• Furtherfindsthatthecourtshavefoundthedivisionofmotorvehiclesfailuretofullyinformthesovereignsas‘deceptiveinitsofficers’and,assuch,afraud.”

• RequiresthattheDMVissueatnocostnon‐commercialdriver’slicensesandIDcardsthatindicatetheyareUCCexempt.

• TheDMVmustalsoissuevehicledecalsthatindicateregistrationisnotrequiredundertheUCC.
