The Water Services Association of Australia (WSAA) is the peak industry body
representing the urban water industry. Our members provide water and sewerage services
to over 20 million customers in Australia and New Zealand and many of Australia's largest
industrial and commercial enterprises.

1 EXECUTIVE SUMMARY
Hydroflow Distributors (Aust) Pty Ltd’s SAB Polypropylene (PP) compression fittings are
PN 16 rated and are ISO Type 5 product certified for compliance with AS/NZS 4129:2008
Fittings for polyethylene (PE) pipes for pressure applications . The SAB compression
fittings are designed for jointing PE pipe, both PE80 and PE100 manufactured in
accordance with AS/NZS 4130:2009 Polyethylene (PE) pipes for pressure applications.
SAB range of PP compression fittings are used for connecting new PE pipe and repairing
damaged PE pipe, wet areas or circumstances where fusion jointing is not possible.
SAB range of PP compression fittings includes Straight Coupling, Reducing Coupling, 90°
Reducing Tee, 90° Equal Tee, 90° Female Threaded Tee, 90° Male Threaded Tee, Male
Adaptor, Female Adaptor, End Plug, 90° Elbow, 90° Female Threaded Elbow and 90° Male
Threaded Elbow in various sizes from 20mm to 110mm. The male and female adaptors
come with ½” to 4” BSP threaded outlets. The female threaded outlets have a Grade 430
Stainless Steel reinforcing ring for size 1½” to 4” (refer Section 12 Discussion). The female
threaded outlets from ½” to 1¼” do not have any reinforcing ring.
There is no need to disassemble the SAB PP compression fitting for size 20 mm to 110
mm. After loosening the ‘black nut’, the PE pipe can be inserted directly to the stop and the
nut tensioned.
SAB range of PP compression fittings has been appraised for use in drinking water,
recycled water and pressure sewerage. SAB PP compression fittings are suitable for use in
PE100 PE pressure pipe installations such as drinking and recycled reticulation mains,
property services, pressure sewerage networks and treatment plants.
SAB PP compression fittings are distributed in Australia by Hydroflow Distributors (Aus)
Pty Ltd which imports them from SAB S.p.A, Italy.
Founded in 1985 in New Zealand, Hydroflow operates from purpose built

SAB S.p.A was founded in 2003 by a management team that has over 80 years of
combined experience in the manufacturing of polyethylene fittings. SAB S.p.A
manufactures their SAB range of PP compression fittings in Sant'Angelo in Vado, Italy and
distributes them to over 32 countries.
SAB S.p.A has been issued with a ‘CMARK’ PRODUCT CONFORMITY SCHEME (PCS) –
FULL CERTIFICATION Certificate No 3017 by Australian Certification Services Pty Ltd for
manufacture SAB range of PP Compression fittings in compliance to AS/NZS 4129:2008
Fittings for polyethylene (PE) pipes for pressure applications .
The range of fittings included in this appraisal is detailed in Table 1, Section 4.
The SAB PP compression fittings have been tested and approved for use with drinking
water in accordance with a number of International Standards such as; WRAS (UK), FDA
(USA) and DVGW (Germany) including AS/NZS 4020:2005 Testing of products for use in
contact with drinking water.
PP compression fittings are a mature product in the Australian water industry and such
fittings are approved by many water agencies solely based on product certification. Water
Companies consider these fittings as more reliable product that is “fit for purpose” and
perform satisfactorily.

Recommendations on the use of PP compression fittings for PE pipelines are outlined in
WSA 01 Polyethylene Pipeline Code.
1.1 Recommendations
It is recommended that WSAA members, subject to any specific requirements of the
member, accept or authorise the SAB range of PP Compression Fittings supplied by
Hydroflow Distributors (Aust) Pty Ltd as listed in Table 1 of Section 4 for use in drinking
and recycled water supply and pressure sewerage networks, provided they are designed
and installed in accordance with applicable WSAA Codes and the manufacturer’s
requirements.
2 THE APPLICANT
2.1 The Supplier
Founded in 1985 in New Zealand, Hydroflow operates from purpose built warehousing and
distribution facilities in Auckland, Christchurch and Melbourne.
Hydroflow Distributors Australia was established in 2013 and operates out of a modern
distribution centre located at Altona, Melbourne.
Hydroflow distributes many of the world’s leading industrial brands in New Zealand and
Australia; each of these has been selected not only on product innovation and quality, but
also on the quality and availability of industry leading technical support.
Hydroflow are the exclusive distributors of the Watts/Ames range of backflow devices.
Watts is part of the Watts Water Technologies family with operations in North America,
Europe and Asia. Hydroflow also supplies product into the HVAC, Fire Protection and
infrastructure markets with brands such as Victaulic and Erico. In addition Hydroflow
Australia also stocks the Italian SAB range of PP compression fittings (which is being
assessed), Bugatti ball valve range and Plastitalia electrofusion fittings.

2.2 The Manufacturer
SAB is a System Group company specialising in the production of pipe fittings and
accessories for irrigation, water supply, drainage and gas industry. SAB has a consolidated
structural and production base, with an extensive sales network in Italy and worldwide,
supplying to over 80 countries in five continents. SAB S.p.A. caters the agriculture, water
supply and civil markets with a wide range of products that are tested and certified by
prestigious international approval bodies such as SGS, IIP, DVGW, KIWA, SVGW,
WATERMARK, WRAS, GOST, SABS, and BUREAU VERITAS.
SAB S.p.A was established in 2003 by a management team that has over 80 years of
combined experience in the manufacturing of polypropylene compression fittings. SAB
manufacture their PP compression fittings in Sant'Angelo in Vado, Italy and distribute them
to over 32 countries.
SAB S.p.A currently employs over 40 people involved in administration, production,
assembly and quality control. Hydroflow Distributors has entered into an exclusive supply
agreement with SAB S.p.A Srl, to distribute the SAB range of PP compression fittings
within Australia.
SAB S.p.A is a Quality Endorsed Company complying with ISO 9001 / UNI EN 9001:2008
as demonstrated with Certificate of Registration by SGS Certificate No. IT04/1066.
3 THE PRODUCT
Hydroflow Distributors’ SAB range of PP Compression fittings are manufactured to DIN
8076-3; ISO 17885 and are ISO Type 5 (CMARK) product certified for compliance with
AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications by
Australian Certification Services Pty Ltd.
SAB range of PP compression fittings are suitable for use with polyethylene (PE) pipes
manufactured in accordance with AS/NZS 4130 including PE80 and PE100, for
conveyance of drinking water, recycled water and sewerage in buried and above ground
applications. The fittings are designed for connecting new PE pipe and repairing damaged
PE pipe, wet areas or circumstances where fusion jointing is not possible.
SAB range of PP compression fitting is available in four versions as shown in Figure 1:

This appraisal covers the Version 2 (Black Nut Blueseal) Code: B 105 032 000 B which is
the range of compression fittings in PP for the PE pipe connection up to 16 bar (PN
16). The specialty of the Blueseal PP compression fittings is the gasket.
Blueseal has a sealing system consisting of a double lip seal and a blue jumper ring that

makes it unique and unmistakable. The SAB range of Blueseal compression fittings
consists of over 300 articles of various shapes and sizes ranging from 16 mm to 110 mm
diameter. The “Black nut Blueseal” compression fitting is easy to fit, fast to fit and ensures
a perfect seal even with damaged pipes.
The fitting’s black body, Blueseal16 spacer ring and black lock nut are moulded from virgin
black polypropylene (Grade 8 ASTM D2565) while the white colour grip/lock ring is
moulded from polyacetal resin (POM). The conical gasket/O-ring seal is made of nitrile
butadiene rubber (NBR), hardness 70sh, and black in colour.

SAB range of PP compression fittings from DN 16 to DN 110 have PN 16 pressure rating at
20°C. The range of SAB PP compression fittings includes Straight Coupling, Reducing
Coupling, 90° Reducing Tee, 90° Equal Tee, 90° Female Threaded Tee, 90° Male
Threaded Tee, Male Adaptor, Female Adaptor, End Plug, 90° Elbow, 90° Female Threaded
Elbow and 90° Male Threaded Elbow in various sizes from 20mm to 110mm. The male and
female adaptors come with ½” to 4” BSP threaded outlets. The female threaded outlets
have a Grade 430 Stainless Steel reinforcing ring for size 1½” to 4” (refer Section 12
Discussion). The female threaded outlets from ½” to 1¼” do not have any reinforcing ring.
SAB PP compression fittings are removable and suitable for reuse. The nuts of the
compression fitting are generally tightened by hand though Hydroflow Distributors can
supply installation wrenches for easy tightening and loosening.

4 SCOPE OF THE APPRAISAL
The scope of this appraisal includes the SAB range of PP compression fittings that are
listed in the “CMARK Product Conformity Scheme – Full Certification” Product Certification
Schedule except the Flanged Adaptors and Shouldered Adaptors.
As the total pages of CMARK product certification certificate and schedule is 66 pages,
only the cover page is shown in Appendix C. The CMARK product certification certificate
and schedule can be accessed from the WSAA ‘Members Only’ IPAM Portal Website.
This appraisal includes SAB range of PP compression fittings as detailed in Table 1:

5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA Product Appraisal Technical Advisory Group accepts plastic compression
fittings manufactured under cover of a third party certified management system complying
with AS/NZS ISO 9001 and having ISO Type 5 product certification to AS/NZS 4129 by a
JAS-ANZ accredited Conformity Assessment Body (CAB) or by a CAB accredited by an
international accreditation system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with AS/NZS ISO 9001 as a
prerequisite to undergoing a product certification audit.
5.2 Performance Requirements
SAB Polypropylene Compression Fittings have been appraised for compliance with
AS/NZS 4129:2008 – Fittings for Polyethylene (PE) pipes for pressure applications . The
appraisal criteria also address the requests and comments of the WSAA Agency network
and the individual observations of the appraiser.
Appraisal criteria is determined by the WSAA Product Appraisal Technical Advisory Group
and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members. The following Product Specification is also relevant to this application.
WSA PS 208 – Plastics Moulded Fittings for Pressure Applications with PE Pipe –
Water Supply and Sewerage.

the WSAA website.
6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Hydroflow Distributors Ltd has submitted the following Quality Assurance certificates:

AS/NZS ISO 9001:2008 Quality Management System; Certificate Registration No. 2516 expire on 15/09/2018 – issued by Telarc
b) SAB S.p.A Italy UNI EN 9001:2008 Quality Management System; Certificate No. IT04/1066 expires on 15/09/2018 – issued by SGS Italy.
“CMARK Product Conformity Scheme – Full Certification” Product Certification to AS/NZS 4129:2008, Certificate No. 3017, expire on 30/07/2022 – issued by Australian Certification Services Pty Ltd
Declaration letter dated 19/07/2017, confirming their instruments used in the Batch Release Tests are periodically checked and certified by the metrological laboratory IC&M which meets the requirements of EN ISO/IEC 17025:2005.

Declaration letter dated 17/07/2017, confirming threads of their male and female PP compression fittings are in compliance with ISO 7.1 and EN 10226-1. Male threads are conical (with a taper from 1 to 16) and female threads are parallel.

UNI EN ISO 9001:2008 Quality Management System; Certificate No. 0110/7 valid till 09/04/2018 - issued by ICIM S.p.A. The certificate covers production of gauges, custom-made checking equipment, rolling tools, turning, milling and grinding and Calibration Service.
d) Borealis AG, Austria
Material Inspection Certificate 3.1 to EN 10204 dated 25/04/2016 confirming the PP compound as “BEC5012 polypropylene copolymer (PP-B) black”.

of the Quality Certificates and Product Certification Schedule can be accessed from the
WSAA ‘Members Only’ IPAM Portal Website.
6.2 Compliance with Performance Requirements
SAB S.p.A has been issued with a CMARK (ISO Type 5) Certificate No: 3017 by Australian
Certification Services for manufacture SAB range of PP Compression Fittings in
compliance to AS/NZS 4129:2008.
CMARK product certification provides on-going assurance that the product is manufactured
and tested to comply with AS/NZS 4129:2008 and any amendments and revisions issued
while the license is current. The Australian Certification Services License lists an expiry
date of 30 July 2022 and referenced standards revisions such as AS/NZS 4020:2005
Testing of products for use in contact with drinking water that require new testing or the
like are overseen by Australian Certification Services subject to reasonable lead times.
SAB PP Compression fittings are available as black body with black nut in sizes 16mm to

CMARK Product Certification Licences verify the performance requirements for assembled
joints. Hydroflow Distributors has provided batch release test reports which are conducted
at the manufacturer SAB’s facility. Batch release testing is done in-house on appropriate
specialist testing equipment. Copies of reports are available upon request from the WSAA
Product Appraisal Manager.
Performance requirement tests for assembled joints as referred in AS/NZS 4129 are listed
in Table 3.

6.2.4 Suitability for contact with drinking water
An Australian Water Quality Centre (AWQC) Report ID 108405 dated 14/09/2012 for SAB
16mm straight coupling (code 7105016000) with a material definition ‘Polypropylene
Copolymer (B Group) – Borealis BEC5012’.
The report results states: compliance of SAB PP compression fittings to AS/NZS 4020
when tested at the ‘in-the-product’ exposure with a 0.1 scaling factor at 20oC + 2oC.
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
The SAB S.p.A technical literature as shown in Appendix A contains a full description and
exploded view of SAB range of PP compression fittings (Black Nut Blueseal) , including
assembly instructions.
In all sizes of SAB range of PP Compression Fittings there is no need to disassemble the
fitting. After having loosened the nut, twist and push the fitting onto the pipe until it reaches
the stop and complete the joint assembly by tightening the nut. It is recommended that the
SAB Installation wrench is used when tightening and disassembling the PP Compression
Fitting. The wrench is available in three sizes; 16-40 mm, 40-63 mm and 75-110 mm. SAB
range of PP Compression Fittings is removable and is suitable for reuse.
Repair couplings which were not included in this appraisal, have the stop removed and can
be slid completely onto the pipe and back over the repair section.
For the overall design, installation, pipeline testing and installer training requirements for
PE pipeline systems refer to the WSAA Polyethylene Pipeline Code – WSA 01.
8 PRODUCT MARKING
Product marking is in compliance with AS/NZS 4129:2008.
Marking includes:
(a) Manufacturers name or registered trademark.
(b) Date or batch code for traceability.
(c) Nominal size (DN) of the pipe to which the fitting is suited.
(d) Fittings that meet the requirements of Clause 1.13.4 shall be clearly identified as
suitable for fuel gas.
(e) Identification, including grade and type of material, of the plastics material used for
the body of the fitting.
(f) Classification, in accordance with the pipe classification for which the fitting is to be
used.
(g) AS/NZS 4129.
The information of Items (b), (c), (d), (e), (f) and (g) may be provided on the body of the fitting, or provided using a label, pressure sensitive tape, or other suitable means on the product packaging; however, the fitting body is the preferred labelling location.

9 PACKAGING AND TRANSPORTATION
SAB PP Compression Fittings are packed in transparent protective bags and contained in
carton boxes. Each carton or protective bag clearly indicates its contents. All fittings are
packaged to allow use on site without additional cleaning.
Where only one type of product is packaged in a bag or carton box, a label showing the
manufacturer identification, the description of the product, a line drawing of the product,
the relevant size and the quantity is on each package. Refer to Appendix F.

10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the
Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant
standard, and details of Hydroflow Distributors (Aus) Pty Ltd warranty is included in their
terms and conditions of sale.
11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING
REPORT
Polypropylene compression fittings are mature and are a widely installed product in the
Australian Water Industry and such fittings are approved by many water agencies simply
based on product certification. Water Agencies regard these fittings as good substantial
products that perform well.
Hydroflow Distributors consider that there would be little value in carrying out a field trial
and request that this requirement be deleted.
12 DISCUSSION
The AISI Grade 430 stainless steel used as the reinforcing ring for the female threaded
components is regarded as having ‘good’ corrosion resistance. WSAA nominates Grade
316 stainless steel for buried situations to provide a high level of corrosion resistance.
Stainless steel Grade 430 will be adequate in most buried situations but agencies should
be aware of the ground conditions. SAB PP compression fittings with the stainless steel
reinforcing ring should be installed in conditions that provide a less aggressive
environment. A high resistivity sand or granular embedment is recommended to minimise
the likelihood of corrosion.
Note: A high resistivity material is defined as one that has a resistivity greater than 50 ohm meters
when tested in accordance with AS 1289.4.4.1:1997 Methods of testing soils for engineering
purposes Soil chemical tests - Determination of the electrical resistivity of a soil - Method for sands
and granular materials.
The purpose of Grade 430 stainless steel reinforcement ring is used in female threaded
outlet is to increase hydraulic and mechanical strength of the thread, especially in
presence of high pressure and mechanical stress of the outlet, for example continuous
vibration to the threaded connection or an oversized male thread connection. Such rings
are not required for compression fittings with female threads of size range ½” - 1¼” as the
plastic thickness of the outlet has the hydraulic and mechanical strength to resist the
pressure and mechanical stress. For thread sizes 1½” - 4” a reinforcement ring is important
as the plastic thickness is proportionally smaller while the integral pressure stress applied
to the thread is greater than the smaller sizes.
PP compression fittings rely on interface pressure being maintained between the
elastomeric seal (conical gasket) and the PE pipe surface to maintain a sealed joint.
Mechanical fittings, including compression fittings are normally used on PE pipe ≤ DN 110.
Mechanical fittings are also normally used for repairs or changes to the pipeline as the pipe
surface preparation requirements are less stringent than fusion welding methods (i.e.
electrofusion or butt).
Majority of female threaded compression fittings installed by the Australian Water
Authorities are of smaller size ½” - 1¼” which do not require a stainless steel reinforcement
ring to cope with hydraulic and mechanical strength needed for the various applications
such as smaller reticulation water mains, property service connections, pressure sewerage
networks and treatment plants.

14 LIFE EXPECTANCY
Based on the AS/NZS 4129 test regime SAB range of PP compression fitting has been
rated ‘B’ – Life expectancy in excess of 50 years before major rehabilitation. This rating is
only a general guide to life expectancy and may increase or decrease as a result of the
quality of installation, system operating conditions, operating environment and other
geographical and site specific factors.
