IC Net Limited Study Objectives1. Examine transport programs and projects in the context of national

gender and transport policies vs. village/household level transport/gender studies. Étudier les projets et programmes de transport dans le contexte des politiques nationales relatives au transport et au "genre" vis-à-vis des études à petite échelle au niveau des foyers et villages

2. Examine the approaches, capacity of transport institutions responsible for implementation of Bank projects. Étudier les méthodes et capacités des institutions chargées du transport et responsables de leur exécution

3. Disseminate the findings and lessons learned from transport institutions, Bank TMs, field offices, civil society. Diffuser les conclusions et leçons tirées par les organismes responsables des transports, les services et bureaux de la Banque, ainsi que par la société civile

Transport is an instrument of social and economic transformation and empowerment. Le transport est un instrument de transformation sociale, économique et d’autonomisation.

However, gender does not appear in many of the transport institutional strategies and projects which help transform society. Cependant, le problème des femmes n’apparaît pas dans les stratégies et projets de transport alors qu’ils aident à transformer la société.

Thus, gender analysis is required at not only the national transport policy level but at the institutional and project level in order to understand realities of women and men in a community. Pour comprendre la réalité des femmes et des hommes dans la societé, nous devons analyser le problème au niveau de la politique nationale des transports, au niveau institutionel et au niveau des projets.

• Institutional processes that allow better linkages between a country’s transport policy and its gender policy. Meilleure intégration dans les politiques de transports de la dimension “femme”.

• Clearer, more transparent linkages between a transport policy and the projects that arise from it. Liens plus manifestes entre les politiques de transport et les projets.

• Stronger links between initial project plans and actual approved projects as well as between their planning and implementation. Liens plus forts entre la conception et l’exécution des projets et entre leur planification et leur mise en oeuvre.

• A monitoring and evaluation culture that fosters gender awareness. Culture de suivi et d’évaluation pour encourager une plus grande prise de conscience du problème.
