GUIDELINES FOR SCREENING OF APPLICATIONS For Different Scientific
Positions (Including Research Management Positions) Using Revised
Score Card (For Direct Selection)

1.CONSTITUTION OF SCREENING COMMITTEE
TwoormoresubjectmatterexpertsasMembers,oneofwhommaybedesignatedasChairmanofthe
Committeeby the ASRB. In addition, one more scientist who need not
necessarily be a subject matter expert will be designated as the
Member Secretary of the Screening Committee. The quorum for the
Screening Committee shall be three including Chairman and the
Member Secretary. 2.PRELIMINARY APPRAISAL FOR FULFILLING ESSENTIAL
QUALIFICATIONS (by ASRB Staff)
2.1ASRBStaffshallundertakethepreliminaryscreeningoftheapplicationsreceivedforallscientific
positions. While doing so, a comparativetabulated statement shall
beprepared.Applications should havebeen received within the
prescribed datesboth for the Advance copy as well as the Through
Proper Channel copy as appeared in the advertisement.Applications
received late in either case shall be rejected and not considered
for screening. 2.2The candidate(s)should fulfil all the prescribed
essential qualifications for the postapplied for. If any
candidatedoesnotfulfiloneormoreessentialqualifications,he/shewillnotbeeligibleforthepost
appliedfor.ItwillbesimplymentionedNotEligible/DoesNotFulfillTheEssentialQualification
against his/her name in the preliminary score card sheet. No marks
are to be given to such candidates
underanyitemoftheRevisedScoreCardSystem.However,theScreeningCommitteeshallconfirm
the eligibility once again especially with respect to Academic
Qualifications and Employment Records. 2.3Those candidates who do
not fulfill the minimum prescribed qualifications of work
experience for the post,somealternatequalificationsaregivenfor
eminentscientistshavingprovenrecord ofscientific
contributions.UnderthisalternativequalificationofEminentScientist,onlythosecandidatesshall
beconsideredwhohavebeendecoratedwith(i)national/internationalawards/recognitionssuchas
those conferred by National Organizations like ICAR, CSIR, DBT
etc., Govt. of India, International Bodies
ofreputelikeFAO,UNetc(ii)FellowsofoneoftherecognizedNationalAcademies,viz;National
Academy of Agricultural Sciences, National Academy of Medical
Sciences, Indian Academy of Sciences,
IndianNationalAcademyofEngineering,IndianNationalScienceAcademyandNationalAcademyof
Sciencesand(iii)Minimumof10publicationinjournalshavingNAASratingsof7.5andabove.All
three conditions should be simultaneously met with to qualify for
the eminent category. 2.4The recognitions should, however, be
relevant to the positions applied for. Award of fellowship by any
otherorganization/society,developmentoftechnology,variety/prototypeetc.arenottobe
consideredforthispurpose.Theinterpretationofthequalificationsand/ortherecognitionsby
different professional bodies to an Eminent Scientist shall be made
finally by Chairman/Member of the ASRB.
2.5Theapplicationsreceivedfrompersonsworkingabroad/outsideIndiahavingnoprescribedpayscale
shownintheirapplications,theScreeningCommitteewilldeterminetheireligibilityonthebasisof

RevisedScoreCardafterassessingtheirqualificationsandnumberofyearsofexperienceand
emoluments for the equivalent posts and may recommend such cases
within the prevailing prescribed recruitment rules. 3.GUIDELINES
FOR THE SCREENING COMMITTEE FOR SCREENING OF APPLICATIONS
3.1MarksaretobeassignedfordifferentattributesaspertheapprovedRevisedScoreCard.Detailed
guidelinesforassigningmarksoutofthemaximumscoregivenforeachattributearealsoprovided.
ScreeningCommitteeisempoweredtoassignmarksfollowingthedetailedguidelines.Incaseofany
doubtaboutassigningmarksorinterpretationoftheclausesofscreening,theinterpretationof
eligibility criteria clauses will be made by Chairman/Member, ASRB
and the decision, thereof, shall be final.
3.2Thescoresobtainedwillbemultipliedbyafactorof0.6incaseofSeniorScientist(SS)andPrincipal
Scientist(PS),byafactorof0.5incaseofHeadofDivision(HOD),HeadofRegionalStation(HRS),
Project Coordinator (PC), National Coordinator (NC) and other
equivalent Semi-RMP positions, and by
afactorof0.4incaseofDirector,DeputyDirectorGeneral,DirectorsofDeemedUniversitiesand
equivalentRMPpositionstoobtainweightagesof60,50and40%respectivelyasfinalscoresofthe
Screening Committee. 3.3(a) The amended NAAS Journal ID is on a
scale of 1.0 to 10. The first author will get the full score of the
NAAS rating of a journal while a co-author will get 75% of the
rating.The total scores will be obtained by summing up of the NAAS
rate scores of the maximum number of publications as prescribed for
each category of positions and as provided by the applicants.This
total score will be multiplied by a factor of 1/5 for Senior
Scientists, 1/7 for Principal Scientists, 1/10 for Head of
Divisions and equivalent and 1/18 for the RMP positions to obtain
the final score under publication in Col. 9 (i).
(b)InrespectofPublications(RefereedJournals),itisstatedthatscientistsworkinginNAARM,
managing human resource functions or such other Institutes or
disciplines, who generally do not have publications in NAAS rated
high impact journals, the Screening Committee in such cases is
empowered to appropriately decide the score of such publications
between 1.0 and 2.0. (c) In respect of the column other
publications of the Score Card, two marks for the first author and
oneand a half mark to co-authors for each bookof minimum 100
pagespublished,
authored/edited.Similarly,onemarkeachforBookChapters,policypaperortrainingmanualpublishedasauthoris
assigned for the post RMP.In such cases, marks will be assigned by
the Screening Committee to those authors and co-authors as well,
who are editing or contributing to bulletins, book chapters etc.
3.4IncaseofservicerenderedinRegionalCentre/Stations,whicharelocatedinremote/disadvantaged
areas,scoringdetailsareavailableintheScoreCardGuidelinesforeachcategoryofScientistsand
otherpositions.ThelistofsuchRegionalcentres/StationsbeingtreatedasDisadvantagedAreasis
given at Annexure II, and is subject to revision by the Council
from time to time. 3 4.SHORT LISTING OF CANDIDATES TO BE CALLED FOR
INTERVIEW
4.1Firsttenrankingcandidatesforeachpostsubjecttoaminimumof50%and60%marksinthe
screening shall be eligible for interview call for Non-RMP and RMP
posts, respectively. 4.2The final selection shall be made by giving
weightage to Score Card marks and interview marks in the following

research publications where NAAS journal ID is not available, the
Screening Committee shall be empowered to give appropriate rating
as explained in the Guidelines at the beginning.-Maximum of 15

given. Likewise,incaseofaddingnewequipments,mentioncanbemadeasto
howmanyotherscientistsarebenefitedbysuchaddition.Similarly,
encouraging HRD, plan implementation and/or monitoring of progress
to show better results, successful execution of major projects,
etc. can be given. Structural changes in operational research and
management reforms which
resultedinbetterproductionorefficientutilizationofresourcesaretobe
mentioned. Three marks each for the above stated contributions

been covered elsewhere.
