I am writing to recommend Ms. MaeFe Muyco as a member of the Guam Social Work Board.
I have worked with Ms. Muyco over the past 23 years and have been her immediate supervisor over the past four years at the Department of Public Health & Social Services, Bureau of Social Services Administration (BOSSA).
As a social worker of the Bureau, Ms. Mucyo was an excellent CPS Social Worker who worked tediously to respond to children that were in imminent hann and engaged their parents in services to reunify famifies. As a supervisor in the Family Services Section, Ms. Muyco is a leader that inspires and motivates not only her own staff but other employees at BOSSA. She is a take-charge person who works welt with other agencies organizing various outreaches and other events in our community to combat child abuse and neglect on our island.
Currently, BOSSA has 21 social workers and five Social Service Supervisors employed within the Bureau. Ms. Muyco would be instrumental in passing on information from the Guam Social Worker Board to help them obtain their license.
I highly recommend Ms. Muyco as a member of the Guam Social Work Board. She is a hard working employee that would help ensure the compliance of professional standards and practice of social work.

I am an attorney licensed to practice on Guam since 1977, and recently retired from employment with the Government of Guam. During my practice of law in this community I have served ten years as an attorney with Guam Legal Services Corporation providing legal services to poor persons, elders and persons with disability; ten years as an Assistant Attorney General exclusively representing the Bureau of Social Services Administration (Child Protective Services) and the Division of Senior Citizens in protective litigation in the Superior Court of Guam; and seven and one half years as the Public Guardian, serving as the court appointed guardian for more than sixty incapacitated adults in need of a guardian. During my career I have worked with and collaborated with many professional social workers and other helping professionals in the social service, health and mental health fields.
I have worked professionally with Mae Fe D. Muyco between 1994 and 2008, primarily in work with Bureau of Social Services Administration/Child Protective Services, but
also on a more limited basis in her work at Guam Memorial Hospital, her work at Guam Legal Services, and her work with Latte Treatment Center. Mae Fe D. Muyco is a good social worker. She demonstrates very good skills in her work with people in difficult and stressful
situations. She exercises sound judgment and leadership. She is a good advocate for her

My name is April De La Cruz and I am a senior at the University of Guam {UOG) and an intern student at the Bureau of Social Services Administration (BOSSA) under the Family Support Services (FSS). I was told that my Field Instructor/Supervisor Ms. Mae Fe Muyco was nominated to be on the Guam Board of Social Workers.
Although, Ms. Muyco is not a Bachelor of Master degree holder in Social Work she has the heart and of a VVorker. During my internship BOSSA taught me a range of things in the professional field that I will take with me as I venture out into the profession of social work. Her selfless character to take in an intern student regardless of the heavy work load that she already has, shows me her dedication to assist the Social Work Program in educating the BSW students. It takes a strong person to do the sort of work that Ms. Muyco's does and when asked how she handles her job she stated that she does it all to protect the wellbeing of children.
I would Ms. Muyco be on Board of Social Workers because we more selfless good hearted people like Ms. Muyco to assist in the betterment of our island.

First on the Agenda is the executive appointment of Ms. Mae Fe Muyco. Thank you very much for being here. Before I recognize I just want to recognize and acknowledge those have come this morning and signed up. I know you all indicated that here as a supporter. There will be no oral testimony. So thank you very much for being here.
I would like to also state for the record that we've been receiving through email a lot of written support for your Executive appointment as well. Thank you very much. The committee will continue to accept written testimony until such time reported out and have it on the sesswn agenda. I will go ahead and recognize you for any opening statements you may have.
Mae Fe Muyco - Good Morning Senator Rodriguez, first and foremost I'd like to say thank you for having me here this morning and telling you a little bit about myself. I feel it's important for me to be in this board. I did not attend the University of Guam and although I feel they produce wonderful Social Workers. I graduated over twenty years ago when UOG was not accredited therefore I took my education off island. I returned home because I love our island. I am not a BSW, but I do hold a Bachelors degree but in recreation, I am also a recreational therapist. I went the school of Human Health and Services at California State University, Long Beach. When I arrived the qualifications to be a Social Worker was just as long as went to a recognized school in Health and Human Services I would be qualified. I started from the way bottom as Social Worker I, II, III and now a Supervisor. Also as a recreational therapist I also work at the hospital part time. I worked at CPS they had wonderful mentors Lydia Tenorio, Joe Diaz and so forth. I worked with individuals in military back in the day with your mother, Rosita Biscoe and so forth. I want to give the community what I had therefore as a Social Worker I also work part time as a recreational therapist. Actually a therapeutic recreational activities coordinator at Guam Memorial Hospital. I also worked at Guam Legal Services, so had experience not only public sector but also in non profit and private sector. Currently in my position I work with many child serving agency. I work with the Bureau Social Services Administration, where we had the most Social Workers. My concern with this board and why I would like to be in it. Is the fact I do not hold a BSW. I do understand that I will be exempt and grandfathered in. I was informed in the past to get the three recommendations letters to hold my current position. I have that, but we haven't moved forward. I would like to move forward in this board and I would like to work with my colleagues to also hold other degrees that unlike are not Social Work. I'm concerned

That we're number one in giving our children great opportunities to live healthy and productive lives. Senator Louise Muna: I'm actually still reviewing your resume it's very long and very impressive I must say so I see that you've been involved in so many programs and conferences. Is this something that maybe you would like to? Because sometimes some conferences that you have could be related today even though they've been done many times in the past. Is this something that you would like to bring to the table and reinstate some of these conferences that you had before? Some of the drug conferences?
Mae Fay Muyco- You know I have to relook at that. When they ask me to put up my resume' I think that was updated in 2014 or 2015. From there I've been attending many other conferences.
Senator Louise Muna: Mean there's more than what is in here.
Mae Fe Muyco- Yes. There's more. But I would like to put things on the table. We are a federally funded not only I worked at Guam Legal Services I was very familiar with the federal grants and the mandates we have to do and why we hold these conferences and why we get the numbers so we can give it to the feds to continue to have money. I have data experiences as well. I would like to have more conferences, but it is also depending on the budget and what it's also entailed in federal grants that presented to any agencies.

Senator William Castro: Hafa Adai and good morning Ms. Mae. Did I hear correctly that you attended the University? UOG?
Mae Fe Muyco- I attended California State University, Long Beach. I did not go to UOG.
Senator William Castro: I thought I heard you attended the University of Guam. Cause I didn't see that. But I want to commend you for stepping forward and accepting the nomination and I am inclined to support your confirmation because of your extensive and varied experiences. You listed a lot CPS, Public Health, Guam Legal Services and of course the entity that probably the continued support of the Guam Memorial Hospital. I do have a second question. You listed Chief Justice Maraman as a reference. Could you share your association with the Chief Justice?
Mae Fe Muyco- When first started as a Social Worker she was the Superior Court judge for the juvenile division in 1994 till 2003. So she heard many of my cases she took in my calls early in the mornings and so forth. I still establish a great relationship with her. She was the primary judge when I was really active in line worker in child protective services.
Senator William Castro: Thank you and I'll close Mr. Chairman by saying and to your credit Ms Muyco, I'm glad to see another strong, educated, invested woman in our community step forward in the leadership compactly. Senator to my left knows another strong woman co-leads my household. Thank you for accepting.

Mae Fay Muyco- I do not know. I heard that I do need to attend. Unfortunately just like you said take care of yourselves. I am going on a long spastic all next week so I look forward to working with the board once I return back from my trip.
