• To build a factual knowledge about the current contexts and developments of eServices in each country at national/regional level
• To identify the key challenges and opportunities
• To analyse the possible specific policy options to make progress

eGovernment supply
• Catching-up with EU15, but scope of services is mainly limited to the 12+8 services measured
• Taxation a key application (both for supply and usage)
• Little development in eProcurement and social security
• Local government lagging behind (decentralisation, funds, skills, institutional capacity)
• Current eGovernment priorities: Broadband infrastructure for public sector, PIAP, Portal, eProcurement, Interoperability of registers, growth in the number of online services
• Limited role of private sector and PPPs

Outlook
• Visible progress in eGovernment• eGov not always integrated in reform • No visible transformative impact (but lack of evaluation)• Little PPP• Following the path of EU15, emphasis on service delivery
• No leapfrogging taking place
• But signs of more original developments• Growing institutional capacity• Unique opportunity with Structural Funds 2007-2013• And …
