• We administer the Forest Practices Act; the Surface Mining Act; Dredge and Placer Mining Act; and the Abandoned Mine Reclamation Act.
• We regulate the exploration, drilling, and production of oil and gas resources under the direction of the Idaho Oil and Gas Conservation Commission, to ensure the conservation of oil and gas and the protection of surface and groundwater.
• We have expanded our responsibilities to include assisting federal agencies with management on federal lands through Good Neighbor Authority (GNA). GNA was authorized in the 2014 Farm Bill and allows states to enter into cooperative agreements with federal agencies to assist with management on federal lands.
All of the assistance and protection programs are funded by a combination of dedicated, federal, and General Fund dollars. General Funds represent about 10% of our total budget.
Major Restructuring In FY12 and FY13, IDL implemented a new organizational structure. The major provisions of the new structure were as follows: • The Division Administrator of Operations position was created to ensure that operations staff had
representation at the executive staff level. • The agency combined some area offices, reducing the number of area offices from 14 to 10. • The Lands and Waterways Division was modified by splitting the regulatory programs from the
endowment programs. The agency created a Bureau Chief of Resource Protection and Assistance and a Bureau Chief of Endowment Leasing. Previously, all programs reported to one bureau chief, which was difficult to manage given the dual missions and large number of programs.
In FY16, the position of Deputy Director was added for several reasons including the assurance of continuity in the case of a vacancy in the Director position. The Deputy Director oversees Forestry and Fire, Lands and Waterways, and Operations Divisions and serves as back-up for the Director. The 2017 Idaho Legislature and the Land Board approved the creation of a new Oil and Gas Division (regulatory) within IDL with a staff of five including a Division Administrator who serves as secretary to the Oil and Gas Conservation Commission.
Major Accomplishments Cottage Site Sales In February 2010, the Land Board directed IDL to unify the 523 cottage site split estates and to address the need for formal access, accurate easements, and subdivision platting associated with the cottage sites. Subsequently, the Land Board has approved voluntary auction for ownership (VAFO) plans for the sale of the sites. Since 2011, the voluntary auctions have resulted in the transition of 342 cottage site lots to private ownership (140 lots at Payette Lake and 202 lots at Priest Lake) for a total of $152,584,545 in Land Bank funds for the endowments. After the 2018 VAFO cycle concludes, an estimated 395 or 76% of the original 523 cottage site lots will have been sold. IDL will continue to offer VAFO cycles through 2024 based on the level of interest and market conditions. Commercial Retail (Buildings) Sales In February 2016, the Land Board directed IDL to dispose of 12 commercial properties and four parking lots at auction. Subsequently, two auctions were held in December of 2016 and December of 2017. In those two auctions combined, IDL disposed of 12 properties that were appraised at $19.7 million for a total sales price of $25.8 million. The properties that did not sell continue to be offered for auction nomination.

Sage Grouse Conservation In support of Governor Otter’s Idaho Sage-Grouse Conservation Plan, IDL focuses conservation efforts on the Core and Important Habitat Zones, which include the great majority of the sage-grouse populations in Idaho. While IDL ownership is a relatively small proportion (619,000 surface acres) of the 10.5 million acres of habitat, almost half of endowment rangelands are found within the Core and Important Habitat Zones. Fire Suppression and Timber Salvage Operations In 2015, IDL experienced a very long and intense fire season. IDL, Southern Idaho Timber Protective Association (SITPA), and Clearwater-Potlatch Timber Protective Association (CPTPA) put out close to 300 fires that burned 75,000 acres (594% of the 20-year average) with a cost to the Idaho taxpayers of about $60 million. Approximately 28,000 acres of endowment land burned with 7,000 of those acres being timberland acres. IDL immediately went to work planning 15 fire salvage sales to produce 80 million board feet of burned timber on about 6,000 acres of endowment land. Rangeland Fire Protection Associations (RFPA) IDL has worked collaboratively with local ranchers and BLM since 2012 to establish RFPAs to protect against rangeland fires in south and southeastern Idaho. Currently there are nine RFPAs that together protect 1.8 million acres of private rangeland that was previously unprotected as well as providing secondary protection on 7.2 million acres of federal and state land. IDL works with groups to document and track firefighter training records and to facilitate equipment acquisition. For the 2018 season, IDL acquired or is building a total of seven engines with funding from the Governor’s Office of Species Conservation. In 2017, the RFPAs responded to more than 50 fires. Good Neighbor Authority (GNA) Program Establishment The 2014 Farm Bill expanded GNA to all states. In 2015, the Idaho Legislature passed SCR 126 directing IDL to explore the use of GNA in Idaho. IDL has been working with the USFS, timber companies, and many other partners to bring GNA projects forward to increase the pace and scale of forest and watershed restoration on National Forests in Idaho. These projects will help reduce fuel buildup, improve forest health, reduce the threats to adjacent state and private lands, put additional fiber on the market, and create jobs. Currently, there are 11 GNA projects planned on four National Forests that are expected to treat up to 10,000 acres and generate more than 65 million board feet of fiber over the next three years with more projects are expected to follow. This last year, IDL also entered into a GNA agreement with the Bureau of Land Management to expand rangeland restoration across southern Idaho. Oil & Gas - Regulatory During the 2017 session, the Idaho Legislature established and funded an Oil and Gas Division within IDL and restructured the Oil and Gas Conservation Commission. Asset Allocation & Governance Study and Implementation Since 2014, the Land Board and IDL has been working with Callan LLC (Callan) to implement a number of recommendations that were identified in Callan’s Asset Allocation and Governance Review. Some of the major changes implemented by IDL, EFIB, and the Land Board include: 1) implementation of a new governance structure; 2) development of a comprehensive Statement of Investment Policy (whole trust focus); 3) agreement on a high-level strategy with a revised Asset Management Plan; 4) development of a Strategic Reinvestment Plan; 5) joint reporting to the Land Board by EFIB and IDL; 6) reformulation of the endowment income statement and an annual review of the document; 7) establishment of the Land Board Audit Committee; and 8) more accurate/refined endowment revenue forecasting.

IDL Strategic Plan In June 2016, IDL brought forward a fully revised and expanded strategic plan which identifies key activities for staff and helps to inform individual employee work plans. The plan highlights high-level directives from the Land Board with IDL activities aligned under these expectations. IDL leaders and staff update the plan annually and use it as a guiding resource in work planning. Enterprise Systems Implementation • Land Information Management System (LIMS) – Forestry & Fire
Work on this system began in FY10 and expected completion is June 2019. Implementation is iterative, so many phases have been completed and implemented and are being utilized by IDL staff. Once fully completed, this system will connect financial data and data about timber sales, forest management activities, harvest modeling, regulatory matters and inventory (of forests, roads, streams) in a single view accessible across the agency.
• Land Information Management System (LIMS) – Lands & Waterways Work on this system began in FY17 and expected completion is December 2019. This system will enable the agency to transition from disconnected processes with information stored in silos to centralized information storage and management. It will connect data about land ownership, leasing activities, and regulatory data in a single view accessible across the agency. It will also provide a web-based self-service customer portal to enable simple, customer-centric communication for all Lands & Waterways programs.
• Electronic Content Management System Work on this system began in FY18 and expected completion is April 2020. This system is critical to integrating the two LIMS systems and providing a depository for all documents generated from these two systems as well as all other agency documents and records. The system will reduce redundancy of records, support fulfillment of public records requests, and allow for business-driven compliance with litigation holds.
Short and Long-Term Critical Needs IDL will continue to articulate the complexities of the following major activities and seek support from the Governor and the entire Land Board to meet our strategic objectives: • Good Neighbor Authority Support – The goal of GNA in Idaho is to help improve forest health,
reduce fuels and threats to communities and watersheds from catastrophic wildfires, and create more jobs and economic benefits. IDL is working with the USFS across four National Forests to achieve the GNA goal. Currently, there are 29 proposed projects (22,000 acres) with 12 projects underway. To date, IDL has sold three timber sales that will generate 13 million board feet of timber on approximately 850 acres. IDL is providing the following services: cruising, tree marking, establishing sale boundaries, auctioning sales, sale administration, monitoring, restoration work and contracting assistance. Success requires a 3-5 year financial commitment from all partners including USFS grants, the State of Idaho, and the Idaho forest products industry. Once ongoing program income is generated from projects on a forest, the funds are used for additional projects. The goal is to create self-sustaining GNA program revenue.
• Timberland and Farmland Acquisition Support – IDL is working to reinvest funds deposited into the Land Bank after the disposal of residential and commercial properties. IDL has a Real Estate Services

team in-house as well as various brokers and real estate advisors to assist in sourcing, performing due diligence on, and ultimately purchasing productive timberland and farmland. Land Bank funds must be spent within five years of deposit or will be swept to the Permanent Fund and invested in financial assets like stocks and bonds. IDL, EFIB, Callan Associates, and the Land Board have agreed reinvesting in land is desirable to ensure diversification of the endowment assets.
• Forest Asset Management Plan (FAMP) Implementation – The revised FAMP will significantly increase the sustained yield calculations on endowment timberland and result in increased revenue for the endowments. Increases in harvest will, however, require some staff augmentation and additional expenses to reforest and manage the lands.
• Fire Preparedness and Suppression – Ensuring funding is available to meet the growing needs of longer and hotter average fire seasons.
Significant Changes in Funding or Staffing Levels
• Good Neighbor Authority: To support the GNA program, IDL added a total of 12.33 FTE and just under $5 million in ongoing spending authority between FY17 and FY19. Five percent of the appropriation is General Fund, 11% is Federal Funds, and the remaining 84% is Dedicated Funding from industry seed money and timber revenue earned on GNA timber sales on Idaho’s National Forests. The goal is for the program to become completely independent of the General Fund and be self-sustaining in the next several years.
• Fire Preparedness: The fire program received a significant added appropriation from a FY16 supplemental and a FY17 appropriation totaling $740,622 ongoing (50% General Fund and 50% fire dedicated).
• Fire Suppression: IDL has historically been given legislative authority to issue deficiency warrants for
fire suppression activities (apart from fire preparedness activities). IDL requests a supplemental if the deficiency fund has a negative balance at the beginning of the fiscal year. The Idaho Legislature has also “pre-funded” the deficiency fund for fire suppression on two occasions in recent years in anticipation of potentially high firefighting costs.
