ICH – The Questions

I need independent IV&V. How do I get it?

OMB (my Department) keep kicking back my 300’s, what do I need to do?

Framework Shamework, I need actionable architectures!!!

TRM, BRM, PRM, …… how do I get there?

.NET, J2EE, web services,... How do I map my business to solution frameworks?

How do I establish a common and secure infrastructure to support my application and appropriation requirements?

ICH – The Business ICH’s charter is to aid Business Executives in creating effective Enterprise

Architecture and Asset Management. ICH is a non mandatory, non-profit, cost reimbursable EA collaboratory that provides consulting services, architecture research, and education to ensure the success of its clients and members.

ICH value proposition: ICH has a unique architecture modeling and validation process that effectively maps business needs to validated solution sets. The ICH has direct interface with both the government and industry CIO community which results in broad based contact and highly effective working relationships. Leveraging an extensive component repository, meaningful Work gets done with ICH behind it.

ICH’s primary focus is to assist clients in creating, maintaining, and operating world class Enterprise Architectures with total objectivity and fiscal responsibility.

ICH is a Non Profit (501 C 6) which provides Enterprise Architecture and IT Capital Planning Services to its members and to its Public Sector constituents.  These government approved services are of a Mentoring, Assurance, IV&V, Measuring Performance Outcomes, Research, and Consulting nature. ICH focuses on the entire EA package with specific links to E GOV, Security, Critical Infrastructure Protection, Capital Planning, and Detailed Business and Technical Framework alignment to the IT infrastructure services.  The ICH service offerings are delivered through reports, training, conferences, hotline, and on site facilitation.

ICH Architecture Resources are readily accessible through firm fixed price engagements or by the hour. ICH can be “reached” through GSA Schedule 70, FEDSIM, and JACER 8A contracting vehicles.

ICH – The Why

“...

Analysis of the $52 Billion found... Automation of outdated processes

Duplicative IT investments

Few IT investments significantly improve mission performance

Few demonstrated linkage of IT to business of the agency

Major Gaps in agency and government-wide computer related security

$10 bn, 400 projects still have to address business case issues

IT Architecture = Objects & Standards

Planning islands with little to no leverage of information across planning exercises.

No consistency and logical connections between planning components

Many planning steps are duplicated in different planning components leading to incompatible formats

Planning resources are scarce. Agencies are conditioned to meet requirements bare minimum which often results in poorly funded projects.

Existing services firms are vested in the status quo will not drive process improvements in this area

Logical integration of all planning components

Planning activities are seamlessly connected enabling a consistent and comprehensive flow of planning activities

Business requirements and performance metrics are used as common threads across all planning components

Capital planning is tightly connected to planning activities moving beyond cost-benefits analysis maturing towards asset management

Planning activities follow applicable legislative guidelines and ensure a smooth budget submission process while maximizing targeted funding goals

The SmartPlan Repository captures and connects information from all planning activities

Reusability, Reliability, Objectivity

Do more with less by implementing the ELCA framework

ICH Solution FrameworkDraws from existing testing and implementation successes

“OASIS recognizes a much-needed synergy between our own interoperability development work and the ICH charter to model and

validate interoperable solutions,” said Laura Walker, executive director of OASIS. “We look forward to seeing the efforts of both our organizations

realized through greater industry deployment of interoperability standards.”
