SCOPE AND CONTENTS Files pertaining to international relations, and to plans, policies, procedures, and programs

regarding foreign countries or governments. They include matters relating to the administration of foreign affairs, economic development, mutual security, and international agreements and organizations.

There are several sets of subject files covering other countries, foreign policy issues, and international organizations and programs; large sections of constituent mail on foreign affairs in general and particularly on the Vietnam War; files on Humphrey's visits and meetings with representatives of other governments and with foreign policy experts, and on his trips abroad; and information on the Kennedy Round of tariff negotiations (1966-1967).

The files are largely those of John E. Rielly, the Vice President's staff expert on foreign affairs, although several other staff members are represented as well, including Ted Van Dyk, Richard Hunt, George A. Carroll, and Herbert L. Beckington. Files created by staff members other than Rielly are noted in the Detailed Description.

ORGANIZATION

Many of these files (Boxes 907-938) were organized during preliminary processing into 18 numbered sets. They are followed by a group of files organized by Vice Presidential office file code number (Boxes 938-961).
