TheInternationalCheerUnion(ICU)willhostthe2017ICUJuniorWorldCheerleadingChampionshipsand2017ICUWorldCheerleadingChampionshipsWednesdaythroughFriday26-28April2017attheESPNWideWorldofSports®Complex.SincemanycountriesconvergetoFloridathisweekend;expense,timeandhighestanticipatednationalparticipationwasthecriteriainthisdecision.ManyathletesandcoacheswillparticipateintheICUWorldCheerleadingChampionships;thenwillalsohavetheirathletesperformattheIASFCheerleadingWorldsSaturday,Sunday&Monday.

There is no set maximum age. Any team proven to be in violation of the age requirements will be automatically disqualified. Crossovers between all ICU Divisions and between JWC and WC are permitted.

2. ThecompetitionisscheduledtobeheldattheESPNWideWorldofSports®Complex.
3. Thetournamentofficialsshallhavetherighttoalterthetimeandlocationofthecompetitionintheeventchangesbecomenecessaryduetoinclementweather,facilityproblems,televisionproductionrequirements,oranyothersituationdeemedbythetournamentofficialstobeessentialtothesuccessfulexecutionofthechampionship.
III.HOWTOHANDLEPROCEDURALQUESTIONSA. RULES&PROCEDURES—Anyquestions
concerningtherulesorproceduresofthecompetitionwillbehandledexclusivelybythedirector/coachoftheteamandwillbedirectedtotheCompetitionDirector.Suchquestionsshouldbemadepriortotheteam’scompetitionperformance.
B. PERFORMANCE—Anyquestionsconcerningtheteam’sperformanceshouldbemadetotheCompetitionDirectorimmediatelyaftertheteam’sperformanceand/orfollowingtheoutcomeofthecompetition.
IV.SPORTSMANSHIPAllparticipantsagreetoconductthemselvesinamannerdisplayinggoodsportsmanshipthroughoutthecompetitionwithpositivepresentationuponentryandexitfromtheperformanceareaaswellasthroughouttheroutine.Theadvisorandcoachofeachteamis
responsibleforseeingthatteammembers,coaches,parentsandotherpersonsaffiliatedwiththeteamconductthemselvesaccordingly.Severecasesofunsportsmanlikeconductaregroundsfordisqualification.V.INTERRUPTIONOFPERFORMANCEA. UNFORSEENCIRCUMSTANCES1. If,intheopinionofthecompetitionofficials,a
team’sroutineisinterruptedbecauseoffailureofthecompetitionequipment,facilities,orotherfactorsattributabletothecompetitionratherthantheteam,theteamaffectedshouldSTOPtheroutine.
2. Theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.Thedegreeandeffectoftheinterruptionwillbedeterminedbythecompetitionofficials.
3. Ifateamneedstore-performaroutinebutfailstodotheroutineinitsentirety,thenthisteamwillreceiveascorebasedonthelowerlevelperformance.
B.FAULTOFTEAM1. Intheeventateam’sroutineisinterruptedbecause
offailureoftheteam’sownequipment,theteammusteithercontinuetheroutineorwithdrawfromthecompetition.
2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifdecidedbyofficials,theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.
3. Ifateamneedstore-performaroutinebutfailstodotheroutineinitsentirety,thenthisteamwillreceiveascorebasedonthelowerlevelperformance.
C.INJURY1. Theonlypersonsthatmaystoparoutineforinjury
are:a)competitionofficials,b)theadvisor/coachfromtheteamperformingorc)aninjuredindividual.
2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifthecompetitionofficialsallowaroutinetobe

performedatalatertime,thespotintheschedulewherethere-performanceistotakeplaceisatthesolediscretionofcompetitionofficials.Theteammayperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.
3. Ifateamneedstore-performaroutinebutfailstodotheroutineinitsentirety,thenthisteamwillreceiveascorebasedonthelowerlevelperformance.
4. Theinjuredparticipantthatwishestoperformmaynotreturntothecompetitionfloorunless:a. Thecompetitionofficialsreceiveclearance
from,first,themedicalpersonnelattendingtothatparticipant,theparent(ifpresent)ANDTHENtheheadcoach/advisorofthecompetingteam.
b. Ifthemedicalpersonneldonotcleartheparticipant,theparticipantcanonlyreturntothecompetitionifaparentorlegalguardianinattendancesignsareturntoparticipationwaiver.
c. Intheeventofasuspectedconcussion,theparticipantcannotreturntoperformwithoutclearancefromaphysician(MD/DO)thathastrainingrelatedtoheadinjuries,andwaiting24hours,evenwithawaiverfromaparentorlegalguardian.
d. Inadditiontotheheadinjurypolicy,weencourageyoutobefamiliarwiththespecificlawwherethecompetitionisbeingheld.
VI.INTERPRETATIONSAND/ORRULINGSAnyinterpretationofanyaspectoftheseRulesandRegulationsoranydecisioninvolvinganyotheraspectofthecompetitionwillberenderedbytheRulesCommittee.TheRulesCommitteewillrenderajudgmentinanefforttoensurethatthecompetitionproceedsinamannerconsistentwiththegeneralspiritandgoalsofthecompetition.TheRulesCommitteewillconsistoftheCompetitionDirector,HeadJudge,andadesignatedcompetitionofficial.VII.DISQUALIFICATIONAnyteamthatdoesnotadheretothetermsandproceduresofthese“RulesandRegulations”willbesubjecttodisqualificationfromthecompetition,willautomaticallyforfeitanyrighttoanyprizesorawardspresentedbythecompetition,andmayalsoforfeittheopportunitytoparticipatethefollowingyear.VIII.SPOTTERPOLICYInanefforttopromoteahigherlevelofsafetyforcompetingathletes,theICUWorldCheerleadingChampionshipswillprovidespottersforallrehearsal
andcompetitionfloors.Toprovidethesafestcompetitiveenvironment,teamsshouldnotattemptskillsbeyondtheirabilitylevel.IX.GENERALSAFETYRULES1. Allathletesmustbesupervisedduringallofficial
functionsbyaqualifieddirector/coach.2. Coachesmustrequireproficiencybeforeskill
progression.Coachesmustconsidertheathlete,groupandteamskilllevelswithregardtoproperperformancelevelplacement.
3. Allteams,coachesanddirectorsmusthaveanemergencyresponseplanintheeventofaninjury.
4. Athletesandcoachesmaynotbeundertheinfluenceofalcohol,narcotics,performanceenhancingsubstancesorover-the-countermedicationsthatwouldhindertheabilitytosuperviseorexecutearoutinesafely,whileparticipatinginapracticeorperformance.
5. Athletesmustalwayspracticeandperformonanappropriatesurface.Technicalskills(stunts,pyramids,tossesortumbling)maynotbeperformedonconcrete,asphalt,wetorunevensurfacesor,surfaceswithobstructions.
6. Soft-soledshoesmustbewornwhilecompeting.Nodanceshoes/boots,and/orgymnasticsslippers(orsimilar)allowed.Shoesmusthaveasolidsole.
7. Jewelryofanykind,includingbutnotlimitedto,ear,nose,tongue,bellybuttonandfacialrings,clearplasticjewelry,bracelets,necklacesandpinsonuniformsisnotallowed.Jewelrymustberemovedandmaynotbetapedover.Exception:medicalIDtags/bracelets.Clarification:Rhinestonesareallowedwhenadheredtotheuniformandnotallowedifadheredtotheskin.
8. Anyheightincreasingapparatususedtopropelanathleteisnotallowed.Exception:springfloor.
9. Flags,banners,signs,poms,megaphonesandpiecesofclotharetheonlypropsallowed.Propswithpolesorsimilarsupportapparatusmaynotbeusedinconjunctionwithanykindofstuntortumbling.Allpropsmustbesafelydiscardedoutofharmsway(example:throwingahardsignacrossthematfromastuntisnotallowed).Anyuniformpiecepurposefullyremovedfromthebodyandusedforvisualeffectwillbeconsideredaproponceitisremovedfromthebody.
10. Supports,bracesandsoftcaststhatareunalteredfromthemanufacturer’soriginaldesign/productiondonotrequireadditionalpadding.Supports,bracesandsoftcaststhathavebeenalteredfromthemanufacturer’soriginaldesign/productionmustbepaddedwithaclosed-cell,slow-recoveryfoampaddingnolessthan½inch/1.27centimetersthickiftheparticipantis

involvedinstunts,pyramidsortosses.Aparticipantwearingahardcast(example:fiberglassorplaster)orawalkingbootmustnotbeinvolvedinstunts,pyramidsortosses.
11. Fromalevelgridstandpoint-allskillsallowedforataparticularlevelencompassallskillsallowedintheprecedinglevels.
12. Requiredspottersforallskillsmustbeyourownteam’smembers,andbetrainedinproperspottingtechniques.
13. Dropsincludingbutnotlimitedtoknee,seat,thigh,front,backandsplitdropsfromajump,stunt,orinvertedpositionarenotallowedunlessthemajorityoftheweightisfirstborneonthehandsorfeet,whichbreakstheimpactofthedrop.Shushinovasareallowed.Clarification:Dropsthatincludeanyweightbearingcontactwiththehandsandfeetarenotinclearviolationofthisrule.
14. Athletesmusthaveatleastonefoot,handorbodypart(otherthanhair)ontheperformingsurfacewhentheroutinebegins.Exception:Athletesmayhavetheirfeetinthehandsofbase(s)ifthebase(s)handsarerestingontheperformingsurface.
15. Thecompetitorswhobeginaroutinemustremainthesamethroughoutthecourseofaroutine.Aperformerisnotpermittedtobe“replaced”byanotherperformerduringaroutine.
16. Anathletemustnothavegum,candy,coughdropsorothersuchedibleornon-edibleitems,whichmaycausechoking,inher/hismouthduringpracticeand/orperformance.

routinerequirementsapply.B. AllParaCheerUnifiedNationalTeamsmustbe

C. Wheelchairsusedinperformingstuntsandpyramidsmusthavebothwheelsincontactwiththeperformancesurfaceduringtheskillwithanaddedandappropriateanti-tipattachmentforsafety.
Clarification:Anappropriatewheelchairanti-tipattachmentmustbeincontactwiththechairandtheperformancesurfaceasa3rdpointofcontacttotheperformancesurfacewhilebothwheelsofthewheelchairarealsoincontactwiththeperformancesurface.
D. Allathletesspotting,catchingand/orcradlingaskillmusthavemobilitythroughtheirlowerbody(withorwithoutuseofmobilityequipment)toabsorbtheimpactoftheskill,aswellaswithadequatelateralspeedtospot,catchand/orcradletheskill.
E. Allathletesspotting,catchingand/orcradlingaskillmusthaveatminimum1armextendedbeyondtheelbowtoadequatelyassistwiththeskill.
F. Releasemovesanddismountsmaybecaughtbyindividualswhowerenottheoriginalbase(s)ifthemainbase(s)arenotcapableofcatchingand/orcradlingtheskill.
G. Mobilitydevices(i.e.wheelchairs,crutches,etc.)maybeusedtoaidthetoppersoninloadingintoastuntand/orpyramid.Example:Atoppersonmaystepuponanyportionofawheelchair,mobiledevice,and/oruponabasesupportingacrutchtoloadintoaskill.
H. Allmobilityequipment,prosthesis,andbracesareconsideredpartoftheathleteunlesstheyareremoved,inwhichcasetheyareconsideredlegalprops,untilreplacedonorreturnedtotheathlete.

IV.SPORTSMANSHIPAllparticipantsagreetoconductthemselvesinamannerdisplayinggoodsportsmanshipthroughoutthecompetitionwithpositivepresentationuponentryandexitfromtheperformanceareaaswellasthroughouttheroutine.Theadvisorandcoachofeachteamisresponsibleforseeingthatteammembers,coaches,parentsandotherpersonsaffiliatedwiththeteamconductthemselvesaccordingly.Severecasesofunsportsmanlikeconductaregroundsfordisqualification.V.INTERRUPTIONOFPERFORMANCEA. UNFORSEENCIRCUMSTANCES1. If,intheopinionofthecompetitionofficials,a
team’sroutineisinterruptedbecauseoffailureofthecompetitionequipment,facilities,orotherfactorsattributabletothecompetitionratherthantheteam,theteamaffectedshouldSTOPtheroutine.
2. Theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.Thedegreeandeffectoftheinterruptionwillbedeterminedbythecompetitionofficials.
3. Ifateamneedstore-performaroutinebutfailstodotheroutineinitsentirety,thenthisteamwillreceiveascorebasedonthelowerlevelperformance.
B.FAULTOFTEAM1. Intheeventateam’sroutineisinterruptedbecause
offailureoftheteam’sownequipment,theteammusteithercontinuetheroutineorwithdrawfromthecompetition.
2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifdecidedbyofficials,theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.
3. Ifateamneedstore-performaroutinebutfailstodotheroutineinitsentirety,thenthisteamwillreceiveascorebasedonthelowerlevelperformance.
C.INJURY1. Theonlypersonsthatmaystoparoutineforinjury
are:a)competitionofficials,b)theadvisor/coach

2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifthecompetitionofficialsallowaroutinetobeperformedatalatertime,thespotintheschedulewherethere-performanceistotakeplaceisatthesolediscretionofcompetitionofficials.Theteammayperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.
3. Ifateamneedstore-performaroutinebutfailstodotheroutineinitsentirety,thenthisteamwillreceiveascorebasedonthelowerlevelperformance.
4. Theinjuredparticipantthatwishestoperformmaynotreturntothecompetitionfloorunless:a. Thecompetitionofficialsreceiveclearance
from,first,themedicalpersonnelattendingtothatparticipant,theparent(ifpresent)ANDTHENtheheadcoach/advisorofthecompetingteam.
b. Ifthemedicalpersonneldonotcleartheparticipant,theparticipantcanonlyreturntothecompetitionifaparentorlegalguardianinattendancesignsareturntoparticipationwaiver.
c. Intheeventofasuspectedconcussion,theparticipantcannotreturntoperformwithoutclearancefromaphysician(MD/DO)thathastrainingrelatedtoheadinjuries,andwaiting24hours,evenwithawaiverfromaparentorlegalguardian.
d. Inadditiontotheheadinjurypolicy,weencourageyoutobefamiliarwiththespecificlawwherethecompetitionisbeingheld.
VI.INTERPRETATIONSAND/ORRULINGSAnyinterpretationofanyaspectoftheseRulesandRegulationsoranydecisioninvolvinganyotheraspectofthecompetitionwillberenderedbytheRulesCommittee.TheRulesCommitteewillrenderajudgmentinanefforttoensurethatthecompetitionproceedsinamannerconsistentwiththegeneralspiritandgoalsofthecompetition.TheRulesCommitteewillconsistoftheCompetitionDirector,HeadJudge,andadesignatedcompetitionofficial.VII.DISQUALIFICATIONAnyteamthatdoesnotadheretothetermsandproceduresofthese“RulesandRegulations”willbesubjecttodisqualificationfromthecompetition,willautomaticallyforfeitanyrighttoanyprizesorawardspresentedbythecompetition,andmayalsoforfeittheopportunitytoparticipatethefollowingyear.
VIII.SPECIFICROUTINEGUIDELINESA. CHOREOGRAPHYANDCOSTUMING1.Suggestive,offensive,orvulgarchoreography,
costuming,makeupand/ormusicareinappropriateforfamilyaudiencesandthereforelackaudienceappeal.
2. Routinechoreographyshouldbeappropriateandentertainingforallaudiencemembers.Vulgarorsuggestivematerialisdefinedasanymovementorchoreographyimplyingsomethingimproperorindecent,appearingoffensiveorsexualincontent,and/orrelayinglewdorprofanegesturesorimplications.
3. Teamsmaynotcompromisetheintegrityoftheperformancesurface(Examples:residuefromsprays,powders,oils,etc.)
4. Useoffire,noxiousgases,liveanimalsandotherpotentiallyhazardouselementsarestrictlyprohibited.
5. Inappropriatechoreography,costumingand/ormusicmayalsoaffectthejudges’overallimpressionand/orscoreoftheroutine.
6. Allcostuming,makeupandchoreographyshouldbeageappropriateandacceptableforfamilyaudiences.
7. Allcostumingshouldbesecureandofferfullcoverageofbodyparts.Costumemalfunctionsresultinginteammembersbeingexposedmaybegroundsfordisqualification.
8. Tightsshouldbewornunderbriefs,hotpantsorexcessivelyshortshorts.
9. Shoesmustbewormduringthecompetition.Dancepawsareacceptable.Performingbarefoot,insocksand/orfootedtights,highheels,rollerskates,rollerbladesoranyotherfootwearthatisinappropriateforthesportisprohibited.Ifindoubt,pleaseconsulttheICURulesCommitteeforapproval.
10. Jewelryasapartofthecostumeisallowed.11. Allmaleperformers’costumesmustincludeashirt

B. TIMELIMIT/MUSIC/ENTRANCES1.EachTeamwillhaveamaximumof2minutesand30seconds(2:30).2. EachDoubleswillhaveamaximumof1minuteand
30seconds(1:30).3. Everyeffortshouldbemadetoensurethatthe
lyricsofthemusicareappropriateforallaudiencemembers.
4. Timingwillbeginwiththefirstchoreographedmovementornoteofthemusic.

10. TeamsmaynotuseDisneythemesnormaytheyhavecostumesthatresembleaDisneycharacter.However,Disneymusicisacceptable.
C. PROPS1.Apropisdefinedasanythingthatisusedas
partofyourchoreographythatisnotattachedtoyourcostume.Clarification1:ForFreestylePomCategories,Pomsareconsideredpartoftheuniform.Clarification2:ForParaCheerDivisions,allmobilityequipment,prosthesis,andbracesareconsideredpartoftheathleteunlesstheyareremoved,inwhichcasetheyareconsideredlegalprops,untilreplacedorreturnedtotheathlete.
2. Wearableand/orhandhelditemsareallowedintheHipHopcategories.Theycanberemovedanddiscardedfromthebody.
3. TheFreestylePomCategorywillnotallowprops,asitiscompulsorytousepomsthroughouttheentireroutine.Iftherearemaleperformersinthiscategorytheyarenotrequiredtousepoms.
4. Nolargefree“standingprops”willbeallowedinanycategory,suchaschairs,stools,benches,boxes,stairs,steps,ladders,bars,sheets,etc.Anyitemthatbearstheweightoftheparticipantisconsidereda“standingprop”.

FreestylePom.2. Eachcategorywillhaveaseparatetitlewinner.3. EachcountrywillprovideaNationalTeam
comprisedofindividualteammembers.TheNationalTeammaycompeteinasinglecategoryormultiplecategories.
4. IftheNationalTeamchoosestocompeteinmorethan1category,itispermissible,butnot
compulsoryforeachindividualteammembertocompeteaspartoftheNationalTeamineachcategory.
5. EachNationalTeammaybecomprisedofasmanyindividualteammembersasdesired;however,theNationalTeammayonlyparticipateinacategorywithaminimumof16performersandamaximumof24ontheflooratonetime.Itispermissible,butnotcompulsory,thatthesameindividualteammemberscompeteineachcategory.
6. EachDoubleswillbecomprisedof2teammembers.7. Participantswillbeallowedtocrossoverintothe
NationalTeamCheerDivisionsatthecoaches’discretionasschedulingconflictsmayoccur.
8. Eachcountry’sfederationwillneedtoprovideproofofpermanentresidencyforeachmemberofitsteam.
9. Eachathletemustbecompliantwiththeagerequirementsasfollows:JuniorWorldChampionships:12to16yearsofagewithintheyearofthecompetition.SeniorWorldChampionships:14yearsofageorolderwithintheyearofthecompetition.Thereisnomaximumage.Anyteamproventobeinviolationoftheagerequirementswillbeautomaticallydisqualified.

F.CATEGORYDEFINITIONSFREESTYLEPOM–Pomsarerequiredtobeusedthroughouttheroutine.Importantcharacteristicsofapomroutineincludesynchronizationandvisualeffects,alongwithproperpomplacementanddancetechnique.Motionsshouldbeverysharp,cleanandprecise.Yourteamshouldbesynchronizedandappearas“one.”Aroutinethatisvisuallyeffectiveisextremelyimportant,includinglevelchanges,groupwork,formationchanges,etc.Keepinmindthatapomroutinecarriesamoretraditionalcheerleadingtheme,whileincorporatingtheconceptsofJazzandHipHop.Seescoresheetformoreinformation.HIPHOP-Incorporatesstreetstyleinfluencedmovementsandrhythmswithanemphasisonexecution,style,creativity,bodyisolationsandcontrol,rhythm,uniformityandmusicalinterpretation.Theuniformityofallmovementthroughoutthe
