Overseas Scholarships for MS/MPhil leading to PhD in selected fields Phase 2.

Overseas Scholarships (10%Category) 50 scholarships are awarded every year for PhD program in “discipline-wise world top ranked 50 universities.

HRDI-UESTP Scholarship Scheme 300 MS-Leading to PhD scholarships are

awarded each year for next four year in Engineering Disciplines for Engineering Universities.

International Research Support Initiative Program (IRSIP)

Higher Education Commission of Pakistan is offering this six month research fellowship abroad to full time PhD students enrolled in Pakistan to enhance their research capabilities.

Partial Support for PhD Studies Abroad HEC has launched this scheme to provide partial

financial support to teachers/researchers of public sector universities as well as other Pakistani students who are in the final stages of their (respective) PhD studies abroad. The scholarship is available to only those PhD students who are enrolled in a university/institute ranked among top 500 universities/institutes

Indigenous Ph.D. Fellowship Program (5000 Fellowships)

The specific objective of the 5000 Indigenous Scholarship Scheme is to create a critical mass of highly qualified human resources in all fields of studies taught at the advanced level in local universities. These locally qualified academics and researchers will improve the R&D potential of public as well as private universities and it will also strengthen the local industrial sector.

Higher Education Opportunities for Students of Balochistan and FATAScholarship program is meant to provide financial assistance to 1,300 undergraduate and 700 postgraduate talented students of Balochistan and FATA on merit basis over a period of seven years.The scholarship for 4 years Undergraduate and 2 years Postgraduate Program.

70 Scholars from FATA & Balochistan have successfully completed their undergraduate and postgraduate degree under this program from reputed institutions like Quaid-e-Azam University, COMSATS, GC University, NUST, IMS Peshawar, Agriculture University Faisalabad, UET Lahore etc.

Out of 70 students, 5 students won gold medals in their relatives programs.

Prime Minister’s Tuition Fee payment Scheme for Masters and PhD for Students of Balochistan, Gilgit /

Baltistan and FATAThe Cabinet in its meeting held on 1st June, 2012 approved the Tuition Fee Payment Scheme for the students of Balochistan, FATA and Gilgit Baltistan during Financial Year 2012-13.

The Federal Government will pay the tuition fee (including other academic, incidental, or mandatory fees charged by educational institutions as one-off or on a semester basis) of Masters and PhD students through HEC.

Foreign Faculty Hiring Program was launched by the HEC in November 2003 to recruit highly qualified faculty from abroad for rendering services in graduate research programs in public sector universities/institutions in Pakistan.

The program aimed to fill the vast gap of qualified research academics and PhD supervisors in the higher education sector in Pakistan.

Supervise world-class graduate level research and deliver cutting-edge graduate level courses in their academic disciplines.

In the long-term, the goal is to uplift the graduate programs in Pakistani universities and bring them up to international standards.

As of 9th year of FFHP, a number of 594 foreign professors have been hired where 316 foreign professors have joined under the program; 93 foreign professors are currently serving under the program in various institutions/universities all over Pakistan while 223 foreign professors returned to their parent organizations after completing their tenure under FFHP.

Two of the major quantifiable tasks assigned to the foreign professors are number of students supervised and number of research papers published.

The following tables give the total for the year 2011-2012 as well as the cumulative total since the inception of the program for the said components.

Short Term Foreign Faculty Hiring Program

Main objective of SFHP is to hire at least highly qualified experienced Faculty/researchers/ professionals from overseas to provide quality education at the level of Bachelors, Masters and PhD with minimum input of financial resources.

Provide guidance to post gradate students for their MS and PhD research work in Pakistan and create nexus between their host institutions and allow the indigenous scholars to visit their labs overseas to work under their supervision.

Under this Project 174 foreign professors have applied, out of which 126 foreign professors have been selected, where 118 foreign professors have joined in various HEIs.

Currently 10 foreign professors are serving in various institutions/universities all over Pakistan while 108 foreign professors returned to their parent organizations after completing their tenure for a period of 3 – 4 months.

Visiting Scholar Program

This program intends to provide an opportunity for sharing of expertise and knowledge by learned expatriates or foreign scholars from a reputed universities/ research organization from overseas. The experts are invited for two to four weeks and placed at Pakistani HEIs. These experts are engaged in the following activities:Conducting workshops, seminars and other thematic informal teaching.Supervising and advising on a specific research techniques to advanced PhD students, and /or faculty.To assist in establishing laboratories in new and emerging disciplines.Short courses in such discipline where local expertise is not available.

Faculty Development ProgramFaculty Development Program (FDP) was initiated in year 2005 to strengthen the faculties of public sector universities so that the universities/ DAI are equipped with the faculties holding PhD degrees from the institutions of world repute in technologically advanced countries.

109 projects were approved under PSDP for 41 Universities, altogether about 2,200 scholarships were approved under HRD component. 1,600 Faculty members had proceeded for PhD studies and remaining Faculty members will be selected by each HEI through eligibility criteria.

Universities/ DAIs are running FDP program under the umbrella of HEC. The role of HEC is to monitor and coordinate with the universities in terms of selection of scholars and provide support for enrollment in overseas PhD programs.

Placement Facilitation of HEC Scholars

The Interim Placement of Fresh PhD Program (IPFP) is designed to provide a Tenure Track System based Assistant Professor Position for a maximum of one year period to fresh PhD’s from reputed foreign universities to pursue a teaching profession in Pakistani public sector universities / Degree Awarding Institutes.

This program, on a preferential basis, will seek placements for these HEC scholars who upon return to Pakistan after obtaining the doctorate degree will be requiring an immediate employment. The program will primarily provide specialized faculty in the country which would reduce the need of expert faculty to a certain extent at least on a short time frame basis.

In the long term, the project would result in positive impact on the national economy in general and industry in particular. The program will also attract fresh PhD graduates to Pakistan on a respectable salary and a place to anchor themselves without any waiting period in getting a suitable employment. The qualified applicants selected on merit through this program will only be placed in those universities who have opted for tenure track system and have a position available and are ready to complete the selection as per their procedure within the next six months but not exceeding twelve (12) months.

INTRODUCTION of NSMCINTRODUCTION of NSMC

As per the decision of the ECNEC, Government of Pakistan, a National Scholarship Management Committee (NSMC) was constituted in July 2003.

The Committee accorded policy decisions for the HRD Scholarship Projects (Indigenous / Overseas) being executed at Higher Education Commission (HEC).

The NSMC has also constituted a sub-committee in its 13th meeting held on March 5, 2009 to thrash out various cases referred by NSMC.

Till to-date, 22nd meetings of NSMC and 7th meetings of its Sub-Committee have been conducted at HEC Islamabad.
