security Charts Q6112 and Q6113,
both published by the UK Hydrographic Office.

international laws, company and other policy requirements and also health and safety obligations, whilst recording these observations. The
