What is ICEGATE Portal?
ICEGATE Portal
It is the web site that provides e-filing services to the trade and cargo carriers and other clients of Customs & Central Excise Department (collectively called trading partner).
ICEGATE is an infrastructure portal that fulfils the department's EC/EDI and data communication requirements. Through this facility the department offers a host of services, including electronic filing of Bill of Entry( import goods declaration) and Shipping Bills (export goods declaration) and related electronic messages between Customs and the trading partners.

ICEGATE Help Desk• Provides a reporting and recording system for
all faults, failures and breakdowns.
• Facility to receive, log, assign and track incidents, from the users’ first contact to problem resolution and incident closure
• Generates a knowledge base on all the responses to situations occurring from time to time.
• Builds in accountabilities on the agencies concerned with servicing and trouble shooting.
• 79,000 calls AND 13000 e-mails were handled on ICEGATE Helpdesk in 2009-10.

Major Changes
As part of the implementation of CBEC’s IT Consolidation Project, the EDI operations at current EDI location would be shifted to ICES 1.5 from ICES 1.0 and enhanced/ modified version of the application software currently operational. Upgraded software, developed by NIC, would be implemented at CBEC’s National Data Centre at New Delhi. About 62 EDI sites operational under ICES1.5 including 17 ICES 1.0 sites migrated to ICES 1.5.
Advanced RES for ICES 1.5 is available at the NIC Website.
Service Centre Operations will now be through ICEGATE
Authorized Bank will be Communicating through ICEGATE

•RES is available for download from http://ices.nic.in/ (as per ICES Version 1.5). The packages facilitates preparation of flat files for both 1.0 and 1.5 formats.. Existing RES User will only be required to update their packages for version 1.5 from site.
•The site also provides facility for helpdesk and users can place their queries/problems for help.

New Facility has been added for User to file Query Reply from Service Centre and Internet Both for the paper filed from Internet.
User can observe the job status for query in Tracking at ICES and DTS
Navigation Path – Home Page – Helpdesk – Use HelpdeskDetails – End users can log a call with icegate by sending E-mail to [email protected] with full particulars. The e-mails are monitored and necessarily replied. Normal reply period : 2 hours. Thereafter escalate to [email protected] (Helpdesk Manager)
End users can also log a call at the helpdesk by making a phone call to Helpdesk analysts sitting at ICEGATE location and other custom locations. The Helpdesk phone Numbers- 23379020, 23370133. ( Delhi Based Numbers )

Difference from ICEGATE in ICES 1.0
• Service Centre : No longer directly interacting with ICES application : No facility to use floppy/ CD/ Pen-drives/ portable
HDD at Service Centre : DTS also through ICEGATE
• All Trading Partners (such as banks, custodians, shipping lines, CHA etc.) interact with ICES through ICEGATE
• All Interactions between Central Servers to Central Server – Hops Reduced.
• Upfront validations in messages; Some Functions of ICES now at ICEGATE e.g. DTR.
• Extended Messaging– No movement of physical Duty payment Challans; Multiple authorized banks
can operate; Credit of DBK to Any Bank A/C– Messages from: Shipping Lines / Carriers ( Arrival/ Departure of containers)
