Fall is just around the corner. The young are returning to their studies to learn what they need to know to succeed. Are you young? You are young if you are not planning on retiring. You need to be continuing your studies to learn what you need to know to succeed in your profession. MPPA and NIGP have several opportunities to assist you in your quest for knowledge. I also wish to encourage you to consider joining the MPPA leadership team. Nominations are being accepted for officers and directors. Our annual election will be held at our November 9th meeting. What is Public Procurement?

Simply put, public procurement is the contracting and acquisition of the goods and services required to sustain society and its way of life.

Consider: how do roads become roads. How are parks, schools, libraries, and water treatment facilities established and maintained? How is water and electricity provided to commercial buildings and private residences? How does a community provide for emergency response to natural or man-made catastrophe?

At every level of society and every entity of government there is evidence of the public procurement profession.

Say hello to the exciting fall of 2017! Sadly, the summer months have passed us by, but for those who attended Forum in Salt Lake in August, it was a great send off right? Now, don’t forget to share with me the best thing you liked about Forum, or the best tool you acquired while there. Have you shared your new tool with your team yet? Do you have plans to? We know first-hand that Forum attendance has value, so show of your new stuff while it’s fresh in your mind. That way, your employers can see for themselves and will grant your request to attend next year in Nashville, Tennessee! For my Maryland State government friends, you know that October 1st is just about here. And with that, as a result of the Lt. Governor’s Procurement Modernization Project, many things will be changing, so be sure to update your checklists and templates now! Remember that our annual MPPA election meeting will occur in November. PLEASE CONSIDER NOMINATING YOURSELF OR A COLLEAGUE to run for any office. The Universal Public Procurement Certification Council (UPPCC) is an independent entity formed to govern and administer the Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) certification programs. The CPPO and CPPB programs are highly regarded and respected among procurement professionals and employers involved in the public sector. To date, the UPPCC has certified well over 10,000 professionals primarily within the US and Canada, but in other nations around the globe. The UPPCC is composed of both a governing body known as the Governing Board and the Board of Examiners whose primary responsibility is for exam development and administration. Reminder As a MPPA member in Good Standing, the following opportunities may be available for you: Stanley D. Zemansky Educational Aid Program MPPA offers scholarships for courses and reimbursement for certification exams to help members meet their educational and professional goals. MPPA members can apply for available scholarship funds for classes by filling out and submitting an application. Information and the scholarship application are available on MPPA’s website: www.mppainc.org , The Stanley D. Zemansky Educational Aid Program. Reimbursement for Recertification of CPPO, or CPPB MPPA offers reimbursement for recertification for CPPO or CPPB. Reimbursement will be limited to candidates who pay for the recertification themselves with no financial support for the recertification fee from their employers. Dashboard Procurement Operator Wanted The truth of the matter is that the job description for the procurement professional is seeking

the educated, experienced and certified practitioner that can deliver contracts that meet an entity’s need for quality, service and price. So how does that fit into this new dashboard procurement style?

Today’s business environment finds both department personnel and vendors offering their latest national or regional contract to the buyer before they even have a chance to make a procurement method decision. Sometimes the interest in piggybacking circumvents that procurement method decision. It is a good time to revisit the procurement professional’s responsibilities and their role in protecting the entity they serve.

The responsibilities vested with the procurement professional are established to ensure that the best interest of the entity are considered over the interest of the department and vendor. Public procurement uses primarily appropriated funds to deliver their services and as such, the taxpayer has a right to expect these funds are in trusted hands.

Let’s take a quick dive into some of the key responsibilities:

1. Selection of a procurement method – a procurement method is selected to ensure that the least restrictive method is used that will produce the most competition while ensur-ing the needs of the entity are met. Preference is for broad competition, variety in ac-cepted products, and low bid price award. The procurement officer is vesting with the authority to use a more restrictive method, such as a Request for Proposals that weights a technical capabilities over price, when the product or service warrants it.

2. Notification to the public – every competitive procurement is advertised to the public for awareness purposes, and to ensure that the right category of vendors receive the notifica-tion for their bidding decision. The procurement officer is responsible for this transpar-ency task and to build as much competition as possible for a particular procurement. This single task ensures that all interested parties had a reasonable opportunity to re-spond if they chose to.

3. Insurance of fair play – every competitive procurement must be delivered in a manner that ensures fair play. All interested parties are to be given the same information and opportunity as every other interested party. That includes the evaluation of their bidding documents especially when they are evaluated by a selection committee. Some entities have resorted to using an affidavit signed by their selection committee members to en-sure their full understanding of this trusted, impartial evaluation role.

4. Risk Reduction – risk can be found in many different areas of the procurement function. In the bidding documents, we find it in our terms and conditions, procurement method, specifications, and pricing strategies. It is the procurement professional’s authority for final approval of the bidding documents to ensure that the document balances the risk between the vendor and entity. A reasonable balance of risk ensures the lowest possible prices are achieved. If we expect too much risk to be borne by the vendor, our prices go up to account for that added risk, and the more the entity assumes should see an equal

response in lower prices. However, knowing where to strike the balance is critical. It is also the procurement professional’s responsibility that the contract language is written clearly in such a way that it binds the parties to their respective responsibilities. There is a lot more to say about risk reduction, but this covers some of the high points of the pro-curement professional’s responsibilities.

5. Best Value Procurement – best value procurement is all the buzz today. In a few words, it means that all aspects of a procurement or life cycle or cost of ownership, or tangibles and intangibles are considered when making the procurement decision. The procure-ment professional is responsible for ensuring that all aspects of a procurement are con-sidered in the bidding documents to arrive at the best value to the entity. This may in-clude the product, service, cost of replacement parts, product life cycle, sustainability, and other considerations.

Remember driving down the highway in a hurry to get to your destination, only to find that the slowest car on the road is right in front of you. Sometimes the purchasing function is viewed like the slow car and we want nothing more than to get around that slow car so we can get to what needs to be done quickly. The procurement professional is deliberately given their protective responsibilities, some of which I have highlighted above, to ensure the integrity, quality and transparency of the contracting process. An unknown author wrote, “Trust takes years to build, seconds to break and forever to repair.” The dashboard of available national and regional contracts are essential in today’s fast-paced government arena. They provide administrative and pricing advantages that we may not otherwise receive by bidding alone. However, they will never replace the need for your procurement professional to perform their own due diligence through the delivery of their responsibilities that serve to get the right products, services, and price but also to ensure the public’s trust is maintained. The procurement process is the slowest when there is a lack of trust. A final passing thought is to express the importance of bringing the procurement professional to the table early and often. Make them a trusted part of your team that is not there to design the specifications but to ensure that your efforts are directed in a manner that will further your contracting needs in a more succinct manner that delivers a solid, transparent and uncontested best value procurement. An important fact that is often overlooked…these procurement rules protect the employee from criticism as well. The appropriate delivery of these services is in the best interest of the entity and you. • Collect, catalog, and file the information for future Association purposes. • Inform the Executive Board in advance for purpose of planning regarding upcoming special pro-

grams or ceremony as may be appropriate, e.g., for the 25th Association anniversary. • Coordinate with other Association committees as appropriate such as Program, Recognition, and In-

Fall is upon us and so are the cold long days but don’t let that get you down. Fall is BEAUTIFUL! Fall brings a break from the heat, a change in color, FOOTBALL, cozy sweaters, the start of the holidays…and who doesn’t love all of the Pumpkin flavored treats!? Fall is also a time to check back on those personal and professional goals you set for the year; have you met them? If not set your course for completion. You still have time; continue to make 2017 a great year! MPPA family it was great to see Maryland representation in Utah at the NIGP National forum held in August. Maryland continues to show their support for NIGP every year at Forum, each state we visit gets a little taste of our Maryland Pride! WE ROCK MPPA! As we say good bye to the Beautiful Mary Jo McCabe, I leave you with these fond memories. We will miss your Smile, your Laugh, your Humor, your Wisdom, and your Hugs…WE WILL MISS YOU.
