Where ICAO is going…..

Competency-based training and assessment.

Training and assessment that are characterized by a performance orientation, emphasis on standards of performance and their measurement, and the development of training to the specified performance standards. 

Competency. A combination of skills, knowledge and attitudes required to perform a task to the prescribed standard.

- Perform take-off

- Perform climb

- Perform cruise

- Perform descent

- Perform approach

- Perform landing

The components of a competency framework

 

1 - Competency unit. A discrete function consisting of a number of competency elements

For shippers:• Perform pre-packaging assessment of shipment• Pack dangerous goods • Apply all consignment procedures• Respond to requests

2 - Competency element. An action that constitutes a task that has a triggering event and a terminating event that clearly defines its limits, and an observable outcome.

For “Pack dangerous goods”:• Determine packing method• Apply all relevant packing requirements• Ensure only packagings that are properly tested are used

2 - Competency element. An action that constitutes a task that has a triggering event and a terminating event that clearly defines its limits, and an observable outcome.

3 - Performance criteria. Simple, evaluative statements on the required outcome of the competency element and a description of the criteria used to judge whether the required level of performance has been achieved.

For “Ensure only packagings that are properly tested are used”:• Ensure packages have been tested in accordance with the

requirements for the specific articles or substances• Ensure articles or substances are packaged in the configuration

as specified in the test certificate

How do we verify understanding/competency?

Currently:• Test to verify understanding, not competence• Last thing we do when developing a course

Competency Units:• Manage the welfare of the ducks• Give the twice daily performance*

*Competency Elements:• Collect the ducks from their house#• Parade the ducks from the lift to the fountain

#Performance criteria• Ensure the gate is opened without squashing any ducks• Ensure the same number of ducks exit the lift that left the house
