(1) B-26 aircraft based at GLCZ AFB will be airborne H-30 minutesvicinity NTS and fly a raoe-track course 15 milel( of GZ at an alttude of15,000 feet using approved radio channels 7 and 10; after shot pilot will flyso as to place the radioactive aloud between the plane and the radar set atProject 50.8 site B-19 so as to test the attenuation of NIlE missile controlsignals when operating in or beyond an stamic cloud (NIKE missile will not beused).

(2) Air and ground radiological survey will bo conducted to determinethe actual fallout pattern up to 5 r/hr line for ground and 100 r/hr line forair; four helicopters will be positioned at the airstrip on YMXCA LAIE (vici-nity 850904) on D-1 day and will operate from that site, flying at an altitudeof two hundred feet, after clearing each flight with the ACC at CP-1 by radio;three 3/4-ton trucks will be positioned prior to D-day at Project 50.8 site B2;survey will start at IHI30 minutes and both 1/4-ton trucks and helicopters willtake readings at specified checkpoints, transmitting such readings by radio tothe control point located at site B-2.

(3) All selected observers will possess at least a valid CONFITENTIALsecurity clearance. Security rosters by vehicle will be prepared by S-3 ad icertified by S-2 or his representative) for presentation to the MERbWC Secu-rity Office prior to the scheduled movement. Badged vehicle escort officerswill be selected forach vehicle in the movement. Escort fficers will loadassigned vehicles by roster, red-lining the names of thee personnel not pre-sent at the entruoking formation. 04e of two copies of the corrected rosterwinl be handed to a DCD -security representative prior to departuro from CAMPDE&J= ROCK. Upon return after the shot, thospoond copy will be signed by theescort officer and turned in to the 3-3 office for file. Personnel will goand return in some vehicle.

(4) Vehicle escort officers will maintain absolut,: control of theirgroups from the time vehicles are first loaded until they are rat.ar t^ f'AMPDZ= RCCK.

(5) All personnel will be Informed that two minutes prior to H-hour a10-second siren signal will be sounded. At this time all personiiel will turntheir backs to GZ, close their eyes, and cover their eyes with their handsuntil the announcement to recover Is made.

(6) All personnel wil be eeutioned not to pick up any items in theYLVADA TEST SMTl. Although innocent in appearance these items may be radio-active.

(7) Radio silence win be maintaind And all gasoline engines turnedoff from shot-time minus 15 minutes until shot-time plus 5 minutes, duringwhich time all radio stations will continue to monitor their nets on battery-powered radio silence. Only messages that Justify delay of shot will be trans-mitted duringnthis period.

(8) Evacuation in case emergency will be made direct to CAMP D8EROCK. Annex I, Evacuation Plan.

(9) Any damage inflicted on experimental equipmenti:i.the tqst site willbe reported to the Control Group Commander immediately.

(a) List of required vehicles and drivers' names will be furnishedto 8-3 by the Transportation Officer. S-3 will prepare observer rosters forooAVC'.

(b) Vehicles will be marked on the right-front windshield with anumber system, ie, A-l, A-2, etc.

(a) March unit will contain one empty vehicle to transport perasonnel in case of breakdown.

(d) Two wreckers will be located at the rear of the sarch unit.

Vehicles which breakdown during the movement to the observer area will bepushed to the side of the road and left until the return trip. At that timethe wreckers will tow these vehicles beck to CWIP DE.S ROCK.

(e) The last vehicle of the convoy will clear the W.ICURI HIGWIWA

and close in the vehicle parking area by 0330 hours on D-day.

1. SITUATION.--See Opn 0 82. MISSION.--To provide rad-a1ogical safety for operations .con-ducted in the areas assigned and on the routes thereto to includeorganization, personnel equipment, dosimetry, field decontamination,and operating procedures and restrictions for all participantsbased on criteria established by the Department of Defense and theTest Director.

3. EXECUTION.

(1) All observers not having density goggles of 4.2 orgreater density, will close and uover their eyes with their armsand face away (180 degrees) from the detonation point when orderedto do so until detonation time plus five (5) seconds.

(2) Safety regulations published In Memo Nr 10 thisheadquarters6 will be complied with by all personnel assigned orattached to CAMP DESERT ROCK for participation in this test shotexercise.

(3) Drivers trained as monitors will draw the necessaryradiac instrument and act as the prsornel and vehicle monitor forhis vehicle.

(4) Vehicles other than those bi-',1.ng to RAD-SAFE willnot enter areas with intensities of 20 mr/hr or greater, unlessapproval is obtained from RAP-0-. . '.,-. or his representative,

(5) RAD-SAFE personnel will be identified by a two-inchband of white Engineer tape mountod around their fiold caps.

(6) All RAD-SAFE monitor teams will operate from vehicles.

(7) All radiological survey data will be turned into theRad-Safety Officer in Bldg T-1.2, CAMP D, zERT ROCK, upon completionof the test shot exercise.

(8) All radios and gasoline engines will be turned offfifteen (15) minutes prior to shot timo ind will remnin out ofservice until five (5) minutes after the detonation.

Annex I (Emergency Evacuation Plan) to Operation Order 12

1. PRPOS.-To outline the procedure to be followed to accamplish the totalevacuation of the NEVADA TFZT SITE in c ase of emergency.

2. EXECUTION.-Personnel will be prepared to execute a total evaouation of theforward area at any time on D-day.

a. Evacuation will be by march unit to the soubh in the following orders

(1) Retrace route back to Mercury Highway then south.

(2) AM Gate Nr 4 (coordinates 845902).

..i (3) Decontamination Station (coordinates 848888).

(4) Check Gate Nr 2. Camp Mercury (coordinates 914605).

(5) Camp Desert Rock motor pool (coordire tea 872537).

b. March unit commanders will be. responsible for the movement of theirvehicles during the evacuation and for maintaining the proper march discipline.Order to entruck and move out will be given by the Control Group Comander.

d. Following procedure will be observed in the observer areas

(1) Provost Marshal will report for ordars to the Control droup Com-mander.
