However, because the Traineeship Programme is scheduled to begin on 5 February 2014, the IAEA is required to initiate preparatory actions in anticipation of approval by the General Conference. A document providing information about the Safeguards Traineeship Programme and an Application Form are attached. The objective of the Safeguards Traineeship Programme is to increase the number of qualified candidates from developing countries for a position of safeguards inspector in the IAEA or in their national nuclear organization. In addition to enhancing the technical skills and competence of the trainees, the Traineeship Programme will provide the participants with opportunities to broaden their knowledge about the peaceful application of nuclear techniques and their implementation at a facility and at the State level. The award of a traineeship does not imply any commitment of appointment with the IAEA. A further objective of the Traineeship Programme is to prepare trainees for employment in their home countries in the field of peaceful uses of atomic energy. The selected trainees will receive ten months of education and on-the-job training at IAEA Headquarters in Vienna and, as appropriate, in nuclear institutions and facilities in Europe. Teaching is based on active learning, requiring a strong commitment of the trainees to day-to-day activities and implementation and presentation of nuclear related projects. All instruction will be in English. Trainees will receive stipends as determined by the IAEA's Rules and Regulations. Governments are invited to submit nominations for the Safeguards Traineeship Programme through the official channels. Nominations and the accompanying Application Form should reach the Safeguards Training Section of the lAEA's Department of Safeguards not later than 16 September 2013. Advance information about the candidate(s), submitted by facsimile or other means, would be welcomed.     Up to six Safeguards Traineeships will be awarded for the year 2014. The IAEA's selection committeewill evaluate the candidates based on criteria such as educational background, working experience andproficiency in English. Preference will be given to candidates from countries under-represented in theIAEA's Secretariat or countries with no or limited nuclear fuel cycle related activities.

    Governments will be informed of the decision made about their nominees no later than27 November 2013. Full details on administrative and fmancial matters relative to the trainees selectedwill be communicated at that time.

    Note: This Programme description is intended for the information of nominatingGovernments and the candidates, and should be circulated accordingly.

    Objectives: The objective of the Safeguards Traineeship Programme is to increase the number ofqualified candidates from developing countries for a position of safeguards inspector in theInternational Atomic Energy Agency (IAEA) or in their national nuclear organization. Inaddition to enhancing the technical skills and competence of the trainees, the TraineeshipProgramme will provide the participants with opportunities to broaden their knowledge aboutthe peaceful application of nuclear techniques and their implementation at a facility and at theState level.

    SpecialConditions:

    The award of a traineeship carries no commitment of appointment with the lAEA after thecompletion of training. The nominating Government and the candidate will be asked toacknowledge this fact in writing on the Application Form. On successful completion oftraining, however, trainees may apply for vacant professional posts for which they arequalified. Their applications will be considered on a competitive basis with all othersreceived, in accordance with the IAEA's established policies and procedures.Trainees will be subject to the authority of the Director General during the period of theiraward.The IAEA may decide to withdraw a traineeship award for reasons of, inter alia, ill health ormisconduct, in which cases the trainees shall be forthwith repatriated.

    Location: Formal training and on-the-job experience will be provided principally at the IAEA'sHeadquarters in Vienna, Austria, and, as appropriate, in nuclear institutions and facilities inEurope.

    Selection: Up to six Safeguards Traineeships will be awarded for the year 2014.     Medical: Trainees are required to submit a Medical Report completed and signed by a registeredmedical practitioner after clinical and laboratory examinations (Part B of the ApplicationForm). The IAEA reserves the right to require the applicant to undergo a further medicalexamination before he/she takes up hislher traineeship.

    HealthInsurance:

    Trainees will be covered by the IAEA's medical insurance plan at no cost to the trainee;however, no coverage will be provided for any dependents.

    Travel: The IAEA will provide the trainee with a round-trip air ticket based on the most direct andeconomical route (lowest logical fare in economy class) between the airport nearest hislherresidence and Vienna, as well as any other travel costs directly connected with theTraineeship Programme.

    The stipend is considered sufficient for a trainee only. Trainees are therefore discouragedfrom having family members accompany them during their traineeship period. Should theywish to do so, all costs connected therewith must be borne by the trainees, including medicalinsurance. Moreover, for each accompanying family member, a trainee must furnish evidenceofhislher ability to provide additional financial support.

  • Fields ofStudy:

    The Safeguards Traineeship Programme is designed to enhance the technical skills andcompetence of the trainees relative to the implementation of safeguards at nuclear facilitiesand for broadening their knowledge on the peaceful application of nuclear techniques and theimplementation thereof in their respective Member States.

    Thus, the fields of study will include:

    - Basic nuclear physics and engineering

    - Radiation characteristics and radiation protection

    - Reactor physics, health physics and radiochemistry

    - Operational characteristics of nuclear facilities

    - Nuclear fuel cycle

    In addition, there will also be introductory training 111 specific areas of safeguardsimplementation, including safeguards principles, practices and procedures.

    Qualifications: The minimum qualification required is a first degree in a relevant field of science andengineering. In addition, about two years of related work or advanced graduate studies aredesirable.

    Language: Since all instruction will be in English, candidates must have a good working knowledge ofthat language, and must provide evidence to that effect, as specified on the Application Form.
