The circumstances that warranted the
sudden formation of these two posts needs
to be looked into seriously by one and all. It
definitely points to some hidden agenda
behind the whole episode. Whereas the real
need for creation of posts exists at the lower
echelons, the management is seen giving a
blind eye towards such requirements. The
management should introspect as to whether
the post of new Chief Engineers are more a
necessity than the lower level employees
who are supposed to carryout the execution
of such time bound projects like RAPDRP,
DDUGVY, IPDS etc.
KSEBL being a big organisation with
around 28000 employees, a Chief Engineer
for HRM is more essential than that for APTS.
The Chief Engineer (HRM) is the appointing
authority and disciplinary authority for the
staff and officers upto the level of Assistant
Executive Engineers. The transfer and posting
is not the only function of HRM. It plays an
important role to manage the employees to
work effectively, creatively, and productively
by arranging regular training programmes at
various levels. To build a good team of
employees in any organisation, a good
Human Resources Management (HRM) is a
must. The HRM of a company has significant
impact on the individual as well as the
organizational effectiveness. An effective
HRM is focused on strategic objectives and
works for achieving the organisational goals.
Any organisation, without a proper setup for
HRM suffers from serious problems while
managing its regular activities. Today,
organizations put in a lot of effort and energy
into setting up a strong and effective HRM
The impulsive upgradation and
downgradation of posts without any benefits
either to the employees or the organisation
needs to be relooked by the management.
Upgrading and downgrading of various posts
depending on the persons who are due to be
appointed to such posts is not a healthy
practice for any organisation. It shall never
be person specific but should instead be
based on the organisational interest
considering the volume and responsibility of
the assignment of that post. What additional
responsibility has been given to CE, APTS
consequent of its upgradation? The
management should reveal the same. It is
known to everyone the complexity of
procedures and time taken in connection with
the upgradation of AE to AEE places that too
without any monetary benefit. It took almost
3 years for the same to materialise. But now
it is seen that rampant upgradation of posts is
being carried out at various levels by the
management without due diligence. In these
circumstances, we demand the Board to
reinstate the post of the Chief Engineer (HRM)
and keep away from arbitrary upgradation and
down gradation of posts and to resort to
upgradation where there are real tangible
benefits for the organisation.

I learned about this scheme only after joining
KSEB. It was an eye opener because here
energy saving is indirect-in the way it can be
used for managing our peak demand and load
curve smoothning. We all know about the
pumping schemes of Sengulam and Idukki
and now we are talking on PSS. The first
official facility was opened in 1909 in
Schlaffhausen, Switzerland with a capacity of
1500 kW which has separate pump and
turbine.In India to fulfill the peak hour
demand of electricity and due to increasing
imbalance of thermal: hydel mix, need for
developing pumped storage schemes was
realized as earlyas in 1960. In India first
pumped storage plant was built at
Nagarjunasagar in Andhra Pradesh in the year
1970 with an installed capacity of 700 MW.
Since then, 11 pumped storage plants having
3604 MW total capacity have been successfully
constructed in India, which includes
Srisailam(900 MW), Purulia(900 MW),
Kadampani(400 MW), Ghatghar (250 MW),
Kadana(240 MW), Bhira(150 MW) Pumped
Storage Projects and 1200 MW Sardar Sarovar
and 1000 MW Tehri Pumped Storage Plants
are under construction. CEA studies says
KERALA has potential of 4000 MW??!!So with
these schemes we will be able to run
Kayamkulam and use the excess power for
pumping in during off PEAK instead of paying
running cost? This will give us an edge to
operate our steam turbines and to meet the
peak load. Now we will see where the we
have potential. The Anairankal and Ponmudi
has no direct power project except
KuthungalPH. We have seen ponmudi will be
spilled during Monsoon where as anairakal
will be still droughted and will be full during
North east monsoon. So if we have an option
to pump it(roughly400m) towards anairankal
then we can save some spill water during
Monsoon. This water can be used in the
desired season and can be utilized till
Bhoothathankettu after utilizing it in
panniar,Neriamangalam and LP. During off
season we can use this scheme as Pumped
storage for meeting Peak Demand. The same
can be envisaged at Kundala Madupetty
(120m) and Thariode-Kakayam(20m).
As opposed to thermal power
stations, pumped storage power plants are
able to react in the shortest possible time to
network fluctuations, by generating or by
absorbing any excess. Wind and solar power
plants are subject to strong natural
fluctuations. They cannot always provide
electricity in the required amounts or at the
desired time. Excess energy thus needs to be
stored so that it can be made available at any
time. With the current state of technology,
there is only one possibility for achieving this
in an economically viable, large-scale way. As
Pumped Storage Projects do not require a
large Reservoir as compared to the
Conventional Hydropower Projects, the
suitable sites can be identified at various

locations where a reasonably Small
Reservoirs can be constructed at different
elevations. Pumped Storage Projects shall
require Small Storage for 6 to 8 hrs. to
generate power during peak demand period
and the water can be recirculated to the upper
reservoir by pumping from the lower
reservoir during off peak hours. Also, due to
small reservoirs, such Projects will not have
much Rehabilitation and Resettlement
problems, which is a big problematic issue in
conventional hydropower projects.
Remember we have dams already in the
above mentioned regions but missing a
project which is nothing but Pumped sotrage
scheme. PS: Water resource management
software is necessary to run our system with
desired efficiency.

The Government of Kerala have subsequently reconstituted the Board of Directors of KeralaState Electricity Board Ltd., vide GO read as 4th paper above and subsequently modified the same videGO read as 5th paper above.

ORDER
The Government have appointed four Chief Engineers of Kerala State Electricity Board Ltd. as
Directors of Kerala State Electricity Board Ltd. vide GO read as 2nd paper above. Subsequently the Board
decided to upgrade the post of Deputy Chief Engineer(APTS) to that of Chief Engineer (APTS) without any
financial commitment. In the meantime five Chief Engineers retired from service on superannuation on
31-05-2015. Now the Government vide Go read as 3rd paper above has decided to create a new post of
Chief Engineer ( Centrally Aided Projects) by shifting the present post of Chief Engineer (HRM) for the
implementation of Centrally Aided projects.
In consideration of the above changes, the following promotions of Deputy Chief Engineers to
the cadre of Chief Engineers and transfer and posting of chief Engineers are ordered with immediate

ORDER
Board vide order under read(1) decided to up-grade 167 places of Assistant Engineer (Electrical) in
corporate office, offices of Chief Engineers (74 places), Electrical Circle office (69 places), Transmission
Circle Office (22 places) and a Transmission Division after obtaining sanction from the Government. In
2014 the Government accorded sanction for temporary up - gradation of 167 places of Assistant
Engineers (Electrical) subject to the following conditions.
i. Assistant Engineers will be promoted based on existing seniority and no re-fixation of pay
will be allowed.
ii. There shall not be any financial commitment except the difference in the cadre pay of
` 50 /- pm . The additional financial commitment shall be borne by the Board itself.
iii. The benefit of personal up - gradation shall have prospective effect only and is applicable to
those who are already in service at the moment. Those who are on long leave which will not
count for pension/ increment. Higher grade will not be eligible for the up - gradation.
iv. Temporary up - gradation of 167 Assistatnt Engineers to Assistant Executive Engineers shall
be permitted till their retirement or promotion to the next higher posts whichever is earlier
and absorbed automatically in the arising Assistant Executive Engineer vacancy till the 167
personal up -gradation are covered. No more appointment of Assistant Engineers in the 167
posts so upgrade will take place until these 167 posts are adjusted and no more promotion
to the post of Assistant Executive Engineer will take place until the 167 temporary
up - gradation is adjusted.
v. There shall not be any structural changes in the existing pattern of offices.
vi Every year the Board shall ensure the ratio of Assistant Engineer to Assistant Executive
Engineer and intimate the same to the Government until the original ratio of Assitant Engineer
and Assistant Executive Engineer is restored.
As such 1961 Assistant Engineer (Electrical) selected by Departmental Promotion Committee
(Lower) have been promoted to the temporarily up -graded places so far. Now complying with Government
Order read as 2nd above, the followng Assistant Executive Engineer (Electrical) who were promoted
from the cadre of Assistant Engineer (Electrical) to the upgrade places vide order read as 3rd above are
absorbed with effect from the date which is shown against their names, in the vacancies that arose upto
01-02-2015 FN consequent on retirement, promotion etc.

Unit meeting held on 04/06/2015 5:45 pm at Bestotel, Kottayam with Chairman Er C.P.
George in the chair. Chair welcomed all members to the meeting. Unit appreciated Palakkad
unit for successfully conducting Annual general body of our association. The chair shared
recent developments in the field. Chair brought the attention of the unit to recent CE(HRM)’s
order regarding revival of AEE’s upgradation places to AE places at Circle offices functioning at
northern Kerala. Unit members have the opinion that the order should be reviewed. The
order didn’t account earlier board order for having one AEE in each circle as safety officer. Also
its opined that the circle’s working behaviour changed positively by the involvement of field
experienced officers in the circle due to the upgradation of AE places. The unit discussed
another issue regarding KSEBL continuing subsidized electricity charges though the
government has not allocated any budget provisions for the same and decided to take up the
matter to CEC. Audited annual accounts for the year 2014-15 were passed in the meeting.
Election for new unit office bearers for the year 2015-16 were conducted and elected below
mentioned members for the same.

Er. Muhammed Ali Rawther, Director(Distribution & Safety) retired
from KSEB Board Ltd. on 31.05.2015, having served the organisation for
the past 29 years.
After graduating from Kerala University in 1981, M.A. Rawther, Director,
Distribution and Safety, Kerala State Electricity Board Limited (KSEBL),
did a teaching stint at the National Institute of Technology (erstwhile
Regional Engineering College), Kozhikode and College of Engineering,
Trivandrum. He joined KSEB in 1986, and went on to work in various
segments including generation, transmission and distribution from
Asst. Engineer to Chief Engineer(Generation). While at KSEB, he has
also served as technical adviser to the Kerala state government for the
ADB-funded Tsunami Emergency Assistance Project. He has held his current position since
October 2013, post the unbundling of KSEB and prior to that he was Member (Transmission &
Generation) from 02.09.2011 and Member (Distribution & Generation) from 27.06.2013 in the
KSEB.
The rebuilding and renovation of the 340 MW Sabarigiri hydro plant in Moozhiyar, which was
damaged after a generator explosion accident in May 2008, was carried out under his leadership
and those years stand out as one of the golden years of the Sabarigiri Power house.
He has been a very active member of our association and during his term in Moozhiyar, he
took the initiative to admit maximum number of members into our association, for which we
sincerely thank him.
KSEB Engineers Association wishes him a, prosperous and happy retirement life.

retired from KSEB Board Ltd. on 31.05.2015
He has a creditable performance of working for 25 years in
Idukki Hydel Electric project at Moolamattom. Due to his
dedication to work, KSEB has provided Generation Training to him
in Canada.
He has been a very active member of KSEBEA. We
congratulate him for this achievement and wishes him in
all his future endeavours.

Er. K. Venugopalan Director(Transmission & System
Operations) retired from KSEB Board Ltd. on 31.05.2015, He
was working as Chief Engineer (Transmission- North) before
his appointment as Director.
He joined the services of KSEB on 11-08-1986 and after initial
service in Generation, he worked in the transmission wing
and was involved in the Construction of Kaloor, Pullazhi,
Cherpullaserry (2nd stage), Arangottukara, Shornur(2nd stage)
substations. He was also involved in the construction of 220
KV multi circuit line from Madakkathara , 110 kV line to
Nedumbassery airport sub station etc. He played a pivotal
role in getting the HVDC line extended to Thrissur.
He has been a very active member of KSEBEA all through his
career.
KSEB Engineers Association wishes him a, prosperous and
happy retirement life.
Er. Gopala Krishnan C.,AE,110kV substation,Azhikkode
retired from service on 30-04-15. After completing his
diploma, he joined KSEB on 7-12- 1987 as shift assistant at
11OkV substation kubanoor. He worked in Transmission and
distribution wings in kannur and kasargode districts.He has
served Kannur unit of our association as Treasurer for 3 years
till his retirement.
He has been a very active member of KSEBEA. We wish him
a happy retirement life.
Er. Salim S. Assistant Executive Engineer,Control room,
Thiruvananthapuram , has retired from service on 31.05.2015.
He has worked in all fields of KSEB namely, Generation,
Transmission and Distribution.
