Hunters Point Power Plant – Subsurface Demolition 1000 Evans Avenue San Francisco, California
Dear Mr. Lui: RGA Environmental, Inc. (RGA) was requested to perform air monitoring at perimeter fence line locations during active abatement and demolition work at the captioned facility. Four (4) fixed air monitoring stations have been established on the property. The locations, testing equipment, analytical methods, and air monitoring goals1 are discussed in the Perimeter Zone Monitoring Procedures. Air testing was performed at a fifth temporary location (identified as AMS 5) during soil handling and stockpile management near the northwest corner of the site each day during the monitoring period with exception of March 30th and March 31st. AMS 5 was operated only during active soil handling. Respirable dust monitoring by direct-read instrumentation was not included at AMS 5. AMS 2 was permanently relocated to the northwest corner of the site (close proximity to the temporary AMS5 location) on March 30th to improve characterization of air quality conditions during stockpile management and soil handling. Use of AMS5 was suspended and retired on March 30th. Attached are the following tables and graphs:
• Table I – Phase Contrast Microscopy (PCM) air sampling for airborne fibers. Graphic representation of PCM data for AMS 1 - 5.
• Table II – Metals – air sampling for airborne lead, nickel, and total chromium. Graphic representation of metals data for AMS 1 - 5.
• Table IIIC – Particulates – air sampling for airborne dust particles – total and respirable dust methods. Graphic representation of total for AMS 1-5 and respirable dust data for AMS 1 - 4.
1 Air Monitoring Goals:
Airborne fibers (asbestos): less than 0.01 fiber per cubic centimeter (f/cc) Total inorganic chromium as a particulate: 0.015 milligrams per cubic meter (mg/m3) Total inorganic lead as a particulate: 0.0015 mg/m3 Total inorganic nickel as a particulate: 0.030 mg/m3 Particulates less than 10 µm: 0.05 mg/m3 (retired air monitoring method) Total particulates (dust): 1.0 mg/m3 Respirable particulates (dust): 0.5 mg/m3
This summary report includes air monitoring data from March 2, 2009 through March 31, 2009. The total dust, average respirable dust, chromium, lead, and nickel results were below the footnoted air monitoring goals during the twenty-two (22) day monitoring period. All of the lead air samples were reported below the laboratory detection limit. However, the laboratory detection limit was above the lead air monitoring goal for the samples collected at AMS 5 on March 2nd and March 7th due to shortened air monitoring durations on each day. Respirable dust data is not available for March 27th at AMS 2 due to a corrupted memory header in the electronic instrument. The instrument memory became corrupted during operation and destroyed access to field data generated during the day. The manufacturer of the instrumentation was consulted and concluded the data was not recoverable. The manufacturer has reported random communication errors with select instrument models, new firmware, and the latest propriety software version. The previous software version has fewer reported communication errors and will be utilized for all future instrumentation communication. The respirable dust concentration at AMS 2 on March 11, 2009 exceeded the monitoring goal for a one minute duration during the morning. Excavation work to access a gas line was completed within a few feet of the air monitoring station on this day. The average respirable dust value did not exceed the air monitoring goal and both the peak value and average values for the day were more than 5 to 200 times less than the California Department of Occupational Safety and Health’s (DOSH) Permissible Exposure Limit (PEL), respectively. The airborne fibers result as determined by phase contrast microscopy (PCM) was reported above the air monitoring goal on March 30th at AMS 1. There was not any site work within several hundred feet of the air monitoring station. The result although above the air monitoring goal, was several orders of magnitude less than the DOSH’s PEL. Copies of the laboratory reports, chain-of-custody forms, and hourly trend graphs (real-time dust monitors) are available for review in the field office. Respectfully, RGA Environmental, Inc.
