The City of Taft is recruiting for a Transit Dispatcher to manage the day-to-day operations of the fixed route and dial–a-ride programs and report regularly to department management. Individual must be dependable, motivated and able to work with minimal supervision.

Minimum Qualifications: High School diploma or GED certificate; must possess a State of California Class B Driver’s license; must have or be able to obtain a General Public Paratransit Vehicle (GPPV) operator certificate or School Bus driver’s license; individual must have at least one (1) year of supervisory experience; prior experience in public transit is preferred; bilingual is desirable.

Dear Editor:

In a city that has had a long history of corrupt/hack politicians. Cliff Thompson has got to be at the very top of the heap. He functions as almost all tyrants do. He figures if he can raise enough havoc, no one will notice the harm he is doing. I do not know how long we are going to be able to stand any more of his “leadership.” I noticed in the grand jury document the words “poisinous work environment.” To those of us who pay attention to these things, that can only mean one thing, “ lawyers” and plenty of lawsuits costing us taxpayers millions of dollars in settlements. I hope the city council does not lose what little nerve it has and rids us of this fool.

TAFT COLLEGE PREPARES TO MEET ENERGY INDUSTRY EMPLOYEE NEEDS

A New Energy Technology Education & Training Program

Taft College is accepting applications in a new Energy Technology Program that will train and educate individuals in technical and professional aspects of the energy industry. A vast majority of California jobs require a high level of technical literacy and skill, and not necessarily a four-year degree. This is according to GET REAL (Relevance in Education and Learning) a coalition of business, labor, agriculture, public safety, health care, child advocates, and educators in California. Taft College is doing its part in providing post-secondary education and training options for the community to prepare individuals for the job market. Taft College has developed a new Energy Technology Program that will train and educate individuals in technical and professional aspects of the energy industry. While there are education programs for individuals pursuing the fields of geology, business, and engineering as well as operations field work, there are limited educational training opportunities for those desiring to work as technologists or technicians in the energy industry. This new program will help to fill this training need. Taft College will start enrolling students for this new program in the Fall of 2010. Applications are now being accepted for those wishing to be part of the Energy Technology Program Cohort. The program cohort will allow Taft College and its industry partners to provide guided direction and support

to students. The cohort will also provide individuals in the program with student to student peer support. The goal is to have 30-35 students start and complete the program as a group. Maricopa Gusher Days is Coming!

The annual Gusher days celebration is coming up March 19th-20th-& 21st , The Maricopa Chamber of Commerce would like to invite the residents of the Taft area to attend and have contracted with the City of Taft to provide a FREE transit shuttle on the 20th of March. We are pre paying for the service and there will be no charge to the riders. The shuttle will depart from the 5th and Main bus stop only and will be making three trips beginning at 9-AM –we are having a parade at 10 am and there is a car show at the high school that morning. Taft and oil. That has been a successful formula for more than 100 years, as the heavy crude oil of the southern San Joaquin Valley has fueled the economy of Taft and the Westside. But today – well into a multi-year recession – what is the economic outlook for Taft, the Westside and the vital energy industry? There is optimism out there that the worst is over. And there are new players in the energy market that can boost a recovery. But there are also feelings of uncertainty -- or even pessimism -- about

the end to the recession being near. It’s hard to tell if the Taft area and the Westside as a whole have turned the corner on the recession, said Bill LeBarron, treasurer for the city of Taft. “I am optimistic it will turn around, but you see trucks (parked) in (company) yards (instead of out on jobs), LeBarron said. “There are not that many jobs out there. “Building has not taken off this year. There is some remodeling, but people are kind of holding off on buying.” Devinder Bains, owner of Taft Chevrolet Buick Pontiac, is pessimistic about a recovery this year or in 2011. “Things are pretty much the same, nothing has turned the corner,” Bains said. “We are not out of the woods yet.” Credit is still tight, he said. “Banks are tightening up,” Bains said. “We are hoping it will get better. (But) it will be a couple of years until we see any decent change. “It will be into 2012 before we see any change – the end of 2012 (with its presidential election), into 2013. That is my take.” Taft City Manager Bob Gorson has a more optimistic view of the economy. “In the last three months of 2009, 14 new businesses started up in Taft,” Gorson said. “All of them are hiring workers. “Other businesses are expanding. Oil service firms are hiring. Those are very well paying jobs.” Gorson pointed out what he called “two other big things” for the Taft area. Those are: the 72-acre Westside Industrial Park of Charlie Beard, which has two tenants for 5-acre parcels; and the city-owned 27-acre facility, which also has two prospective tenants with letters of intent signed. “It (the city’s industrial park) is vacant land now,” Gorson said. “We are seeking an EDA (U.S. Economic Development Administration) grant of $1.7 million ... for infrastructure. There is a good chance of getting it.” The tenants for the Westside Industrial Park are Huddleston Crane, which is relocating from Dustin Acres and will have a 4,800-square-foot office; and Thomas Energy, which is new to the Taft area and will have about 20 employees, Gorson said. The city’s industrial park tenants are Champion Products, which proposes a cleaning product manufacturing facility; and Nature’s Energy, a “green” company that proposes to grow algae to produce biodiesel, he said. The algae growing will not be at the industrial park, but at another location – possibly at the city’s water treatment facility, Gorson said. Nature’s Energy will take up to 50 acres for the algae operation and will employ 80 people, he said. Five of the jobs will pay $80,000 or more, Gorson said. Both Champion and Nature’s Energy will receive $1 a year ground leases for 10 years, Gorson said.“We are just trying to get some good quality jobs, especially light manufacturing,” he said. “They (light manufacturing) are good multipliers (increasing the need for employees at firms

that deal with light manufacturing).”In addition to light manufacturing, the city’s industrial park is targeting alternative energy and renewable fuels, Gorson said. Beard also has 120 acres of vacant land that can be used for an industrial park, Gorson said.Here is a look at some key segments of the area’s economy:

Residential property “I believe that the

economy is better than it was a year ago,” said Della St.Clair, Taft rental property manager. “(Then) people lost their jobs. (I) had a terrible time collecting rents.

“Now people have gone back to work. The need is there for homes. Things are

looking up for us. “We work with the renters to keep them in the properties. A lot of them are back. People are able to afford the housing market.” However, St.Clair noted that the rental housing market is still suffering from impacts of the recession.“The rental market has gone down; there are lower rents,” she said. “What was $1,000 is now $850; and properties are on the market longer. “Landlords lost their properties. Now there are new investors who are buying at lower prices. It’s a buyers’ market. “A lot of homes and repos (repossessions) have been purchased. Investors are holding on to their properties. They rent now until the home prices go back up.” For Kern County overall, the median sales price for all residential units appreciated $2,300 in the fourth quarter of 2009, according to the Kern Economic Journal of California State University, Bakersfield. Median prices were up 1.7 percent in the quarter, from $132,200 in the third quarter of 2009 to $134,300 in the fourth quarter, said Abbas Grammy, CSUB economics professor and publisher and managing editor of the Journal. However, Grammy noted, the number of units sold in the quarter was down from 3,290 in the third quarter of 2009 to 3,190 in the fourth quarter; and the number of building permits issued for construction of privately-owned dwelling units fell from 432 in the third quarter to 358 in the fourth quarter.

Black Gold In energy overall, Kern County is seeing an upswing, said Robin Fleming of the Kern Economic Development Corp. “Overall there are signs of a rebound in oil,” Fleming said. “Some people in the oil industry are being hired back.” A major oil find of between 150 million and 250 million gross barrels of oil equivalent that was reported in July 2009 by Occidental Petroleum is within the area around existing fields on the Westside, said Taft City Manager Gorson. Oxy has refused to reveal the location of the find and an Oxy spokesperson declined to comment on company plans for the Westside this year. “They have started hiring engineering talent and (for) drilling activity almost across the board,” Gorson said. “There is a rumor that Oxy and other majors are tying-up every drilling rig in the country. The activity should really increase around Taft.” Crude oil price increases could help spur Westside production. The average price of San Joaquin Valley heavy crude oil climbed by $8.01, or 15.2 percent, per barrel between the third and fourth quarters of 2009, Grammy reported in the Journal. It was $60.18 a barrel at the end of the third quarter, Sept. 30, and $68.19 as of Dec. 31. “It looks like the trend is more activity (in the local oil industry),” said John Neumann, owner of Accelerated Environmental Services Inc. In Taft. “The big oil companies are keeping a tight grip on it – a close eye on it. “(But there is) more activity out there. The drilling rigs are coming back. That’s always a good sign.”

Hi Everyone,

I can remember when I got my first car, the summer before the start of my Junior year at TUHS. It was a hand me down from my brother Roger, when he went off to the Navy; a 1950 grey Olds four door, automatic trans, with a 2-barrel carburetor on a 300 cubic inch V-8 and it put out a whopping 125 horsepower. It was a big boat of a car and I

didn’t win any drag races in it. The gas gauge never went past ¼ full, even though gas was 24.9 cents a gallon at the time. I got an allowance of about 3-4 bucks a week, just enough to put some gas in, a quart of oil every 2 weeks, attend an after game dance, and get a coke and fries at Devine’s Drive-In. Fortunately, I didn’t have a girlfriend out in Valley Acres; she would have had to hitchhike in. I caught a job that summer at the Texaco Gas Station (Waldrop’s Auto Parts) working until 12 midnight on Wednesday, Saturday, and Sunday’s. I missed all the great Wednesday Rec dances that summer. Jolly Jody and His Go Daddies and Rick Lee and the Barons were a couple of the headliners. Once the summer job ended, the extra money ($1 an hr) dried up and I was back to scrimping on gas. I believe I ran out of gas in that old Olds about 10-12 times that Junior year; luckily some of time I was in the heights when it happened and I rolled and pushed it down to the Chevron on Kern and 10th where the McDonalds is now. Many times after school, I’d get out to my car and there were several friends sitting in it waiting for a ride home. I’d ask for gas money once in awhile and I would get a combined 57 cents or 83 cents or nothing at all. On Friday cruise nights on Center Street, we’d trade off riding in each other’s car, so I saved some of my gas that way. I believe I set a record in that old Olds. One day at lunchtime, we got 15-18 people in it and cruised in front of the high school with the tires nearly flat. The Dean of Boy’s didn’t appreciate that stunt and my folks were called down to school. It was a great old first car. I saved up enough money to buy a set of fake white skinny white walls to put on the tires, boy was I ever styling then. I didn’t have enough money to be a gear head, no fancy hot rod stuff. Thinking about gas back then, I try to compare it to now. Seems we have been stuck at nearly $3 a gallon for quite some time now. Ginny and I pulled our 5th wheel trailer to Yellowstone last June and gas 50 miles inside the park was 2.69; when we left Taft, gas was 2.99. We paid 3.49 in Needles and in Arizona and Utah it dropped to 2.59. It just doesn’t figure out in my mind somehow ?? We are sitting on top of all this oil and we in California pay some of the highest gasoline prices in the nation. Where’s the justice ?? And, what is with the Mobil and Chevron stations at I-5 and 119, selling gas for 3.79 for the past 6 months or so ?? The same stations 11 miles further down the road in Pumpkin Center are 60-70 cents on average cheaper than their sister stations at I-5. Even in New Cuyama, gas was 3.69 last weekend at the small station where you’d expect it to be that high. I still can’t bring myself to stop at those two stations out on the highway; if their gas is that high, what about the other things for sale inside ?? There is one thing to remember, when you buy gas in Taft, the sales tax stays in the City. When you buy your gas here, let the owners know that you support them and that you’d appreciate them maintaining a fair price. Most of them support the community in some way or another. Buying gas in Bakersfield doesn’t help anybody over here. What goes around and comes around. Like I say “Live in Taft, don’t just reside here”. See you around town.

Jobs CSUB Professor Grammy reported that countywide, Kern’s workforce fell by 2,900 from the third quarter to the fourth quarter of 2009, with 5,800 less people employed and 2,900 more people unemployed, he reported. Non-farm jobs were up by 3,500 in the fourth quarter, but farm jobs plunged by 8,000, according to the Journal report. Taft recorded an unemployment rate of 14.7 percent for the fourth quarter of 2009, a giant jump from the 10.4 percent rate for the fourth quarter of 2008, the Journal reported. The Taft area was far above the 6.3 percent in Kernville – the lowest in the county – but only about 40 percent of the rate in Arvin, a whopping 37.3 percent. In addition to Arvin, the communities of Shafter, Lamont, Wasco, McFarland and Delano all had rates of more than 25 percent unemployed – one in every four who are employable. Kern County’s unemployment rate climbed to 14.7 percent in the fourth quarter, a gain of 0.9 percent from the 13.8 percent in the third quarter of 2009.

New Players The energy field is getting a little stronger – with help from solar, KEDC’s Fleming said. Solar and hydrogen will be two big players in Kern’s energy picture in this decade, she said. The $2 billion Hydrogen Energy California project in Tupman is in the permitting process. It is a joint project of Rio Tinto, one of the world’s leading mining and exploration companies, and BP p.l.c., a giant in petroleum exploration and production, and refining and marketing. The facility will have 1,500 construction jobs for a couple of years and 150 permanent jobs by 2015, Fleming said. “They hope to get the OK for construction by 2011,” she said.“Solar will be big in Kern County. There are 19 solar projects in the pipeline in Kern County. “Most of them are in the southern San Joaquin Valley.”Information on the locations of the projects is confidential for now, Fleming said. ObituaryEUGENE “GENE” MURCH

A memorial service will be held in the Erickson & Brown Funeral Home Chapel on Monday, March 8, 2010 at 2:00 P.M. For Taft resident, Eugene “Gene” Murch, 78. Private interment will be in the West Side District Cemetery. Mr. Murch was born in Red Bluff on April 3, 1931 and passed away in Bakersfield on March 1, 2010. He proudly served his country as a member of the U.S. Navy during the Korean Conflict. He moved to Taft in 1957. Mr. Murch had been employed by Standard Oil Company, now Chevron, and retired as a drilling superintendent in 1990, after 37 years of service. He was preceded in death by his parents, Jesse and Ina Murch and by a sister, Katricia Boyden. His survivors include his wife of 57 years, Marlene Murch of Taft; his children and their spouses, Kevin and Nancy Murch

of Bakersfield and Denise Murch and Glenn Miller of Taft; his five sisters and two brothers and by his four grandchildren, Corby Oliver, Jesse Murch, Caroline Murch and Jeremy Miller. Reba Sue Stoner was born to L. Merle and Sudie Bull in Bakersfield, California on February 6, 1942. She attended local schools and graduated from East Bakersfield High School in June, 1959. After her marriage to her high school sweetheart, Ken Stoner, Reba enjoyed being a stay-at-home mom, actively involved in all aspects of her young sons’ lives. Her interests and hobbies were many, including bowling, reading Ann Rule mysteries, her sons, her grandchildren, her animals, gardening, travel to fun and interesting places, and following and rooting for the Angels and the Clippers. Reba was preceded in death by her parents and

her older brother, Ronald. She is survived by her sons, Rob Stoner and his wife, Alisha, Kyle Stoner and Kendall Stoner and his wife, Lisa; her grandchildren, Brent Bay, Bradley Stoner, and Zane and Shaylee Stoner; her sister, Verla Phillips; her nieces, a nephew, cousins, and many friends who will all cherish her memory. There will be a memorial funeral service at the Erickson

& Brown Funeral Home located at 501 Lucard Street, on Saturday, March 13, 2010 at 11:00 a.m. and reception at the Taft Moose Lodge immediately following.
