Kern County, CA is the heartland of the oil industry. Kern County produces up to 77% of all the oil produced in California (most of it in Westsern Kern County) and is the 4th largest producing oilfield in the Nation. The oil industry is the leading economic engine that employs thousands of relatively high-paid workers and hundreds of private contractor firms that employ hundreds of additional workers. The oil industry is Kern County’s largest revenue generator and creates hundreds of millions of dollars every year. Up to 4 billion barrels may be added to reserves in the existing oil fields according to the U.S. Geological Surveys conducted in 2001 and again in 2007. And all of this was before Occidental’s discovery of 150 to 250 million additional barrels of oil and natural gas in July 2009. Some experts believe that this new find could spark heavy exploration in the near future that could extend Kern County’s reputation as the Oil Capital of California. At the least, the local economy should see increased exploration and that means jobs and increased revenue streams for many years beginning in 2010. Alternative Energy: Meanwhile, Kern County is developing a reputation as an alternative energy innovator. The Tehachapi Wind Resource Area will generate $45 million a year in new taxes and create hundreds of high-paying jobs when it reaches 4,600 MW by 2030. Educational institutions are already making plans to teach the needed skills for the new “Green” technology jobs for the wind fields. Also, the $ 2 Billion Hydrogen Energy project in nearby Buttonwillow will generate 250 MW of Clean Energy, 1,500 construction jobs, 100 new operating jobs and several million dollars in annual tax revenues. The U.S. Department of Energy recently awarded $308 million to Hydrogen Energy because their study concluded that a significant portion of California’s onshore “stranded oil” – up to 5 billion barrels – is potentially recoverable using the CO2 for enhanced oil recovery. Other New Job Initiatives – We have a city-owned, 27-acre parcel that will be developed as a light manufacturing/alternative energy/renewable fuels industrial park. We are applying for a $1.7 Million EDA Grant that will provide the funding for all of the public infrastructure improvements. This project will provide extremely attractive lease terms for the specific uses that we want to attract. Enterprise Zone – The City of Taft was recently awarded the Enterprise Zone designation. “California Enterprise Zones give communities a chance to develop their economic potential, improve their quality of life and contribute to the state’s economy. Enterprise Zones are part of the Administration’s ongoing efforts to increase the number of jobs through state and local incentives,” said HCD Director Lynn L. Jacobs. “This is the single most important building block for Taft’s economic growth that the city has had in many, many years,” said Lucille Holt, Taft City Grants Administrator. “Its good news because it is not just for new businesses, but for existing Taft businesses as well.” Businesses within Enterprise Zones are eligible for substantial tax credits and benefits, for example: - Firms can earn $37,440 or more in state tax credits for each qualified employee hired. - Corporations can earn sales tax credits on purchases of $20 million per year of qualified machinery and machinery parts. - Up-front expensing of certain depreciable property. - Lenders to Zone businesses may receive a net interest deduction. - Unused tax credits can be applied to future tax years, stretching out the benefit of the initial investment. - Enterprise Zone companies can earn preference points on state contracts. - Up to 100% Net Operating Loss (NOL) carry-forward. NOL may be carried forward 15 years. As you can see, Kern County and the City of Taft are positioned for an exciting future. We are also working with 4th District Supervisor Ray Watson regarding other plans that will create even more exciting possibilities for the greater Taft area. In other words, Kern County may be a great place to consider if you are planning a new career! The City of Taft: Taft’s early beginning was the discovery of oil known as Midway-Sunset in 1879 according to an article titled “The Story of Oil in Taft” by R.M. Barger on 10/10/1960. Taft has been a good partner to the oil industry ever since and we will continue to embrace our oilfield heritage as we develop new plans to diversify our local economy. We want to create 6,000 new jobs, primarily in alternative energy, renewable fuels and/or light manufacturing. Please consider the following:Solar Initiatives - We have a 100 MW Solar Thermal Project and also have several PV solar farms from 20 MW to 200 MW that are locating within our proposed Sphere of Influence (SOI). Our solar initiatives are expected to provide clean energy for the region, reduce or eliminate the City’s energy bill and create hundreds of high-wage “Green” jobs. We are also analyzing municipal solar generation proposals that will not only save the City of Taft on our electric utility bill but will also create jobs and assist in showcasing our community as a “Clean Energy” city. Alternative Energy and Renewable Fuel Industries - We are also encouraging renewable fuel providers to consider Taft as a great place to start or expand their business. We already have one alternative fuel (diesel biofuel) company in Taft and another is about to sign a lease agreement. We are working with a local property owner/developer that already has a 72-acre “shovel ready” industrial park and has plans to develop an additional 123 acres. KERN EDC is assisting in marketing the site and the City of Taft is about to apply for the California Department of Real Estate certification database that will provide national exposure on the U.S. Certified Sites Web site. We are encouraging alternative energy and renewable fuel companies to evaluate this site but we will permit almost any industrial use at this location. We are serious about bringing new jobs to Taft!

Westside Little League 2010 Registration Starts January 16th

Westside Little League will be holding registation for the 2010 Little League season on the following dates and times at the Chevron Valley Credit Union Boardroom. January 16th, 10am till 5pm, January 17th, 12pm till 5pm, January 20th, 5pm till 8pm, January 23rd, 10am till 5pm , February 1st, 5pm till 8pm. Taft Sportsmen’s Club Annual Awards Banquet Saturday, January 16th Saturday, January 16, 2010, is the date set for the Taft Sportsmen’s Club Annual Awards Banquet. Interior Secretary Salazar Launches Onshore Oil and Gas Leasing ReformsReforms Will Make Oil Drilling Tougher on Public Lands, Carrizo Plain

Citing a need to improve certainty and order in oil and gas leasing on U.S. public lands, Secretary of the Interior Ken Salazar today announced several reforms that the Bureau of Land Management will undertake to improve protections for land, water, and wildlife and reduce potential conflicts that can lead to costly and time-consuming protests and litigation of leases. Interior will also establish a new Energy Reform Team to identify and implement important energy management reforms. "The previous Administration's anywhere, anyhow policy on oil and gas development ran afoul of communities, carved up the landscape, and fueled costly conflicts that created uncertainty for investors and industry," said Secretary Salazar. "We need a fresh look - from inside the federal government and from outside - at how we can better manage Americans" energy resources. Les Clark of the Independent Oil Producers Association told the Independent that the IOPA opposes these new guidelines and said that the government is just making it more difficult for oil producers to lease and explore for oil on public lands. According to Salazar, the new guidance BLM is issuing for field managers will help bring clarity, consistency, and public engagement to the onshore oil and gas leasing process while balancing the many resource values that the Bureau of Land Management is entrusted with protecting on behalf of the American

people. "In addition, with the help of our new Energy Reform Team, we will improve the Department's internal operations to better manage publicly owned energy resources and the revenues they produce."Many of the reforms that the Bureau of Land Management will undertake follow the recommendations of an interdisciplinary review team that studied a controversial 2008 oil and gas lease sale in Utah. Under the reformed oil and gas leasing policy, BLM will provide:Comprehensive interdisciplinary reviews that take into account site-specific considerations for individual lease sales. Resource Management Plans will continue to provide programmatic-level guidance, but individual parcels nominated for leasing will undergo increased internal and external coordination, public participation, interdisciplinary review of available information,

confirmation of Resource Management Plan conformance as well as site visits to parcels when necessary; Greater public involvement in developing Master Leasing and Development Plans for areas where intensive new oil and gas extraction is anticipated so that other important natural resource values can be fully considered prior to making an irreversible commitment to develop an area; Leadership in identifying areas where new oil and gas leasing will occur. The bureau will continue to accept industry expressions of interest regarding where to offer leases, but will emphasize leasing in already-developed areas and will plan carefully for leasing and development in new areas. BLM Director Bob Abbey said the increased opportunity for public participation and a more thorough environmental review process and documentation can help reduce the number of protests filed as well as enhance BLM?s ability to

resolve protests prior to lease sales. A comparison of the new guidance with current policy can be found here. "The new approach can help restore certainty and predictability to a system currently burdened by constant legal challenges and protests," said Abbey. "It will also support the BLM's multiple-use mission, which requires management of the public lands to provide opportunities for activities such as recreation, conservation, and energy development?both conventional and renewable."BLM will also issue guidance regarding the use of categorical exclusions, or CXs, established by the Energy Policy Act of 2005 and that allow the bureau to approve some oil and gas development activities based on existing environmental or planning analysis. Under the new policy, in accordance with White House Council

on Environmental Quality guidelines, BLM will not use these CX's in cases involving "extraordinary circumstances" such as impacts to protected species, historic or cultural resources, or human health and safety. Salazar also issued a Secretarial Order establishing an Energy Reform Team within the Office of the Assistant Secretary for Land and Minerals Management that will identify and oversee

Through its own efforts, as well as by considering good ideas from stakeholders, industry, and the public, the Team will help ensure that Interior is a responsible steward of the public resources it manages and obtains fair value for energy resources owned by the public.The new oil and gas leasing guidance and CX guidance will be implemented once BLM has completed final internal reviews. According to Forest Watch, the Carrizo Plain National Monument, in San Luis Obispo County, has also experienced increased pressure from the oil industry. In 2006, an oil tycoon announced his intent to drill an exploratory well inside the Carrizo Plain National Monument boundary. His lease eventually expired before he was able to do so. In 2008, a subsidiary of Occidental Petroleum announced its intent to explore for oil on the valley floor of the Carrizo Plain National Monument. That proposal is still pending.


News and Business BriefsCarrizo Advisory Committee Plans January Meeting The Bureau of Land Management’s Carrizo Plain National Monument Advisory Committee will meet Jan. 23 at the Carrisa Elementary School to discuss management planning for the monument. The school is located approximately two miles northwest of Soda Lake Road on Highway 58. The public meeting will run from 10 a.m. to 3 p.m. There will be a public comment period from 2 p.m. to 3 p.m. Lunch will be available for $8 or you may bring a sack lunch. “At this meeting, monument staff will present updated information on the progress on the Carrizo Plain National Monument Resource Management Plan and the Environmental Impact Statement,” said Johna Hurl, BLM monument manager. The BLM released its proposed RMP and final EIS on Nov. 13 and a 30-day protest period ran through Dec. 14. The nine-member committee advises the Secretary of the Interior, through the Bureau of Land Management, on a variety of public land issues associated with the public land management in the Carrizo Plain National Monument in Central California. The public may present written or verbal comments. Depending on the number of persons wishing to comment and the time available, the time allotted for individual oral comments may be limited. Individuals who plan to attend and need special assistance such as sign language interpretation or other reasonable accommodations should contact BLM as indicated below. Oildorado Whiskerino Contest Kick-Off, Applications Available at Local Barbare Shops Now

Taft City Manager Bob Gorson spoke at the weekly Chamber of Commerce Sit n’ Sip on Wednesday and talked about two industrial parks being developed in Taft. A city owned 27 acre site at the corner of Ash Street and Airport Road is close to obtaining a $1.7 million Economic Development Grant for infrastructure improvements, and a 72 acre site owned by local businessman Charlie Beard will be placed on a California state economic development website to market to and attract tenants. Gorson told the audience that the two sites could attract up to 800 new jobs to Taft

The Taft Oildorado Committee kicked-off the Whiskerino Contest on Monday, January 4th. Applications can be obtained at any Taft barber shop. To enter, contestants must been clean shaven. Judging will be held in October at Taft Oildorado. Those who choose not to grow a beard, must buy a Smooth Puss Pass this June or face arrest by Oildorado Sheriff Billy White. Ben’s Books located at 810 Center Street used to be known as the Twin Palm Gallery. New owners and operators, Ben and Jennifer Mangum have remodeled the used book store and carry a wide variety of books from biographies to westerns and more. “We are very optimistic about the growth and development of Taft or else we would not have purchased a business during this recession,” said Ben.

Smith and Sons Tire located at 1280 Kern Street opened at the beginning of October in 2009. With two other locations, owners Randy and Debbie Smith and their son Kody have been staying busy in Taft. “We’ve had a great response from the community and we are just going to keep servicing the community as best as we can,” said Kody.

Personal Style’s Kids Stop is located at 419 Center and opened in October of 2009 by Vickie Gregory, owner of Personal Style Salon and Boutique. “We are very excited about 2010 and what it has in store for businesses in Taft, we had such a great response in 2009 with the community and so many new faces came out to check out what we have to offer, so we hope to see more new faces continue to shop Taft and give the small businesses a chance before they decide to take their shopping elsewhere,” said Vickie.

Taft Nails is located next to Chevron Valley Credit Union at 1080 West Kern Street. “We are happy to be back and to cater to our loyal customers, we listened to what they wanted and we are here to serve them and offer the best business for them,” said Tyler.

Passion for Nails is owned by Kelly Ngo and is operated with her sisters, Thu Ngo, and Jennifer Pham. “We are looking forward to 2010 and hoping that the economy picks up to offer more business here in Taft and that new clients will come in to see what we can offer them,” said Kelly.

Phoenix Café located at 1016 6th Street opened recently in October of 2009. Phoenix Café is owned by Elly Latief and her mother Anna Harianto and offers different sandwiches and sides all with an Asian flare. “We’ve been a little slow over the holiday’s but we know business will pick back up now that everyone is going back to work, and we have great lunch specials,” said Anna.

Adam’s Custom Upholstery located at 608 Center Street also recently opened in November of 2009 specializing in upholstery for cars, furniture, boats, and more. “I’ve been staying pretty busy with all kinds of different projects, especially working on oil field seat covers,” said owner, Adam Phipps, “I hope to see the business continue to grow this year.”

G.S. Graphix and Hobbies located at 421 Center Street opened in September of 2009. Owners Brandon Farkas, and Allen Jones started out by making cutom decals out of their house and got so busy that they decided to open up a store front here in Taft. G.S. specializes in decals, graphics, banners, signs, and now hobbies. The hobbies consist of rc cars and trucks, helicopters, plane, boats, and all the accessories. G.S. also offers custom painted bodies for hobbies as well as service work. “We’ve had a great response from the community and this business is something we planned on and have wanted to do,” said Brandon. “Our next venture is working towards building a track in the community for all the people that participate with the hobbies,” said Allen. It’s About Taft

Hi Everyone,

Hope that you all had a very Merry Christmas and a safe and Happy New Year celebration somewhere with the one’s you love. Ginny and I wound up in Lancaster with family; then travelled to LA to spend the day with our son who happened to be born on the 1st of January. They have a big

parade in Pasadena for him every year but as close as we were we couldn’t make it to it this year. Happy Birthday Andrew. You may be wondering what you are reading and why this guy is writing this stuff. When I worked at the Taft Chamber before I retired, I sent out a weekly Chamber news release once a week, letting the membership know what’s was happening around town. Some people actually told me that they enjoyed reading them and looked forward to receiving them each week. Well, what a surprise that was. The publisher of the Independent asked if I’d write a column once in awhile in the same vein to let you readers know what is going on in and around Taft. I don’t want to steal any of the Chamber’s thunder; the things you will find reading here will be my personal observations and perspectives. I will leave all the political stuff to the Westside Watcher. As you’ll find, I’m not a journalist. I was a straight ‘C’ student in bonehead English when I went to high school and college. I’ll rely on spell check for spelling and formatting, but I’m on my own when it comes to the facts. I’ll ask for your indulgence and for your critiques in this endeavor. I’m not Pete. I’m using the new Word 2007 and this is taking some getting used to. I’ll try to not get too opinionated, and the editor will rein me in if I get to far out, but this paper just wants to give you the facts and the truth, even if it sometimes hurts. So on with the show. This past Monday the 4th, members of the Oildorado Board met at the four local barbershops for some picture taking and promotion of the upcoming Wiskerino Contest. I hope you recognize me as I have shaved off my goatee and left only a small remembrance of my moustache. This will be my seventh time I have shaved and started growing a beard for the contest in October. The best I can hope for is a 2nd or 3rd place for the most unusual beard entry. If the past is any indication, my beard will be unusual alright in its scraggy look and color. So you men out there; if you don’t want to be arrested by Sheriff Billy White and if you’re too cheap like me and don’t want to buy a smooth puss badge, get down and register at your local barbershop. It’s free to enter. It has to be long enough for the Sheriff to hang an oversize clothes pin off your beard to pass muster. Besides, this is the 100th anniversary celebration, why not get into the spirit. I want write about the good things going on in Taft like the above story. I think we in Taft underrate ourselves and don’t think we have much to offer living here on the Westside. If you are thinking that way, then you are the reader we want to talk to. Don’t you find it strange when some people complain about living in Taft, you find out they have been here all their lives? Something doesn’t add up somehow. They have to learn how to live in Taft not just reside here. I’ll be working on that theme over the coming columns. I need your input, so drop me a line sometime at [email protected] if you have an interesting story or you spot something around town that you want mentioned or looked into. We have a lot of good stories to tell and we want you to know “What really is going on around town”. Maybe you are like me, I really don’t know everyone in Taft, but I do know some interesting people and I want to know the rest.
