Article I Section 1. This Chapter shall be known as Humble Chapter #415, State of Texas, Order of the Eastern Star. Section 2. The stated meetings of the Chapter shall be held on the second Thursday of each month. The hour of the meeting shall be 7:30 p.m. in the Humble Masonic Lodge Hall. Provided in the case of conflict, participation in the joint fraternal visit of the Worthy Grand Matron may be in lieu of such stated meeting. Special meetings may be called by the Worthy Matron or other proper authority for the purpose of initiation, program and /or any other necessary purpose to come before the Chapter except that business which is required by the ritual or constitution to be disposed of at a stated meeting. The fourth Thursday of every month is recommended for the purpose of special meetings. Amended May 3, 2004
Section 3. Special meetings may be called by the Worthy Matron at her discretion, or in her absence of disability by the Associate Matron, or in the absence or disability of both of them, by the Worthy Patron or in the absence of all three, then by the Associate Patron, except at a date or hour designated by the By-Laws for a stated meeting; provided that no Chapter shall be convened on Sunday except for funerals or memorial service.
Article II
Section 1. The officers shall consist of those named in the Code of Laws for the Government of Subordinate Chapters. They shall perform such duties as pertaining to their respective offices. The secretary shall receive $100.00 per year, payable quarterly, for her or his services. Section 2. The treasurer shall receive for his or her services, their annual dues.

Article III Section 1. The initiation fee shall be $30.00 and must in all cases accompany the petition. Ritual to be provided to the initiate at the time of initiation. Section 2. The fee for affiliation shall be the amount set by Grand Chapter for each current year and shall in all cases accompany the petition. Section 3. Annual dues shall be $25.00. Amended Aug 9, 2007 Section 4. Any member, who at midnight on May 31st of any year, is in arrears for one (l) year is automatically suspended, unless her or his dues have been mailed on or before May 31st and are received by the Secretary prior to the Chapter Installation. If such Dues are postmarked prior to midnight of May 31st and are received prior to Installation, such member shall be reported as in good standing. Amended Feb 2, 1996 Section 5. Any member suspended for nonpayment of dues, upon payment of dues, that occurred prior to suspension together with dues for the remaining part of the current year, be restored to membership without action of the Chapter, provided, however, that after the expiration of the two (2) years such restorations must be by two-thirds majority of members present. Section 6. Any member in good standing and with 20 years active service in this Chapter may be granted a Life Membership, after presentation of the second reading and by a vote of two-thirds of the members present. Section 7. Any affiliated Master Mason voted a Life Membership in this Chapter automatically forfeits his Life Membership upon suspension from the Masonic Order. Section 8. A petition for Dual Membership shall follow the course set forth in our laws regarding petition for affiliation. Any member in good standing in a Chapter within the jurisdiction of the Grand Chapter of Texas may petition; also members from other Grand Jurisdiction Laws recognized by Texas Grand Chapter, provided such other Grand Jurisdiction laws permit Dual Membership. The fee shall be $30.00 and must in all cases accompany the petition. Members shall have voting privileges in Grand Chapter from only one Chapter by virtue of serving, or having served, as Worthy Matron or Worthy Patron. Section 9. The Chapter shall pay the per capita dues for all 50 year members.

Article IV Section1. The Worthy Matron, Worth Patron and Associate Matron shall be ex-officio on a charity and have power during the recess of the Chapter to draw an order on the Treasurer for a sum not to exceed $50.00 for one (l) case.
Article V
Section 1. Order of business at stated meetings: 1. Reading of minutes of previous meeting. 2. Reading and referring of petitions. 3. Reports on committees on petitions. 4. Balloting. 5. Reports of committees in general. 6. Unfinished business. 7. New business, resolutions, correspondence, bills, etc. 8. Conferring of degrees. 9. Sickness and distress. 10. Good of the Order.
Section 2. No business shall be transacted at called meetings, but that which the Chapter has called.
Article VI Section 1. These By-Laws may be amended at any time in the manner prescribed by Article V of the Laws Governing Subordinate Chapters.
Article VII
Section 1. The Chapter shall allow up to $300.00 for Grand Chapter expenses if the Worthy Matron and Worthy Patron are husband and wife and both attend. If only one (1) attends, only $200.00 shall be allowed. If the Worthy Matron and Worthy Patron are not husband and wife, $200.00 will be allowed for each. In any case, they must attend two (2) days business at Grand Chapter. Amended May 19, 2001 Section 2. The chapter shall allow up to $75.00 for the retiring Worthy Matron’s Jewel and $50.00 for the retiring Worthy Patron’s Jewel. No expenditures shall be allowed for this purpose for the Past Matrons and Past Patrons having previously held the position in Humble Chapter or any other chapter.

Section 3. The Chapter shall allow up to $75.00 for installation expenses. Section 4. The Chapter shall pay for yearbooks provided they are ready no later than the second meeting after installation. The Worthy Matron shall be responsible for compiling the yearbook, however, due to the increase in cost of printing, the Worthy Matron shall try to keep to a minimum of 40 pages and the maximum expenditures that shall be allowed by the Chapter for this purpose will be $225.00 payable when the bill is submitted to the Chapter. Amended Feb 2, 1996 Section 5. The Chapter shall make the following allowances for gift expenditures as follows:
a. Deputy Grand Matron’s or Worthy Grand Matron’s official visit up to $20.
b. Share of school expense as requested by the Deputy Grand Matron.
c. The Chapter shall send a memorial, not to exceed $25.00, to the following upon notice of their death: ie. Parent, wife, husband or child of a member.
d. At the death of a member, a floral star or memorial shall be sent to the funeral or memorial.
At the discretion of the Worthy Matron, an appropriate gift, not to exceed $15.00, shall be sent to all members having major surgery or confinement to a medical facility for four (4) or more consecutive days. Amended Aug 9, 2007 e. Invited speaker’s gifts will be furnished by the Worthy Matron.

Section 6. There shall be an Auditing Committee composed of three (3) members appointed by the Worthy Matron, who shall audit the books of the Secretary and Treasurer four (4) times a year: immediately after March 31st, May 31st, September 30th and December 31st, and report to the Chapter at the first meeting in January; immediately after May 31st and report to the Chapter the 1st meeting following those dates or at such time as directed by the chapter or Worthy Matron. Section 7. The Conductress and the Associate Conductress shall be responsible for setting up the chapter room for all meetings, whether stated or called.

Section 8. No money shall be collected by the Associate Matron-Elect from the chapter officers for gifts for the Worthy Matron and the Worthy Patron-Elect if they are being installed for a second time.

CHAPTER ROOM COURTESIES
Although our Order is not an ancient order, many other lessons, traditions and
symbols of the Order of the Eastern Star are drawn from the ancients. Our
Chapter room is dedicated to God and His purposes.
We think of God above us; therefore a hat or head covering would be a symbol
of something between God and us.
We should meet our Sisters and Brothers with an open hand of friendship.
Wearing gloves would be a symbol of something between our friends and us.
Sisters do not sit with legs crossed, but as a gentlewoman, with feet flat on the
floor or slightly crossed at the ankles. Ladies, please, slacks, jeans and extremely
short dresses are never appropriate for any meeting, regular or called.
Our prepared Altar symbolizes the spirit of God in the human heart. It is place
in the center of the labyrinth between the Star points for protection.
When the Bible is open on the Altar, it creates a Holy area between the Altar and
the East. The Worthy Matron draws her strength and wisdom from the light of
God’s word and this beam of light would be broken if anyone walked between
the Altar and her station. Therefore, no one is permitted to pass between the
Altar and the East, except in ritualistic ceremonies.
The Reverent Attitude is loosely clasped hands and is assumed during the Altar
ceremonies. The Attitude of Prayer is loosely clasped hands with bowed head
and is assumed during prayer and is held until the response.
During all Altar ceremonies, all members will stand and face the Altar.
