This year’s fall golf tournament involved a friendly neighborhood competition as well as the usual team com-petition. Chantilly Highlands competed against Franklin Farm for the first annual Cassel Cup (of Cassel’s Awards and Engraving). The competition was stiff, the weather held out and all 39 golfers seemed to enjoy themselves. The venue was once again Penderbrook Golf Course on Monday, October 8th. Chantilly Highlands Homes Association October 4, 2001 Board Meeting Minutes

Submitted by Bill Wolff Board members in attendance: David Howlett, John Tandler, Jim Wright, Elizabeth Grasty, Bill Jeffrey and Bill Wolff. Others in attendance: Doug Fearson, Katy White and Pam White. Meeting began at 7:55 PM. 1. Approval of Minutes: Minutes of 9/6/2001 meeting approved. 2. Katy White reported on her project to maintain the CHHA event signs and her research to replace the current signs. The

Board approved a proposal to replace the signs. Katy will work with the COMFAC Committee to implement the proposal. The total cost will be about $1,500.

3. Treasurer’s Report by Jim Wright: 4. Committee Reports:

A. Community Facilities presented by Bill Wolff: - Pool repairs and maintenance have begun. The total cost will be about $40,000. - An insurance claim has been filed for hail damage to the community buildings. - An insurance claim has been filed for lightening damage to the pool motor.

B. Long Range Planning presented by Bill Jeffrey: - Discussed the Capital Projects and Maintenance Schedule of Future Requirements. - The current reserves appear to be adequate for future maintenance requirements.

C Social Activities presented by Elizabeth Grasty: - Fall Golf Classic is scheduled for October 8. - Halloween Party planned for October 21.

D Contract Positions: - The Board is still looking for bids for Bookkeeper and Database Administrator.

E The 2002 Budget discussion led by Jim Wright: - The fee to rent the Community Center will be reduced to $15.00 per hour. - The Land Management portion of the Budget will be discussed at Nov. meeting. - The Budget will be finalized at the Nov. meeting

5. The Board moved to Executive Session. 6. Meeting adjourned at 10:30 PM. The next meeting is scheduled for Thursday, Nov. 1, 2001 at 7:30 PM.

CHHA Committees These committees are always open for new mem-bers. The liaisons are listed on page 2. Call ahead or just show up at the next meeting with your ideas! CHHA Board of Directors (BOD) - Meeting is open to

all CHHA members. To add to the agenda, contact David Howlett at 703-689-9840 or any of the board members listed on page 2. Meetings are held the first Thursday of each month.

Architectural Control Committee (ACC)- Requests for architectural changes and discoveries of non-compliance are reviewed. Volunteers welcome. Meetings are held the first Tuesday of each month.

Community Facilities Committee (COMFAC)- Decisions are made concerning the pool, playground, tennis courts and community center. New members always welcome. Meetings are held the second Monday of each month.

ATM transactions are generally fast and easy, but potentially could end in disaster. Follow these simple guidelines to avoid being the victim of a robbery at the ATM machine.

Look around before conducting an ATM transac-tion. If you see anyone or anything suspicious, go to another ATM. Before you arrive at the ATM, have your card and anything else you need for your transaction ready as you approach the ATM. Make sure you have memorized you PIN (personal identification number). Don’t write it down on your ATM card or keep it with your card. Never tell any-one else what your PIN is and never have someone else enter your PIN for you. If you are at a walk-up ATM, stand between the ATM and anyone waiting to use the terminal so they can’t see your PIN or your transaction amount. Do not count your money at the ATM. Put with-drawal cash away immediately before leaving the ATM. If anyone follows you after making an ATM transac-tion, immediately go to a well-lighted, crowded area and call the police.

Just about everyone in Chantilly Highlands has a garage. Entry into a house through an attached garage is traditionally easier for the burglar than through any other door. The interior door from the garage into the house is frequently a hollow core door and many have latches rather than deadbolts for the locking mecha-nism. Also, once the burglar gets into the garage it is easy to close the garage door behind him or her. The burglar then has plenty of time to enter the house with-out fear of being seen. If the burglar is really bold, he or she could even drive a car into the garage to load up your valuables. Make it a practice to keep your garage locked, even if you are making a short trip and plan to return shortly. When you are working around the house, don’t leave the garage door open to show anyone passing by just what valuables you store there. If you have an automatic garage door opener, never, ever leave it visible in your automobile. It could entice a

burglar to steal the opener and use it to enter your ga-rage. You might ask, “How would they locate your house?” Check the papers you store in your automo-bile’s glove box. Too many people have items in there that contain their address. If you park your car in your garage, remember not to leave your keys in it. Even if you have locked the door to the house, the burglar now has easy access without having to break any doors or windows. So always keep those garage doors closed and locked tight, and the garage door opener secured.

Perhaps the most visible and universal expression of our renewed sense of patriotism in Chantilly Highlands is the flying of the United States Flag. Many neighbors have commented on the overwhelming sense of pride and secu-rity that they feel as they drive through the neighborhood. Many calls and emails have come in asking for guidelines for flying the national flag. There are long-standing rules of etiquette when displaying the national flag that should be followed as closely as possible. Here are some reminders:

A flag is usually flown from sunrise to sun-set. When displaying the flag for 24 hours, be sure it is directly illuminated. The flag may be flown every day and, if it is made of weather-resistant material, in any conditions. To display the United States flag flat against a wall, hori-zontally or vertically, the blue field should be at the top

and facing to the left of the observer. It is proper to display the flag on all national and state holidays, and on other days proclaimed by the president. When flags are displayed at different heights, the United States flag flies higher than all others. It is always

hoisted first and lowered last. When flags are displayed at equal heights,

the United States flag is either out in front or farthest to the left of the observer.

By order of the president (or other high-ranking official), the flag may be flown at half-staff

All polling locations will be open from 6:00 AM to 7:00 PM on Tuesday, November 6, 2001 for the general & spe-cial elections. In addition to the above positions, voters will be asked to vote on the school bond referendum. The building and renovation of schools are not fi-nanced through the school system’s operating funds, but through bonds. The sale of municipal bonds is a form of long-term borrowing that spreads the cost of major capital improvements over the years the facilities are used. This method of financing ensures that both current and future users help pay for the improvements. The law requires that voters approve bonds since they are a future obligation for taxpayers. If approved, these bonds will probably be sold to large investment banking syndicates that will have competitively bid for them. These

syndicates sell bonds to other financial institutions, which then sell to individuals and to group investors. Fairfax County bonds may be purchased through brokerage firms. Bonds and competitive bidding among contractors to get the lowest possible construction cost provide the most effective way to fund school construction. The school sys-tem continually studies other funding mechanisms but finds that this method remains the most cost-effective. This year’s school bond is for a maximum aggregate principal amount of $377,955,000. Look for the “yes” and “no” boxes in the middle of the ballot.

On November 27, the Chantilly Highlands Garden Club presents “All About Lilies.” A member of the Po-tomac Lily Society will present an informative program on lilies. We will learn about the different varieties as well as the selection, planting, and care of these spectacular flowers. This will be the last formal program for 2001. On December 4, we will prepare the garlands and wreaths to be hung at the entrances of Chantilly High-lands for the holiday season. This activity is open to any-one interested in participating. Please bring lots of fresh cut greens (about 12 to 18 inches long), gloves, wire cut-ters, and floral wire. If anyone in Chantilly Highlands has greenery to contribute to this effort, please contact Vir-ginia Hodge at 703-318-9231. All meetings and the holiday garland making are held at the Community Center at 7 PM. The garlands will be hung on Saturday, December 8.

The Chantilly Highlands Mom and Tots group has been meeting for almost four years. In that time, the group's various social activities have made it easy for our children, as well as the moms, to make many new friends. In addition to the numerous at home play dates and out-side activities scheduled on a monthly basis, the Mom and Tots group has also sponsored some activities for the whole family, such as summer pool/pizza parties, trips to Wolftrap, the Smithsonian Kite Festival, and a day at the National Zoo. "Membership" is open to all, and there are no "attendance requirements" or dues -- the only require-ment is that you and your child have fun! The families who have participated would surely agree this is a great way to meet new people and get involved in your community. Co-ordinating the various playgroup activities has, to date, been done by current members, many of whose children are now transitioning into school-aged activities. The Mom and Tots group needs some new neighbors to fill those gaps and keep the group going.
