Huge Quantity Of Explosive Materials Discovered In Northern Algeria

3/8/2017, Boumerdes, Algerian counterterrorism troops discovered huge quantities of materials

used in manufacturing explosives and bombs in the provinces of Boumerdes and Tizi Ouzou, east the

capital Algiers. As part of the fight against terrorism, army units deployed in the woods of the

locality of Azazga discovered five plastic barrels containing 150 liters of nitric acid, a hazardous

substance used in the manufacturing of explosives.

from the border Cameroon shares with Nigeria. The bombing which fortunately did not claim any

roadside IED in Egypt’s volatile Sinai Peninsula. While police were on patrol in the city of Al-Arish [in

in an ensuing exchange of fire, a second roadside IED went off, killing two of the police officers at

the scene.

Haram sect died immediately in the attack which occurred around 6:00 in the morning at the NNPC

(PMS) were gutted by fire. The body of the female bomber and another burnt body (male) have

been so far recovered.

MONTHLY ASSESSMENTS

AFRICA ASSESSMENT

BACKGROUND:

In general, IED-related incidents have decreased in Africa in March in comparison to previous

months. According to the data collected by the C-IED COE, the three main affected countries by IED

incidents in Africa during March 2017 were Somalia (12), Nigeria (8) and Egypt (7). A significant

decrease in such incidents in Libya compared to previous months –just 2 in March, is noteworthy. A

possible reason can be found in the re-taking of Sirte by governmental forces.

MONTHLY HIGHLIGHTS:

MOROCCO

Moroccan security forces arrested 15 people on Friday 17th March for alleged links with DAESH.

They had knowledge how to manufacture explosives. At the moment of their arrest, they were in

the process of acquiring material to manufacture IED and attack.

TUNISIA

An attack against a police patrol on a road control took place in Kebili (south of the country) on

12th March. The perpetrators are related to the DAESH. The country continues to face the challenge

of returnees. This attack could point to the presence of some autonomous DAESH cells in urban

centers away from the Libyan and Algerian borders.

MALI

On 02th March, the four main jihadist groups active in the Sahel region (AQIM, Al-Mourabitoun,

Macina Liberation Front and Ansar Dine) have formalized their merger into a single organization

operating under the brand name of Al Qaida and thus becoming the largest terrorist group in

Mauritania, Mali, southern Algeria and Niger.

The coalition, "Jamaat Nusrat Al Islam wa Al Muslim", will be led by Iyad Ag Gahli, who renewed

his oath of allegiance to AQMI's emir Abdelmalek Drukdel and the organization's global leader

Ayman Al-Zawahiri, bin Laden's successor.

The merger has taken place in response to pressure from foreign forces (MINUSMA and

Barkhane’s operation led by France) and the establishment of interim authorities - dependent on

the central government - in northern Mali.

The unification of these groups under the banner of Al Qaida reaffirms the influence and

expansion of this organization in the Sahel, where the Daesh is losing its pulse for control, especially

after its losses in Libya. This could likely result in an increase of attacks against international forces

(MINUSMA and Barkhane).

SOMALIA

Following the election of the new president, Al Shabaab has launched a campaign of attacks,

including with IED, centered in Mogadisghu and directed mainly against politicians, officials and

security forces. The most prominent TTP continues to be the use of VBIED.

EGYPT

Northern Sinai Peninsula has registered most of IED events in Egypt in March, centred on El

Arish. The Egyptian army carried out several operations in the Northern Province of Sinai. As a

result, several terrorists were arrested.

ALGERIA

As a consequence of the DAESH PBIED suicide attack in Constantine last February, the Algerian

Armed Forces conducted an operation in the Djebel El-Ouahche near Constantine on 25 March.

During the operation, the alleged chief of the Algerian branch of DAESH, Laouira Noureddine (aka

Abou Al Hammam) was eliminated together with another terrorist.

After a peak of activity in February, where clashes between security forces and armed Islamist

groups reportedly claimed the lives of at least seven soldiers and twenty-six terrorists, March has

shown less action. Regarding IED-related activity, just a significant event is to be reported, namely

the find of 150 liters of nitric acid, an explosive precursor, in Azazga (150Km East of Algiers).

LIBYA

The retaking of Sirte by pro-government forces last December has resulted in a decrease of

terrorist activity over Libya. This can explain the decrease in the number of IED events in relation to

previous months. According to the data available, only 2 have taken place in March –an explosion

and a find/cache, both in Cyrenaica.

TRENDS:

The number of IED explosions has been taken as an indicator of the IED networks activity, whilst

the number of finds/caches is considered to be an indirect indicator of the security actors’

effectiveness.

During the period May 2016 – March 2017, the number of explosions has been around

30/month, with the exception of December 2016 and January 2017, which reflects an increase of

IED attacks in a limited number of African countries: Somalia, Libya and Nigeria.

Regarding the number of finds/caches, a steady, slight decrease on its number could suggest a

certain loss of effectiveness by the security actors in African countries.

Africa trends since May-16

On another note, considering the evolution of IED types helps to better know about the

enemies’ tactics, techniques and procedures. During the reflected period, the data show a general

increase in the use of vehicle-borne IED (VBIED), with the exception of the decreasing use of suicide

VBIED (SBVIED). Available data point to a significant use of person-borne IED (PBIED). Somalia heads

the ranking of countries using VBIED, whilst PBIED are prevalent in Nigeria.

ASSESSMENT:

Hotspots in Africa continue to be Somalia, Nigeria and Egypt, even though with a decreased IED-

related activity. Al Qaeda and DAESH affiliated local groups continue to be behind the majority of

IED attacks. Although the targets are different in those countries, they continue to be by far the

most affected ones by IED events.

The most significant event at the strategic level in March has been the merger of four terrorist

organisations in Mali (AQIM, Al-Mourabitoun, Macina Liberation Front and Ansar Dine). This could

lead to a possible increase in actions in the country, especially against MINUSMA and Berkhane

operation.

In Algeria, the DAESH presence near Constantine as well as the cache found in Azazga could be

an indicator of a trend to move terrorist activity (possibly including IED) to Northern Algeria from

their traditional operation areas in the South.

IED activity in Libya has decreased in March, possibly as a consequence of the fall of Sirte. Once

the re-organisation of DAESH in Libya takes place, an increase of IED events cannot be ruled out.

AMERICA ASSESSMENT

A) NORTH AMERICA

BACKGROUND:

The following analysis is focused on the United States of America as this country represents the

majority of IED related events of North America but also Canada, with one IED explosion. Due to the

nature of Open Sources Intelligence collection, this report may not reflect entirely IED incidents in

this area of study.

The period covered in this analysis is March 2017. Around 300 Bomb threat or suspicious

packages events are reported during March, breaking the record of this type of IED incident.

According to the data collected by the C-IED COE, the most import incidents recorded are IED

functioned (3), device emplace or discovered (15) or hoax or false IED (8): there have been 2

explosion events in USA while only 1 event have been registered in Saskatoon, Canada.

MONTHLY HIGHLIGHTS:

More than 100 Jewish institutions have received bomb threats since the beginning of the year

all over US: New York, Wisconsin, Minnesota, New Mexico, Texas or Alabama were targeted. Besides

It Point out vandalism at Jewish cemeteries as well as bomb threats, schools and institutions across

the country, representing the fourth and fifth waves of such harassment this year. No explosive

device was found after any of the calls, at the moment.

On 5 March, a man was found dead after setting off an explosive device inside his home in

Butte, Montana. Police blocked off the street and the bomb squad from Missoula was called in to

inspect the home for other possible explosives. The man also had wounds from the explosion of a

propane tank, which was part of a bomb. Two other unexploded homemade bombs were found in

the residence after the explosion on Saturday evening.

On 15 March 2017, officers from the Colorado Springs Police Department (CSPD) responded to

an explosion in a residential neighborhood in Colorado Springs. When CSPD officers arrived at the

scene, they discovered that an improvised explosive device (IED) was detonated in a house. During

the investigation, police discovered additional homemade IEDs in a nearby residence. Technicians

from the Colorado Springs Regional Explosives Unit rendered the devices safe and CSPD officers

arrested a juvenile suspect. The explosion did not cause any injuries.

On 29 March, Saskatoon police (Canada), are investigating after what they suspect was a

homemade explosive was detonated at the same building as the city’s provincial courthouse.

Emergency crews were called to the scene. The explosion prompted a heavy police response and

left the entrance to Kilborn Place, which shares the building with the courthouse, visibly damaged.

No one was injured. Saskatoon emergency have responded to several reports of suspicious packages

across the city recently.

Finally it points out a new episode regarding CIED with implications to US citizens. US-bound

passengers travelling from about a dozen countries will be banned from carrying most electronic

devices, officials have said. Twelve carriers flying from about a dozen countries will be affected by

the new rules, which could be announced later. Some Middle Eastern airlines are affected, including

airlines based in Jordan and Saudi Arabia, although the other countries were not named. American

carriers will not be affected. Passengers will still be allowed to keep mobile phones and approved

medical devices with them but anything larger, such as laptops, cameras and tablets, will only be

permitted in checked luggage. The ban has been under consideration since the US government

learned of a terrorism threat several weeks ago. Earlier on Monday, Royal Jordanian Airlines told its

passengers that laptops, iPads, cameras and other electronics would not be allowed in carry-on

luggage for US-bound flights from Tuesday.

TREND:

In this month the IED explosion are three cases meanwhile February one item, altered the trend

as there has not been any explosion since November. False IEDs or hoax, as well as found IEDs, have

a substantial increase. It is to highlight that some states have two events in a short period of time.

Threat bombs are not considered in the graphics below because it doesn’t respond to any pattern of

life or behavior, just to intimidate Schools, Courthouses or religious facilities.

ASSESSMENT:

The dispersion of IED incidents through North America shows that there is not a clear hot area

of IEDs events. Like in previous reports, there has been a slight increase in the most populated areas

like Easter coast (Massachusetts or New York area). Single individuals conducted the majority of the

events, so we cannot assign the IEDs events to a terrorist or criminal group.

Bomb threats and suspicious packages reported are the most common IED events. Some cases

of threats and attacks against Jews properties (ex. vandalized in a Jewish cemetery) have emerged in

the last month as a trend in US but it is not directly connected to any organized group yet. At the

moment, it is believed to have been motivated by racism towards some groups or likely by

animosity against government. Schools were other affected installations.

IED used are mainly based on Home Made Explosives, for use on pipe bombs for example, but

some cases of ammunition and use of commercial explosives have been also found. Self-radicalized

individual is still the most dangerous option in North America.

B) SOUTH AMERICA

BACKGROUND:

Colombia remains the hotspot of the entire American continent, thus, the present analysis is

based in this country as it represents the vast majority of the IED related events in South America.

Even if the FARC peace process final agreement has been a success other prominent conflicts

with other groups, as the ELN or drug trafficking groups, remain opened in Colombia.

Last period has not only been featured by the high amounts of finds/caches favored by the

decommissioning process of the FARC but also for the intents to foster a new peace process

between the Government of Colombia (GoC) and the ELN.

Anyway, it seems that this process is not going to be easily set up as there has been a high

belligerent activity so far on the ELN side. As for instance, it is to highlight the explosion on the 19th

of February near Bogota's bullring which resulted on thirty people wounded and one policeman

killed.

As mentioned in the previous report, this high belligerent ELN activity could be the reaction to

the increasing presence and pressure of the Colombian Army on the ELN ground as a result of the

Victoria plan. According to this plan the GoC wants to avoid the growing of new emergency armed

groups in the areas left by the FARC by increasing the Army presence in these areas. Within this

framework, the ELN remains the first priority of the Army.

MONTHLY HIGHLIGHTS:

The main IED activity in this month has been accomplished by the ELN. It has only been

registered four IED attacks in Colombia this month, of which, two of them were allegedly committed

by the ELN. Besides, this is to state that there has been a high activity regarding murders, clashes

and gun fires committed by the ELN against the Army, the Police or even civilians.

Regarding the IED attacks, fortunately, there have been only two civilian wounded after the

detonation of an IED placed by the ELN in Riosucio, Chocó and the detonation of an IED in a

roadside in Argelia, Cauca (further information on the perpetrators remained unavailable). Another

attack committed by the ELN in Tumaco damaged the Transandino oil pipeline and as a

consequence provoked an oil spill into a tributary river used by the Tumaco aqueduct for drinking

water. Finally in Ciénaga, Magdalena, an unidentified assailant threw an IED at the local

headquarters of the Sintrainagro banana plantation workers union. The explosion caused damages

but no casualties.

Besides, there has been registered several news this month regarding the deactivation of IEDs,

most of them placed by the ELN. A minefield planted years ago by the FARC has been also

deactivated.

It is important to mention that several demining civil Colombian and international organizations

are already working on the Colombian field, as for instance, The HALO Trust, APN, ATEXX and

Perigeo. Recently, the Danish Demining Group (DDG) has received accreditation from the Colombian

Government to conduct survey and mine/ERW (Explosive Remnants of War) clearance activities in

March 2017.

Regarding finds and caches, this month there have been five reported incidents. Three of them

correspond to weapons caches belonging to the ELN seized by the Colombian Army. They included

antitank grenades (RPG-22), claymore mines, explosives and even 1.5 tons of cocaine. The other two

remaining caches belonged to the FARC.

Finally, this is to highlight that due to the attacks bombs attributed by the ELN on last month on

the crude oil pipeline in northern Colombia, the Cano Limon-Covenas pipeline, which transports

crude from the fields to a port in the Caribbean Sea for export, has been suspended.

TREND:

Colombia finds and attacks trend

In accordance with the graphic the number of finds decreased abruptly since June 2016 when

the amount of finds was nearly forty. The current average remains at lower levels beneath five finds

per month. In March there is a light increase up to five finds.

Regarding the attacks trend, the rate remains the same since October 2016, nearly four attacks

by month. Most of the recognized authorship attacks were committed by the ELN.

ASSESSMENT:

As presumed in the previous report there has been an increase of the ELN belligerent activity.

This activity is not directly related with IED attacks but with murders, clashes and gun fires against

the Army, the Police or even civilians. This raise in violent events could be the ELN reaction to the

increasing presence and pressure of the Colombian Army on the ELN ground as a result of the

Victoria plan.

On the other side, this is to mention that the continuous attacks on the oil pipe infrastructure

are having a negative impact in the crude exports. Indeed, the oil exportation has been temporally

suspended in the northern pipeline Cano Limon-Covenas, the second most important oil pipeline of

the country. Therefore, it could have, as a consequence, either an increasing pressure of the Army

over the ELN or an attempt from the GoC to improve and retake the peace process.

There has not been any special progress in the peace progress this month. Nevertheless and due

to the increased ELN activity reported regarding murders, clashes, gun fires and infrastructure

attacks (oil pipelines) it seems that the peace process initiated with the discussions held in Quito

last month will be slowed down.

AUSTRALIA/OCEANIA ASSESSMENT

The period covered in this analysis is March 2017. According to the data collected by the C-IED

COE, there have been 3 events in Australia and 1 in New Zealand

MONTHLY HIGHLIGHTS:

On March 9th, an IED has been found by

an early morning walker in a quiet, suburban

street north of Brisbane populated mainly by

retirees.

The Queensland Police bomb squad

found a package on the road outside of

walker’s home. The package contained a

kerosene bottle, an aerosol can and an

ignition switch.

Police said that it was definitely

something that looked like it was supposed to

explode.

TRENDS:

In this month there has been an IED explosion in Australia. The event consisted on a letterbox

explosion in the city of Portland but this event can be related to vandalism or some isolated action.

The last IED explosions correspond to robberies in banks, ATMs or isolated cases.

The rest of the incidents during this month were find/cache or hoax, but these types of events

are minimal in Australia/Oceania as represent the graphic.

ASSESSMENT:

The IED events in March are focus on the biggest cities of Australia. The dispersion between the

events shows that the events are isolated cases and don’t represent terrorist groups actions.

ASIA ASSESSMENT

A) NEPAL

BACKGROUND:

Nepal is affected by antipersonnel mines (AP-mines), improvised explosive devices (IEDs), and

other explosive remnants of war (ERW) as a result of a decade of conflict between the communist

Maoist and the government that ended with a peace agreement in 2006.

During this conflict Nepaleas security forces placed explosives devices as defensive perimeters

around military installations. Police and Nepal Army have already cleared their IED fields, in 2010

only 110 remained to be. Maoist groups use predominantely improvised hand grenades as VOIED

(aka socket bombs), which were manufactured in large quantities by Maoist supporters during the

conflict and then left in population’s houses after the end of it. Some other small improvised hand

grenades aka “sutali bombs” are Time Chemical IED. Another type of common improvised explosive

devices used are VOIEDs aka “tiffin bombs”.

Nepal has not experienced a significant activity of international terrorism or Islamic terrorism

even considering that it has an open border with India and weak border controls. However, there is

rising concern that international terrorist groups will use this country as a transit hub or safe haven.

Surrounding countries like India, Pakistan, and Afghanistan have been affected by significant

terrorist activities in the last decade. Nepali law prohibits all type of activities related to terrorism

including, one of the most complex ones, the

financing. Cross-border terrorism is flourishing and

spreading due to the porous border. Abdul Karim

Tunda, one of India’s 20 most wanted Lashkar-e-

Taiba terrorists, was arrested by India’s police at the

Indo-Nepal border on 16 August 2013, as was Yasin

Bhatkal (co-founder of the Indian Mujahideen).

The insurgency has stopped in Nepal, although

insurgency-related fatalities have been recorded. The deadliest phase of the insurgency was

recorded in 2002, listing a figure of 4.896 fatalities (3.992 Maoists, 666 Security Forces personnel

and 238 civilians).

The terrorist groups that are identified by Nepal government are:

And the regions affected ordered by number of attacks are: Central, Eastern, Mid-Western,

Western and Far-Western. The most frequently attacked targets in Nepal, in order are; violent

political parties, government, civilians, property, transport, business, educational institution, police,

press and media, religious institutions and military.

The majority of Nepal’s inhabitants are Hinduists, accounting for 81.3%, followed by Buddhists

9.0% and Muslims 4.4%.

The Communist Party of Nepal - Maoist (CPN-M) is the most active actor involved in improvised

explosive device

employment. The

government estimated in

early 2003 that the CPN-

M strength indicated there were approximately 5,500 combatants, 8,000 militia, 4,500 cadres,

33,000 hard core followers, and 200,000 sympathizers. Among the Maoist fighters – about 60

percent – are deployed in the mid-west and west in their strongholds. Another 10 percent are in the

far west with around 10 percent in Gorkha, the rest are located in Kathmandu valley and east of it.

Not much is known about the Maoist links with other militant or left-wing extremist groups

operating in India, besides they are linked to a few Naxalite groups through the Maoists, with the

help of Pakistani Inter Services Intelligence (ISI), and have been attempting to establish links with

Naxalite groups such as the PWG and the MCC by using the Siliguri corridor in West Bengal. The

growing influence of Nepalese Maoists in other parts of India was unearthed after four of its cadres

were arrested in West Bengal on February 26, 2003. The arrested Maoists confessed, during

interrogation, of their plan to use West Bengal as a corridor between their areas of domination in

India and Nepal. There is also some reports about the Nepalese Maoists’ links with insurgent groups

active in India’s North-east like United Liberation Front of Asom (ULFA), Kamtapur Liberation

Organisation (KLO), Gurkha National Liberation Front (GNLF) and Gurkha Liberation Organisation

(GLO). Though the exact nature of the relationship is not known, the Maoists are also reported to

have some links with the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka. However, it is

suspected that the Maoists have received arms training from the LTTE operatives in the past and

this may be continuing.

COMMENTS ON ATTACKS RECORDED IN IED INDIDENTS SUMMARY

STATISTICS:

Only 10 incidents in total have been recorded in Nepal according to IED incidents summary

report, which represents the low to mid level of IED threat activity in this country. In comparison to

other adjacent countries like Bangladesh, India, Indonesia, or Malaysia, it can be seen that the

majority of the IEDs are Victim-Operated though the unknown bar remains to be broken down. Due

to a lack of information based on OSINT, there is no confirmed additional information available

regarding the VO devices. Overall the IED threat in Nepal can be assessed as low. The known enemy

TTP’s are very basic and simple with a low effectiveness. The small number of IED events, which

were most likely initiated by criminals and left wing followers, point out that there is no existing

common network which allows the exchange of sophisticated IED techniques. Currently there is no

indicators of radicalized factions within the Muslim community which would allow an information

exchange of EN TTPs from other crisis areas.

C-IED CAPABILITIES:

Although the current IED threat is low, Nepal is trying to reduce the still existing IED threat

based on the former conflict and the contemporarily low intensity IED threat from mainly criminal

groups. Therefore several organizations and nations are supporting Nepal to increase the C-IED

capabilities of their security forces:

Possibly on behalf of the Danish Demining Group (DDG), a retired Nepalese Captain is

supporting and running several projects in Nepal since 2005. He was/is involved as:

o Bomb Disposal Commander, August 2005 – Sept 2006, Western Division, Nepalese

Army, which included technical advice to Battalion Commander regarding

EOD/IEDD, local IED threats and counter measures.

o Non-Technical Survey Commander, Sept 2006 – Oct 2007, at Nepal Army Mine

Action Coordination Centre (NAMACC).

o Demining/UXO/IED Field Clearance Site Manager, May 2008 – Jan 2010, at the

NAMACC, a Joint Project with United Nations Mine Action Team (UNMAT).

o Assistant Operations Officer/QA Officer, Jan 2010 – June 2011, at the NAMACC. A

Joint Project with United Nations Mine Action Team (UNMAT) and Nepal

Government

o Mine Action, EOD, Search & IEDD Instructor, June 2011 – March 2013, at

NAMACC/Nepal Army Explosive Ordnance Disposal (EOD) holding Unit.

o Assistant Operations Officer/EOD & IEDD Platoon Commander, Oct 2013 – Jan 2015,

at NAMACC/Nepal Army Explosive Ordnance Disposal (EOD) holding Unit.

In 2013, the British Army provided training to Nepal Army Engineers in Counter-Improvised

Explosive Devices, Explosive Ordnance Disposal, Route Opening and War Materiel Removal

techniques to assist the Nepal Army Engineers in their preparation for United Nations operations in

Mali. This bi-lateral event was supported by a team of five GBR instructors and was the first GBR

training.

In 2015 army reservists from GBR 579 Field Squadron (EOD), 101 Regiment, Royal Engineers,

provided a ‘niche training package’ in Kathmandu, in preparation for the Nepalese army’s

deployment to Mali on a UN operation, which

included searching out and destroying munitions such

as unexploded bombs and IEDs.

In 2016 the armies of India and Nepal ran the

tenth edition of the joint military exercise, Surya

Kiran-X, at the Army Battle School (NABS) in Saljhandi,

Nepal. Troops from the Nepal Army's Kumaon

Regiment and Jabar Jung Battalion participated in this

tactical level exercise, which is expected to improve

defense co-operation and relations between the two

countries. The exercise involved battalion-level training with a focus on counter-terrorism and

disaster management in mountainous terrain.

At the end of 2016, China and Nepal announced the intent for holding joint training between the

two armies. Due to a lack of OSINT, it is not clear if C-IED would be included.

Over 115,640 Nepalese Army personnel have participated in UN peace support operations,

covering some 42 UN missions. Nepalese Army provided contingents of niche capabilities such as

engineers, medical teams, and special forces. Contemporarily Nepal is supporting United Nations

Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). An explosive ordnance

disposal (EOD) company with a strength of 140 personnel is being deployed there. A company of

engineers, with strength of 175 personnel, is also deployed in Congo under United Nations

Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). Based on

the UN Mine Action Service (UNMAS) Counter-IED support package it can be assumed that, for

capacity building initiatives, explosive ordanance disposal (EOD) teams deployed from Nepal to Mali

are trained on the robots and jammers purchased to support that mission.

Nepal belongs to the United States Pacific Command (USPACOM) Area of Responsibility (AOR).

Specific USPACOM C-IED support is unknown, based on OSINT.

C-IED EQUIPMENT:

In 2015 the Nepal Army received their first EOD

robot. The robot was developed by the Nepalese

GANESH BIKRAM SINGH (GBS) Company. The owner of

this company Ganesh Bikram Singh Ale developed this

device together with his small team (around six

members). The technical details of this platform are

unknown. Based on OSINT the robot failed later during a

test, the current status of this project is unknown.

In May 2016 The Master General of Ordnance (Provision) at Army

Headquarters puplished a notice for enlistment required by the Nepalese

Army for the years 2016/17 which included a forensic laboratory, finger print

equipment, photography accessories, jamming devices, mine detectors, bomb

disposal suits.

The current status this procurement project is unknown.

The Nepal security forces are using a Indian constructed Mine-Resistant

Ambush Protected-type vehicle.

This vehicle is based on the Ordnance Factory Board Mine Protected Vehicle (OFB MPV) Aditya

which is a Mine-Resistant Ambush Protected-type vehicle used by the Indian Army. The OFB MPV’s

construction was based on the Casspir Mk II, which India used in the 1990s.

The OFB MPV was bought by the Nepalese Army

during the civil war with Maoist guerrillas. 65 OFB MPVs,

followed by 30 MPVs were sold in 2004. 25 were

subsequently sold. Overall 124 OFB MPVs were used, most

of them purchased due to Indian military grants. The

current status of these figures can’t be confirmed, but at

least several were destroyed during incidents.

The OFB MPV Aditya vehicle which was developed by

the Indian Defence Research and Development

Organization (DRDO) provides ballistic and mine

protection. With it’s V-shaped, steel monocoque hull it can withstand 14kg of TNT under the center

of any wheel and 10kg under the crew compartment.

Based on OSINT it seems that Nepalese army has no ECM or EW capabilities, the Nepalease

police are probably equipped with one car mounted jammer against mobile communications for VIP

protection.

Reflecting the current IED threat in Nepal, with no sophisticated small IED and the decrease of

IED incidents in the last years, the overall IED threat in Nepal is low. With the additional

international support for clearing IED contaminated areas and the intent to modernize the

equipment of the Nepalese Armed Forces it can be assumed that the C-IED capabilities will be

increasing slightly.

B) YEMEN

United Kingdom Marine Trade Operations

(UKMTO) reports, on 13th March, that a vessel

belonging to the Yemeni Coast Guard may have

struck a mine on Friday 10th off the port of Mocha,

Yemen. The possible mine detonated and the

subsequent blast killed two crew and injured eight

others. In the past several improvised sea mines

(Water Born IEDs) were seized.

These improvised mine comprised a storage

tank with a nozzle and four protruding contact fuzes

on top, and a larger, plugged hole and outlet valve

on the bottom. No explosives were documented and

based on the published images, it is not clear what

quantity of explosives the tank contained (see

pictures right).

Investigations into the incident are currently

ongoing, but the incident confirms fears that Al

Houthi-Saleh rebels had indeed mined the port

entrance and backs up the warnings issued by

MARAD, UKMTO and the US Office of Naval

Intelligence (ONI) that the area should be avoided by

commercial shipping. The advice previously issued in

UKMTO advisory 001/Feb/2017 remains extant:

Masters should consider increasing vigilance,

maintain the furthest possible distance from the

Yemen coast, transit the Bab el Mandeb strait during

daylight hours and use the western TSS wherever

REMARKS:

The international shipping passage of Bab Al-Mandeb is a key point for international navigations

due to it linking; Aden and the Red Sea, Suez Canal and the Mediterranean Sea and is one of the

most crowded oil passageways in the Middle East and other regions. Sixty commercial ships pass on

a daily basis carrying more than 3.3 million barrels of oil. The Saudi Navy is constantly engaged in

mine-sweeping on Yemeni shores, amid warnings over explosives planted by Houthi militias.

SAU naval forces are already sweeping Yemen’s Red Sea. SAU spokesman for the Saudi-led

coalition confirmed that several of the naval mines were found near the southwestern port city of

Mokha aimed at targeting international shipping boats.

ASSESSMENT:

If the successful use of Waterborne IED can be confirmed, the availability of such devices could

have an impact on the international shipping passage. Although these WBIED are not comparable

with modern naval mines, a successful attack against civilian ships would have a strategic impact.

EUROPE ASSESSMENT

BACKGROUND:

Despite most of the incidents that have taken place in Europe are not related to jihadist

terrorism, this is still the most important threat in Europe. Strategic changes detected in Europe

over the last months seem to indicate that individual terrorists are being used by Daesh to attack

Western countries. Young people radicalized in the countries where they live are called to do the

jihad with their own means, without receiving training in conflict zones. They try to show they are

unpredictable because there is not a terrorist network behind them, but this is not true.

Abu Mohammad Al-Adnani (one Daesh leader killed in Aleppo on August 2016), said in a video

on September 2014: “If you can kill a disbelieving American or European – especially the spiteful and

filthy French – or an Australian, or a Canadian, or any other disbeliever from the disbelievers waging

war, including the citizens of the countries that entered into a coalition against the Islamic State,

then rely upon Allah, and kill him in any manner or way however it may be,”. “Do not ask for

anyone’s advice and do not seek anyone’s verdict. Kill the disbeliever whether he is civilian or

military, for they have the same ruling. Both of them are disbelievers.” He seeks to frighten the

population and spread the belief that attacks cannot be prevented.

The latest investigations carried out after the attacks in France and Germany show that the

attacks do not respond to the will of a single attacker, but are programmed and directed by third

parties belonging to a network. The main difference is now terrorists cannot be trained in IED use

(because trips to Syria, Iraq or Afghanistan are becoming too difficult), so they use improvised

means of attack.

MONTHLY HIGHLIGHTS:

In London a suspect package was detonated by Police two days after the terrorist attack in the

Parliament. The police confirmed the incident was not suspicious. In North Ireland some IED were

found and several families were forced to leave their houses for some hours in order to secure the

area. The use of pipe bombs in North Ireland is not new.

There were two incidents in Belgium in March: a train station was evacuated after bomb hoax. A

man, who was carrying two gas cylinders in his car, was arrested. It demonstrates that Belgian

government is taking seriously any possible IED threat and it is an example of their terrorism

prevention effort.

In the other hand, there are many countries in Europe which have suffered IED incidents caused

by domestic terrorism.

In Spain Guardia Civil police force have found a large stash of explosive which they suspect

belong to the Basque separatist group ETA. In Greece, Germany and France anonymous packages

have been sent to personalities or Governmental organisms. In France a parcel loaded with

explosive was sent to the International Monetary Fund offices in Paris injuring a woman. French

police described the device as a “big firecracker” that appeared to be homemade. The attack bore

all the hallmarks of a Greek anarchist group known as the Conspiracy of Fire Cells (Synomosia

Pyrinon Tis Fotias), which claimed responsibility for the aforementioned package bomb sent to the

German finance ministry some days ago(1). The IED’s received in Greece and Germany have been

deactivated by the police.

In Italy, the police arrested four people suspected of planning to blow up the Rialto Bridge. The

detainees did not have the components to build up the IED but they had been studying how to build

an IED.

In Bulgaria three homemade bombs -which may have targeted the office of Kosta Bogatsevski, a

former Interior Ministry Chief Secretary-, exploded. In Sweden three explosions caused material

damage, but no one was injured. In both cases, the incidents have been attributed to radicalism.

The most serious incidents took place in Ukraine, where an intelligence officer was killed

blowing his car up. Also, two soldiers were killed during a mission as a result of detonation of

unknown explosive device. The conflict between Kiev and the separatists has killed more than

10,000 people since April 2014.

In Ireland two improvised explosive devices were rendered safe by the Army disposal unit. At

this moment no information is available in relation to the components, group which emplaced the

IEDs or possible target and motivation.

All of the incidents registered in Turkey over February have been claimed or attributed to PKK.

The Government is actively fighting against this terrorist group, so the Turkish Armed Forces have

carried out 11,738 military operations against the Kurdistan Workers' Party (PKK) in the last six

months, according to official sources. In the operations, 153 major incidents have been prevented, 4

suicide attackers and 21 suspects plotting and preparing attacks have been caught and 22 bomb-

laden cars seized.

ASSESSMENT:

Jihadist terrorism is the most important threat in Europe nowadays. This report is focused on

IED, so we can say that security forces in Europe have manage to restrict the use of IED’s, but the

jihadist threat still exist. They are adapting and using improvised means of attack because they

cannot travel to conflict zones where they develop expertise. Due to the specialized nature of the

report, it seems that the threat of domestic terrorism is greater than the jihadist threat, but this is

not true. In relation to the incidents, just an increase of violent radicalization could be deduced.

Most of the incidents that took place during the month of March were low-power home-made

IEDs which were deactivated by the police or exploded without causing casualties. In general, the

trend is similar to the previous months.
