The 2019-20 schoolyear is ending with many new challenges beginning Nonetheless we know that together we can continue to support the needs of our students and families
The District continues to make steady gains in our academic programs as well as strides toward developing the social-emotional well-being of our students Our focus remains on our goals
Approximately 70 of the Districts operating costs consist of staffing and program expenses Each year the District faces rising costs in the areas of contractual obligations health insurance debt service and special services required to meet the needs of our students We feel this years tax levy increase will enable us to meet our financial obligations as well as allow us to increase the opportunities our students are offered to help prepare them for life without having a large impact on our taxpayers
Iumlhe District Administration and the Board of Education have worked together to discuss ways to keep the momentum going while maintaining conservative fiscal practices We continue to actively seek out grant money to increase funds for programming and professional development We have had many meetings to find ways in which to keep costs as low as possible while complying with State and contractual laws
We are satisfied that we have done all that we can to meet our students needs while being efficient with our financial resources This years proposed tax levy increase of 199 is a
044oo reduction from the maximum allowable tax levy calculation of 243 which totals approximately $104000 in taxpayer savings

Dear Bluehawk Community Members
This is a year of unprecedented challenges for education I am very proud of how the Hudson City School District has handled these challenges without skipping a beat We provided online learning assistance with internet access devices meals and child care throughout the extended school closure Also the District will continue to offer summer meal and child care programs as well as online learning opportunities to support our students and families as needed
The 2Q2O-21 school budget was developed to support our goals to provide a safe learning environment strengthen educational opportunities and promote the social-emotional development of Hudson students The budget is fiscally responsible academically sound and sensitive to the needs of our students
The $50684738 proposed spending plan reflects a budget-to-budget increase of 179 and will sustain our mission of continuous improvement The proposed budget carries a tax levy increase of 199 which is 044oo below the Districts allowable tax levy limit of 243oo as calculated under New York States tax cap guidelines
Part of the budget development process includes ensuring efficient use of taxpayers dollars while maintaining school improvement efforts Since the majority of the Districts operating costs are staff-related a careful analysis of student needs is performed each year As such the 2020-21 budget proposal does not include the replacement of two teacher retirements and one mid-year special education teacher resignation Additionally eight other positions that were approved and budgeted will not be filled These decisions were made to reduce program costs by $726882
Iumlhe terms of two Board of Education members Sage Carter and Carrie Otty are expiring and must be filled for a three-year term Both candidates have graciously decided to run again Taxpayers may cast their votes for those running on our ballot or write in a candidate of choice who resides within the District
Please exercise your right to vote by completing the absentee ballot and mailing it in the stamped addressed return envelope provided The ballot must be received (not postmarked) by 500 PM on Tuesday June 9 2020 so please do not delay in casting and mailing in your vote

TRANSPORTATION
Pupil Transportation - Appropriations in the Pupil Transportation area are broken down into the fotlowing sub-categories
District Transportation Services - Appropriations include salary of the Transportation Supervisor along with contractual items and materials and supplies
Contract Transportation - Appropriations include all contracted transportation for the purposes ofsummer school transportation regular bus routes special education bus routes sports and field trips
RECREATION amp COMMUNITY SERVICES - Appropriations include costs of lifeguards and supplies to run the swim program for the
members of the community

Employee Benefits
The New York State Retirement System (ERS) - the District is required to contribute to the retirement system based on the wages of civil service employees Costs for the ERS
are paid for on the basis of New York States fiscal year April I - March 31
The New York State Teacher Retirement System (TRS) - the District is required to contribute to the retirement system based on the salaries ofcertified educational personnel
Costs for the TRS are paid for on the basis of a school year
Social Security - the payroll tax portion that the District has to pay to the federal government
for the federal Social Security and Medicare systems The rates are 62o (SS) and 145 (Medicare) for a total of 7 65o of total wages paid out to employees
Workers Compensation Insurance - is provided to eligible employees through the Districts participation in the Rensselaer-Columbia-Greene WorkersCompensation Consortium
Unemployment Insurance - is the amount that the District is responsible to pay New York State
Health Insurance - is provided through the Rensselaer-Columbia-Greene Health Insurance Trust The District offers plans from providers such as Blue Shield of Northeastem
New York MVP and CDPHP The District also provides dental and vision benefits to its
employees
Debt Service - Appropriations associated with the Districts principal and interest payments for any outstanding debt incurred from previous years The debt is associated with various capital projects that have
occurred within the District
