Two NEW fields for 2018-2019 school year reporting!

1) Exit Date - added to assist in determining length of each enrollment record for each student.

2) Time Student Attends – added to assist in determining when students are enrolled and attending the program. Morning, Afternoon, or Evening. Any combination of these may be reported.

IDOE for English Language Arts and Math teachers in grades 4-8.

• DOE-EE data is used to generate IGM (Individual Growth Measure) ratings used in educator evaluations.

• IGM data is provided back to only those schools that submit data.

• DOE-ER provides the final summative rating for each certified staff in a corporation and is reported to the State Board of Education.

• ER ratings assist in determining the local distribution of Teacher Appreciation Grant (TAG) funding to all eligible certificated staff members.

• Students who earned an Honors or IB Diploma and received SNAP, TANF or Foster Care assistance generate funding of $1500.

• Students who qualified and received homebound or hospitalized services for a minimum aggregate of 20 instructional days anytime during the current reporting school year generate tuition support special education grant funding of $500 per student.

• DOE-HB is now reported at the end of each school year to identify students receiving services from July 1st to June 30th.

• Doe-ME (Membership) is reported by Public schools, both traditional and charter, Indiana School for the Blind and Indiana School for the Deaf.

• DOE-MV (Membership for Voucher) is reported by Non-Public schools participating in the Choice Scholarship Program.

• DOE-MA (Membership for Adults) is reported by eligible Charter schools with adult learners.

• Students enrolled and attending on the fall count date generate dollars for Basic and Complexity Grant funding as part of State Tuition Support.

• Students must be 5 years of age by August 1 to be reported as grade level KG.

• Make sure to report accurate ADM types!

• ADM 1 = Resident Enrollee• Traditional Public Schools – report all students with legal

settlement in the corporation AND who are enrolled and attending the same corporation.

• Charter Schools – report all students that are enrolled and attending the charter school without regard to their corporation of legal settlement.

• Foreign Exchange students residing in the school corporation they are enrolled and attending are considered resident enrollees.

Students placed in your school corporation by a court or child placing agency and do not have a legal settlement are considered ADM Type 1-Resident Enrollees.

• ADM 2 = Transfer Out• Traditional Public Schools – report all students with legal

settlement in the school corporation AND who are enrolled and attending a different school corporation for at least one of the following reasons:• An agreement between the corporation of legal settlement and the

educating corporation (where the student is enrolled and attending).• A “better accommodation” student transfer agreement under IC 20-26-11-5

between the corporation of legal settlement and the student’s parent(s).• Or, A “better accommodation” ordered by the State Board of Education.

Transfer Out is not for student’s enrolled due to placement by courts, child agencies or a parent’s out of district choice of enrollment.

• ADM 3 = Cash Transfer• Traditional Public Schools – report all students with legal

settlement in a different school corporation AND who are enrolled and attending in your school corporation for at least one of the following reasons:• An agreement between the parent(s) and the educating school corporation

(where the student is enrolled and attending).• Approval of the school board for student(s) to enroll and attend regardless

if the corporation charges tuition fees.

Cash Transfers may or may not require parent(s) to pay tuition fees. If transfer tuition is not charged, the public school corporation does not have to

prepare a Statement of Transfer (form 515) for the student(s).

• ADM 4 = State Obligation• Traditional Public Schools – report all students enrolled and

attending in your school corporation for one of the following state actions:• Placement in an institution located within the corporation operated by

division of disability, aging and rehabilitative services or the division of mental health and addiction.

• Placement by division of disability, aging and rehabilitative services or the division of mental health and addiction in an institution, public or private facility, a home, a group home or alternative family setting located within the corporation.

• Children of state employees living on state property.

• ADM 5 = Placement In• Traditional Public Schools – report all students enrolled and

attending in your school corporation as a result of placement by one of the following:• County Welfare Offices• State Courts• State Licensed Child-Placing Agencies

• Typically these are Foster placement students.• Students are placed for Non-Educational reasons. The placements

are for the well-being of the student.

Students with legal settlement in your corporation and are placed in foster care within your corporation are reported as ADM Type 1-Resident Enrollees.

• ADM 6 = Dual Enrolled• Traditional Public Schools and Charter Schools – report all

students enrolled and attending in your school corporation and one of the following:• Non-Public School• Home School

• Choice Scholarship Schools – report all students enrolled and attending in your school and the following:• Traditional Public School

• Dual Enrolled Rules• NEW!! Students dual enrolled between a public school and home

school 50% or more of their FTE (full time equivalency) cannot be reported as dual enrolled. • Home schooled students attending a public school 50% or more must be

reported on Real Time and Membership with the accurate ADM type other than 6-dual enrolled. Public schools are accountable for these students.

• Students cannot be counted as dual enrolled between two public school corporations; this includes Virtual Charter Schools (on-line courses).

• Students receiving special education speech services only are not considered enrolled and should not be reported as dual enrolled by the public school.

• Students enrolled at Indiana School for the Blind and Indiana School for the Deaf.

• Students placed in Indiana from an Out of State School.• Students NOT enrolled and attending on count date including

homeschooled students that are not enrolled for any instruction.• Students transferring from another school corporation mid-way

through the day and are not enrolled for the majority of the day or do not attend (sit) in a classroom (receiving instruction) during count day.

• Expelled General Education Students.• Early or Mid-Year Graduates.• Transfer In – students placed in your corporation for better

accommodations by the corporation of legal settlement.• Placement Out – students with legal settlement in your corporation but

have been placed for non-educational reasons in another corporation.

DOE-ME is used to generate the Public Corporation Transfer Report per IC 20-51-4-12

• Reporting accurate Corporation of Legal Settlement and ADM types provides accurate data for the compilation of the report.

• FAQ is available to assist in understanding the report.• The Transfer Report is published each Fall and Spring semester

utilizing data from period 1 and period 2 Membership and Membership with Voucher data.

• Language or Speech Impairment generates additional funding when a student has more than one exceptionality and Speech is reported as the secondary exceptionality.

• Language or Speech Impairment should not be reported as both primary and secondary exceptionality.

• DOE-TB claim form provides supporting documentation for State Board of Accounts audit.

• Students eligible for free or reduced meals are entitled to free Curricular Materials Assistance.

• Students must have a Real Time or Enrollment and Mobility record reported showing they are eligible for free or reduced meals.

• Students reported for assistance are validated against SES data reported on Real Time or Enrollment and Mobility.
