A.1.2 Section Highlights

A.1.2.1 2017 has observed the formation of Sabah Sub-Section and our very first joint council

chapter, the Nanotechnology & Sensor Joint Council Chapter. In addition, one new student

branch (UniKL SB) and one new Student Branch Chapters (UPM PES SB) was approved

in 2017. With these additional sub-section, student branch and student branch chapters,

Malaysia Section now consists of 2 Sub-Sections, 24 technical chapters, 3 affinity groups,

1 council chapter, 24 student branches and 16 student branch chapters (including 3 WIE

SB AG) as of end of 2017.

As in previous years, IEEE Malaysia Section is very active in organizing events for its

members. Perhaps the biggest event organized was the 2017 IEEE Region 10 Conference

(TENCON), which took place from 5th to 8th November in Penang. The conference

attracted around 600 participants from around the world, with the IEEE President and CEO,

Karen Bartleson among the keynote speakers. Besides keynote and invited talks, and

regular paper presentation, TENCON2017 also features Student Meet Up session, SIGHT

Train the Trainer workshop, Teacher in Service Program (TISP) workshop, industry forum,

Women in Engineering (WIE) forum, and Young Professionals (YP) meet and greet

session. Besides TENCON2017, the Section also continues to host its annual Student

Conference in Research and Development (SCORED) for the local undergraduate and

postgraduate students to showcase their work. Together with the UPM Student Branch,

SCORED2017 was held on 13th and 14th December in Putrajaya, attracting more than 100

participants.

Besides conferences, Malaysia Section has also been selected as one of the venues for

Mini-POCO, a smaller version of POCO (Panel of Conference Organizers), the IEEE

annual event for leading scholarly conference organizers around the world. The event,

supported by R10, Malaysian Convention Bureau (MyCEB), Penang Convention Bureau

(PCB) and Sarawak Convention Bureau (SCB) attracted more than 80 participants. Other

activities organized by the Section include the annual leadership camp for chapter officers,

the Senior Member elevation workshop series, the member-get-member program, as well

as the Website competition for chapters and student branches. IEEE Malaysia also

provided support for several volunteers to attend the R10 Meeting in Chiba, Japan, and the

Sections Congress in Sydney, Australia.

IEEE Malaysia Section continued to support many students’ activities especially on the

annual events namely the Leadership Camp for student volunteers, Student Congress and

Undergraduate Final Year Project Competition. The Student Congress, held in Universiti

Sains Malaysia, Penang, was co-sponsored by R10 under the SAC grant. The Section also

supports 31 teams from our student branches for the IEEEXtreme programming

competition. Besides activities for students, our affinity groups have also been active in

organizing events for our women and young members. WIE Malaysia received support

from R10 to host the 2017 WIE International Leadership Summit, as well as several other

activities. YP Malaysia also received R10 support to conduct the 2017 IEEE HardTech

Summit which brings together entrepreneurs, industry leaders, investors, researchers and

community leaders across Asia to share their experiences with our young professionals.

It was also a great year for us as several members of IEEE Malaysia received numerous

grants as shown in Table A.1. The grants were received from various funding sources such

as the R10 Educational Activities Support Fund, R10 Professional Activities and Industry

Relations Support Fund, R10 WIE Support Fund, R10 Student Activities Support Fund, as

well as the IEEE Humanitarian Activities grants. Furthermore, our volunteers as well as

organizational units are recognised by the awards given either from Region 10 or IEEE

MGA as described in section B.6.

In terms of membership, statistic for 2017 shows there was a decline in the number of

active members. During the Chapter Chairs meeting in October, several factors for the

decline have been identified, and Section will take the necessary action to reverse the trend.

The number of senior members, on the other hand, has increased from 410 in 2016 to 470

in 2017 (14.6% growth). This is due to efforts taken by Section and several chapters in

organising a series of workshops to assist members to elevate their grade to Senior

Member. This initiative was a proven success, and has enabled IEEE Malaysia Section to

emerge as top Section in the Senior Member elevation category for the second year

running, and receive USD250 from R10.

PART B - ORGANIZATIONAL ACTIVITIES

B.1 Membership Development Activities

B.1.1 The objectives of the Membership Development Committee (MDC) of IEEE Malaysia are as

follows:

- To promote qualified Members to Senior Members

- To increase the number of professional and student members within Malaysia Section

- To retain as many members as possible

B.1.2 Figure B.1 presented the trends of total active IEEE members in Malaysia for the last five

years from 2013 until 2017. As shown in the figure, the total number of active members as

of 31st December 2017 is 3011. In general, the number of active members for IEEE Malaysia

in 2017 decreased by 9.28% as compared to 2016.

The highest percentage of grades is Member followed by Senior Member, Graduate Student

Member and Student Member as shown in Figure B.2. The decrement in the number of

active member was contributed from decreased number of active members in all grades

(except Student and Senior) as depicted in Figure B.3.

Senior membership development saw steady growth for the past five years to become the

second largest member grade. This is partly due to the Senior Membership elevation

workshop jointly conducted by Malaysia section and the technical society chapters. Senior

Members are very important to the section because the retention rate is much higher (close

to 100%) compared to other grades.

B.1.3 A lot of measures were taken to improve membership recruitment, which include Member-

Get-Member (MGM) program where current members are given monetary incentives to

recruit new members and membership drive programs. Social Meetings and Membership

Drives were also carried out by Chapters at various institutions/organizations through

various ways such as promoting IEEE Membership during conferences and workshops

amongst others.

During conferences, conference organizers were encouraged to participate in Conference

Membership Recruitment (CMR) program, where one selected society membership will be

given free to new members who joined during the conference under this CMR program.

Membership retention (renewal) on the other hand posed a different challenge, especially

for the student members. The slow decline in the student membership is due to the success

of the membership development programs conducted at universities. Membership retention

for students is below 10%. Based on the survey conducted, the increasing membership fee

(mostly due to the weakening of RM) was highlighted as one of the factors. Several

universities also stopped subsidizing the membership fees for the academic staff, thus

contributing to the decline of members under the Member grade. The main focus for

Membership Development committee for 2018 would be on how to address the decline of

the number of member.

B.2 Chapter Activities

B.2.1 There are 2 Sub-Sections, 24 technical chapters, 3 affinity groups, 1 council chapter, 24

student branches and 16 student branch chapters (including 3 WIE SB AG) under IEEE

Malaysia Section. The technical chapter and affinity group chairs are as shown in Appendix

A.

B.2.2 Most of the chapters were active and the less active chapters have been supervised by

Membership /Chapter Development portfolio.

B.3 Professional and Continuing Education Activities

B.3.1 Professional Activities /Industrial Relation

B.3.1.1 IEEE Malaysia Section Committee on Professional Activities /Industrial Linkages have

organized for the first time the 2017 IEEE mini-POCO (Panel of Conference Organizers),

the first event for leading scholarly conference organizers in MALAYSIA. The aim of this

workshop is to provide an opportunity for professionals to interact among each other and

collaborate to develop a better understanding on conference management. This 2017 mini-

POCO is organized by IEEE Malaysia Section and supported by IEEE Region 10 (R10),

Malaysian Convention and Exhibition Bureau (MyCEB), Penang Convention and

Exhibition Bureau (PCEB), Sarawak Convention Bureau (SCB) and Tourism Malaysia.

The event was successfully organized and attended by more than 80 participants from

various chapters as well as non-IEEE participants. The event was officiated by IEEE

President, Karen Bartleson and attended by four speakers from IEEE Region 10.

B.3.1.2 In 2017, the collaboration between IEEE Malaysia and IEM Electrical Engineering

Technical Division (EETD) is continuous. Discussions of a proposed joint award by IEEE

Malaysia/IEM EETD have been initiated with the purpose of recognizing and

complimenting the efforts of young engineers and scientist in Malaysia who contributes to

the betterment of humanity. The working sub-committee has been appointed and currently

looking at the technical requirement for the award. IEEE Malaysia Section members have

also participated in several events organized by IEM in general and IEM EETD,

specifically, and vice versa.

B.3.1.3 In promoting the participation from industry, together with IEEE ED/MTT/SSC Penang

Chapter, IEEE Malaysia has jointly organized the 2017 IEEE International Microwave,

Electron Devices, and Solid State Circuit Symposium (IMESS2017) at PSDC, Penang on

4 – 5 October 2017. The event was successfully organized and attended by more than 200

participants, which mainly from industry players in Penang and nearby cities. This

IMESS2017 was also supported by the IEEE R10 Professional Activities Grant.

B.3.1.4 IEEE Malaysia Section is working closely with IEEE 5G Initiatives to bring IEEE 5G

Learning Series and IEEE 5G Summit to Malaysia. In particular, IEEE 5G Learning Series

will be organized in Kuala Lumpur in 2018, and an official announcement will be made

very soon.

B.3.2 Educational Activities

B.3.2.1 2017 Leadership Camp and Strategic Planning for Chapter Leaders (25.2.2017) - This is

an EA project to office bearers of all Chapters on IEEE awareness and leadership training,

in addition to strategic planning of the year. The speakers were Dr Zuhaina Zakaria, Dr

Mohammad Faizal Ahmad Fauzi, Dr. Fawnizu Hussin, Dr. Haidawati Mohamad Nasir,

Zuriati Janin, Dr. Rosmiwati Mohd Mokhtar, Dr Aduwati Sali, Dr Norliza Mohd Noor,

Christopher Chew and Dr. Lee Yoot Khuan. In addition, feedback has been collected

from current office-bearers to design the content, such that “2018 Leadership Camp and

Strategic Meeting will be By the Member, For the Member”. Number of attendee is 62.

B.3.2.2 EA Awareness Technical Talk to Chapter Leaders at 2017 Leadership Camp and

Strategic Planning for Chapter Leaders (25.2.17) - This is an EA project to provide

awareness on services offered by IEEE EA Board, for EA chair of each Chapter to

transfer knowledge to members. Number of attendee is 62.

B.3.2.3 Dissemination on behalf of IEEE EAB Section Outreach Committee (28.9.2017) - This

is an EA project to close the gap between IEEE EAB with Members and Student

members, with transparency on IEEE EA Board 2018 Call for Applications for Volunteer

Positions, IEEE STEM Video Game Challenge, IEEE Certificates Program, IEEE

eLearning Library and IEEE Educational Activities on social media. Dissemination is to

all members & student members of IEEE Malaysia Section.

B.3.2.4 EA Awareness Technical Talk to Student Leaders at IEEE Malaysia Student Congress

2017 9 (18.11.2017) - This is an EA project to provide awareness on services offered by

IEEE EA Board, for SB representatives to transfer knowledge to their peers. In response

to feedback, 50% of EA grant proposals for submission to R10 will be allocated to SB in

2018. Number of attendee is 120.

B.3.2.5 Training of Trainers for Teacher-In-Service Program at TENCON 2017 (5.11.2017) -

This is an EA project to train IEEE volunteers in TISP, co-organized with R10 EA Co-

ordinator, Assoc Prof Dr Zuhaina Zakaria. Number of attendee is 25.

B.3.2.6 IEEE Malaysia Section has succeeded in securing 4 out of the 27 proposals being

approved for 2017 R10 EAB Support Fund. The total grant stood at USD1050, with

matching grants from IEEE Malaysia Section at MYR1200. Three projects fell into the

category of Education Outreach while one project into the Continuing Education,

benefitting a community of about 1100. They are Electronics Magic in conjunction with

IEEE Day by IEEE Electron Devices Society (EDS) Malaysia Chapter; Underwater

Robotics for Search and Rescue Mission by IEEE OES Malaysia Chapter; Assistive

Technology Awareness for Elderly Group in Malaysia by IEEE EMBS Malaysia Chapter;

Bringing Robotics to the Masses by IEEE UKM IAS Chapter.

B.4 Student Activities

B.4.1 In 2017, one new student branches were formed bringing the total number to 24 Student

Branches (SB) under IEEE Malaysia Section. The newly formed SB is Universiti Kuala

Lumpur (UNIKL). One Student Branch Chapter was formed in 2017 bringing the total

SB Chapters to 13 in IEEE Malaysia Section. SB chapters formed in 2017 was UPM PES

Student Chapter.

B.4.3 Student Activities in 2017

B.4.3.1 IEEE Malaysia Section Student Activities successfully organized the 7th IEEE Malaysia

Student Branch Leadership Camp on 13th March 2017 at the Faculty of Engineering, UPM.

The objective of the camp was to enhance leadership in IEEE Malaysia Section Student

Branches and to provide training as well as to share experiences in the running of IEEE

Student Branches. The event was co-organized with IEEE UPM SB. A total of 64 students

from 21 SBs attended the camp. Each SB presented their planned activities for 2017 and

Section provided annual grant and travelling claim to all SBs which presented. During the

Camp, the selection of the Malaysia Section Student Representatives (SSR) was

announced. Section Student Representatives and Student Committee (SAC) basically boost

student membership and assist student branches by keeping IEEE student members

informed of current activities and events within the section and institute–wide so that

student members can effectively network, learn and cooperate as one body. They are

Abdulrahman Taha Mohammed (SSR for undergraduate) from UPM SB, Kong Sheng

How (SAC) from Curtin SB, Abdulraqeb Alhammadi (SAC) from MMU SB, Ng Jiann Jia

(SAC) from USM SB and Shum Kar Yen (WSN) from USM SB.

B.4.3.2 Student Meet Up – Luncheon @ TENCON2017 was held on the 7th November 2017 in

Penang where the event was attended by 50 participants. This event is co-organised with

IEEE USM SB. The event was held as a platform for participants to meet and discuss on

student activities and its best practices with invited speakers Dr. Rajesh Ingle, IEEE R10

B.4.3.3 The 4th IEEE Final Year Project (FYP) Competition 2017 was held between June-July

2017. This event was co-organized with UNITEN SB. The aim of the event is to provide

an opportunity for final year undergraduate students to showcase their research and

development. This activity was successfully conducted with the cooperation between

Malaysia Section and 9 IEEE Technical Chapters. Students’ submitted softcopies of their

A1 poster and an abstract explaining their final year project. A total of 214 submissions

were received and technical chapters judged the submissions for winning entries. 26

winners for the various tracks received 1st Prize: RM300, 2nd Prize: RM200, 3rd Prize:

RM100 (sponsored by Technical Chapters in Malaysia) as well as plaques and certificates

from IEEE Malaysia Section. The winners from all tracks then showcased their project’s

A1 poster during the IEEE Malaysia Student Congress 2017 while receiving the prize and

certificates from IEEE Malaysia Section/IEEE Chapters. Winners from each Track are

B.4.3.4 IEEE Malaysia Section organized the 5th IEEE Malaysia Section Student Congress on

19th November 2017 at Universiti Sains Malaysia (USM), Penang. The event was co-

sponsored by IEEE Region 10 Student Activity Committee and was co-organized with

IEEE USM Student Branch which was headed by Mr Loo Fang Hean. The event was

participated by 19 IEEE Student Branches all over Malaysia and 2 Student Branches from

Universitas Indonesia and Institut Teknologi Bandung. A total of 109 participants gathered

at the event to gain knowledge pertaining IEEE leadership and networking opportunities.

Among the invited speakers were Assoc. Prof. Dr. Mohamad Faizal Ahmad Fauzi (Chair,

IEEE Malaysia), Assoc. Prof. Dr. Lee Yoot Khuan (Education Activities Chair, IEEE

Malaysia), Dr. Nasreen Badruddin (Women in Engineering, IEEE Malaysia), Mr. Simon

Yeoh Hong Boon, (Young Professional Malaysia representative) and Dr, Noor Ain

Kamsani (Student Activities Chair, IEEE Malaysia).Apart from the invited talks, prize

giving ceremony for the IEEE Malaysia Final Year Projects (FYP) Competition winners

was also held during the congress. FYP posters from the winner were showcased during

the event. A networking session for the delegates from different IEEE Student Branches

were held in the afternoon. Group activities were held to build teamwork spirit and provide

a platform for the members to get to know other participants which could lead to discussion

for future collaboration between IEEE Student Branches.

B.4.3.5 The IEEEXtreme 11.0 Programming Competition was executed worldwide on 14th October

2017. IEEEXtreme is a global challenge in which teams of IEEE Student members—

advised and proctored by an IEEE member, and often supported by an IEEE Student

Branch—compete in a 24-hour time span against each other to solve a set of programming

problems. A total of 31 teams (93 students) from the various universities and student

branches in Malaysia Section participated in this competition. IEEE Malaysia Section

sponsored meals worth RM30/student for each participating student. The top three teams

from Malaysia are from Nottingham University, Universiti Malaya, Swinburne University

SB.

B.4.3.6 The 15th IEEE Student Conference on Research & Development (SCOReD2017) was

successfully organized by IEEE Malaysia Section and IEEE Universiti Putra Malaysia

(UPM) Student Branch from 13-14 December 2017 at the Everly Hotel Putrajaya. The

conference was chaired by Dr Mohammad Faizal Ahmad Fauzi, Chair of IEEE Malaysia

Section. UPM SB was led by Dr Noor Ain Kamsani. SCOReD2017 received 3 keynote

speakers who were Prof. Mohammad Hamiruce Marhaban from Universiti Putra Malaysia

delivering talk on IR 4.0: Shaping The Future-Proof Graduates; Mr. Ganesh Muren from

Saora Industries delivering talk on Humanising and Scaling Research to Venture; and Prof.

Dr. Kim Jae-Sok from Yonsei University, Korea delivering talk on Driving Assistance

System for Autonomous Car. A total of 94 papers categorized into 10 technical tracks and

hailing from 17 different countries were presented at the conference. SCORED2017 Best

Paper Awards were awarded to “To Investigate Classical Scheduling Schemes with Power

Management in IaaS Cloud Environment for HPC Workloads” by Aftab A. Chandio,

Muhammad Saleem Korejo, Imtiaz Ali Korejo and Muhammad Saleem Chandio;

“Measuring Human Joint Movement with IMUs” by Weiyang Xu, Cesar Ortega-Sanchez

and Iain Murray; and “Online Project Evaluation and Supervision System (oPENs) for

Final Year Project Proposal Development Process” by Syila Izawana Ismail, Rina

Abdullah, Siti Aishah Che Kar, Nazuha Fadzal, Hasiah Mohamed @ Omar, Hasnorhafiza

Husni.

B.5 Affinity Group Activities

B.5.1 Young Professional (YP)

This year, all 11 committee members of the Young Professionals Malaysia have shown

tremendous effort in volunteer work and also in conducting professional events. Early in the

year, YP have kicked off with an aim to be as involved as possible in IEEE events and

collaborate whenever the opportunity comes. The events organized this year revolved

around social events, technical events, and community outreach. Our major achievement

this year is for hosting the second edition of IEEE Hardtech Summit, the largest Young

Professionals' Summit in Asia Pacific, on 4th November 2017 at University Kebangsaan

Malaysia, Bangi. The summit, sponsored by R10 Young Professionals, brings together

entrepreneurs, industry leaders, investors, researchers and community leaders across Asia to

share their experiences with our young professionals. This year's summit focused on

hardware technology with the aim to broaden the vision of YPs towards the changing

paradigms. The CEO and President of IEEE, Karen Bartleson provided the opening speech

for the summit.

Another major event organized this year is the Young Professionals Meet and Greet Session

during the IEEE Region 10 Conference 2017 (TENCON2017). The session was moderated

and hosted by Dr. Zaid Omar, and was attended by young professionals from all over Asia

Pacific region present at the conference. Some other events were also conducted in

collaborations with other IEEE chapters such as WIE (for an inter-chapter bowling

tournament) and ComSoc/VT (community outreach projects in Sabah); as well as private

organizations such as Multimedia University Library (for a how-to workshop) and Startup

Campus Asia (for professional workshops). Through these collaborations, YP have made

new friends, gained new knowledge, and most importantly with team effort anything is

possible.

B.5.2 Women in Engineering (WIE)

In 2017, WIE Malaysia has increased the number of activities organized, especially those

related to encouraging STEM in girls and professional development of female engineers.

Our major achievement this year was being selected as one of the hosts for the WIE

International Leadership Summit (WIE-ILS). The aim of the summit was to bring together

female and male leaders from around the world interested in advancing women in

engineering and technology. It was held in Berjaya Times Square Hotel, Kuala Lumpur on

18-19 September 2017, and attended by 129 participants, with international participants

from Germany, Indonesia, Afghanistan, Saudi Arabia, Hong Kong, India, Sri Lanka,

Pakistan and United States. WIE-ILS Kuala Lumpur was officiated by Tan Sri Shahrizat

Abdul Jalil and we were fortunate to have the current Chair of Global WIE, Dr. Bozenna

Pasik-Duncan as one of the keynote speakers.

Another event organized by WIE Malaysia which attracted many international participants

was the IEEE-WIE Forum held during the IEEE Region 10 Conference (TENCON) in

Penang. Prominent female leaders from both industry and academics shared their

experiences on the topic “Balancing Work and Family Life as Career Women” during the

forum. This event received a Visibility Enhancement through Events Program (VEEP) fund

from IEEE R10. Another project by WIE Malaysia that received the WIE Support Fund

from IEEE R10 was the outreach program to all-girls schools, consisting of two separate

programs: WIEEReach and Public lectures on STEM. In total, 328 students and teacher from

five different all-girls schools participated in the two programs under this project.

B.5.3 Consultant Network Affinity Group (CNAG)

This year, Consultant Network Affinity Group (CNAG) Malaysia has conducted three

professional, membership development and social events. CNAG has co-organized an event

entitled "Consulting Career for Engineer" at UTM Johor, which was delivered by Fawzi

Behmann. Membership drive was also conducted prior to the event. In November 2017, a

community project was co-organized by CNAG and UPM students at Ulu Semenyih,

Selangor. Specifically, we provided learning session services to indigenous children in Ulu

Semenyih. The aim of this program is to inculcate interest in science and mathematics for

primary students in rural area. CNAG has also conducted three administrative meeting in

2017.

IEEE Malaysia Section’s homepage has been updated with 271 new contents including

announcement, events and activities. Through 1st January 2017 to 31st December 2017, the

website has been visited 211,050 times and having 3,394,615 hits. Most visitors are from

Malaysia followed by United States, India, France, Japan, Indonesia, China, Great Britain,

Ukraine, Bulgaria, Russia and Germany. The source of website visitors is from search

engine, direct, referral and social media.

The section also provides hosting for 15 chapters, 2 subsections, 2 affinity groups and 5

student branches. Total bandwidth usage for all website hosting is 178.68 GB.

B.7.2 Best Website Competition

In December 2017, the IEEE Malaysia Website Competition was conducted. Subsections,

technical chapters, affinity groups and students branches under the Malaysia Section are

eligible to participate in this competition. The interested parties need to submit their

participation forms via online. There were eight Chapters/Affinity Groups and five student

branches shown their interest in this competition. There are four judges have been appointed

to evaluate the website; two from Malaysia Section Executive Committees and two from

Region 10. The evaluation criteria are based on the website organization, layout and design,

navigation, currency and accuracy, contents, writing mechanics and overall quality. The

winners of this competition were announced during the IEEE Malaysia Annual Appreciation

and Award Night on 27th January 2018. The winners are:

Quarterly newsletter is established as platform for Section, Subsections, Technical Chapters,

Affinity Groups and Students Branches to report activities that have been conducted

The 2017 Chapter Communication Officer (CCO) was appointed mainly with aim of

becoming a focal person for the operational units (technical chapters, affinity groups etc.) in

regards to communication, website and newsletter activities. CCO representing each

operational unit is shown as listed in Table B.7.A.

There were four newsletters published in 2017. Table B.7.A also summarizes the technical

chapters and affinity groups that contributed their articles and/or news to each of the

newsletter editions.

Via the GRA Vacancies program, active IEEE members in Malaysia are able to submit their

GRA vacancies which will be advertised publicly in two domains: In Malaysia Section

website and circulation email through ieeemy mailing list. The details on GRA vacancies

can be submitted via online form at http://bit.ly/IEEEmyGRAform.

GRA ads were circulated via email quarterly in a year. As of 2017, more than 40 GRA ads

from various universities were advertised.

The Conference Digest initiative was introduced this year in order to improve the circulation

of conference call for paper announcement and to assure more coverage gained by the

PART C - OTHERS

C.1 Special Events

Malaysia Section and its chapters and affinity groups organized a lot of activities in 2017.

For quite a number of the activities, we received support from various funding sources such

as the R10 Educational Activities Support Fund, R10 Professional Activities and Industry

Relations Support Fund, R10 WIE Support Fund, R10 Student Activities Support Fund, as

well as the IEEE Humanitarian Activities grants. Overall the Section received 17

sponsorships. The section, together with the WIE and YP, each organized their own special

events in 2017.

a) IEEE Malaysia Section hosted the 2017 IEEE Region 10 Conference (TENCON), which

took place from 5th to 8th November in Penang Island. The conference attracted around

600 participants from around the world, with the IEEE President and CEO, Karen

Bartleson among the keynote speakers. Besides keynote and invited talks, and regular

paper presentation, TENCON2017 also features Student Meet Up session, SIGHT Train

the Trainer workshop, Teacher in Service Program (TISP) workshop, industry forum,

Women in Engineering (WIE) forum, and Young Professionals (YP) meet and greet

session.

b) The Section also continues to host its annual Student Conference in Research and

Development (SCORED) for the local undergraduate and postgraduate students to

showcase their work. Together with the IEEE UPM Student Branch, SCORED2017 was

held on 13th and 14th December in Putrajaya, attracting more than 100 participants.

c) Malaysia Section has also been selected as one of the venues for Mini-POCO, a smaller

version of POCO (Panel of Conference Organizers), the IEEE annual event for leading

scholarly conference organizers around the world. The event, supported by R10,

Malaysian Convention Bureau (MyCEB), Penang Convention Bureau (PCB) and

Sarawak Convention Bureau (SCB) attracted more than 80 participants, with renown

speakers from all over Asia Pacific.

d) Receiving sponsorship from R10 under the SAC grant, the Students Congress was held

in Universiti Sains Malaysia, Penang, with the help from IEEE USM Student Branch.

The event was participated by 19 IEEE Student Branches all over Malaysia and 2

Student Branches from Universitas Indonesia and Institut Teknologi Bandung. A total

of 109 participants gathered at the event to gain knowledge pertaining IEEE leadership

and networking opportunities.

e) WIE Malaysia received support from R10 to host the 2017 WIE International Leadership

Summit, held in Berjaya Times Square Hotel, Kuala Lumpur on 18-19 September 2017.

The aim of the summit was to bring together female and male leaders from around the

world interested in advancing women in engineering and technology. The summit was

attended by 129 participants from all over Asia Pacific. The summit was officiated by

Tan Sri Shahrizat Abdul Jalil, with the current Chair of Global WIE, Dr. Bozenna Pasik-

Duncan giving one of the keynote talks.

f) YP Malaysia received support from R10 support to conduct the 2017 IEEE HardTech

Summit which brings together entrepreneurs, industry leaders, investors, researchers and

community leaders across Asia to share their experiences with our young professionals.

The summit was held on 4th November 2017 at University Kebangsaan Malaysia, Bangi,

and focuses on hardware technology with the aim to broaden the vision of YPs towards

the changing paradigms. The CEO and President of IEEE, Karen Bartleson provided the

opening speech for the summit.

C.2 Relationship with National Societies

The Section has good relations with national professional bodies and societies. Several

conferences organized by the Section were either co-organized with these bodies or

participated by their members. IEEE Malaysia Section and the Institute of Engineers

Malaysia (IEM) have also agreed on joint IEEE-IEM awards to recognized individuals and

corporations’ contribution for the betterment of the engineering community. Besides IEM,

the Section also has good relation with the Institution of Engineering and Technology (IET)

Malaysia, where we supported activities organized by each other throughout the year.

C.3. Collaboration with other IEEE Sections

Representative from the Section attended the 2016 TENCON in order to prepare for the

2017 TENCON in Penang. Likewise, representative from the Seoul Section attended the

2017 TENCON in Penang in order to learn and prepare for 2018 TENCON in Jeju, Korea.

Besides, the Section also collaborates with IEEE Indonesia Section as well as other R10

committees in organizing many activities for TENCON 2017.

C.4 Support extended to Sub-sections & Society Chapters within the Section

IEEE Malaysia Section conducts at least 5 meetings in a year with the Section Executive

Committee and twice a year with Chapter/AG/Subsection Chairs. During the meeting with

Chapter/AG/Subsection chairs at the beginning of the year, all units are required to present

their plans and financial standing. At the second half of the year, the

Chapters/AGs/Subsections are required to report and update their activities. Section will

distribute grant of amount RM1000 to all chapters and affinity groups, which was disbursed

in two installments. The same support was also extended to the two Subsections under the

Section. In 2017, a representative from the Section attended the AGM for both Subsections

to show our support as well as to give guidance for the newly formed Subsections. All

Student Branches also received financial incentives from the Section. Specific financial

support were also given to student branches for activities that benefit members of other

student branches or events that are of international significance such as International

Advanced Robotics Competition (iARC 2017) organized by UTP Student Branch, IEEE

Digital Maker Expo 2017 organized by Curtin Student Branch, WIE Forum 2017 organized

by USM Student Branch. Besides, every beginning of the year, the Section conducted the

leadership camp for both the Chapter/AG/Subsection officers as well as Student Branch

volunteers to equip them with the necessary knowledge in order to run their unit. Section

also provides seed money for chapters and affinity groups that are organizing a conference

that fall under specific criteria in order to assist with the financials, for example IEEE

SCOReD 2017, WIE International Leadership Summit 2017, IEEE TENCON 2017.

C.5 Best Practices of your Section (which you would like to share with other Sections for

the benefits of members)

Each year, IEEE Malaysia organized a leadership camp for new chapter/AG/Subsection

chairs, secretaries and treasurers. In this camp, the volunteers were given training on section

management, vtools, SAMIEEE and other key information to assist them in organizing their

activities. Similar camp was also organized each year for student branch volunteers with the

content tailored to running student branches and student branch chapters.

Senior member elevation workshops have also been organized by IEEE Malaysia Section to

assist members to elevate their grade to Senior Member. In 2017 we have organized 8 such

workshops, and this has increased our senior members from 410 in 2016 to 470 currently.

The Section has won the first prize in R10 MD incentive grants for the senior member

category for the second year running.

And to improve our membership recruitment, the Section has, since 2016, carried out the

Member-Get-Member (MGM) reward program. This program is similar to the MGM

program practiced at the HQ level, but to attract more members to participate, the Section

has doubled up the reward by giving our own reward at the Section level. The rewards were

disbursed during the AGM, which also increases the number of participations at the

Section’s AGM.

Malaysia section coordinates support for support fund applications by members and chapters

such as for Educational Activities support fund and Professional Activities support fund. As

a result, high number of support funds were secured by Malaysia section. All grants received

by section can be seen in Table A.1.

C.6 Problems anticipated and suggestions for solutions, if any

The decrease in membership especially members needs to be addressed more aggressively

by all concerned. This has been discussed during the 2nd Chapter Chairs meeting in October

2017, and among the factors identified for the decline are 1) the weakening of the Malaysia

Ringgit, as well as 2) the fact that our sister societies, the IEM and IET, can provide

additional benefit that IEEE does not have, namely the ability to be elevated to Professional

Engineer (IEM) or Chartered Engineer (IET). This is especially attractive for the Malaysia

academics since it is now becoming a requirement for academic institutions in Malaysia to

have academics with these qualifications. This will be further discussed during the next

Chapter Chairs meeting in March 2018.

As mentioned in previous section, the Member-Get-Member reward program and the Senior

Member elevation workshops, together with the conference membership recruitment, are

the Section’s effort to reverse the decline. All chapters also need to be more pro-active in

attracting members by increasing their presence through organizing more high-impact

activities. Chapters may invite members who are in arrears to join the activities in order to

attract and encourage them to renew their membership.

PART D - GOALS AND PLANS

D.1 Continuation of project/activity in progress and their implementation plans

The Section will continue to support all activities that already in the pipeline from the

previous years. Established annual activities such as the leadership camp, senior member

elevation workshop, member-get-member rewards, SCOReD conference, FYP competition

etc. will be continued. The Section will monitor all the activities to ensure that the

implementation of all activities is according to the IEEE By-laws and benefits the members.

At the same time the Section will continue with activities that will nurture the IEEE Malaysia

Student Branch so that they remain active and relevant to their community. Section will

encourage more participation from Student Branches in embarking community work and

social responsibility especially to the underserved community.

D.2 Goals and Future Plans

The IEEE Malaysia Section goal is to be the leader of technical society for electrical and

electronic engineers in the country. We hope to increase the visibility of IEEE among the

public and to enhance benefits to members by providing members with access to high quality

technical information through lectures, short courses, workshops and conferences. The

Section also plans to attract more members and upgrade the membership status of its

members. Efforts to increase student members and graduate student members (by forming

more student branches) as well as young professionals will be carried out more actively.

One worrying trend in Malaysia is the declining number of high school students pursuing

the science and technology major at the tertiary education level. IEEE Malaysia Section

hope to work closely with the government to address this problem by doing more school

outreach program, such as the Arduino programming workshop organized by last year

(https://signalprocessingsociety.org/newsletter/2018/01/malaysia-chapter-member-driven-

initiative-event-professional-knowledge-transfer) by UTHM Student Branch, to expose the

school students in the exciting world of science and technology, particularly the electrical

and electronic engineering topics..

We are also putting more efforts in promoting community services Malaysian-wide by

increasing cooperation with the industry and society at large. Section has embarked on IEEE

SIGHT project with the underserved community in the local area, and will continue to do

so and expand the effort to the regional area. We are also working with the R10 office in

discussing IEEE strategies in South East Asia, where Malaysia is among the 3 countries

along with Thailand and Singapore shortlisted as having the most potential. The strategies,

among others, include membership development, industry engagement, as well as education

and training as the main focal points.

D.3 Any innovative ideas to make IEEE more creative and value added for sustaining the

membership retention and recruitment goals.

The Section will try several strategies to organize more engagement activities with potential

members such as postgraduate students at universities and young engineers in industry.

The same will also be planned in reaching out to industry members. We think facilitating

networking between professionals and industry leaders can help bringing more industry

members in Malaysia into IEEE.

Sharing stories in social media on why an individual joined IEEE such as #IEEEMyStory

could attract new members in knowing more about IEEE. In this regard, section plans to

organize a short video competition where members document how IEEE has impacted their

life and career for the better. These video stories will be used as promotional materials when

D.4 Business Plan for Sustainable Growth and Financial Stability.

With a combination of good management, prudent spending as well as organizing income

generated activities, the Section has been able to sustain its growth and financial stability

every year. Having successfully hosted the 2017 TENCON, the Section is currently very

healthy financially. The current business practice will still be continued for the coming years

but now we have the means to conduct even more beneficial activities for members.
