Chantilly Highlands Homeowners Association Board of Directors Meeting Thursday, June 3, 2004

Submitted by: Mary Kerr Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

Board Attendees: Jeff Boehlert, Jim Ceh, Dan Feer, Mary Kerr, Mark Hassinger, and Wendy Osborn. Absent Board Attendees: Chris Tacinelli and Jerry Thatcher Home Owner Attendees: seven residents. The meeting was called to order at 7:31 p.m. by Dan Feer. Meeting Minutes: A Motion was made by Jim Ceh and Second by Jeff Boehlert to accept the May Minutes as

written. Due to the Newsletter being distributed prior to the Board meeting, it was agreed upon that Min-utes will be reviewed by the Board via email prior to publishing in the Newsletter.

Treasurer’s Report: The 29 homes that have either unpaid dues or late fees will not be able to enter the pool or participate in swim team until their unpaid dues and/or late fees are paid.

Community Facilities: Jeff Boehlert stated that the pool has opened and is running smoothly. The drinking fountain has a small leak and is being repaired.

Land Management: The Board of Directors will complete a Covenant-mandated action to walk the subdivi-sion looking at the common property grounds for maintenance issues and home owner’s encroachments on the common grounds this summer. The ACC will be walking in the fall to review the home owner’s lots. Guidelines are being developed to assist in this walk. An upcoming issue of the Newsletter will include the items that will be looked at so the residents have the opportunity to review and improve their property prior to the walk thru.

Community Events: The CHHA scheduled 5K walk/run was a success. Twenty-five people participated. There is interest in organizing a more formal 5K next time. Pam White is organizing the Teen Pool Party. One additional resident is interested in helping with Community Day.

Long Range Planning/Neighborhood Watch: Mary Kerr is working to get the Neighborhood Watch online. Architectural Control: Mark Hassinger made a Motion to appoint Ray Parisi, Andrea Ward, and Melissa Hil-

lelsohn to the ACC Committee. Jim Ceh seconded. All approved. Ray, Andrea and Melissa were wel-comed by all. A resident spoke out about a home not in ACC compliance. This is being investigated.

Covenants and By-Laws Progress: Nothing to report at this time. Newsletter: The newsletter will be reviewed by both Chris Tacinelli and Wendy Osborn prior to publication.

Committee recommended and Board approved the non-resident quarter page and business card ad prices to increase by $5. Non-resident advertisers will be notified of the increase and an effective date.

Old Business: Procurement Guidelines were developed by Dan Feer and are being reviewed by the Board. The new locks on the community center and pool house have been installed. New Business: Community center and pool house keys will be assigned to the Board Members, Committee

Chairs, and Pool Company. A $25.00 security deposit is required prior to receiving said key and will be refunded when the key is returned.

TIPS FOR HEALTHY AND SAFE SWIMMING THIS SUMMER To help you enjoy swimming this year, whether at our community pool, a hotel pool, or a county water park, there are some things to always keep in mind. Below is some information that can be found at http://www.cdc.gov/healthyswimming. PLEASE remember to keep an eye on your child at all times. Remember, kids can drown in seconds and in silence. PLEASE protect your child against sunburn by using a sunscreen with at least SPF 15 and both UVA and UVB protec-tion, and be sure to re-apply it after swimming. Even a few serious sunburns can increase the risk of getting skin cancer. PLEASE don’t use air-filled swimming aids (such as “water wings”) with children in place of life jackets or life preserv-ers. Do not allow your child to enter water that is deeper than his/her swim ability can handle. PLEASE do not swim when you have diarrhea. This is especially important for kids in diapers. You can spread germs in the water and make other people sick. PLEASE do not swallow the pool water. In fact, avoid getting water in your mouth. PLEASE practice good hygiene. Take a shower before swimming and wash your hands after using the toilet or chang-ing diapers. Germs on your body end up in the water. PLEASE take your kids on bathroom breaks or check diapers often. Waiting to hear “I have to go” may mean that it’s too late. PLEASE change diapers in a bathroom and not at the poolside. Germs can spread to surfaces and objects in and around the pool and spread illness. PLEASE wash your child thoroughly (especially the rear end) with soap and water before swimming. Everyone has invisible amounts of fecal matter on their bottoms that end up in the pool. THINGS TO THINK ABOUT: You share the water with everyone in the pool. If someone contaminates the water, swallowing the water can make you sick. So, you think chlorine kills germs. Yes, it does. But it doesn’t work right away. It takes time.

In fact, without your help, even the best-maintained pools can spread illness.

Green Breakfast - Board of Supervisors

Chairman Gerry Connolly

When: Saturday, July 10th, from 8:30 - 10:00 AM Where: Old Country Buffet, Fair City Mall - Route 236

(Main Street) and Pickett Road in Fairfax City Cost: Under $7; pay the cashier as you arrive. If you are

a senior, ask for discount. No reservations are neces-sary.

Chairman Connolly will present his views on the future of the environment in Fairfax County. In his inaugural speech last December, he said, “Fairfax County has made great strides in reclaiming its environment by hiring the first environmental coordinator, mapping our perennial streams, protecting the Occoquan Watershed and the Chesapeake Bay. But to keep our promise we must do more; to restore our streams, to better-manage our storm-water, to improve our air quality and continue to preserve our remaining open space.” Go to http://www.co.fairfax.va.us/nvswcd for more information.

A Great Big Thank You to the community for the support that the Oak Hill PTA re-ceived for the Labels For Education Pro-gram. This was our first year in collecting Labels and UPCs from Campbell's, Swan-son, Prego, Pepperidge Farms, Pace, V8 Juices and Franco-American products.

We met our goal for this year but we hope to double it for the next school year. The col-lection boxes in Giant (on the service desk) and Food Lion (in the front of the store) will be up in the summer months. Please con-tinue to collect for us and use these drop-boxes.

If you have any questions, please contact Barbara Philipps at 703-707-8174.

Again, Thank you for all your help in kicking off this new program!

Then we need YOU! If you’d like to volunteer to be a photographer for Chantilly Highlands and

Protect Yourself from Identity Theft

As you head off for your vacation this summer, be aware of the ever-looming risk of being a victim of identity theft. According to the Federal Trade Commission (FTC), you can minimize your risk by managing personal information cautiously and with heightened sensitivity.

The FTC has information for consumers on identity theft at http://www.ftc.gov/bcp/conline/pubs/credit/idtheftmini.htm. Also listed are steps to take if you are a victim. Don’t believe that it ‘can’t happen to you.’

Entering or Leaving Oak Hill Elementary School?

Although school will not be in session during the summer, principals will be making decisions regarding staffing based on enrollment. If you are new to the Oak Hill Community, reside within the school boundaries, and plan to enroll your child(ren), we urge you to come to the school office as soon as possible to start the process. Please call the school office at 703-467-3500 to be sure that someone is available to assist you. Please do not wait until the first day of school to do this since staffing will have been determined.

If you are moving, and your child(ren) will not be attending Oak Hill, please notify the school office. This will also assist us in staffing. Moreover, we will be able to get records ready for the receiving school.

We appreciate your assistance in this very impor-tant matter.

Thank you! Marie R. Merenda, Principal

Did you know that in Fairfax County… ...under Fairfax County Ordinance, Section 82-9-6 (a) states, “It shall be unlawful for any person to play in or on a street or highway, other than upon the sidewalks thereof.” This ordinance would apply to having bas-ketball hoops set up on the curbsides, making it illegal (not to mention unsafe). ...under Fairfax County Ordinance, Section 82-5-1 (a) ‘Parking prohibited in specified places’ states, “No per-son shall park a vehicle, except when necessary to avoid a conflict with other traffic or in compliance with the directions of a police officer or traffic-control de-vice, in any of the following places: (1) on a side-walk.” This would include parking in a driveway such that a portion of the vehicle extends into the sidewalk area, causing an obstacle for pedestrians. Make sure your guests and visitors don’t end up with a ticket! Gang Activity in Our Region Recent reports in the media have brought to our attention the number of gangs, and the level of gang violence, in our region over the last two years. In a recent memo from Representative Frank Wolf, he states that “local law enforcement officials estimate that there could be as many as 3,000 gang members in northern Virginia.”

We’ve heard how violent some gang activities are. They are also known to be recruiting members at our schools, beginning as early as middle school.

Local law officials are taking the problem very seriously. They have secured additional funds and established a special gang task force that operates out of a central office in Herndon.

Additionally, money has specifically been set aside for the education and intervention/prevention components of the task force’s plan. In order to
